WHEREAS,ứ Within 02 working days from the date of receipt of the appraisal report, the Department of Agriculture and Rural Development will decide to recognize the seed source according to Model No. 06 Appendix II and Section B Appendix III issued together with Circular No. 30/2018/TT-BNNPTNT dated November 16, 2018; deliver the result to the organization or individual or notify in writing for cases not recognized and specify the reasons.No. Decision No. 513/QD-TTg dated May 2, 2012 of the Prime Minister approving the Project "Improving and Modernizing Administrative Boundary Files and Maps and Building an Administrative Boundary Database";12. Considering the proposal of the Department of Local Administration;ưởDepartment of Local Administration,

DECISION:

Article 1. This Decision hereby promulgates the Plan to Implement the Project "Improving and Modernizing Administrative Boundary Files and Maps and Building an Administrative Boundary Database" (hereinafter referred to as Project 513) for the period 2012-2015.

Article 2. Entrust the Director of the Department of Local Administration to advise and assist the leadership of the Ministry in performing the following tasks:

1. Monitoring and urging the implementation of the contents of the Plan; regularly reporting to the leadership of the Ministry on the progress and results of implementing the Plan.

2. Annually, take the lead and coordinate with the Department of Planning and Finance, the Project Management Board 513, and relevant units and organizations under the Ministry to prepare the budget to ensure the implementation of the Plan and the operational budget of the Steering Committee for Implementing Project 513 and the Project Management Board 513 to report to the Ministry of Finance and the Ministry of Planning and Investment as prescribed.

Article 3. This Decision takes effect from the date of issuance.

The Head of the Ministry's Office, the Directors of the Department of Local Administration, the Department of Planning and Finance, the Director of the Project Management Board 513, and the Heads of related units and localities are responsible for enforcing this Decision.

 

PLAN

Implementing the Project to improve and modernize administrative boundary files and maps

and building an administrative boundary database

To implement Decision No. 513/QD-TTg dated May 2, 2012 of the Prime Minister approving the Project to improve and modernize administrative boundary files and maps and build an administrative boundary database, the Ministry of Home Affairs issues the Plan to Implement the Project as follows:

I. PREPARATORY WORK FOR IMPLEMENTATIONỂN OPENINGROOFTOP SOLAR PHOTOVOLTAIC SYSTEMSC CURRENT SITUATIONROOFTOP SOLAR PHOTOVOLTAIC SYSTEMS By the organization/unit/individual implementing the project:

1. Organizing the Project Implementation Conference

a) Participants:

- At the central level: representatives from the leadership of ministries and agencies: the Central Party Office, the National Assembly Office, the Government Office, the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Home Affairs, the Ministry of Natural Resources and Environment, the Ministry of Foreign Affairs, the Ministry of Defense, the Ministry of Public Security, the Ministry of Agriculture and Rural Development, the Ministry of Information and Communications.

- At the local level: representatives from the leadership of provincial People's Committees directly under the Central Government, Provincial Departments of Home Affairs, Provincial Departments of Natural Resources and Environment.

b) Content: Unify the guiding viewpoints, authorities, and responsibilities of ministries, central agencies, and localities in the implementation of the Project to ensure the goals, requirements, and schedule assigned by the Prime Minister in Decision No. 513/QD-TTg dated May 2, 2012.

c) Completion time: fourth quarter of 2012.

2. Establishing the Steering Committee for Implementing the Project

Establishing the Steering Committee for Implementing the Project, consisting of:

- Deputy Minister of Home Affairs - Chairman of the Steering Committee.

- Representative from the leadership of the Ministry of Natural Resources and Environment - Vice-Chairman.

- Representative from the leadership of the Ministry of Planning and Investment - Member.

- Representative from the leadership of the Ministry of Finance - Member.

- Representative from the leadership of the Ministry of Foreign Affairs - Member.

- Representative from the leadership of the Ministry of Public Security - Member.

- Representative from the leadership of the Ministry of Defense - Member.

- Representative from the leadership of the Ministry of Justice - Member.

- Representative from the leadership of the Government Office - Member.

- Representative from the leadership of the Vietnam National Mapping Center, Ministry of Natural Resources and Environment - Member.

- Representatives from units under the Ministry of Home Affairs including: the Department of Local Administration; the Department of Planning and Finance; the Legal Department, the Ministry's Office - Members.

- The Steering Committee for Implementing the Project operates on a part-time basis and enjoys the current regulations and policies.

Implementation time: third quarter of 2012.

3. Establishing the Project Management Boardintention Project

Based on the content, scope, and implementation time of the Project, the Ministry of Home Affairs establishes the Project Management Board to assist the leadership of the Ministry and the Steering Committee for Implementing the Project of the Ministry of Home Affairs in managing the Project as follows:

a) Name of the Project Management Board: "Project Management Board 513"

b) Composition of the Project Management Board: includes the Director, Deputy Director, and civil servants and officials as proposed by the leadership of the Department of Local Administration.

c) Operation and expenditure regulations:

- The Project Management Board is responsible for formulating the operation and expenditure regulations of the Project in accordance with the law.

- The Project Management Board is permitted to use its own account and seal.

- The Project Management Board operates on a part-time basis and enjoys the current regulations and policies.

- The Project Management Board may hire experienced experts in administrative boundary management, surveying and mapping techniques, information technology, and perform some project tasks through specialized service contracts.

d) Implementation time: third quarter of 2012.

4. Conference on Summarizing the Work of Managing Administrative Boundaries According to Administrative Boundary Files and Maps Established in Accordance with Directive No. 364-CT dated November 6, 1991 of the Chairman of the Council of Ministers l(now the Government).ớa) Venue: in Hanoi. Director - At the central level: the Steering Committee for Implementing the Project, the Project Management Board, and representatives from relevant specialized units under central ministries and agencies.Deputy ministers of ministerial-level agencies, Nationalớing Ch"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."- At the local level: representatives from the leadership of provincial People's Committees directly under the Central Government, Provincial Departments of Home Affairs, Provincial Departments of Natural Resources and Environment, and some counties, districts, towns, cities, communes, wards, and towns under provinces and centrally-administered cities.

c) Summary Report

b) Components:

- The Ministry of Home Affairs issues a document requesting provinces and centrally-administered cities to prepare local summary reports.

- The Ministry of Home Affairs takes the lead and coordinates with the Ministry of Natural Resources and Environment, and People's Committees of provinces and centrally-administered cities to prepare the Summary Report and send it for comments in writing from relevant central ministries and agencies to perfect it for the Summary Conference.

- Representatives from some central ministries and agencies and localities will present discussion papers at the Conference.

d) Implementation time: fourth quarter of 2012.

5. Training on Implementing the Project

- Representatives of some central agencies and localities present discussion papers at the conference.

5. Training to implement the Project

a) Training format:

The Ministry of Interior organizes three training sessions (three days/session) as follows:

+ A training session for 25 provinces and cities in Northern Vietnam and central agencies: in Hanoi city.

+ A training session for 19 provinces and cities in Central Vietnam - Central Highlands and central agencies: in Da Nang city.

+ A training session for 19 provinces and cities in Southern Vietnam and central agencies: in Can Tho city.

- Provincial People's Committees organize training sessions for districts, towns, wards, and communes within their respective provinces.

b) Participants in the training sessions:

- For central agencies: representatives of leadership and specialized staff directly related to administrative boundary management and surveying and mapping activities (each agency invites two civil servants).

- For provincial and centrally-administered municipal authorities: representatives of leadership and specialized staff from the Department of Home Affairs and the Department of Natural Resources and Environment (each unit invites two civil servants).

- For districts, towns, and counties: representatives of leadership and specialized staff from the Home Affairs Office and the Natural Resources and Environment Office (each unit invites two civil servants).

- For communes, wards, and townships: including the Chairman of the People's Committee, land administration officials, and Village Chiefs or Ward Chiefs.

c) Training content

The Ministry of Interior leads the compilation and presentation of the following content:

+ General guidance on organizing and implementing the Project at local levels.

+ Procedures and formalities for implementing tasks under the Project.

- Request the Ministry of Natural Resources and Environment to lead the compilation and presentation of the following content:

+ Legal basis, practical experience, and methods for preparing technical designs and budgets for implementing tasks under the Project at local levels.

+ Technical regulations for determining land administrative boundaries and maritime administrative boundaries, and completing and modernizing administrative boundary records and maps at all levels.

+ Technical regulations and software for updating databases on administrative boundaries.

- Request the Ministry of Finance to lead the compilation and presentation of content guiding the management and use of funds for implementing tasks under the Project.

d) Implementation time: fourth quarter of 2012.

II. IMPLEMENTATIONROOFTOP SOLAR PHOTOVOLTAIC SYSTEMSC CURRENT SITUATIONROOFTOP SOLAR PHOTOVOLTAIC SYSTEMS By the organization/unit/individual implementing the project:

Pursuant to Clause IV, Decision No. 513/QĐ-TTg dated May 2, 2012 of the Prime Minister approving the Project "Improving and Modernizing Administrative Boundary Records and Maps and Building Databases on Administrative Boundaries", the implementation of Project tasks shall be carried out according to the following procedures and formalities:

1. Step 1. Preparing the budget estimate to ensure the implementation of the Project

- Relevant central agencies prepare the budget estimate to ensure the implementation of the Project of their agencies and submit it to the Ministry of Interior for consolidation and reporting to the Ministry of Finance and the Ministry of Planning and Investment for review and allocation of funds for implementation.

- The People's Committees of provinces and centrally-administered municipalities (hereinafter referred to as provincial level) assign the Department of Home Affairs to take the lead and coordinate with relevant specialized departments to develop technical designs and budget estimates for implementing Project tasks at the local level, report to the Ministry of Interior and the Ministry of Natural Resources and Environment for review as the basis for balancing in the local budget estimate to implement.

Timeframe: third quarter of the year preceding the planning year.

2. Step 2. Establishing the Provincial Steering Committee for Implementing the Project

The Chairman of the Provincial People's Committee is responsible for establishing the Provincial Steering Committee for Implementing the Project, which includes the following components:

- Director of the Department of Home Affairs - Chairperson.

- Representative of the leadership of the Department of Natural Resources and Environment - Deputy Chairperson.

- Members of the Steering Committee include: Representatives of the leadership of the Department of Planning and Investment, the Department of Finance, the Department of Foreign Affairs (if applicable), Public Security, Military Command, and the People's Committee Office.

- Head of the Government Construction Division, Department of Home Affairs - Member and Secretary of the Steering Committee.

Timeframe: fourth quarter of 2012.

3. Step 3. Selecting contractors to implement Project tasks

a) Based on Point e, Clause 2, Section IV, Article 1, Decision No. 513/QĐ-TTg dated May 2, 2012 of the Prime Minister and relevant laws, the Steering Committee for Implementing the Project of the Ministry of Interior and the Provincial Steering Committee for Implementing the Project organize the selection of contractors to implement Project tasks. The contractor selection process must ensure transparency, fairness, objectivity, democracy, and compliance with legal provisions on bidding and meet the following conditions and criteria:

- Being a business entity established and licensed to operate in the field of surveying and mapping of administrative boundaries by competent state authorities.

- Having sufficient capacity in machinery, equipment, and human resources to directly carry out construction works on boundary demarcation and preparation of administrative boundary records and maps at all levels, and having at least three years of experience in this field.

b) Central agencies and localities report to the Steering Committee for Implementing the Project of the Ministry of Interior on the results of selecting contractors to implement Project tasks at their agencies and localities before signing economic contracts in writing.

c) Timeframe: From fourth quarter of 2012 to second quarter of 2013.

4. Step 4. The Ministry of Natural Resources and Environment takes the lead and coordinates with relevant central agencies and localities to transfer the delineation of administrative boundaries based on the results of implementing Directive No. 364-CT dated November 6, 1991 of the Council of Ministers (hereinafter referred to as Directive 364-CT) regarding the resolution of land disputes related to administrative boundaries of provinces, districts, and communes onto national topographic maps in the VN 2000 coordinate system to serve the implementation of Project tasks.

Timeframe: fourth quarter of 2012.

5. Step 5. The Ministry of Interior takes the lead and coordinates with relevant central agencies and localities to study, conduct field surveys, and propose solutions to resolve land disputes related to administrative boundaries between provinces and centrally-administered municipalities.

a) Specific tasks:

- Phase I. To be implemented in the first and second quarters of 2013, including:

+ Between Hoa Binh Province and Ninh Binh Province: four areas.

Between Hoa Binh Province and Thanh Hoa Province: 01 area.

Between Dong Nai Province and Ho Chi Minh City: 01 area.

- Stage II. To be implemented in the third and fourth quarters of 2013, including:

Between Quang Ninh Province and Hai Phong City: 02 areas.

Between Hai Phong City and Hai Duong Province: 01 area.

Between Vinh Phuc Province and Hanoi City: 01 area.

Between Thua Thien Hue Province and Da Nang City: 01 area.

Between Khanh Hoa Province and Dak Lak Province: 01 area.

Between Kien Giang Province and Bac Lieu Province: 01 area.

- Stage III. To be implemented in 2014, including:

Resolving inconsistencies regarding administrative boundary lines, systems of administrative boundary markers reflected on administrative boundary files and maps according to Directive 364-CT with actual administrative boundaries and administrative management practices when localities cannot negotiate and reach agreements.

b) Main activities:

- Collecting historical, scientific, and legal documents related to administrative boundaries at all levels.

- Surveying the current status of disputed land areas related to administrative boundaries between provinces and centrally-run cities.

- Preparing comprehensive reports on the current status of disputed areas and determining basic principles as the basis for proposing solutions for each disputed area.

- Organizing scientific and specialized seminars and field surveys to perfect solutions for disputed administrative boundary areas.

- Organizing negotiation meetings among relevant localities regarding the determination of administrative boundaries between localities in disputed areas.

- Submitting to the Prime Minister for issuance of decisions determining administrative boundaries between localities in disputed areas when negotiations fail to reach agreements.

- Determining administrative boundary lines between provinces and centrally-run cities on the ground based on negotiation results or decisions of the Prime Minister.

6. Bước 6. The Ministry of Home Affairs shall take the lead and coordinate with central ministries, agencies, and relevant localities to study, conduct field surveys, and propose solutions for determining the scope of management of river delta deposits, islands, rocks, shoals, submerged reefs, and other geographical objects in Vietnam's maritime areas between relevant localities.

a) Specific tasks:

- Stage I. To be implemented in the second and third quarters of 2013, including:

Between Phu Yen Province and Binh Dinh Province and within each province.

Between Kien Giang Province and Bac Lieu Province and within each province.

- Stage II. To be implemented in the third and fourth quarters of 2013, including:

Between Quang Ninh Province and Hai Phong City and within each province and centrally-run city.

Between Hai Phong City and Thai Binh Province and within each province and centrally-run city.

Between Thai Binh Province and Nam Dinh Province and within each province.

Between Nghe An Province and Ha Tinh Province and within each province.

Between Ha Tinh Province and Quang Binh Province and within each province.

Between Quang Binh Province and Quang Tri Province and within each province.

Between Quang Tri Province and Thua Thien Hue Province and within each province.

Between Thua Thien Hue Province and Da Nang City and within each province and centrally-run city.

Between Da Nang City and Quang Nam Province and within each province and centrally-run city.

Between Quang Nam Province and Quang Ngai Province and within each province.

Between Ba Ria-Vung Tau Province and Ho Chi Minh City and within each province and centrally-run city.

Between Ho Chi Minh City and Tien Giang Province and within each province and centrally-run city.

Between Tien Giang Province and Ben Tre Province and within each province.

Between Ben Tre Province and Tra Vinh Province and within each province.

- Stage III. To be implemented in the first and second quarters of 2014, including:

Between Nam Dinh Province and Ninh Binh Province and within each province.

Between Ninh Binh Province and Thanh Hoa Province and within each province.

Between Thanh Hoa Province and Nghe An Province and within each province.

Between Quang Ngai Province and Binh Dinh Province and within each province.

Between Phu Yen Province and Khanh Hoa Province and within each province.

Between Khanh Hoa Province and Ninh Thuan Province and within each province.

Between Ninh Thuan Province and Binh Thuan Province and within each province.

Between Binh Thuan Province and Ba Ria-Vung Tau Province and within each province.

Between Tra Vinh Province and Soc Trang Province and within each province.

Between Soc Trang Province and Bac Lieu Province and within each province.

Between Bac Lieu Province and Ca Mau Province and within each province.

Between Ca Mau Province and Kien Giang Province and within each province.

b) Main activities:

- Collecting historical, scientific, and legal documents related to river delta deposits, islands, rocks, shoals, submerged reefs, and other geographical objects in Vietnam's maritime areas.

- Surveying the current status of river delta deposits, islands, rocks, shoals, submerged reefs, and other geographical objects in Vietnam's maritime areas.

- Preparing comprehensive reports on the current status of management and use of river delta deposits, islands, rocks, shoals, submerged reefs, and other geographical objects in Vietnam's maritime areas and proposing solutions for determining the scope of management between relevant localities.

- Organizing scientific and specialized seminars and field surveys to perfect solutions for determining the scope of management of river delta deposits, islands, rocks, shoals, submerged reefs, and other geographical objects in Vietnam's maritime areas between relevant localities.

- Organizing negotiation meetings among relevant localities regarding the determination of the scope of management of river delta deposits, islands, rocks, shoals, submerged reefs, and other geographical objects in Vietnam's maritime areas between relevant localities.

- Submitting to the Prime Minister for issuance of decisions determining the scope of management of river delta deposits, islands, rocks, shoals, submerged reefs, and other geographical objects in Vietnam's maritime areas between relevant localities when negotiations fail to reach agreements.

- Determining administrative boundary lines for coastal management on the ground based on negotiation results or decisions of the Prime Minister.

7. Step 7. The Ministry of Natural Resources and Environment shall take the lead and coordinate with relevant central agencies and localities to study and survey the actual situation, and propose solutions for determining the sections of administrative boundary roads that are not yet closed to the national border.

a) Main activities:

- Surveying the actual administrative boundary roads of localities with national borders and proposing solutions for determining the sections of administrative boundary roads that are not yet closed to the national border.

- Organizing negotiation meetings between related localities regarding the solutions for determining the sections of administrative boundary roads that are not yet closed to the national border.

- Submitting to the Prime Minister for decision on the solutions for determining the sections of administrative boundary roads that are not yet closed to the national border when negotiations among related localities fail to reach an agreement.

- Determining the sections of administrative boundary roads that are not yet closed to the national border on-site based on the results of negotiations or the Prime Minister's decision.

b) Timeframe: Year 2013.

8. Step 8. Provincial People's Committees shall take the lead and coordinate with relevant central agencies and localities to complete and modernize the administrative boundary files and maps at all levels.

a) Main activities:

- Reviewing the consistency of administrative boundary roads and the system of administrative boundary markers reflected in the files and maps established according to Directive 364-CT with the actual administrative boundaries and the current management of administrative boundaries (hereinafter referred to as "administrative boundaries") of localities; statistics on the loss and damage of administrative boundary markers.

- Preparing comprehensive reports evaluating the consistency of administrative boundary roads and the system of administrative boundary markers reflected in the files and maps established according to Directive 364-CT with the actual administrative boundaries and the current management of administrative boundaries of localities; proposing solutions for establishing the consistency of administrative boundary roads and the system of administrative boundary markers reflected in the files and maps established according to Directive 364-CT with the actual administrative boundaries and the current management of administrative boundaries of localities.

- Organizing scientific and specialized seminars and field surveys to perfect the solutions for establishing the consistency of administrative boundary roads and the system of administrative boundary markers reflected in the files and maps established according to Directive 364-CT with the actual administrative boundaries and the current management of administrative boundaries of localities.

- Organizing negotiation meetings between related localities regarding the solutions for establishing the consistency of administrative boundary roads and the system of administrative boundary markers reflected in the files and maps established according to Directive 364-CT with the actual administrative boundaries and the current management of administrative boundaries.

- Casting and supplementing administrative boundary markers; restoring lost administrative boundary markers; repairing damaged administrative boundary markers.

- Measuring coordinates and elevations of the entire system of administrative boundary markers using GPS technology based on the national coordinate system VN 2000, drawing diagrams of administrative boundary markers.

- Transferring and updating the administrative boundary roads, positions of administrative boundary markers, and related geographic elements onto administrative boundary maps.

- Editing and completing documents within the administrative boundary files at all levels.

- Inspecting and accepting the original field files and maps of administrative boundaries at all levels.

- Completing the original field files and maps of administrative boundaries and making copies.

- Handing over administrative boundary markers for management by commune, ward, town People's Committees.

- Relevant level People's Committees signing legal confirmation on completed administrative boundary files and maps.

b) Timeframe: Years 2013 and 2014.

9. Step 9. The Ministry of Natural Resources and Environment shall take the lead and coordinate with relevant central agencies and localities to establish a database on administrative boundaries.

a) Main activities:

- Establishing technical procedures for building a database on administrative boundaries.

- Establishing a database management system on administrative boundaries.

- Developing software applications for managing and exploiting the database on administrative boundaries.

- Updating data on administrative boundaries from the files and maps of administrative boundaries confirmed by the Minister of Home Affairs to have four characteristics: completeness, accuracy, legality, and consistency.

- The database on administrative boundaries has a spatial database consisting of base map data at scales of 1:2,000, 1:5,000, and 1:10,000 in an open format for updating and supplementing necessary information about administrative boundaries at all levels.

- Integrating the database on administrative boundaries with spatial data, resolving issues arising during the integration of administrative boundary data with spatial data, and updating it into the database to complete the system of databases on administrative boundaries.

b) Timeframe: From the first quarter of 2014 to the second quarter of 2015.

10. Step 10. The Steering Committee for Implementing the Project under the Ministry of Home Affairs shall take the lead in reviewing and accepting the products of the Project.

a) The Chairman of the Steering Committee for Implementing the Project under the Ministry of Home Affairs approves the list of organizations and individuals contracted to provide consulting services for technical reviews to complete and modernize administrative boundary files and maps and for constructing the database system on administrative boundaries. Based on the Decision approving the Chairman of the Steering Committee for Implementing the Project under the Ministry of Home Affairs, the Director of the Project Management Board signs the formal contract.

Timeframe: From the second quarter of 2013 to the first quarter of 2015.

b) Reviewing and accepting completed and modernized administrative boundary files and maps.

- Main activities:

+ External review:

After receiving the completed and modernized administrative boundary files and maps at all levels according to the technical standards of the Project and the Report on the acceptance results of the provincial People's Committee regarding the completion and modernization of the administrative boundary files and maps at all levels of the locality to meet the four characteristics: completeness, accuracy, legality, and consistency stipulated in Decision No. 12/2008/QĐ-BTNMT dated December 18, 2008 issued by the Minister of Natural Resources and Environment on "National Technical Standards for Administrative Boundary Delimitation and Establishment of Administrative Boundary Files at All Levels", the Steering Committee for Implementing the Project under the Ministry of Home Affairs will organize a Verification Team to check the consistency between the administrative boundary files and maps and the actual management of administrative boundaries between related localities; between the administrative boundary lines and the system of administrative boundary markers reflected in the files and maps of administrative boundaries and on-site.

The results of the external review are determined by the Minutes between the Verification Team and the provincial People's Committee.

+ Continuing to complete the administrative boundary files and maps at all levels:

BASED ON THE RESULTS OF THE FIELD REVIEW, THE REPORT OF THE PROVINCE PEOPLE'S COMMITTEE, AND THE REPORT OF THE ORGANIZATIONS AND INDIVIDUALS CONTRACTED TO PROVIDE TECHNICAL REVIEW SERVICES FOR COMPLETING AND MODERNIZING THE DOCUMENTS AND MAPS FOR THE BOUNDARIES OF ADMINISTRATIVE UNITS, THE CHAIRMAN OF THE PROJECT IMPLEMENTATION DIRECTORATE OF THE MINISTRY OF HOME AFFAIRS SHALL DECIDE TO CONVENE A MEETING OF THE DIRECTORATE (INVITING REPRESENTATIVES OF THE PROVINCE LEADERSHIP TO ATTEND) TO REVIEW THE FOUR QUALITIES OF THE SETS OF DOCUMENTS AND MAPS FOR THE BOUNDARIES OF ADMINISTRATIVE UNITS AT ALL LEVELS, INCLUDING: COMPLETENESS, ACCURACY, LEGALITY, AND CONSISTENCY.

THE RESULTS OF THE INTERNAL REVIEW SHALL BE DETERMINED ACCORDING TO THE MINUTES OF WORK BETWEEN THE PROJECT IMPLEMENTATION DIRECTORATE OF THE MINISTRY OF HOME AFFAIRS; PROJECT MANAGEMENT UNIT 513; THE PROVINCE PEOPLE'S COMMITTEE AND THE CONTRACTING UNIT TO COMPLETE AND MODERNIZE THE DOCUMENTS AND MAPS FOR THE BOUNDARIES OF ADMINISTRATIVE UNITS AT ALL LEVELS.

+ CORRECTING AND SUPPLEMENTING THE DOCUMENTS AND MAPS FOR THE BOUNDARIES OF ADMINISTRATIVE UNITS AT ALL LEVELS:

BASED ON THE MINUTES CONFIRMING THE RESULTS OF THE INTERNAL REVIEW, THE PROVINCE PEOPLE'S COMMITTEE SHALL CONTINUE TO ORGANIZE THE CORRECTION OF CONTENTS THAT NEED TO BE COMPLETED. SIMULTANEOUSLY, THEY SHALL ISSUE A REPORT AND REQUEST THE MINISTER OF HOME AFFAIRS TO CONSIDER AND ISSUE A DECISION TO RECOGNIZE THE QUANTITY AND QUALITY OF THE SETS OF DOCUMENTS AND MAPS FOR THE BOUNDARIES OF ADMINISTRATIVE UNITS AT ALL LEVELS WITHIN THE LOCALITY.

11. STEP 11. THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT SHALL TAKE THE LEAD IN COOPERATING WITH THE CENTRAL MINISTRIES AND AGENCIES AND LOCAL AUTHORITIES TO ORGANIZE TRAININGS AND TECHNOLOGY TRANSFERS FOR MANAGING, EXPLOITING, AND USING THE DATABASE SOFTWARE FOR THE BOUNDARIES OF ADMINISTRATIVE UNITS.

a) Main activities:

- EDITING MATERIALS AND PRESENTATION SLIDES ON TECHNOLOGY FOR MANAGING AND EXPLOITING THE DATABASE FOR THE BOUNDARIES OF ADMINISTRATIVE UNITS.

- INSTALLING INFORMATION TECHNOLOGY SOFTWARE TO MEET THE REQUIREMENTS FOR MANAGING THE DATABASE SYSTEM FOR THE BOUNDARIES OF ADMINISTRATIVE UNITS AT THE CENTRAL MINISTRIES AND AGENCIES AND LOCAL AUTHORITIES.

- ORGANIZING TRAINING CLASSES, INCLUDING:

+ ONE CLASS FOR THE CENTRAL MINISTRIES AND AGENCIES.

+ EIGHT CLASSES FOR THE LOCALITIES ACCORDING TO THE EIGHT KEY ECONOMIC REGIONS.

b) TIMEFRAME: Q3/2015.

12. STEP 12. THE MINISTRY OF HOME AFFAIRS SHALL ORGANIZE SEMINARS TO SUMMARIZE AND CONCLUDE THE IMPLEMENTATION OF THE PROJECT AND HAND OVER THE PROJECT PRODUCTS.

a) INTERIM SEMINAR:

ANNUALLY, THE CHAIRMAN OF THE PROJECT IMPLEMENTATION DIRECTORATE SHALL BE RESPONSIBLE FOR ORGANIZING AN INTERIM SEMINAR TO SUMMARIZE THE IMPLEMENTATION OF THE PROJECT IN THE LOCALITIES AND NATIONWIDE.

b) HANDOVER OF PROJECT PRODUCTS: COMPLETED IN Q3/2015.

BASED ON THE RESULTS OF THE REVIEW AND ACCEPTANCE AND THE DECISION OF THE MINISTER OF HOME AFFAIRS TO RECOGNIZE THE QUANTITY AND QUALITY OF THE PROJECT PRODUCTS, THE CHAIRMAN OF THE PROJECT IMPLEMENTATION DIRECTORATE AT THE PROVINCE LEVEL SHALL CHAIR THE HANDOVER SEMINAR FOR THE SETS OF DOCUMENTS AND MAPS FOR THE BOUNDARIES OF ADMINISTRATIVE UNITS TO BE INCORPORATED INTO MANAGEMENT, USE, AND NATIONAL ARCHIVING. THE CHAIRMAN OF THE PROJECT IMPLEMENTATION DIRECTORATE OF THE MINISTRY OF HOME AFFAIRS SHALL CHAIR THE HANDOVER SEMINAR FOR THE DATABASE SYSTEM FOR THE BOUNDARIES OF ADMINISTRATIVE UNITS TO BE INCORPORATED INTO MANAGEMENT, USE, AND NATIONAL ARCHIVING.

c) FINAL SEMINAR TO SUMMARIZE THE IMPLEMENTATION OF THE PROJECT: COMPLETED IN Q4/2015.

AFTER COMPLETING THE HANDOVER OF THE PROJECT PRODUCTS, THE MINISTER OF HOME AFFAIRS SHALL DECIDE TO ORGANIZE A SEMINAR TO SUMMARIZE THE IMPLEMENTATION OF THE PROJECT NATIONWIDE.

THE ABOVE IS THE PLAN FOR IMPLEMENTING THE PROJECT TO COMPLETE AND MODERNIZE THE DOCUMENTS AND MAPS FOR THE BOUNDARIES OF ADMINISTRATIVE UNITS AND TO BUILD THE DATABASE FOR THE BOUNDARIES OF ADMINISTRATIVE UNITS. THE MINISTRY OF HOME AFFAIRS REQUESTS THE CENTRAL MINISTRIES, AGENCIES, AND LOCAL AUTHORITIES TO ORGANIZE THE IMPLEMENTATION TO ENSURE THE PROJECT'S OBJECTIVES, EFFECTIVENESS, AND TIMELINE./
