Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decision No. 930/QĐ-TTg dated September 9, 2005 of the Prime Minister approving the restructuring plan for the scientific organization system under the Ministry of Agriculture and Rural Development;
Considering the proposal of the Director of the Personnel Department.
Transfer the Northwest Agricultural and Forestry Science and Technology Institute from being under the direct supervision of the Ministry to being under the direct supervision of the Vietnam Agricultural Science Institute.
DECISION:
Article 1. The Northwest Agricultural and Forestry Science and Technology Institute is a scientific public service entity with revenue; its headquarters is located in Buon Ma Thuot City, Dak Lak Province, and it shall use its own seal and bank account in accordance with the provisions of the law.
Assign the Director of the Northwest Agricultural and Forestry Science and Technology Institute and the Director of the Vietnam Agricultural Science Institute to conduct the transfer and acceptance of the current status of tasks, files and documents, assets, labor, funds, buildings, and land owned by the Northwest Agricultural and Forestry Science and Technology Institute before July 1, 2008.
Article 2. Assign the Departments under the Ministry according to their functions to guide the two aforementioned units to conduct the transfer and acceptance in accordance with the current regulations of the State. Assign the Director of the Vietnam Agricultural Science Institute to reorganize and arrange the Northwest Agricultural and Forestry Science and Technology Institute after accepting it in accordance with the tasks and powers of the Vietnam Agricultural Science Institute and the current delegation.
The Head of the Ministry's Office, the Director of the Personnel Department, the Heads of relevant agencies and units under the Ministry, the Director of the Vietnam Agricultural Science Institute, and the Director of the Northwest Agricultural and Forestry Science and Technology Institute are responsible for implementing this decision.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 4. The Head of the Ministry’s Office, the Director of the Cadre and Civil Servant Department, the Heads of agencies and units related to the Ministry, the Director of the Vietnam Academy of Agricultural Science, and the President of the Northwest Agriculture and Forestry Science Institute are responsible for implementing this Decision.
