JOINT CIRCULAR

Guidelines on funding for purchasing the People's Army Newspaper for agencies implementing defense work at ministries, ministerial-level agencies, government agencies; People's Militia Battalions at communes, wards, towns; People's Militia Battalions of organizations and self-defense units

Pursuant to the State Budget Law No. 01/2002/QH11 dated December 16, 2002 of the National Assembly;

Pursuant to the Self-Defense Militia Ordinance No. 19/2004/PL-UBTVQH11 dated April 29, 2004 of the Standing Committee of the National Assembly; Government Decree No. 184/2004/NĐ-CP dated November 2, 2004 detailing the implementation of the Self-Defense Militia Ordinance;

Pursuant to Government Decree No. 119/2004/NĐ-CP dated May 11, 2004 on defense work at ministries, ministerial-level agencies, government agencies, and localities;

To implement the guidance of the Prime Minister in Circular No. 7191/VPCP-KTTH dated December 12, 2005 regarding funding for purchasing the People's Army Newspaper for People's Militia Battalions at communes, wards; self-defense units within agencies, enterprises, universities, colleges, vocational schools, and training institutions nationwide;

The Ministry of National Defense and the Ministry of Finance provide guidelines on funding for purchasing the People's Army Newspaper (QĐND) as follows:

I. OBJECTS:

1. Agencies implementing defense work under Government Decree No. 119/2004/NĐ-CP dated May 11, 2004: Department of National Defense and Security, Ministry of Planning and Investment; Department of Internal Affairs, Office of the Government; Department of National Defense Education, Ministry of Education and Training; Department I (Party budget, national defense, security, special), Ministry of Finance.

2. People's Militia Battalions of central agencies, organizations, and departments (as per Decision No. 133/2005/QĐ-BQP dated September 12, 2005 of the Ministry of National Defense on the establishment of People's Militia Battalions of central agencies, departments, and organizations).

3. People's Militia Battalions of agencies, organizations, and self-defense units directly under provincial, centrally-administered city, and provincial city levels; directly under district and urban district levels established according to Article 14 of Government Decree No. 184/2004/NĐ-CP dated November 2, 2004 detailing the implementation of the Self-Defense Militia Ordinance.

4. People's Militia Battalions at communes, wards, and towns.

5. Permanent militia platoons and companies of border communes, island communes; key defense and security communes according to Article 9 of Government Decree No. 184/2004/NĐ-CP dated November 2, 2004 detailing the implementation of the Self-Defense Militia Ordinance.

6. Self-defense units from company level upwards when concentrated for training; serving combat; combat; rescue; disaster relief; flood, storm, fire, earthquake, epidemic response.

II. QUANTITY:

1. Objects specified in Clause 1 and Clause 6 of Part I of this Circular shall purchase:

- Daily People's Army Newspaper: 04 copies/day

- Weekly People's Army Newspaper: 04 copies/week

- Monthly magazine "Events and Witnesses": 04 copies/month

2. Other objects shall purchase:

- Daily People's Army Newspaper: 01 copy/day

- Weekly People's Army Newspaper: 01 copy/week

- Monthly magazine "Events and Witnesses": 01 copy/month

III. SOURCE OF FUNDS AND ORGANIZATION OF PURCHASE.

1. Source of funds.

a. Funding for purchasing the QĐND newspaper falls under the national defense and security expenditure, allocated in the budget estimates of the units according to the current classification of state budget expenditures: central budget for central agencies; local budget for local units.

b. Funding for purchasing the QĐND newspaper of enterprises is included in enterprise management expenses.

2. Annually, based on the budget capacity and the objects and quantities of QĐND newspapers purchased as stipulated in Parts I and II of this Circular, the head of the budget-receiving unit decides on the purchase of newspapers for their unit and prepares, manages, and uses the budget in accordance with the State Budget Law and current guiding documents.

3. Organizations authorized to purchase the QĐND newspaper shall place orders directly with the nearest post office.

IV. IMPLEMENTATION.

1. This Circular takes effect 15 days from the date of publication in the Official Gazette.

2. Ministers of ministries, ministerial-level agencies; heads of government agencies; Chairmen of Provincial People's Committees, centrally-administered city People's Committees, and heads of organizations have the responsibility to implement this Circular.

During implementation, if there are any difficulties, they should be reported to the Joint Ministries for consideration and resolution.
