RESOLUTION

Regarding functions, tasks, powers, and organizational structureof the National Assembly Office

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY 

On the basis of the Constitution of the Socialist Republic of Vietnam;

On the basis of The Law on the Organization of the National Assembly No. 57/2014/QH13 has been amended and supplemented with some articles according to Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

RESOLUTION:

Article 1. Functions of the National Assembly Office

The National Assembly Office is an administrative body providing comprehensive advisory services and support for the activities of the National Assembly, the Standing Committee of the National Assembly, the Chairman of the National Assembly, Vice Chairmen of the National Assembly, the National Ethnic Council, Committees of the National Assembly, and National Assembly deputies.

Article 2. Tasks and Powers of the National Assembly Office

1. Organizing services for sessions of the National Assembly and meetings of the Standing Committee of the National Assembly; organizing the implementation of the work program and other activities of the National Assembly and the Standing Committee of the National Assembly.

2. Advising the Chairman of the National Assembly, the Standing Committee of the National Assembly on the proposed work schedule of the National Assembly and the Standing Committee of the National Assembly; on procedures and processes for conducting activities of the National Assembly and the Standing Committee of the National Assembly; organizing secretarial duties for sessions of the National Assembly and meetings of the Standing Committee of the National Assembly; the Secretary-General of the National Assembly - Director of the National Assembly Office shall preside over and coordinate with the Permanent Delegation of the National Ethnic Council and Committees of the National Assembly to collect and synthesize opinions of National Assembly deputies at sessions of the National Assembly.

3. Advising and supporting the activities of the Chairman of the National Assembly, Vice Chairmen of the National Assembly, members of the Standing Committee of the National Assembly; coordinating with the Permanent Delegation of the National Ethnic Council and Committees of the National Assembly in organizing services for the activities of the National Ethnic Council and Committees of the National Assembly.

4. Advising the Standing Committee of the National Assembly in managing general affairs of the National Assembly, ensuring compliance with the Rules of Procedure of the National Assembly session and the Operational Regulations of the Standing Committee of the National Assembly.

5. Assisting the Standing Committee of the National Assembly in coordinating work with the State President, the Government, the Central Steering Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Agency, and related agencies and organizations.

6. Advising and assisting the Standing Committee of the National Assembly in directing, regulating, and coordinating the activities of the National Ethnic Council and Committees of the National Assembly.

7. Proposing improvements to the working system of the National Assembly and the Standing Committee of the National Assembly according to directives from the Standing Committee of the National Assembly, the Chairman of the National Assembly, and Vice Chairmen of the National Assembly.

8. Preparing reports on the work of the National Assembly and the Standing Committee of the National Assembly; preparing reports assigned by the Standing Committee of the National Assembly, the Chairman of the National Assembly, and Vice Chairmen of the National Assembly.

9. Urging the preparation and ensuring procedural requirements for submitting draft projects, programs, reports, and proposals to the National Assembly and the Standing Committee of the National Assembly from relevant agencies and organizations.

10. Coordinating with the Permanent Delegation of the National Ethnic Council, Committees of the National Assembly, and related agencies and organizations to draft resolutions on matters assigned by the National Assembly and the Standing Committee of the National Assembly. Organizing the publication of resolutions of the National Assembly and the Standing Committee of the National Assembly.

11. Coordinating with the Office of the National Election Council to serve election work for National Assembly deputies and People's Councils at all levels as assigned.

12. Managing information, press, publishing, library, and museum work of the National Assembly, the Standing Committee of the National Assembly, the National Ethnic Council, Committees of the National Assembly, and the National Assembly Office. Assisting the Secretary-General of the National Assembly - Director of the National Assembly Office in performing spokesperson duties for the National Assembly and the Standing Committee of the National Assembly.

13. Developing strategies and directions for digital transformation and unified management, promoting the application of digital technology; building and developing a digital National Assembly to serve the activities of the National Assembly, the Standing Committee of the National Assembly, the National Ethnic Council, Committees of the National Assembly, and the National Assembly Office.

14. Managing, operating, and posting information and producing appropriate digital content for publication on the National Assembly's Electronic Information Portal regarding the activities of the National Assembly, the Standing Committee of the National Assembly, the National Election Council, the Chairman of the National Assembly, Vice Chairmen of the National Assembly, the National Ethnic Council, Committees of the National Assembly, the National Assembly Office, and Delegations of National Assembly deputies.

15. Managing the operational budget of the National Assembly. Advising and assisting the Standing Committee of the National Assembly in deciding expenditure regulations and financial policies for the operational budget of the National Assembly; deciding the operational budget of Delegations of National Assembly deputies. Being responsible for managing facilities, equipment, technical means, and other conditions necessary for the activities of the National Assembly, the Standing Committee of the National Assembly, the National Ethnic Council, and Committees of the National Assembly; coordinating with the National Ethnic Council and Committees of the National Assembly in financial accounting work serving the activities of the National Ethnic Council and Committees of the National Assembly.

16. Organizing administrative, archival, security, and reception work for the National Assembly, the Standing Committee of the National Assembly, and the National Assembly Office; presiding over and coordinating with the Permanent Delegation of the National Ethnic Council and Committees of the National Assembly to implement administrative, archival, security, and reception work for the National Ethnic Council and Committees of the National Assembly.

17. Issuing documents within its authority; consolidating and codifying legal norms in legal documents issued by the National Assembly and the Standing Committee of the National Assembly according to the provisions of the law; advising and supporting National Assembly deputies in proposing and drafting laws, ordinances, and resolutions according to the provisions to submit to the Standing Committee of the National Assembly as required by National Assembly deputies.

18. Implementing recruitment, management, and utilization of civil servants, public officials, and contractual workers under the National Assembly Office.

19. Implementing inspection, complaint resolution, disciplinary action, anti-corruption, and thrift measures according to the law.

20. Implementing scientific management, organizing scientific research activities, and providing information and research services to serve the activities of the National Assembly, the Standing Committee of the National Assembly, the National Ethnic Council, Committees of the National Assembly, the National Assembly Office, and National Assembly deputies.

21. Cooperate with the Ministry of Foreign Affairs and relevant agencies to implement external activities of the National Assembly Chairperson and Vice-Chairpersons; take the lead and cooperate with the Ethnic Council, Committees of the National Assembly, and relevant agencies to build and implement annual external activity programs for the Ethnic Council, Committees of the National Assembly, Friendship Parliamentary Groups, Women Deputies Group, Young Deputies Group, National Assembly Office, State Audit Agency; prepare the National Assembly's annual external report; organize the implementation of external work of the National Assembly Standing Committee, Ethnic Council, Committees of the National Assembly, National Assembly deputies, and National Assembly Office; carry out international cooperation activities of the National Assembly Office.

22. Perform other tasks as prescribed by law or assigned by the National Assembly, the National Assembly Standing Committee, the National Assembly Chairperson, and Vice-Chairpersons.

Article 3. Establishment, reorganization, and dissolution of departments, bureaus, and units

1. The National Assembly Office may establish departments, bureaus, and units equivalent to department level and public service organizations.

Departments under the National Assembly Office that have multiple areas of work and special characteristics may establish divisions and units equivalent to division level.

Bureaus and units equivalent to department level under the National Assembly Office may establish divisions and units equivalent to division level and public service organizations.

The People's Representative Newspaper may establish sections.

2. The National Assembly Standing Committee decides on the establishment, reorganization, or dissolution of departments, bureaus, and units equivalent to department level, and public service organizations under the National Assembly Office; decides on the number of sections under the People's Representative Newspaper; decides on the maximum number of divisions, units equivalent to division level, and public service organizations under departments, bureaus, and units equivalent to department level.

3. The Secretary-General of the National Assembly - Director of the National Assembly Office decides on the establishment, reorganization, or dissolution of sections under the People's Representative Newspaper, divisions, units equivalent to division level, and public service organizations under departments, bureaus, and units equivalent to department level, ensuring they do not exceed the number specified in this Resolution.

Article 4. Organizational structure of the National Assembly Office

1. General Department.

2. Organization and Cadres Department.

3. International Relations Department.

4. Administrative Department.

The organizational structure of the Administrative Department consists of three divisions.

5. Digital Transformation Department.

6. Planning and Finance Department.

The organizational structure of the Planning and Finance Department consists of three divisions.

7. Information and Library Department.

The organizational structure of the Information and Library Department consists of five divisions and units equivalent to division level.

8. Management Bureau.

The organizational structure of the Management Bureau consists of seven divisions and units equivalent to division level and four public service organizations.

9. The People's Representative Newspaper.

The organizational structure of the People's Representative Newspaper consists of six sections.

Article 5. Directive and management work

1. The Secretary-General of the National Assembly - Director of the National Assembly Office is the head of the National Assembly Office, leading the work of the National Assembly Office; is responsible before the National Assembly and the National Assembly Standing Committee for the work of the National Assembly Office.

Deputy Directors of the National Assembly Office assist the Secretary-General of the National Assembly - Director of the National Assembly Office in performing tasks assigned by the Secretary-General of the National Assembly - Director of the National Assembly Office; are responsible before the National Assembly Standing Committee, the Secretary-General of the National Assembly - Director of the National Assembly Office, and the law for the performance of assigned tasks.

2. The Secretary-General of the National Assembly - Director of the National Assembly Office stipulates the functions, tasks, and directs the work of departments, bureaus, units equivalent to department level, and public service organizations under the National Assembly Office.

3. Department heads, bureau chiefs, heads of units equivalent to department level, and heads of public service organizations manage their respective departments, bureaus, units, and public service organizations. Assistants to department heads, bureau chiefs, heads of units equivalent to department level, and heads of public service organizations may be appointed according to their functions, tasks, and actual conditions and characteristics of the departments, bureaus, and units.

The maximum number of deputy positions for heads of departments, bureaus, and units equivalent to department level shall be determined separately. The Secretary-General of the National Assembly - Director of the National Assembly Office decides on the specific number for each unit after consulting with the National Assembly Chairperson and Vice-Chairpersons.

The number of deputy positions for the head of the People's Representative Newspaper shall not exceed three people.

4. Division heads, heads of units equivalent to division level, and heads of public service organizations under departments, bureaus, and units equivalent to department level manage and perform the work of their respective divisions, units, and public service organizations; only in cases of real necessity will deputy positions be arranged to assist division heads and heads of units equivalent to division level.

The number of deputy positions for division heads and heads of units equivalent to division level shall be implemented in accordance with the law.

The number of deputy positions for heads of public service organizations under bureaus and units equivalent to department level shall not exceed three people per organization.

Article 6. Organization and Cadre Work

1. The Secretary-General of the National Assembly - Head of the National Assembly Office shall be elected, relieved of duty, or dismissed by the National Assembly.

Deputy Heads of the National Assembly Office shall be appointed, relieved of duty, removed from office, allowed to resign, or relieved of their positions by the Standing Committee of the National Assembly based on the proposal of the Secretary-General of the National Assembly - Head of the National Assembly Office.

2. The Secretary-General of the National Assembly - Head of the National Assembly Office shall decide on recruitment, transfer, secondment, rotation, training, upgrading, evaluation, classification, commendation, reward, temporary suspension of work, disciplinary action, and implementation of systems and policies for civil servants, public officials, and contractual workers within the scope of authority; appoint, reappoint, relieve of duty, remove from office, allow to resign, or relieve of leadership and management positions at the level of deputy head of department and above within departments, bureaus, units equivalent to department level, and public service units under the National Assembly Office.

The Secretary-General of the National Assembly - Head of the National Assembly Office shall decide on the hierarchical management of public officials of public service units according to the provisions of the law.

3. The Secretary-General of the National Assembly - Head of the National Assembly Office shall cooperate with the Chairman of the National Ethnic Council and the Heads of National Assembly Committees in implementing systems and policies for civil servants and performing organizational and cadre-related tasks for civil servants of specialized departments of the National Ethnic Council and National Assembly Committees.

4. The Secretary-General of the National Assembly - Head of the National Assembly Office shall cooperate with the Chairman of the National Ethnic Council and the Heads of National Assembly Committees in utilizing civil servants of specialized departments of the National Ethnic Council and National Assembly Committees in carrying out the duties of the Secretary-General of the National Assembly.

Article 7. Financial and Asset Management

The National Assembly Office shall perform financial and asset management operations in accordance with the provisions of the law.

Article 8. Effective Date

1. This Resolution shall take effect from the date of its adoption.

2. Resolution No. 22/2022/UBTVQH15 dated July 12, 2022 of the Standing Committee of the National Assembly regarding the functions, responsibilities, powers, and organizational structure of the National Assembly Office shall cease to be effective from the date this Resolution comes into force.

This Resolution was adopted by the Standing Committee of the National Assembly of the Socialist Republic of Vietnam, the 15th term, on March 7, 2025.
