REGARDING THE ANNOUNCEMENT OF ADMINISTRATIVE PROCEDURES AMENDED AND REVOKED WITHIN THE AUTHORITY OF THE DEPARTMENT OF FINANCE OF LONG AN PROVINCE

CHAIRMAN OF THE PEOPLE'S COMMITTEE OF LONG AN PROVINCE

Pursuant to the Law on Organization of People's Councils and People's Committees dated November 26, 2003;

Pursuant to Decree No. 63/2010/NĐ-CP dated June 8, 2010 of the Government on administrative procedure control;

Pursuant to Decree No. 48/2013/ND-CP dated May 14, 2013 of the Government on amending and supplementing certain articles of related decrees concerning administrative procedure control;

Considering the proposal of the Director of the Department of Finance and the Director of the Department of Justice,

DECISION:

Article 1. The List of Veterinary Drugs Permitted for Circulation, Restricted Use, and Prohibited Use in Vietnam in 2006. 01 administrative procedures amended, 03 administrative procedures revoked within the authority of the Department of Finance of Long An Province.

Article 2. The Department of Justice is assigned to prepare the notification document to be submitted to the Ministry of Justice for publication and public disclosure based on the national database of administrative procedures.

This Decision shall take effect from the date of signing.

Article 3. The Secretary of the Provincial People's Committee, the Directors of the Department of Justice and the Department of Finance, heads of relevant agencies and units are responsible for implementing this Decision.

V. Asset Management Field

1. Review of Tender Procurement Plan for Goods

- Implementation Procedures:

+ Step 1: The unit prepares the tender procurement plan for goods.

+ Step 2: Submit the file at the Department of Finance Office. Staff receiving the file will check the legality and content of the file; if it is complete and valid, they will process it according to regulations; if it is incomplete, they will guide the submitter to supplement the file promptly.

+ Step 3: The Department of Finance reports the review of the tender procurement plan to the Provincial People's Committee for approval.

+ Step 4: Receive the Provincial People's Committee's approval decision on the tender procurement plan and guide the unit to implement subsequent steps of the tendering process.

* Time to accept files: From Monday to Friday each week (excluding holidays).

Morning: From 7:00 to 11:30.

Afternoon: From 13:30 to 17:00.

- Method of Implementation: At administrative agencies.

- Number and Content of Files:

a) The file includes:

+ The unit's document requesting approval of the tender procurement plan, including:

. Part of work already completed related to preparing for tender procurement of assets, previous packages with corresponding values (if any), and legal bases for implementation.

. Part of work that cannot apply one of the forms of contractor selection specified in Articles 12, 13, 14, 33, 34, 35, and 36 of Circular No. 68/2012/TT-BTC dated April 26, 2012 of the Ministry of Finance. For tenders not applying open tendering, the head of the agency or unit must clearly state the reasons for applying other forms of selection based on compliance with current tendering regulations and this circular in the tender procurement plan document.

The tender plan section includes works that have formed bidding packages carried out under one of the forms of selecting contractors specified in Articles 12, Article 13, Article 14, Article 33, Article 34, Article 35, and Article 36 of Circular No. 68/2012/TT-BTC dated April 26, 2012 of the Ministry of Finance.

+ Documents attached to the submission for approval:

When submitting a tender plan for asset procurement for approval, a draft Tender Document must be sent along with copies of the documents serving as the basis for preparing the tender plan as stipulated in Article 8 of Circular No. 68/2012/TT-BTC dated April 26, 2012 of the Ministry of Finance.

b) Number of sets: 02 sets.

- Processing time limit: 20 working days from the date of receipt of complete and valid documents.
