CIRCULAR
Issuing Temporary Provisions on Feed for Whiteleg Shrimp
Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 15/NĐ-CP dated March 19, 1996 of the Government on the Management of Livestock Feeds;
The Ministry of Agriculture and Rural Development hereby issues Temporary Provisions on Feed for Whiteleg Shrimp as follows:
Article 1. Attached hereto is the "Temporary Provisions on Feed for Whiteleg Shrimp."
Article 2. These Circulars shall take effect 45 days from the date of signature.
Article 3. The Head of the Ministry's Office, the Director of the Fisheries Cultivation Department, the Heads of units under the Ministry, the Departments of Agriculture and Rural Development of provinces/cities directly under the Central Government, organizations, and individuals involved in production, business, and use of feed for aquaculture are responsible for implementing these Circulars.

Article 1. Scope of Application
1. Scope of application:
These provisions apply to domestic and foreign organizations and individuals engaged in activities related to the production, business, processing; export, import; and use of feed for whiteleg shrimp within the territory of Vietnam.
Article 2. Scope of Regulation
Specifies requirements regarding quality and safety standards for mixed feed for whiteleg shrimp prepared from various raw materials to ensure adequate nutrition; used for breeding and growing whiteleg shrimp for commercial purposes.
Article 2. Provisions on Feed for Whiteleg Shrimp

3. Testing Methods
4. Packaging
a) Feed for whiteleg shrimp must be packed in PE bags, PP bags, or three-layer paper bags.
b) Bags containing feed must be durable, sealed, not torn, and sterilized.
5. Labeling
a) Labeling on bags containing feed for whiteleg shrimp must comply with the provisions of Government Decree No. 89/2006/NĐ-CP dated August 30, 2006 on product labeling and current regulations.
b) Mandatory information to be included on labels:
- Product name, standard quality announcement number;
- Name and address of the trader responsible for the product;
- Quantity of the product (net weight);
- Composition (main raw materials used);
- Key quality indicators (digestible protein content, crude fat, moisture, crude fiber, mineral content...);
- Production date, expiration date, storage period;
- Storage instructions, usage instructions (amount to feed, frequency of feeding, and daily monitoring of feed consumption);
- Feed suitable for shrimp at which stage and size;
- Origin of the product (for imported feed);
- Commitment: The feed does not contain substances banned for use according to the regulations of the Ministry of Agriculture and Rural Development;
- Feed for whiteleg shrimp.
6. Storage
a) Feed for whiteleg shrimp must be stored in dry, clean warehouses; placed on raised, well-ventilated shelves and sterilized. Warehouses must have measures to prevent rodent and insect damage.
b) Expiration period not exceeding 90 days.
7. Transportation
a) Transport vehicles for feed for whiteleg shrimp must be dry, clean, covered against rain and sun, free from harmful substances, and meet hygiene requirements.
b) Handling must be gentle, avoiding strong impacts.
Article 3. Implementation Provisions
During the implementation of these provisions, if there are any difficulties, organizations and individuals are requested to report to the Ministry of Agriculture and Rural Development for study and revision.

During the implementation of this Regulation, if there are any difficulties, organizations and individuals are requested to report them to the Ministry of Agriculture and Rural Development for study and revision.
