The National Assembly promulgates the Law on the Vietnam Fatherland Front.
PART I
GENERAL PROVISIONS
Inheriting the historical role of the Vietnam National United Front established and led by the Communist Party of Vietnam and President Ho Chi Minh, the Vietnam Fatherland Front is a political alliance and voluntary association of political organizations, political-social organizations, social organizations, and outstanding individuals from various social classes, ethnic groups, religions, and overseas Vietnamese communities.
The Vietnam Fatherland Front serves as the political foundation for people's administration; represents and protects the legitimate rights and interests of the people; unites and mobilizes the strength of the entire nation, promotes democracy, enhances social consensus; monitors and provides social feedback; participates in building the Party and State, and engages in people's diplomacy to contribute to the construction and defense of the country.
Article 2. Scope of Regulation
This Law stipulates the rights, responsibilities, organization, and activities of the Vietnam Fatherland Front; relations between the Vietnam Fatherland Front and the State, the people, and organizations; conditions ensuring the operation of the Vietnam Fatherland Front.
Article 3. Rights and Responsibilities of the Vietnam Fatherland Front
1. Unite and build a great solidarity bloc of the entire nation, promote democracy, and enhance social consensus.
2. Propagate and mobilize the people to exercise their right to mastery, implement the policies and guidelines of the Party and the laws and policies of the State.
3. Represent and protect the legitimate rights and interests of the people.
4. Participate in building the Party and State.
5. Implement social monitoring and feedback.
6. Collect and consolidate the opinions and suggestions of voters and the people to reflect and propose to the Party and State.
7. Carry out people's diplomacy activities.
Article 4. Principles of Organization and Operation of the Vietnam Fatherland Front
1. The Vietnam Fatherland Front organizes and operates within the framework of the Constitution, laws, and the Charter of the Vietnam Fatherland Front.
2. The organization and operation of the Vietnam Fatherland Front are carried out based on the principles of voluntariness, democratic negotiation, coordination, and unified action among members.
4. The Communist Party of Vietnam is both a member organization and the leader of the Vietnam Fatherland Front.
1. Members of the Vietnam Fatherland Front are organizations and individuals specified in Article 1 of this Law and the Charter of the Vietnam Fatherland Front.
2. The joining, removal, rights, and responsibilities of members of the Vietnam Fatherland Front are stipulated in the Charter of the Vietnam Fatherland Front.
Article 6. Organization of the Vietnam Fatherland Front
1. The Vietnam Fatherland Front is organized at the central level and administrative units, the Vietnam Fatherland Front Committee is the executive body between two congresses of the Vietnam Fatherland Front, responsible for organizing and implementing the tasks of the Vietnam Fatherland Front.
2. The organizational structure of the Vietnam Fatherland Front is as follows:
a) At the central level, there is the Central Committee of the Vietnam Fatherland Front, the Standing Board of the Central Committee of the Vietnam Fatherland Front, and the Executive Board of the Central Committee of the Vietnam Fatherland Front;
The organization, tasks, powers of the bodies of the Vietnam Fatherland Front are regulated by the Charter of the Vietnam Fatherland Front.
3. The Vietnam Fatherland Front Committee at the commune level establishes People's Council Work Teams at villages, hamlets, villages, villages, villages, villages, residential areas, neighborhoods, and other community groups (hereinafter referred to collectively as residential areas). The organization and operation of the People's Council Work Teams are regulated by the Charter of the Vietnam Fatherland Front.
Article 7. Relations between the Vietnam Fatherland Front and the State

The relations between the Vietnam Fatherland Front and the State are cooperative relations to carry out the tasks and powers of each side as prescribed by the Constitution, laws, and work coordination regulations issued by the Vietnam Fatherland Front Committee and relevant state agencies at each level.
2. The Prime Minister, Ministers, Heads of ministerial-level agencies, and Chairpersons of People's Committees at all levels shall be responsible for promptly informing the Vietnam Fatherland Front about the implementation of the system of reporting to the people on important issues within their management responsibilities as stipulated by the Constitution and laws.
3. State agencies shall be responsible for considering, resolving, and responding to the proposals of the Vietnam Fatherland Front in accordance with the law.
4. The State shall create conditions for the Vietnam Fatherland Front to operate effectively.
Article 8. Relations between the Vietnam Fatherland Front and the People
1. The Vietnam Fatherland Front represents and protects the legitimate rights and interests of the people; broadens and diversifies forms of uniting the people; mobilizes and supports the people in exercising democracy, human rights, basic rights and obligations of citizens, implementing the Party's policies and the State's laws.
2. The people participate in the organization and activities of the Vietnam Fatherland Front through member organizations of the Vietnam Fatherland Front, outstanding individuals being members of the Vietnam Fatherland Front Committee at all levels, and participating in activities initiated and organized by the Vietnam Fatherland Front.
3. Through the Vietnam Fatherland Front Committee and member organizations of the Vietnam Fatherland Front, the people provide opinions, reflect, and propose to the Vietnam Fatherland Front on issues of concern to the people to reflect and propose to the Party and the State.
4. The people supervise the activities of the Vietnam Fatherland Front to ensure that the Vietnam Fatherland Front fulfills its rights and responsibilities as prescribed by law.
5. The Vietnam Fatherland Front continuously innovates its content and methods of operation to fulfill its responsibilities towards the people as prescribed by the Constitution and laws.
Article 9. Relations between the Vietnam Fatherland Front and Organizations
1. The relations between the Vietnam Fatherland Front Committee and member organizations of the Vietnam Fatherland Front are implemented according to the Charter of the Vietnam Fatherland Front.
2. The relations between the Vietnam Fatherland Front Committee and economic organizations, public service organizations, and organizations that are not members of the Vietnam Fatherland Front are voluntary relations, implemented in accordance with the law with the aim of developing the economy and society, protecting the legitimate rights and interests of the people, building and defending the country.
Article 10. People's Diplomacy Activities
The Vietnam Fatherland Front implements and expands people's diplomacy activities, contributing to strengthening friendly relations and solidarity with nations and ethnic groups for peace, cooperation, and development.
Article 11. Traditional Day and All-Nation Solidarity Day
November 18th of each year is the Traditional Day of the Vietnam Fatherland Front and the All-Nation Solidarity Day.
Chapter II
UNITING AND BUILDING THE NATIONAL SOLIDARITY FRONT
Article 12. Principles for Gathering and Building the Great National Unity Front
The Vietnam Fatherland Front shall develop diverse forms of organization and activities to gather and unite all Vietnamese people both within and outside the country, without distinction based on class components, social strata, ethnicity, belief, religion, or past actions, with the aim of mobilizing all resources to contribute to the construction and defense of the homeland.
Article 13. Methods for Gathering and Building the Great National Unity Front
1. Propaganda and mobilization of the people to promote patriotic traditions and national unity; participation in patriotic movements and campaigns.
2. Solidarity and cooperation with legitimate organizations of the people.
3. Promoting the positive role of outstanding individuals from various classes, social strata, ethnicities, and religions to implement the program of coordinated and unified action of the Vietnam Fatherland Front Committee.
4. Admitting and developing members of the Vietnam Fatherland Front.
5. Propaganda and mobilization of overseas Vietnamese to unite their communities, assist each other in life, respect local laws; preserve and promote the cultural identity and fine traditions of the nation; maintain close ties with family and hometown, contributing to the construction and defense of the homeland.
6. Carrying out other activities related to the rights and responsibilities of the Vietnam Fatherland Front.
Article 14. Coordination in Building the Great National Unity Front
1. The Vietnam Fatherland Front coordinates with state agencies in building the Great National Unity Front through the following activities:
a) Proposing and participating in the formulation and implementation of policies and laws related to gathering and building the Great National Unity Front;
b) Taking the lead, coordinating, and participating in organizing activities related to the rights and responsibilities of the organization;
c) Participating in dialogue, mediation, and community self-management at the grassroots level;
d) Participating in formulating and implementing state social welfare policies; proposing and participating in implementing programs, movements, and campaigns aimed at improving the material and spiritual lives of the people.
2. The Vietnam Fatherland Front Committee coordinates and unifies the actions of the members of the Vietnam Fatherland Front in building the Great National Unity Front through the following activities:
a) The Central Committee of the Vietnam Fatherland Front organizes or coordinates with state agencies to organize nationwide, comprehensive, and national patriotic movements and campaigns;
b) The Vietnam Fatherland Front Committee at the local level organizes or coordinates with state agencies to organize local patriotic movements and campaigns;
c) Member organizations of the Vietnam Fatherland Front organize or coordinate with state agencies to organize patriotic movements and campaigns related to their rights and responsibilities; gathering and mobilizing members and the public to participate in the movements and campaigns organized by the Vietnam Fatherland Front Committee;
d) The Vietnam Fatherland Front Committee organizes appropriate forms to mobilize and promote the core role of outstanding individual members in the activities of the Vietnam Fatherland Front.
Chapter III
REPRESENTATION AND PROTECTION OF LEGITIMATE AND APPROPRIATE RIGHTS AND INTERESTS OF THE PEOPLE
Article 15. Reflecting the opinions and proposals of voters and the people
1. The Standing Committee of the Central Vietnam Fatherland Front Committee shall take the lead in coordinating with the National Assembly Standing Committee to compile the opinions and proposals of voters and the people nationwide for reporting at National Assembly sessions.
2. The Provincial Vietnam Fatherland Front Committee Permanent Office shall coordinate with the Delegation of National Assembly representatives to compile the opinions and proposals of local voters and the people to send to the National Assembly Standing Committee and the Standing Committee of the Central Vietnam Fatherland Front Committee.
3. The Vietnam Fatherland Front Committee Permanent Office at the grassroots level shall coordinate with the People's Council Standing Office and the People's Committee to compile the opinions and proposals of voters and the people to report at the same-level People's Council session on local issues.
4. Members of the Vietnam Fatherland Front, within their rights and responsibilities, shall compile the opinions and proposals of members, affiliated members, and various strata of the people to send to the Vietnam Fatherland Front Committee Permanent Office at their respective levels. The Vietnam Fatherland Front Committee Permanent Offices at all levels shall be responsible for compiling the opinions and proposals of members and the Vietnam Fatherland Front Committee Permanent Office at lower levels to reflect and propose to the relevant Party and State agencies at the same level.
Article 16. Coordinating the organization of meetings with voters for National Assembly deputies and People's Council deputies at all levels
1. The Vietnam Fatherland Front Committee Permanent Office at the provincial level shall coordinate with the Delegation of National Assembly representatives, the People's Council Standing Office, the People's Committee at the same level, and related agencies and organizations to implement the plan for meetings with voters for provincial-level National Assembly deputies and People's Council deputies; organize meetings with voters.
3. The National Assembly Standing Committee and the Government shall coordinate with the Standing Committee of the Central Vietnam Fatherland Front Committee to issue joint resolutions detailing the organization of meetings with voters for National Assembly deputies and People's Council deputies.
Article 17. Propaganda and Mobilization of the People to Exercise Their Right to Mastery and Implement Policies and Laws
The Vietnam Fatherland Front shall conduct propaganda and mobilize the people to exercise their right to mastery and implement policies and laws with the following contents:
1. Conduct propaganda and mobilization for the people to implement the Party's guidelines and policies, and the State's policies and laws;
2. Coordinate with the grassroots-level administration to organize mobilization for the people to implement democracy at the grassroots level, village regulations, and community agreements;
3. Direct the activities of the People's Inspection Committees established at the grassroots level and the Community Investment Supervision Committees;
4. Participate in grassroots-level mediation activities.
Article 18. Receiving Citizens, Participating in Work Related to Handling Complaints, Petitions, Pardons, and Appointing People's Defense Counsel
1. The Vietnam Fatherland Front shall carry out citizen reception work; participate in work related to handling complaints, petitions, and pardons as prescribed by law.
Chapter IV
PARTICIPATING IN STATE BUILDING
Article 19. Participation in Election Work
The Vietnam Fatherland Front shall organize consultations, select, and introduce candidates for National Assembly deputies and People's Council representatives in accordance with the law; participate in election organizations; coordinate with relevant state agencies to organize voter meetings at the commune level and meetings between voters and candidates; participate in propaganda and mobilizing voters to implement the law on elections.
Article 20. Participation in Selecting Judges and Prosecutors and Introducing Lay Assessors
1. The Central Committee of the Vietnam Fatherland Front shall send representatives to participate in the Selection Council for National Judges, the Selection Council for Supreme People's Procuracy Prosecutors, and the Examination Council for Junior, Middle, and Senior Prosecutors in accordance with the law.
Article 21. Participation in Lawmaking
1. The Central Committee of the Vietnam Fatherland Front has the right to propose to the Standing Committee of the National Assembly and the National Assembly on law and ordinance drafting; submit draft laws and ordinances to the National Assembly and the Standing Committee of the National Assembly.
2. The Vietnam Fatherland Front shall participate in providing opinions on draft constitutions, draft laws, ordinances, and other draft regulatory legal documents in accordance with the law; make recommendations to competent state agencies to amend, supplement, or abolish legal documents that violate the Constitution and laws.
3. During the process of drafting regulatory legal documents, the main drafting agencies and relevant agencies have the responsibility to create conditions for the Vietnam Fatherland Front to provide opinions; adopt and respond to the recommendations of the Vietnam Fatherland Front in accordance with the law.
Article 22. Attendance at Sessions of the National Assembly, Meetings of the Standing Committee of the National Assembly, Government, and People's Council Sessions, and Municipal People's Council Meetings
1. The Chairman of the Central Committee of the Vietnam Fatherland Front shall attend sessions of the National Assembly; be invited to attend meetings of the Standing Committee of the National Assembly and the Government when discussing issues related to the rights and responsibilities of the Vietnam Fatherland Front.
The Chairman of the Vietnam Fatherland Front Committee at the local level shall attend sessions of the People's Council; be invited to attend meetings of the People's Committee at the same level when discussing issues related to the rights and responsibilities of the Vietnam Fatherland Front.
2. At the session of the People's Council, the Vietnam Fatherland Front Committee at the same level shall report on the activities of the Vietnam Fatherland Front in participating in building the administration, opinions, and recommendations of the local people; propose and recommend to the People's Council and the People's Committee issues that need attention.
Article 23. Participation in Preventing and Combating Corruption and Waste
1. The Vietnam Fatherland Front participates in preventing and combating corruption and waste with the following contents:
a) Propaganda and mobilization of the people to implement laws on preventing and combating corruption, practicing thrift, and combating waste;
b) Requesting competent agencies, organizations, and individuals to apply preventive measures against corruption and waste; investigate cases of corruption and waste; handle persons who commit acts of corruption and waste;
c) Recommending competent state agencies to protect and reward persons who have made contributions to discovering and reporting acts of corruption and waste.
2. Competent agencies, organizations, and individuals must consider and respond to requests and recommendations of the Vietnam Fatherland Front in accordance with the law.
Article 24. Participation in providing opinions and making recommendations to the State
1. The Vietnam Fatherland Front shall provide opinions and make recommendations to agencies, organizations, and individuals with authority regarding the performance of their duties and powers.
2. Agencies, organizations, and individuals with authority shall be responsible for creating conditions for the Vietnam Fatherland Front to participate in providing opinions and making recommendations; they shall adopt and respond to the opinions and recommendations of the Vietnam Fatherland Front in accordance with the provisions of the law.
Chapter V
SUPERVISION ACTIVITIES
Article 25. Nature, Purpose, and Principles of Supervision
2. The supervision by the Vietnam Fatherland Front has a social nature; it represents and protects the legitimate rights and interests of the people, promptly identifies and recommends handling violations and shortcomings; recommends amending and supplementing policies and laws; discovers and disseminates new factors, exemplary models, and positive aspects; promotes the people's right to self-governance, contributing to building a clean and strong state.
3. Supervision activities are carried out according to principles that ensure the promotion of democracy, the participation of the people and members of the Vietnam Fatherland Front; starting from the demands and aspirations of the people; conducting openly and transparently without overlapping; not hindering the activities of the supervised agencies, organizations, and individuals.
Article 26. Objectives, Contents, and Scope of Supervision
1. The objects of supervision by the Vietnam Fatherland Front are state agencies, organizations, elected representatives, officials, civil servants, and public employees.
2. The contents of supervision by the Vietnam Fatherland Front involve the implementation of policies and laws related to the legitimate rights and interests of the people, and the rights and responsibilities of the Vietnam Fatherland Front.
Upon the request of the People's Committee of the Vietnam Fatherland Front or as prescribed by law, political-social organizations shall primarily supervise the objects and contents stipulated in Clause 1 and Clause 2 of this Article that are directly related to the legitimate rights and interests of members and associates, and the rights and responsibilities of such organizations.
Other member organizations of the Vietnam Fatherland Front shall cooperate with the People's Committee of the Vietnam Fatherland Front at the same level to conduct supervision over the objects and contents stipulated in Clause 1 and Clause 2 of this Article that are directly related to the legitimate rights and interests of members and associates, and the rights and responsibilities of such organizations.
Article 27. Forms of Supervision
1. Studying and examining documents issued by competent authorities related to the legitimate rights and interests of the people.
2. Organizing inspection teams.
3. Utilizing the activities of the People's Inspection Committees established at the commune level and Community Investment Oversight Committees.
4. Participating in supervision with competent agencies and organizations.
5. The Standing Committee of the National Assembly and the Government shall coordinate with the Central Steering Committee of the Vietnam Fatherland Front to issue joint resolutions detailing this provision.
Article 28. Rights and responsibilities of the Vietnam Fatherland Front in supervisory activities
1. Coordinate with relevant agencies and organizations to develop programs, contents, and plans for supervision; decide on the establishment of supervisory teams and organize supervisory activities according to the plan or when necessary.
2. Require agencies, organizations, and individuals under supervision to report in writing, provide information, and supply documents related to the supervisory content.
3. Objectively and scientifically examine issues related to the supervisory content.
4. Organize dialogues to clarify the content of post-supervision recommendations when necessary or at the request of agencies, organizations, and individuals under supervision.
5. Recommend agencies, organizations, and individuals with authority to consider applying measures to protect the interests of the State, legitimate and just rights and interests of organizations and individuals; propose to consider the responsibility of agencies, organizations, and individuals who violate the law according to the provisions of the law.
6. Issue or coordinate with relevant agencies and organizations to issue documents on the results of supervision; be responsible for the contents of post-supervision recommendations.
7. Monitor and urge the resolution of post-supervision recommendations; recommend agencies, organizations, and individuals with authority to consider the responsibility of agencies, organizations, and individuals who fail to resolve or resolve contrary to the provisions of the law.
8. Reward or propose relevant agencies and organizations to commend and reward individuals with achievements in supervisory activities.
Article 29. Rights and responsibilities of agencies, organizations, and individuals under supervision
1. Be informed in advance about the content and plan of supervision.
2. Report in writing according to the supervisory content; provide information and documents related to the supervisory content; submit supplementary reports and clarify related issues.
3. Present opinions on related contents within their duties and powers.
4. Request reconsideration of post-supervision recommendations and dialogues to clarify the content of those recommendations when necessary.
5. Create conditions for the Vietnam Fatherland Front to carry out supervision.
6. Consider, resolve, and respond to the contents of post-supervision recommendations from the Vietnam Fatherland Front.
7. Implement conclusions and decisions resolving the supervisory recommendations of the Vietnam Fatherland Front issued by competent agencies and organizations.
Article 30. Responsibilities of the National Assembly, Government, People's Councils, People's Committees, and relevant agencies, organizations, and individuals
1. Annually, the National Assembly, Government, People's Councils, and People's Committees hear reports from the Vietnam Fatherland Front Committee at the same level on the results of supervision; require relevant agencies, organizations, and individuals to consider recommendations and urge the resolution of post-supervision recommendations of the Vietnam Fatherland Front.
2. Agencies, organizations, and individuals within their duties and powers have the responsibility to create conditions and provide necessary information and documents for supervisory activities upon request; send representatives to participate in supervision on related contents; create conditions for the Vietnam Fatherland Front to carry out supervision; consider and resolve post-supervision recommendations of the Vietnam Fatherland Front according to the law.
Article 31. Rights and responsibilities of the Vietnam Fatherland Front Committee in the process of removing National Assembly deputies and People's Council deputies; collecting trust votes and voting on trust for persons holding positions elected or approved by the National Assembly and People's Councils.
1. The Central Vietnam Fatherland Front Committee's Standing Committee, the Vietnam Fatherland Front Committee at provincial level have the right to propose the removal of National Assembly deputies who no longer deserve the people's trust; the Vietnam Fatherland Front Committee at local levels have the right to propose the removal of People's Council deputies who no longer deserve the people's trust according to the provisions of the law.
2. The Vietnam Fatherland Front Committee at local levels has the right to make recommendations to the Standing Committee of the People's Council to submit to the People's Council at the same level for a vote of confidence on persons holding positions elected by the People's Council according to the provisions of the law.
3. The Vietnam Fatherland Front Committees at all levels have the responsibility to collect and compile fully and promptly the opinions and recommendations of voters and the people related to those subject to a vote of confidence and send them to the National Assembly and People's Councils before their sessions.
Chapter VI
SOCIAL CRITICISM AND SUGGESTION ACTIVITIES
Article 32. Nature, purpose, and principles of social criticism and suggestion
2. Social criticism and suggestion by the Vietnam Fatherland Front have a social nature, objectivity, scientificity, constructive quality, contributing to ensuring the correctness, suitability with practical life, and effectiveness of the documents; ensuring the rights and legitimate interests of the people; promoting democracy, enhancing social consensus.
3. Social criticism and suggestion activities are carried out based on democratic, transparent, and open principles, ensuring the participation of members, affiliates, members, and the people; respecting different opinions but not contrary to the rights and legitimate interests of the people, national interests.
Article 33. Object, content, and scope of social criticism and suggestion
1. The object of social criticism and suggestion by the Vietnam Fatherland Front is the draft documents of the same-level state agencies directly related to the rights and legitimate interests of the people, the rights and responsibilities of the Vietnam Fatherland Front.
2. The content of social criticism and suggestion by the Vietnam Fatherland Front includes necessity; conformity with the Party's guidelines and policies, the State's policies and laws; correctness, scientificity, feasibility; assessment of political, economic, cultural, social, defense, security, foreign relations impacts and effects of the draft documents; ensuring harmony of interests between the State, the people, and organizations.
Upon the request of the Vietnam Fatherland Front Committee or as provided by law, political-social organizations take the lead in conducting social criticism and suggestion on the objects and contents stipulated in Clause 1 and Clause 2 of this Article that are directly related to the rights and legitimate interests of members and affiliates, the rights and responsibilities of the organizations.
Other member organizations cooperate with the Vietnam Fatherland Front Committee to conduct social criticism and suggestion on the objects and contents stipulated in Clause 1 and Clause 2 of this Article that are directly related to the rights and legitimate interests of members and affiliates, the rights and responsibilities of the organizations.
Article 34. Forms of Social Feedback
1. Organizing social feedback conferences.
2. Sending draft documents subject to social feedback to relevant agencies, organizations, and individuals for their social feedback opinions.
3. Organizing direct dialogues between the Vietnam Fatherland Front and agencies and organizations with draft documents subject to social feedback.
4. The Standing Committee of the National Assembly and the Government shall coordinate with the Chairman's Board of the Central Vietnam Fatherland Front to issue joint resolutions detailing this provision.
Article 35. Rights and Responsibilities of the Vietnam Fatherland Front in Social Feedback Activities
1. Building the content and plans for social feedback.
2. Requesting the drafting agencies to submit draft documents and necessary information and materials.
3. Implementing forms of social feedback.
4. Preparing and sending social feedback documents to agencies and organizations with draft documents subject to social feedback.
5. Requesting the drafting agency to respond in writing to the Vietnam Fatherland Front's proposals.
Article 36. Rights and Responsibilities of Drafting Agencies for Draft Documents Subject to Social Feedback
1. Sending draft documents subject to social feedback to the Vietnam Fatherland Front at least 15 days before submitting them to competent authorities for issuance; providing necessary information and materials.
2. Appointing responsible persons to attend social feedback conferences or participate in dialogues when requested by the Vietnam Fatherland Front.
3. Responding in writing to the Vietnam Fatherland Front's proposals; if not adopting the proposals, they must explain; reporting the Vietnam Fatherland Front's social feedback opinions to competent authorities issuing the documents.
Chapter VII
CONDITIONS TO ENSURE THE ACTIVITIES OF THE VIETNAM FATHERLAND FRONTTHE SOCIALIST REPUBLIC OF VIETNAM
Article 37. Supporting Machinery; Training and Capacity Building for Front Work
1. The Vietnam Fatherland Front Committee has supporting machinery. The organization and staffing of the supporting machinery of the Vietnam Fatherland Front Committees at all levels are regulated by competent authorities.
2. Officials, civil servants, and employees in the Vietnam Fatherland Front Committee agencies and non-professional front workers are trained and developed to enhance their qualifications and skills in front work, meeting assigned requirements and tasks.
3. Relevant state agencies create conditions for the Vietnam Fatherland Front to implement training and capacity-building plans and programs and to promote a team of experts, consultants, and collaborators.
Article 38. Operating Funds, Assets, and Material Infrastructure of the Vietnam Fatherland Front
1. Operating funds for Vietnam Fatherland Front Committees at all levels are guaranteed by the state budget according to legal provisions.
2. The preparation of budgets, allocation, execution, and settlement of state budget funds for Vietnam Fatherland Front activities are carried out in accordance with the State Budget Law.
3. The Vietnam Fatherland Front manages and uses state assets transferred to it, assets, and financial support from domestic and foreign organizations and individuals in accordance with legal provisions.
Article 39. Responsibilities of Agencies and Organizations
1. Creating conditions for officials, civil servants, employees, and workers to perform their duties when appointed to the Vietnam Fatherland Front Committee or assigned to participate in Vietnam Fatherland Front activities.
2. Cooperating with the Vietnam Fatherland Front to implement mass movements and patriotic emulation campaigns organized by the Vietnam Fatherland Front or implementing programs and projects entrusted to the Vietnam Fatherland Front; providing information and materials when requested by the Vietnam Fatherland Front.
3. Promoting and mobilizing officials, civil servants, employees, and workers to implement national solidarity policies; responding to mass movements and patriotic emulation campaigns initiated and organized by the Vietnam Fatherland Front.
Chapter VIII
IMPLEMENTING PROVISIONS
Article 40. Effective Date
1. This Law takes effect from January 1, 2016.
2. The Law on the Vietnam Fatherland Front No. 14/1999/QH10 ceases to be effective from the date this Law takes effect.
Article 41. Detailed provisions
The Standing Committee of the National Assembly, the Government shall coordinate with the Central Steering Committee of the Vietnam Fatherland Front to provide detailed regulations for the Articles and Clauses assigned in this Law.
This Law was passed by the Ninth Session of the Thirteenth National Assembly of the Socialist Republic of Vietnam on June 9, 2015./.
