On the Allocation of the Central State Budget for 2010

SOCIALIST REPUBLIC OF VIET NAM
BASED ON THE CONSTITUTION OF THE SOCIALIST REPUBLIC OF VIETNAM IN 1992 AS AMENDED AND COMPLEMENTED BY RESOLUTION NO. 51/2001/QH10;
Pursuant to the State Budget Law and Resolution No. 37/2009/QH12 dated November 11, 2009 of the National Assembly on the State Budget Estimate for 2010;
After considering Report No. 14/BC-CP dated October 16, 2009 of the Government on the Scheme for Allocating the Central State Budget for 2010; Report No. 1041/BC-UBTCNS12 dated October 16, 2009 of the Committee on Finance and Budget on the Audit Report; Report No. 292/BC-UBTVQH12 dated November 12, 2009 of the Standing Committee of the National Assembly on the Scheme for Allocating the Central State Budget for 2010 and the opinions of the National Assembly deputies,
RESOLUTION:
Article 1. The total revenue of the central state budget for 2010 is VND 303,472 billion (three hundred and thirteen thousand four hundred and seventy-two billion dong). The total revenue of the local state budget for 2010 is VND 265,219 billion (two hundred and sixty-five thousand two hundred and nineteen billion dong).
The total expenditure of the central state budget for 2010 is VND 370,436 billion (three hundred and seventy thousand four hundred and thirty-six billion dong), including VND 52,736 billion for supplementary balance adjustment from the central state budget to the local state budget to adjust the minimum wage for 2007, 2008, and 2009 according to regulations, the total expenditure of the central state budget is VND 423,172 billion.
Article 2. The allocation of the central state budget for 2010 to each Ministry, other agencies at the central level, and the amount of supplementary funding from the central state budget to the local state budget of each province and centrally-administered city is detailed in Appendices 1, 2, 3, 4, and 5 attached hereto.
Article 3. Regarding the allocation and assignment of the State Budget Estimate for 2010, it is proposed that the Government:
1. Assign the tasks of revenue collection and expenditure, and allocate the central state budget to each Ministry, other agencies at the central level, and each province and centrally-administered city in accordance with the State Budget Law, the National Assembly's Resolution, and notify each Delegation of National Assembly Deputies accordingly.
2. Direct Ministries, other agencies at the central level, People's Councils, and People's Committees of provinces and centrally-administered cities to implement the assignment of the State Budget Estimate for 2010 in accordance with the National Assembly's Resolution to each unit before December 31, 2009; ensure transparency in the budget estimate in accordance with the provisions of the State Budget Law; report to the National Assembly on the progress and results of the allocation and assignment of the State Budget Estimate for 2010 by Ministries, other agencies at the central level, and localities at the seventh session.
3. Direct Ministries, other agencies at the central level, and localities to economize on expenditures, prevent waste, and cut non-urgent expenses. Continue to review the list of investment projects; prioritize capital allocation for important and urgent projects with high efficiency; give priority to capital allocation for debt repayment and ongoing projects with the potential to be completed and put into use in 2010-2011; refrain from allocating capital for projects without complete investment procedures. Actively arrange regular spending, prioritize the implementation of important political tasks, ensure resources for implementing social welfare policies and salary adjustments.
Article 4. Heads of agencies and units shall be responsible under the law for any violations in the management and use of the state budget; strictly, promptly, and publicly handle any violations of the law.
Article 5. The Standing Committee of the National Assembly, the Committee on Finance and Budget, the Committee for Ethnic Minorities, other committees of the National Assembly, Delegations of National Assembly Deputies, and National Assembly deputies shall supervise the allocation, assignment, and execution of the State Budget Estimate for 2010 by Ministries, other agencies at the central level, and People's Councils and People's Committees at all levels in accordance with their functions and responsibilities.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the twelfth session, sixth meeting, on November 13, 2009./.
