THE MINISTER OF LABOR, INVALIDS AND SOCIAL AFFAIRS
Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;
WHEREAS, Decree No. 131/2006/NĐ-CP dated November 9, 2006 of the Government promulgating the Regulations on the Management and Use of Official Development Assistance Funds;
WHEREAS, Decision No. 64/2001/QĐ-TTg dated April 26, 2001 of the Prime Minister promulgating the Regulations on the Management and Use of Non-Governmental Foreign Aid Funds;
WHEREAS, Circular No. 04/2007/TT-BKH dated July 30, 2007 of the Ministry of Planning and Investment guiding the implementation of the Regulations on the Management and Use of Official Development Assistance Funds;
WHEREAS, Circular No. 03/2007/TT-BKH dated March 12, 2007 of the Ministry of Planning and Investment guiding the functions, tasks, and organizational structure of the Program and Project Management Board for ODA;
WHEREAS, Circular No. 82/2007/TT-BTC dated July 12, 2007 of the Ministry of Finance guiding the financial management system for non-reimbursable foreign aid funds under state budget revenue;
WHEREAS, Decision No. 803/2007/QĐ-BKH dated July 30, 2007 of the Ministry of Planning and Investment promulgating the reporting system for the implementation of ODA programs and projects;
At the proposal of the Director of the Department of Planning and Finance,
DECISION:
Article 1. ATTACHED TO THIS DECISION ARE THE REGULATIONS ON THE MANAGEMENT AND USE OF FOREIGN AID FUNDS UNDER THE MINISTRY OF LABOR, INVALIDS AND SOCIAL AFFAIRS.
Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF PUBLICATION IN THE OFFICIAL GAZETTE AND SHALL REPLACE Decision No. 1008/2004/QĐ-BLĐTBXH dated July 7, 2004 of the Minister of Labor, Invalids and Social Affairs regarding the issuance of the Regulations on the Management and Use of Foreign Aid Funds under the Ministry of Labor, Invalids and Social Affairs.
ALL PRIOR PROVISIONS CONTRARY TO THIS DECISION ARE ABROGATED.
Article 3. THE HEAD OF THE MINISTRY’S OFFICE, DIRECTORS OF THE PLANNING AND FINANCE DEPARTMENT, DIRECTORS OF THE INTERNATIONAL COOPERATION DEPARTMENT, DIRECTORS OF THE ORGANIZATION AND STAFF DEPARTMENT, HEADS OF RELATED AUTHORITIES, DIRECTORS OF PROVINCE AND CITY DEPARTMENTS OF LABOR, INVALIDS AND SOCIAL AFFAIRS, CHIEFS OF PROJECT MANAGEMENT BOARDS THAT HAVE RECEIVED, MANAGED, AND USED OFFICIAL DEVELOPMENT ASSISTANCE FUNDS AND NON-GOVERNMENTAL FOREIGN AID FUNDS UNDER THE MINISTRY OF LABOR, INVALIDS AND SOCIAL AFFAIRS ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION./.
