Guidelines for implementing Decision No. 97/2001/QD-TTg dated June 26, 2001 of the Prime Minister on supplementing the allowance system for civil servants and employees in the health sector

Implementing Decision No. 97/2001/QD-TTg dated June 26, 2001 of the Prime Minister on supplementing the allowance system for civil servants and employees in the Health Sector; After receiving the opinion of the Ministry of Labor, Invalids and Social Affairs at Circular No. 2949/LDTBXH-TL dated October 1, 2001; The Government Organization and Civil Service Board, the Ministry of Finance, and the Ministry of Health jointly issue guidelines for implementing the supplementary allowance system for civil servants and employees in the Health Sector as follows:

I. OBJECTS, CONDITIONS, AND ALLOWANCE LEVELS:

1. Epidemic control allowance:

1.1. Applied to medical civil servants and employees directly participating in epidemic control at highly dangerous outbreak sites, including cholera, plague, and malaria.

1.2. The level of 24,000 dong is applied for each actual working day participating in epidemic control and paid immediately after the control operation.

1.3. Medical civil servants and employees who receive the aforementioned epidemic control allowance shall not be entitled to the epidemic control allowance stipulated in Clause 3, Article 1 of Decision No. 794/TTg dated December 5, 1995 of the Prime Minister.

2. Special profession allowance:

2.1. Applied to medical civil servants and employees (classified under Pay Scale 16 - Health issued together with Decree No. 25/CP dated May 23, 1993 of the Government) working at healthcare facilities and serving HIV/AIDS patients and civil servants and employees (classified under Pay Scale 13 - Science and Technology issued together with Decree No. 25/CP dated May 23, 1993 of the Government) working at HIV testing laboratories within the health sector, specifically performing the following tasks:

- Regularly directly examining and treating HIV/AIDS patients;

- Regularly directly serving HIV/AIDS patients (watching over patients, transporting patients, feeding patients, administering medication to patients...);

- Regularly directly conducting HIV tests at HIV testing laboratories under state management.

2.2. The special profession allowance is equal to 40% of the salary grade level (excluding other types of allowances) and is paid monthly according to the salary period.

II. SOURCE OF EXPENSES:

1. The funds for paying the allowances mentioned above shall be guaranteed by the health sector's budget according to the current budget allocation.

2. The epidemic control allowance and the special profession allowance shall not be used to calculate social insurance and health insurance benefits.

III. IMPLEMENTATION:

This Circular takes effect from July 1, 2001.
