and reducing poverty through the implementation of commitments to join the WTO"

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 18/2003/NĐ-CP dated February 20, 2003 on the functions, tasks, powers, and organizational structure of the Government Office;

Pursuant to Decree No. 131/2006/NĐ-CP dated November 9, 2006 on the management and use of official development assistance (ODA);

Considering the Documentation of the Technical Assistance Program "Maintaining Economic Growth and Poverty Reduction through Implementation of WTO Accession Commitments";

Considering the proposal of the Minister, Head of the Government Office, and the Minister of Planning and Investment.

DECISION:

Article 1. Establishing the Steering Committee for the Technical Assistance Program "Maintaining Economic Growth and Poverty Reduction through Implementation of WTO Accession Commitments" (hereinafter referred to as the "Steering Committee"), located at the Government Office, to manage and utilize foreign technical assistance to implement the Government's Action Program to fulfill WTO accession commitments with the goal of maintaining sustainable economic growth and eradicating poverty, addressing economic and social issues arising from international economic integration following Vietnam's accession to the WTO.

The English abbreviation for the Program is "The Beyond WTO Program".

Article 2. Composition of the Steering Committee:

Article 3. Duties and Powers of the Steering Committee:

1. To receive and manage the Technical Assistance Program and the Multilateral Trust Fund funded by the United Kingdom's International Development Agency, Australia's International Development Agency, and other organizations (hereinafter referred to as the "Program") to achieve the Program's objectives.

2. To organize and coordinate technical assistance for central and local government agencies, some social organizations, and associations to concretize and implement the Government's Action Program, develop and implement sectoral and local action plans to implement WTO accession commitments for the goals of economic growth and poverty reduction.

3. To cooperate with ministries, ministerial-level agencies, government agencies, provincial people's committees, and municipal people's committees under the central government in implementing the Government's action programs related to the implementation of WTO commitments; guide procedures for ministries and agencies to access necessary support and participate in Program activities.

4. To monitor, inspect, and urge activities within the framework of the Program, assist ministries, sectors, localities, and units in implementing technical assistance content; compile situations and evaluate progress and results every six months or annually to report to the Prime Minister and competent authorities. 5. To act as the lead negotiator with sponsors regarding financial agreements, contents, and requirements for the first and second phases of the Program to achieve the goals set out in the Program documentation.

6. To compile research results and policy advice reports to report to the Prime Minister and send them to relevant ministries and agencies for reference; to coordinate with other technical assistance programs in the same field or with the same objectives to avoid overlapping activities and outcomes. Article 4. The Chairman of the Steering Committee is responsible to the Prime Minister for the activities of the Steering Committee; may use the seal of the Government Office to exercise specific powers and duties of the Steering Committee..

Members of the Steering Committee participate in the Steering Committee on a concurrent basis, serving as liaison points between the Steering Committee and related agencies and units.

The operating regulations of the Steering Committee shall be decided by the Chairman. The Steering Committee will dissolve itself upon completion of the Program.

Article 5. Office of the Steering Committee:

The Office of the Steering Committee is located at the Government Office, tasked with assisting the Steering Committee and the Chairman of the Steering Committee in performing the tasks stipulated in Article 3 of this Decision, serving as the liaison point with related agencies and sponsors to implement the Program; managing sponsor contributions and the Multilateral Trust Fund for the Program; coordinating activities and serving as secretary to the High-Level Advisory Group, managing the agreed-upon Technical Assistance Team as specified in the Program documentation.

The Office of the Steering Committee performs the function of the Program Management Board; has its own seal, can open foreign currency and Vietnamese dong accounts at commercial banks to receive and manage the Multilateral Trust Fund, and implement Program activities using funds contributed by sponsors.

The Head of the Office of the Steering Committee assists the Chairman of the Steering Committee in handling regular tasks of the Steering Committee, manages the Office of the Steering Committee and the Multilateral Trust Fund, and periodically or urgently reports to the Chairman of the Steering Committee.

The Chairman of the Steering Committee decides on the Operational Regulations of the Office of the Steering Committee based on the proposal of the Head of the Office of the Steering Committee.

Article 6. The operating expenses of the Steering Committee are funded from the state budget through the Government Office. The Government Office is responsible for arranging office premises, working equipment, and staff to assist the Steering Committee and the Office of the Steering Committee, ensuring work requirements and in accordance with current regulations.

The supplementary allowance system for officials, civil servants, and employees working for the Steering Committee and the Office of the Steering Committee shall be applied according to the current regulations for projects and programs using ODA funds and coordinated with donors.

Article 7. This Decision shall take effect from the date of signing.

Article 8. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally governed city People's Committees, and those named in Article 2 are responsible for implementing this Decision./.
