JOINT CIRCULAR

Decision No. 81/1992/TTLT/BGTVT-BTC dated December 15, 1992, of the Ministry of Finance and the Ministry of Transport supplementing certain points regarding the management of bridge toll collection

---------------------

Implementing Decision No. 13-CT dated January 11, 1991, of the Council of Ministers on bridge tolls, the Ministry of Transport and the Ministry of Finance issued Circular No. 63-TT/LB dated March 13, 1991 to guide the aforementioned decision.

To align with market prices, enhance management, and encourage the organization of bridge toll collection, the Ministry of Finance and the Ministry of Transport provide additional guidance and amendments as follows:

1. Adjust the toll rates for the bridges: Chuong Duong, Thang Long, Ben Thuy for the specified categories as set out in the attached schedule.

2. In addition to the exempted toll cases already stipulated in Circular No. 63-TT/LB dated March 13, 1991, the following categories are also exempted from bridge tolls:

- Vehicles of diplomatic missions and permanent international representative offices in Vietnam that enjoy diplomatic privileges and immunities (confirmed by the Ministry of Foreign Affairs in its letter No. 1609 LT-HC dated September 9, 1991).

- Primitive vehicles, draft animals pulling carts, cyclos, and three-wheeled rickshaws pulled by people.

3. All toll revenues collected must be remitted entirely to the central budget through the State Treasury system: The unit may retain only the amount approved in the budget estimate by the Ministry of Transport, subject to the approval of the Ministry of Finance, for organizing toll collection.

All expenses for bridge management and maintenance will be allocated in the annual state budget plan and disbursed according to the plan by the Ministry of Finance.

4. To encourage the staff organizing toll collection, the Ministries stipulate that units organizing toll collection may allocate 1.5% of the total toll revenue as a bonus fund for employees, but the maximum amount shall not exceed six months' basic salary, with the remainder serving as a welfare fund.

This Circular takes effect from January 1, 1993. Other provisions concerning bridge tolls not covered in this Circular shall continue to be implemented in accordance with Decision No. 13/CT dated January 11, 1991, and Circular No. 63-TT/LB dated March 13, 1991.
