Detailed Regulations on Certain Provisions of the People's Air Defense Law

IN ACCORDANCE WITH THE PROPOSAL OF THE DIRECTOR OF THE CYBERSECURITY AND HIGH-TECH CRIME PREVENTION BUREAU;
THE MINISTER OF PUBLIC SECURITY ISSUES THIS CIRCULAR TO REGULATE CERTAIN PROVISIONS OF THE PEOPLE'S AIR DEFENSE LAW.
CHAPTER I
GENERAL PROVISIONS
ARTICLE 1. SCOPE OF APPLICATION
This Circular details and guides the implementation of points a, clause 4, Article 29; point b, clause 2, Article 30; clause 2, Article 27; point d, clause 2, Article 31 of the People's Air Defense Law, including the following contents: 1. Registration of unmanned aerial vehicles and other aircraft (hereinafter referred to as "aircraft"), excluding aircraft of the Ministry of National Defense.
2. Issuance of flight permits for aircraft of the Ministry of Public Security and conditions for personnel operating specialized aircraft serving security missions.
3. Issuance of import, export, temporary re-export, and temporary re-import permits for aircraft, aircraft engines, propellers, and related equipment performing security tasks for the Ministry of Public Security.
ARTICLE 2. APPLICABLE OBJECTS
This Circular applies to:
1. Units and local public security organs (hereinafter referred to as "local public security units").
2. Entities, organizations, and individuals related to aircraft registration,
issuance of flight permits for aircraft, and issuance of import, export, temporary re-export, and temporary re-import permits for aircraft, aircraft engines, propellers, and related equipment performing security tasks for the Ministry of Public Security. ARTICLE 3. APPENDICES AND FORMS FOR AIRCRAFT REGISTRATION
Accompanying this Circular are Appendices and the following forms:
1. Appendix 01: List of codes for localities.
2. Forms used in aircraft registration:
a) Application Form for Aircraft Registration (Form No. 1);
b) Certificate of Aircraft Registration (Form No. 2);
c) Temporary Certificate of Aircraft Registration (Form No. 3);
d) Application Form for Cancellation of Aircraft Registration (Form No. 4);
e) Notification on the Revocation of Aircraft Registration Certificate (Form No. 5);
f) Administrative Procedure Result Return Slip (Form No. 06).
CHAPTER II
REGISTRATION OF AIRCRAFT
ARTICLE 4. SYSTEM FOR REGISTERING AND MANAGING AIRCRAFT
1. The system for registering and managing aircraft is a business information system led by the Ministry of Public Security, in conjunction with relevant entities, organizations, and individuals to build, operate; receive, register, store, process, manage information on aircraft, owners of aircraft, and other related activities.
2. The registration and management system for aircraft of the Ministry of Public Security includes:
a) Technical infrastructure, information technology infrastructure;
b) Aircraft registration and management software and sub-systems according to categories of aircraft and owners of aircraft;
c) Public service portal for aircraft registration and management of the Ministry of Public Security;
d) Database on aircraft registration and management including digital data, information on types, characteristics, technical parameters, origin, owner, operation, and other relevant information related to aircraft.
3. The Ministry of Public Security delegates to the Cybersecurity and High-Tech Crime Prevention Bureau:
a) To lead investment, construction, management, operation, exploitation, granting access rights for the registration and management system of aircraft to local public security units and connect with relevant databases to implement aircraft registration and management through collection, storage, updating, processing, analysis, and synthesis of information related to aircraft and flight activities;
b) To train and guide uniform implementation by local public security units and relevant entities.
4. Provincial public security departments are responsible for investing in infrastructure, information technology, operating the registration and management system of aircraft according to content granted access rights.
4. The provincial public security agency shall be responsible for investing, arranging infrastructure, information technology, and operating the registration system for aircraft in accordance with the rights granted to it for management.
Article 5. Aircraft Registration Number
1. The aircraft registration number is the identification code of the aircraft issued by the aviation registration authority under the Ministry of Public Security to determine the owner of the aircraft, consisting of a string of letters and numbers in the following structure: AB - X - N1N2N3N4 - CD.
2. The two-digit group "AB" identifies the code number of the province where the registration is issued according to Appendix 01 attached to this Circular.
3. The letter "X" indicates whether the aircraft has an engine or not:
a) Aircraft with an engine is C;
b) Aircraft without an engine is K.
4. The four-digit group "N1N2N3N4" is sequentially numbered from 0001 to 9999 to determine the order of registration of the aircraft.
5. The two-letter group "CD" identifies the type of aircraft registrant including:
a) Vietnamese entities registering an aircraft are TN;
b) Foreign entities registering an aircraft are NN.
Article 6. Flight Activity Management Equipment
1. Flight activity management equipment is an electronic label or electronic device integrating the aircraft registration number and related information about the aircraft, flight activities, which the aviation registration authority under the Ministry of Public Security attaches to the aircraft during registration for control and management of aircraft operations.
2. The Cybersecurity and High-Tech Crime Prevention Bureau shall be responsible for providing flight activity management equipment to local public security agencies for registration and management of aircraft.
Article 7. Conditions for Aircraft Registration
1. Aircraft not belonging to the Ministry of National Defense or the Ministry of Public Security must comply with the conditions specified in paragraph 2 of Article 29 of the People's Air Defense Law; paragraphs 1, 2, and 3 of Decree No. 288/2025/NĐ-CP dated November 5, 2025, of the Government on the Management of Unmanned Aircraft and Other Aircraft (hereinafter referred to collectively as Decree No. 288/2025/NĐ-CP), and the following conditions:
a) Foreign entities eligible for aircraft registration are foreign entities permitted by competent authorities of Vietnam to operate within Vietnamese territory;
b) Foreign individuals eligible for aircraft registration are those residing or temporarily residing in Vietnam, or approved by competent authorities.
2. Aircraft belonging to the Ministry of Public Security must comply with the following conditions:
a) They are aircraft purchased, ordered, assigned production tasks, imported, or funded and managed and used by public security units and localities for public security work;
b) They meet the technical standards and specifications as prescribed by the Minister of Public Security.
3. Entities, organizations, and individuals who violate relevant laws concerning aircraft shall not be allowed to register an aircraft until they have fulfilled the requirements set forth by state authorities in resolving violations of the law.
Article 8. Aircraft Registration Authority
1. The Cybersecurity and High-Tech Crime Prevention Bureau registers the following aircraft: a) Aircraft entrusted to local public security units for management and use;
b) Aircraft of foreign diplomatic missions, representative offices in Vietnam, and aircraft of foreign individuals working at such missions;
c) Aircraft registered temporarily under Article 14 of this Circular;
d) Aircraft under the circumstances specified in paragraphs 2 and 3 of this Article.
2. Provincial public security agencies (hereinafter collectively referred to as provincial public security authorities) register aircraft for the following cases:
a) Aircraft entrusted to units or levels under the jurisdiction of provincial public security authorities for management and use;
b) Aircraft of Vietnamese entities with offices in the locality;
c) Aircraft of Vietnamese individuals; foreign entities, organizations, and individuals residing within the jurisdiction of provincial public security authorities except as provided at point (b) of paragraph 1 of this Article.
3. Provincial public security authorities report to the Cybersecurity and High-Tech Crime Prevention Bureau for delegated authority to allow local police stations, townships, or special zones under their management to register aircraft for domestic entities with a take-off weight below two kilograms when such local police stations ensure the necessary personnel and physical infrastructure to carry out aircraft registration. In Clause 1, Point b of this Article.
3. The provincial public security agency reports to seek the unified opinion of the Cybersecurity and Anti-Telecommunication Crime Bureau for delegation to the local police stations (hereinafter collectively referred to as "local public security agencies") to handle the first registration of aircraft belonging to domestic entities, organizations, or individuals with a take-off weight below 2 kilograms when the local public security agency ensures the necessary personnel and material conditions for such registration.
Article 9. Registration Document for Aircraft
1. The registration document for aircraft of an agency, organization, or individual not belonging to the Ministry of Defense or the Ministry of Public Security includes:
a) Application form for aircraft registration in accordance with Form No. 01 issued along with this Circular;
b) Documents and records of the owner of the aircraft, or the person authorized to register the aircraft (if applicable), as provided in Clauses 1 and 2 of Article 10 of this Circular, accompanied by originals for verification;
c) Documents proving lawful ownership of the aircraft as stipulated in Clause 1 of Article 18 of Decree No. 288/2025/NĐ-CPaccompanied by originals for verification; d) Documentation demonstrating compliance with technical standards and specifications as provided in Clause 2 of Article 18 of Decree No. 288/2025/NĐ-CP, accompanied by originals for verification;
e) In the case of aircraft assembled or manufactured prior to the effective date of Decree No. 288/2025/NĐ-CP, documents proving lawful ownership and technical status as provided in Clause 3 of Article 18 of Decree No. 288/2025/NĐ-CP.
2. The registration document for aircraft of the Ministry of Public Security includes:
a) Application form for aircraft registration in accordance with Form No. 01 issued along with this Circular;
b) Documents and records proving that the aircraft is purchased, ordered, assigned to production or importation, or sponsored by the Ministry of Public Security, as well as documents and records proving transfer to a public security unit or local authority for management and use in support of public security work;
c) Documentation demonstrating compliance with technical standards and specifications;
d) Documents of the owner of the aircraft as provided in Clause 3 of Article 10 of this Circular.
3. In the case of submitting the registration document for an aircraft by paper, the person submitting the document shall present copies of documents and records accompanied by originals for verification.
In the case of submitting the registration document for an aircraft through the Ministry of Public Security's e-Government Portal, the person submitting the document shall send electronic documents created or digitized from paper documents that accurately reflect the content and format of the original documents. A signature in the aircraft registration document may be a digital signature applied directly to the electronic document or a handwritten signature on the physical document followed by scanning (scanning) the text as color images.
Article 10. Documents of the Owner
of Aircraft
1. The owner of an aircraft is a Vietnamese agency, organization, or individual: a) Documentation for the owner of the aircraft being an individual includes one of the following: Identity card, electronic identity card, passport, or other documents as prescribed by law;
b) Documentation for the owner of the aircraft being an organization
, including one of the following: Business registration certificate, operation registration certificate, investment registration certificate, business license and operation permit, decision on establishment or other legal documents with equivalent value issued by competent authorities in accordance with the law.
2. The owner of an aircraft is a Vietnamese agency, organization, or individual: a) Documentation for the owner of the aircraft being a foreign organization operating in Vietnam includes documents issued by competent authorities authorizing its operation in Vietnam; b) Documentation for the owner of the aircraft being a foreign individual includes one of the following: Passport, residence permit, temporary residence permit, or other documents as prescribed by law;c) Documentation for the owner of the aircraft being an agency, organization, or individual temporarily registered under Article 14, Clause 1 of this Circular, shall present establishment decisions, passports, or other documents in accordance with legal provisions that have been certified by a consular officer or legalized according to legal provisions..
3. The owner of the aircraft is a public security unit or local authority: Introduction letter and proof of public security or identity card/electronic identity card of the person registering. 4. In the case where the owner of the aircraft authorizes another party to perform the registration procedures for the aircraft: Authorization document and identity card/electronic identity card/passport of the authorized person; documents of the owner as provided in Clauses 1 and 2 of this Article. where the entity is foreign:
a) For foreign entities with offices in Vietnam: Documents issued by the competent authority granting operations in Vietnam;
b) For foreign individuals, one of the following documents: passport, residence permit, temporary residence permit or other proof as prescribed by law; aircraft for aircraft owners
is a foreign individual:
c) For entities, organizations, or individuals from cases of temporary registration under Clause 1 of Article 14 of this Circular, present the decision to establish, passport, or other documents as prescribed that have been certified by diplomatic agents or legalized according to legal provisions.
3. The aircraft owner is a unit or local public security agency: Introduction letter and proof of identity from the police or Resident Identity Card (electronic) of the person registering. 4. In cases where the owner authorizes another party to handle the registration procedures for the aircraft: Authorization document and identification card, electronic ID card, or passport of the authorized person; documents as prescribed in Clauses 1 and 2 of this Article. c) The aircraft owner picks up the Aircraft Registration Certificate at a scheduled time for issuance or renewal.
Article 11. Registration Procedure for Aircraft 1. The owner of an aircraft shall submit one copy of the application form in accordance with the provisions set forth in Article 9 of this Circular either directly to the registration authority for aircraft or through a digital identity account on the Public Services Portal of the Ministry of Public Security and receive a case number for processing the registration procedure. The registration authority for aircraft shall accept, examine the application form for registration of the aircraft, and process it within a maximum period of three working days as follows:
a) In the event that the application form for registration of the aircraft is complete and valid, the registration authority shall notify the owner of the aircraft to pay the fee and receive a notification of appointment for processing the application form in accordance with Form No. 06 attached hereto;
b) In the event that the application form for registration of the aircraft is incomplete or invalid, the registration authority for aircraft shall provide direct guidance or send a document to the owner of the aircraft to supplement and complete the application form according to the prescribed regulations.
2. The owner of an aircraft shall bring the aircraft to the registration authority for aircraft in accordance with the appointment notification for processing the application form. The registration authority for aircraft shall inspect the aircraft in reality, including the production number of the aircraft (a unique alphanumeric sequence assigned by the manufacturer to each aircraft), frame, shell, engine, accompanying equipment, and other relevant information.
a) In the event that the information on the application form is consistent with the inspection results and meets the conditions for registration of the aircraft, the registration authority shall notify the owner of the aircraft to receive the appointment notification for returning the result of the registration in accordance with Form No. 06 attached hereto within three working days;
b) In the event that there is a discrepancy between the information on the application form and the aircraft in reality due to the declaration, the registration authority shall provide direct guidance or send a document to the owner of the aircraft to supplement and complete the application form according to the prescribed regulations;
c) In the event that the aircraft does not meet the conditions for registration, the registration authority shall notify the refusal to register the aircraft and specify the reasons in accordance with Form No. 06 attached hereto.
3. The owner of an aircraft shall bring the aircraft to the registration authority for aircraft in accordance with the appointment notification for returning the result of the registration to attach the flight management device and receive the Aircraft Registration Certificate according to Form No. 02 attached hereto.
Article 12. Issuance, Replacement of the Aircraft Registration Certificate
1. The Aircraft Registration Certificate may be issued or replaced in the following cases:
a) Issuance of a new registration certificate: Change of the owner's name or the registration certificate is damaged, blurred, torn, contains incorrect information, or the aircraft owner has a need to replace it due to a change in address;
b) Replacement of the registration certificate when lost.
Issuance and replacement of the Aircraft Registration Certificate do not alter the registration number of the aircraft.
2. Application for issuance or replacement of the Aircraft Registration Certificate
a) The application form for registration of an aircraft according to Form No. 01 attached hereto;
b) Documents of the owner of the aircraft in accordance with the provisions set forth in Article 10 of this Circular.
3. Procedure for issuance or replacement of the Aircraft Registration Certificate: The owner of the aircraft shall submit one copy of the application form in accordance with the provisions of paragraph 2 of this article either directly to the registration authority for aircraft or through the Public Services Portal of the Ministry of Public Security; receive a case number for processing the registration procedure. The registration authority for aircraft shall accept, examine the application form for issuance or replacement of the Aircraft Registration Certificate and process it within one working day as follows:
a) In the event that the application form for issuance or replacement of the Aircraft Registration Certificate is complete and valid, the registration authority shall notify the owner of the aircraft to pay the fee and receive a notification of appointment for returning the result of the issuance or replacement of the Aircraft Registration Certificate in accordance with Form No. 6 attached hereto within three working days;
b) In the event that the application form is incomplete or invalid, the registration authority shall provide direct guidance or send a document to the owner of the aircraft to supplement and complete the application form according to the prescribed regulations;
c) The owner of the aircraft shall receive the Aircraft Registration Certificate in accordance with the appointment notification for returning the result.
Owner of the aircraft submits one set of application materials as prescribed in Article 15
Article 13. Registration of Aircraft in Cases of Transfer of Ownership
1. The transfer of ownership of registered aircraft includes: Transfer, exchange, gift, inheritance or other form as provided by law.
a) The owner of the aircraft shall complete the cancellation registration procedures for the aircraft before transferring ownership, in accordance with Clause 3 of this Circular;
b) After the transfer of ownership of the aircraft, the new owner of the aircraft shall complete the registration procedures for the aircraft in accordance with Clauses 2 and 3 of this Article.
2. Registration documents for aircraft in cases of transfer of ownership
a) Aircraft registration application form as per Form No. 01 issued along with this Circular;
b) Documents of the owner of the aircraft receiving the transfer of ownership;
c) Documents related to the aircraft and records, documents proving the transfer of ownership of the aircraft;
d) Stamp duty payment document as required (if applicable);
d) Notification for cancellation of aircraft registration certificate.
3. Procedures for registering aircraft in cases of transfer of ownership
The owner of the aircraft shall complete the documents according to Clause 2 of this Article and proceed with the procedures according to Article 11 of this Circular.
Article 14. Temporary Registration of Aircraft
1. Aircraft belonging to domestic, foreign agencies, organizations, or individuals serving activities of state organs for a period not exceeding sixty days participating in conferences, exhibitions, trade fairs, sports, tourism, artistic performances, testing and other cases permitted by the competent authority shall be temporarily registered except where the aircraft is not required to obtain a temporary registration certificate under international agreements to which Vietnam is a party. 2. Aircraft as provided for in Clause 1 of this Article must meet the standards and technical specifications conditions confirmed or approved by the competent agency or organization.
3. Temporary Registration Certificate for aircraft
a) The registration authority shall issue a temporary registration certificate for the aircraft according to Form No. 03 issued along with this Circular;
b) A temporary registration certificate is valid for no more than sixty days and may be extended once, up to a maximum of thirty days. When extending, the owner of the aircraft shall submit an extension application through the Public Service Portal or directly at the registration authority.
The registration authority shall determine the duration of the temporary registration on a case-by-case basis.
Article 15. Documents for Temporary Registration of Aircraft
Documents for temporary registration of aircraft include:
1. Request document from the competent authority or confirmation letter for participation in events as provided in Clause 1 of this Circular;
2. Documents of the owner of the aircraft as provided in Article 10 of this Circular..
3. Confirmation or approval documents regarding standards and technical specifications for the aircraft from the competent authority as provided in Clause 2 of this Circular.
Article 16. Procedures for Registration
Temporary Aircraft The owner of the aircraft shall submit one set of documents according to Article 15 of this Circular to the registration authority and proceed with the procedures for temporary aircraft registration as provided in Article 11 of this Circular.

The aircraft owner or authorized person shall truthfully, completely, and accurately declare information related to the registration of the aircraft and bear legal responsibility for the legality of the aircraft and the application materials; comply with legal provisions regarding aircraft registration. b) Within five working days, the business bureaus must issue a written response to the Cybersecurity and Anti-Telecommunication Crime Bureau;
Article 17. Revocation of Aircraft Registration Certificate
An aircraft registration certificate shall be revoked in the following cases:
1. The aircraft is damaged beyond use, destroyed, or not permitted to circulate according to the provisions of the law.
2. The aircraft has been stolen, seized, lost, and cannot be found; the owner of the aircraft, the person authorized by the owner, or any other person with the right to dispose of the aircraft as provided for in this regulation requests the revocation of the registration certificate.
3. The aircraft is undergoing procedures for transferring ownership registration.
4. The aircraft has been registered but it is discovered that the aircraft's documentation is forged; the structure of the aircraft has been altered; it has been confiscated according to the provisions of the law and other cases as provided for by the law. Article 18. Procedure and Process for Revocation.
The procedure and process for revoking an aircraft registration certificate 1. The owner of the aircraft shall submit one set of documents including a form for revoking the registration of the aircraft as per Form No. 4 attached to this Circular, along with identification documents of the owner of the aircraft in accordance with Article 10 of this Circular, directly at the aircraft registration authority or through the Ministry of Public Security's e-Government Portal; receive a case processing code for the revocation registration procedure. The aircraft registration authority shall accept and inspect the revocation registration application and process it within one working day as follows:
a) In the event that the revocation registration application is complete and valid, the aircraft registration authority shall notify
the scheduled date to collect results as per Form No. 06 attached to this Circular for the owner of the aircraft to pay fees and return the aircraft registration certificate to process the revocation; b) In the event that the revocation registration application is incomplete or invalid, the aircraft registration authority shall provide direct guidance or send a document to the owner of the aircraft to supplement and complete the application in accordance with the regulations.
2. The owner of the aircraft shall return the aircraft registration certificate directly at the aircraft registration authority or through postal services within three working days from the date of receiving the notification. 3. After the owner of the aircraft returns the aircraft registration certificate, the aircraft registration authority shall send a notice of revocation of the aircraft registration certificate as per Form No. 05 attached to this Circular directly or through postal services to the owner of the aircraft within three working days..
2. In cases under Clause 4 of Article 17 of this Circular, the competent authority shall notify the revocation of the aircraft registration certificate on the e-Government Portal or other forms as prescribed by law.
Article 19. Responsibilities of Authorities, Organizations, and Individuals in Aircraft Registration
1. The aircraft registration authority has the responsibility to:
a) Receive registration applications and arrange for staff to process the registration procedures for aircraft within its jurisdiction according to regulations;
b) Register aircraft within its jurisdiction and update accurate and timely relevant information on aircraft registration activities into the software or database of the aircraft registration management system;
c) Coordinate with relevant units to inspect, verify security, safety, technical aspects of equipment and components of aircraft under its jurisdiction;
d) The Cybersecurity and High-Tech Crime Prevention Bureau is responsible for providing electronic devices
managing flight activities
as per paragraph 1 of Article 6 of this Circular before July 1, 2027. 2. The owner of the aircraft or the person authorized to register the aircraft shall truthfully, completely, and accurately declare information related to the registration of the aircraft and bear legal responsibility for the legality of the aircraft and its registration documents; comply with the provisions of the law on aircraft registration. c) Within three working days from receipt of all documents from the business bureaus, the Cybersecurity and Anti-Telecommunication Crime Bureau shall issue an import permit for aircraft, engines, propellers, and related equipment in the People's Public Security according to the provisions of Clause 1 of this Article.
If not approved, send a written notice specifying the reasons.
Chapter III
MANAGEMENT OF AIR OPERATIONS IN THE PEOPLE'S PUBLIC SECURITY
Article 20. Approval of Air Operations for Aircraft in Public Security
1. Air operations in public security must comply with the principles set out in Clause 1, Article 21 of Decree No. 288/2025/NĐ-CP and other relevant provisions.
2. Authority to approve air operations for aircraft in public security
a) The Technical Operations Bureau shall issue approval for the operation of aircraft managed and used by units and localities under the national public security force;
b) Provincial Public Security Authorities shall delegate authority to approve air operations for aircraft belonging to lower-level units and departments within their jurisdiction.
3. Entities, organizations, units, or individuals under the Ministry of Public Security shall submit a request for approval of air operations to the competent authorities as specified in Clause 2 hereof.
4. The Technical Operations Bureau is responsible for developing regulations, procedures, and formalities for issuing approvals and coordinating with relevant entities and organizations.
Article 21. Coordination in Managing Air Operations under the Ministry of Public Security
Competent authorities within the Ministry of Public Security shall exchange information on air operations they have approved with defense-related agencies and other relevant bodies (if applicable) to coordinate management and ensure compliance with mission requirements.
Article 22. Regulations for Use of Aircraft
1. The operator of an aircraft must undergo training in aviation knowledge and skills required by the public security force at facilities designated by the Ministry of Public Security according to Clause 3 hereof, and comply with relevant legal provisions.
2. Aircraft must meet technical standards and specifications that satisfy mission requirements, be registered, and obtain approval as per this Circular, except for test aircraft.
3. The Ministry of Public Security shall assign tasks to training facilities for the use of aircraft.
Chapter IV
EXPORT, IMPORT, TEMPORARY IMPORT AND REEXPORT, TEMPORARY EXPORT AND REIMPORT OF AIRCRAFT, AEROSPACE ENGINES, WINGS, AND RELATED EQUIPMENT AND DEVICES IN THE PEOPLE'S PUBLIC SECURITY
Article 23. Conditions for Importers and Exporters of Aircraft, Aerospace Engines, Wings, and Related Equipment and Devices in Public Security
1. Organizations or enterprises engaged in the import, export, temporary import and reexport, temporary export and reimport of aircraft, aerospace engines, wings, and related equipment and devices to support public security missions must be assigned tasks by the Minister of Public Security.
2. Organizations or enterprises conducting such activities must meet business conditions as specified in Article 27 of the People's Air Defense Law. Article 24. Procedures for Import Approval of Aircraft, Aerospace Engines, Wings, and Related Equipment and Devices in Public Security
1. The application for import approval of aircraft, aerospace engines, wings, and related equipment and devices shall include: a) A request letter from the unit or locality's public security department regarding the importation of aircraft, aerospace engines, wings, and related equipment and devices to support public security missions;
b) A purchase contract for imported goods or an agency import contract (or other supporting documents), signed between the unit or locality's public security department and the importer: original or certified copy with official seal; c) Documentation proving that the organization or enterprise meets business conditions as specified in Clause 2, Article 23 of this Circular; d) Overall images and serial number (if applicable) of the aircraft on A4 paper;
d) Technical specifications of the aircraft provided by the manufacturer: one certified copy;
e) List of individual equipment components that constitute the aircraft;
g) Documentation and technical standards for the aircraft.
2. Procedure
a) The unit or locality's public security department shall submit one set of application documents as specified in Clause 1 hereof and relevant materials to the Cybersecurity and Anti-Crime Bureau. Within three working days from receipt of the application, the Cybersecurity and Anti-Crime Bureau will forward the application with attached documents to relevant operational bureaus for comments;
b) Within five working days, relevant operational bureaus must provide written feedback to the Cybersecurity and Anti-Crime Bureau;
c) Within three working days from receipt of all comments from relevant operational bureaus, the Cybersecurity and Anti-Crime Bureau shall issue an import approval for aircraft, aerospace engines, wings, and related equipment and devices in public security as per Clause 1 hereof.
In case of disapproval, a written notice with reasons must be sent.
3. The unit or locality's public security department shall forward the import approval to the Planning and Finance Bureau under the Ministry of Public Security for confirmation procedures and tax exemption requests as per regulations.
3. The local public security agency sends the import/export permit
as provided in Point c of Clause 2 of this Article to the Planning and Finance Department of the Ministry of Public Security for confirmation procedures and tax exemption requests for goods serving national security missions, according to regulations.

1. Shall only import, export, temporarily import for re-export, temporarily export for re-import aircrafts, aircraft engines, propellers, and related equipment in accordance with regulations and ensure standards, technical specifications, types, trademarks, serial numbers, symbols, country of manufacture, year of manufacture for each type of aircraft and related equipment as required. 2. Maintain conditions for conditional business operations in accordance with the law.Chapter V
IMPLEMENTATION ORGANIZATION 2. In case any referenced documents in this Circular are replaced or amended, the provisions of the replacement or amendment shall apply accordingly.
3. In the course of implementing this Circular, if any difficulties or obstacles arise, units, localities, organizations, entities, and individuals shall report to the Ministry of Public Security (through the Cybersecurity and Anti-Telecommunication Crime Bureau) for timely guidance./.
