LIST OF COUNTIES, DISTRICTS, AND WARD LEVELS IN PROVINCES AND CITIES UNDER THE CENTRAL GOVERNMENT TO IMPLEMENT PILOT PROGRAMS WITHOUT ESTABLISHING PEOPLE'S COUNCILS AT THE COUNTY, DISTRICT, AND WARD LEVELS
THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM
BASED ON THE CONSTITUTION OF THE SOCIALIST REPUBLIC OF VIETNAM IN 1992 AS AMENDED AND COMPLEMENTED BY RESOLUTION NO. 51/2001/QH10;
Pursuant to Resolution No. 26/2008/QH12 dated November 15, 2008 of the National Assembly, Session 4, Twelfth Term, on implementing pilot programs without establishing People's Councils at the county, district, and ward levels;
After considering the Report No. 01/TTr-CP dated January 2, 2009 of the Government on the draft Resolution of the Standing Committee of the National Assembly regarding the list of counties, districts, and wards in some provinces and cities under the Central Government to implement pilot programs without establishing People's Councils at the county, district, and ward levels, and the Review Report No. 672/BC-UBPL12 dated January 14, 2009 of the Committee for Legal Affairs of the National Assembly,
RESOLUTION:
Article 1. Implementing pilot programs without establishing People's Councils at the county, district, and ward levels in 67 counties, 32 districts, and 483 wards in 10 provinces and cities under the Central Government as follows:
1. Province of Lao Cai
a) Counties: 8 counties, including:
Bao Thang, Bac Ha, Si Ma Cai, Muong Khang, Bat Xat, Sa Pa, Van Ban, Bao Yen.
b) Wards: 12 wards, including:
The wards belonging to the city of Lao Cai: Lao Cai, Pho Moi, Coc Leu, Kim Tan, Bac Cuong, Duyen Hai, Bac Leng, Pom Han, Xuan Tang, Thong Nhat, Binh Minh, Nam Cuong.
2. Province of Vinh Phuc
a) Counties: 7 counties, including:
Vinh Tuong, Yen Lac, Tam Duong, Binh Xuyen, Lap Thach, Tam Dao, Song Lo.
b) Wards: 13 wards, including:
- The wards belonging to the city of Vinh Yen: Hoi Hop, Dong Tam, Tich Son, Ngo Quyen, Dong Da, Lien Bao, Khai Quang;
- The wards belonging to the town of Phu Yen: Xuan Hoa, Dong Xuan, Hung Vuong, Trung Trac, Trung Nhi, Phuc Thang.
3. City of Hai Phong
a) Counties: 7 counties, including:
Thuy Nguyen, An Duong, An Lao, Kien Thuy, Tien Lang, Vinh Bao, Cat Hai.
b) Districts and wards: 7 districts and 70 wards, including:
- District Hong Bang and the wards belonging to District Hong Bang: Quan Toan, Hung Vuong, So Dau, Trai Chuo, Thuong Ly, Ha Ly, Minh Khai, Hoang Van Thu, Quang Trung, Phan Boi Chau, Pham Hong Thai;
- District Ngo Quyen and the wards belonging to District Ngo Quyen: Lach Tray, Dong Quoc Binh, Dang Giang, Dong Khe, Le Loi, Gia Vien, Cau Dat, Luong Khanh Thien, Lac Vien, May To, Cau Tre, Van My, May Chai;
- District Le Chan and the wards belonging to District Le Chan: Trai Cau, Ho Nam, Hang Kenh, Dong Hai, An Bien, Du Hang, Vinh Nien, Du Hang Kenh, Kenh Duong, Nghia Xa, Ninh Nghia, Cat Dai, Tran Nguyen Han, Lam Son, An Duong;

4. Province of Nam Dinh
a) Counties: 9 counties, including:
Yi Yen, Vu Ban, My Loc, Nam Truc, Nghia Hung, Truc Nin, Xuan Truong, Hai Hau, Giao Thuy.
b) Wards: 20 wards, including:
The wards belonging to the city of Nam Dinh: Ba Trieu, Quang Trung, Tran Dang Ninh, Nang Tinh, Phan Dinh Phung, Nguyen Du, Truong Thi, Cuu Bac, Vy Hoang, Vy Xuyen, Van Mieu, Ngo Quyen, Tran Tet Xuan, Ha Long, Tran Hung Dao, Loc Vuong, Thong Nhat, Loc Ha, Cuu Nam, Tran Quang Khai.
5. Province of Quang Tri
a) Counties: 7 counties, including:
Vinh Linh, Gio Linh, Cam Lo, Dakrong, Huong Hoa, Trieu Phong, Hai Lang.
b) Wards: 13 wards, including:
- The wards belonging to the town of Dong Ha: 1, 2, 3, 4, 5, Dong Thanh, Dong Giang, Dong Lei, Dong Luong;
- The wards belonging to the town of Quang Tri: 1, 2, 3, An Don.
6. City of Da Nang
a) County: 1 county: Hoa Vang;
b) Districts and wards: 6 districts and 45 wards, including:
- District Hai Chau and the wards belonging to District Hai Chau: Hoa Cuong Nam, Hoa Cuong Bac, Hoa Thuan Dong, Hoa Thuan Tay, Binh Thuan, Binh Hien, Nam Duong, Phuoc Ninh, Hai Chau 1, Hai Chau 2, Thach Thang, Thanh Binh, Thuan Phuoc;
- District Thanh Khê and the wards belonging to District Thanh Khê: An Khe, Thanh Khe Tay, Xuan Ha, Tam Thuan, Trinh Gian, Thac Gian, Vinh Trung, Tan Chinh, Hoa Khe, Thanh Khe Dong;
- District Lien Chieu and the wards belonging to District Lien Chieu: Hoa Hiep Nam, Hoa Hiep Bac, Hoa Khanh Nam, Hoa Khanh Bac, Hoa Minh;

Long Điền, Đất Đỏ, Tân Thành, Xuyên Mộc, Châu Đức;
b) Wards: 24 wards, including:
- Wards under City Vũng Tàu: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, Thắng Nhất, Thắng Tam, Rạch Dừa, Nguyễn An Ninh;
- Wards under Town Bà Rịa: Kim Dinh, Long Hương, Phước Hưng, Phước Hiệp, Phước Trung, Phước Nguyên, Long Toàn, Long Tâm.
10. Province Kiên Giang
a) Counties: 11 counties, including:
An Minh, Châu Thành, Vĩnh Thuận, Gò Quao, Giồng Riềng, Kiên Hải, Phú Quốc, Tân Hiệp, Hòn Đất, An Biên, U Minh Thượng;
b) Wards: 15 wards, including:
- Wards under City Rạch Giá: Vĩnh Quang, Vĩnh Thanh Vân, Vĩnh Lợi, Vĩnh Hiệp, Vĩnh Thông, An Bình, Vĩnh Lạc, Rạch Sỏi, Vĩnh Bảo, An Hòa, Vĩnh Thanh;
- Wards under Town Hà Tiên: Đông Hồ, Bình San, Tô Châu, Pháo Đài.
Article 2.
1. The Government, the Supreme People's Court, the Supreme People's Procuracy, and the Vietnam Fatherland Front Central Committee within their respective duties and authorities shall be responsible for organizing the implementation of this Resolution.
2. The People's Councils, Provincial People's Committees, Municipal People's Committees directly under the central government, District People's Committees, and Ward People's Committees named in the list prescribed in Article 1 shall be responsible for implementing this Resolution.
Article 3. This Resolution takes effect from April 1, 2009./.
