of the Diplomatic Academy under the Ministry of Foreign Affairs

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012, of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 58/2013/NĐ-CP dated June 11, 2013, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs;
At the request of the Minister of Foreign Affairs,
The Prime Minister issues this Decision to stipulate the functions, tasks, powers, and organizational structure of the Diplomatic Academy.
Article 1. Position and Functions
1. The Diplomatic Academy is a public institution under the Ministry of Foreign Affairs, performing the function of strategic research on international relations and foreign policy; providing undergraduate, graduate education, and diplomatic training.
2. The Foreign Relations Academy has legal personality, uses a seal with the National Emblem, maintains a separate account as prescribed by law, and has its headquarters in Hanoi City.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. On scientific research:
a) Organizing research, synthesis, and forecasting on global situations, international relations, political, security, defense, economic, legal, cultural issues, and foreign policies of countries and regions; advising the Minister of Foreign Affairs in formulating, planning, and implementing the State's foreign policy;
c) Organizing research on skills and expertise to support teaching, training, and foreign activities;
c) Conducting research on skills and practices serving foreign affairs activities;
d) Cooperating and exchanging academic knowledge with universities, academies, institutes, research centers, and intergovernmental and non-governmental organizations both domestically and internationally in accordance with assigned functions and tasks;
đ) Serving as the lead agency in organizing and managing scientific research activities of the Ministry of Foreign Affairs;
a) Training human resources at undergraduate and postgraduate levels in international relations, international law, international economics, international communications, foreign languages, and other specialized fields as prescribed by law;
a) Training human resources at undergraduate and graduate levels in international relations, international law, international economics, foreign languages, and other specialized fields as prescribed by law;
b) Providing education and training on international relations, foreign policy, diplomatic practices, foreign affairs skills, and foreign languages for leaders and managers of ministries, sectors, localities, diplomats, and foreign affairs staff of ministries, sectors, and localities; conducting professional and language examinations for relevant subjects according to regulations and delegated authority;
c) Linking education at undergraduate and graduate levels, cooperating in training and enhancing diplomatic practices and foreign languages with educational institutions, research institutes, and domestic and foreign organizations;
4. Participating in the dissemination of state foreign policy guidelines and policies.
3. Compiling and publishing publications, scientific research works, textbooks, teaching materials on diplomacy, Vietnamese diplomatic history, the world, international relations, and related areas;
6. Organizing the implementation of administrative reform tasks according to plans and delegations from the Ministry of Foreign Affairs.
5. Managing civil servants, employees, finances, and material infrastructure in accordance with laws and the delegation of the Ministry of Foreign Affairs;
6. Performing other tasks and powers as assigned or delegated by the Minister of Foreign Affairs;

The Minister of Foreign Affairs shall issue the Regulations on the organization and operation of the Diplomatic Academy; stipulate the tasks, powers, organizational structure, and appointment and removal of heads and deputies of units from Clause 1 to Clause 6 of this Article.
The Director of the Diplomatic Academy shall specifically stipulate the tasks, powers, organizational structure, and appointment and removal of heads and deputies of units from Clause 7 to Clause 15 of this Article.
Article 4. Leadership of the Academy

2. The Director and Deputy Directors of the Diplomatic Academy shall be appointed and removed by the Minister of Foreign Affairs in accordance with the law.
3. The Director of the Diplomatic Academy is responsible to the Minister of Foreign Affairs for all activities of the Academy; the Deputy Director of the Diplomatic Academy is responsible to the Director of the Diplomatic Academy for the assigned work area.
Article 5. Effective Date
This Decision takes effect from February 12, 2015, and replaces Decision No. 82/2008/QĐ-TTg June 23, 2008, of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the Diplomatic Academy under the Ministry of Foreign Affairs and Decision No. 29/2012/QĐ-TTg dated July 12, 2012, of the Prime Minister amending and supplementing Article 3 of Decision No. 82/2008/QĐ-TTg
Article 6. Responsibility for Implementation
Ministers, Heads of agencies equivalent to ministries, Heads of government agencies, Chairmen of provincial and centrally-administered city People's Committees, the Director of the Diplomatic Academy, and related agencies and organizations are responsible for implementing this Decision./.
