GENERAL PROVISIONS
Article 1. Scope of Regulation
This Decree stipulates the following award items:
1. Models, materials, sizes of various types of medals, badges, insignias, commemorative medals;
2. Models for certificates, frames, boxes, flags of various forms of awards and commendation titles;
3. Management, issuance, exchange, reissue, recovery of award items.
Article 2. Interpretation of Terms
In this Decree, the following terms shall be understood as follows:
1. Award items refer to special products protected by the State to be presented to collectives or individuals when awarded by competent authorities.
Award items include: Medals, badges, insignias, commemorative medals; certificates, flags, frames, and boxes of various forms of awards and commendation titles.
2. National-level award items refer to award items presented to collectives or individuals when awarded by the President, the Government, or the Prime Minister.
Article 3. System of award item issuance
1. When a collective or individual is awarded, they shall receive monetary rewards along with the following award items:
a) Medal, medal box, certificate, and frame for medals specified in Article 33 of the 2003 Law on Encouragement and Reward.
b) Badge, badge box, certificate, and frame for badges specified in Article 53 of the 2003 Law on Encouragement and Reward.
c) Insignia, insignia box, certificate, and frame for national honor titles, insignias of ministries, agencies, political organizations, political-social organizations, social organizations, provinces, and centrally governed cities.
For collectives awarded national honor titles such as "Heroic Province," "Heroic City," "People's Armed Forces Hero," and "Labor Hero," in addition to the aforementioned award items, they shall also receive a flag.
d) Certificate and frame for the "Ho Chi Minh Prize," "State Prize," and "Prime Minister's Commendation."
đ) Insignia, insignia box, certificate of recognition, and frame for the commendation title "National Labor Medalist," labor medalist at the ministry level, central-level mass organization, province, and centrally governed city.
e) Commemorative medal, commemorative medal box, certificate, and frame for commemorative medals of ministries, agencies, political organizations, political-social organizations, and social organizations.
g) Certificate and frame for commendations from ministries, agencies, central-level mass organizations, provinces, and centrally governed cities; commendations from political organizations and political-social organizations at the provincial level; commendations from military regions, military corps, armies, services, general departments, and equivalent units under the Ministry of National Defense and the Ministry of Public Security; grassroots labor medalists; certificates of merit.
h) Certificate of recognition and frame for the titles: "Outstanding Labor Collective"; "Victory Unit"; "Cultural Village, Hamlet, Commune, Ethnic Group Village, and Urban Community."
i) Certificate of recognition for "Cultural Family."
k) Flag for the titles: "Government Flag of Merit," Flag of Merit at the ministry level, agency, province, central-level mass organization, Flag of Merit at the military region, military corps, army, service, general department, and equivalent units under the Ministry of National Defense and the Ministry of Public Security.
2. Exchange and reissuance of award items shall only be conducted for medals, badges, insignias, commemorative medals, and certificates of various forms of awards and commendation titles.
Article 4. Model of Medal
1. Medals under Article 33 of the Law on Competition and Rewards in 2003 consist of ten types, including five types without grades and five types with grades. The graded types are divided into three grades and distinguished by the number of stars attached to the medal ribbon (Grade One has three stars, Grade Two has two stars, and Grade Three has one star).
2. The structure of the medal consists of three parts: the medal stem, the medal ribbon, and the medal body.
The model of the medal is illustrated in Appendix I accompanying this Decree.
Article 5. Model of Badge
1. Badges under Article 53 of the Law on Competition and Rewards in 2003 consist of four types, including one type with grades and three types without grades. The graded type is divided into three grades and distinguished by the number of stripes on the badge ribbon (Grade One has three stripes, Grade Two has two stripes, and Grade Three has one stripe).
2. The structure of the badge consists of two parts: the badge ribbon and the badge body.
The model of the badge is illustrated in Appendix I accompanying this Decree.
Article 6. Model of Emblem and Commemorative Badge
1. The emblem of national honorary title, the emblem "National Model Worker", and the emblem of model worker at the central ministry, department, agency, and social organization level, provincial, and centrally governed city levels have a structure divided into two parts: the emblem stem and the emblem body.
The model of the emblem for model workers at the central ministry, department, agency, and social organization level, provincial, and centrally governed city levels shall be regulated by the relevant central ministries, departments, agencies, political organizations, political-social organizations, social organizations, and provincial People's Committees to suit the significance of each field, profession, and locality; the size is smaller than that of the emblem of national honorary titles and must be registered with the central state management authority on competition and rewards before issuance.
The emblem of national honorary titles and the emblem "National Model Worker" are illustrated in Appendix I accompanying this Decree.
2. Commemorative badges and emblems of ministries, departments, central agencies of political organizations, political-social organizations, social organizations, provinces, and centrally governed cities.
a) The structure of commemorative badges and emblems only includes the body.
b) The models of commemorative badges and emblems shall be regulated by the relevant central ministries, departments, agencies of political organizations, political-social organizations, social organizations, provincial People's Committees, and centrally governed city People's Committees to suit the significance of each field, profession, and locality and must be registered with the central state management authority on competition and rewards before issuance.

Article 7. "Gold Star Medal"
1. Medal Stem: Core made of red copper plated with Ni-Co alloy; dimensions 28 mm x 14 mm; outer edge gold-colored, wrapped in polyester fabric woven in two colors: half left side red flag color, half right side gold color.
2. Medal Ribbon: Shaped like stylized letter A, core made of stainless steel plated with Ni-Co alloy, wrapped in polyester fabric woven in two colors: half left side red flag color, half right side gold color; dimensions 28 mm x 51 mm x 41 mm x 51 mm.
3. Medal Body: Five-pointed golden star shape embossed, diameter of circumscribed circle of five star points is 55 mm, in the center of the golden circular background is a five-pointed golden star, surrounded by the phrase "Gold Star Medal", "Vietnam" in red color; material made of red copper plated with Ni-Co alloy.

1. Medal ribbon: Core made of red brass coated with Ni-Co gold alloy; dimensions 28 mm x 14 mm; outer edge gold-colored, enclosed in red polyester fabric with two gold stripes.
2. Medal strip: Shaped like stylized letter A, core made of stainless steel coated with Ni-Co gold alloy, enclosed in red polyester fabric with two gold stripes; dimensions 28 mm x 51 mm x 41 mm x 51 mm.
3. Medal body: Circular shape with diameter of 40 mm, center featuring a profile portrait of President Ho Chi Minh tilted on a golden lotus pattern background, above it is the inscription "Ho Chi Minh Medal" in red, below is the inscription "Vietnam" in red; material is red brass coated with Ni-Co gold alloy.
Article 9. "Independence Medal" First Class, Second Class, Third Class

Article 25. Medal "National Doctor", "Outstanding Doctor"
Clause 1. The medal ribbon: Made of red copper with gold plating alloy Ni-Co, dimensions 28 mm x 15 mm; painted in the color of the flag for the "National Doctor" medal, yellow for the "Outstanding Doctor" medal, outer edge in gold.

Article 26. Medal "National Artist", "Outstanding Artist"

The medal body: An eight-pointed star shape stylized, diameter of 35 mm, in the center is a mask and lotus flower stylized, above is the inscription "National Artist" or "Outstanding Artist" in red, below is a red silk strip with the inscription "Vietnam" in yellow; made of red copper with gold plating alloy Ni-Co.
Article 27. Medal "National Artisan", "Outstanding Artisan"
Clause 1. The medal ribbon: Made of red copper with gold plating alloy Ni-Co, dimensions 28 mm x 15 mm; painted in the color of the flag for the "National Artisan" medal, yellow for the "Outstanding Artisan" medal, outer edge in gold.
Clause 2. The medal body: A stylized petal shape, diameter of 35 mm, in the center is two hands lifting the map of Vietnam on a red background, surrounded by the historical clock wheel, above is the inscription "National Artisan" or "Outstanding Artisan" in red, below is a red silk strip with the inscription "Vietnam" in yellow; made of red copper with gold plating alloy Ni-Co.
Article 28. Badge "National Model Worker"
1. Badge stem: Made of red brass with Ni-Co gold plating, dimensions 26 mm x 14 mm; yellow background and outer border.
2. Badge body: Five-pointed star shape with exaggerated design, circumscribed circle diameter of five star points is 42 mm; inside has two golden ears of rice, book, and historical wheel, surrounded by the red text "National Model Worker"; made of red brass with Ni-Co gold plating.

AND RECOGNITION FORMS
Article 29. Sample certificates for awards and achievement titles within the authority to decide of the President of the State, the Prime Minister
1. Form:
a) Certificate size printed on A3 paper (dimensions 420 mm x 297 mm); outside decorative frame dimensions are 360 mm x 237 mm.
b) Decorative floral patterns around:
The decorative frame and four corners outside the frame are decorated with floral patterns. Specifically, certificates for medals and national honor titles "Outstanding", "Prime Minister's Commendation", and "National Model Worker" badge do not have floral patterns at the four corners outside the frame.
In the center at the top is the Emblem of the Socialist Republic of Vietnam, with transitional floral blocks between the Emblem and the decorative frame on both sides. Specifically, the certificate for "National Model Worker" uses rows of red flags instead of transitional floral blocks on both sides.
The image of the medal or badge is placed in the center below the decorative frame. Specifically, the certificate for "Ho Chi Minh Medal" uses a lotus flower instead of the medal image.
c) Background:
The "Golden Star Order" certificate uses bronze drum patterns and a star in the center.
The "Ho Chi Minh Medal" certificate uses lotus flower patterns.
The "Military Merit Order", "War Merit Order", "Brave Soldier Medal", "Security Medal", "Victory Flag Medal", "Heroic Forces Medal" certificates use a star with radiant rays.
The "National Defense Medal" certificate uses bronze drum patterns and a map of Vietnam in the center.
The "Independence Order", "Labor Order", "Courage Order", "Great Unity Order", "Friendship Order", "Friendship Medal", and national honor titles use bronze drum patterns.
The "Prime Minister's Commendation" certificate uses cloud patterns.
The "National Model Worker" recognition certificate uses the National Patriotic Innovation Congress emblem.
2. Content:
a) National Emblem: "SOCIALIST REPUBLIC OF VIET NAM" presented in uppercase letters, font "Times New Roman", size 15, upright bold black font.
b) Motto: "INDEPENDENCE - FREEDOM - HAPPINESS" presented in lowercase letters, font "Times New Roman", size 16, upright bold black font, with the first letter of each phrase capitalized, hyphenated phrases, and a line under the phrase with the same length as the text.
c) Authority to award:
For certificates of awards by the President, it is recorded in two separate lines "PRESIDENT" and "SOCIALIST REPUBLIC OF VIET NAM"; for certificates of awards by the Prime Minister, it is recorded "PRIME MINISTER" and "GOVERNMENT OF THE SOCIALIST REPUBLIC OF VIET NAM"; all in uppercase letters, font "Times New Roman", size 26 for the upper line and size 20 for the lower line, upright bold red font.
d) Nature of the award:
Recorded as "PRESENTED" or "POSTHUMOUSLY PRESENTED" for certificates of Orders, Medals, "Ho Chi Minh Award", "State Award", "Prime Minister's Commendation"; "AWARDED TITLE" or "POSTHUMOUSLY AWARDED TITLE" for national honor title certificates and "AWARDED TITLE" for the "National Model Worker" certificate; all in uppercase letters, font "Times New Roman", size 24, upright bold black font.
đ) Name of the award form or achievement title: Uppercase letters, font "Times New Roman", size 42, upright bold red font.
e) Rank of the award form (if applicable), name of the unit or individual being awarded; address (or position, working unit for individuals currently working in agencies or main management units for groups), achievements of the group or individual being awarded; lowercase letters, font "Times New Roman", size adjusted appropriately, italic bold black font.
g) Decision number, date of the decision recorded according to the issuance date of the decision; "Golden Book Number" records the order number of the awardee in the decision; two lines of lowercase letters; font "Times New Roman", size 14, italic bold black font.
h) Place name, date: Lowercase letters, font "Times New Roman", size 15, italic bold black font.
i) Position of the person with the authority to award: Recorded as "PRESIDENT" for awards within the authority of the President or "PRIME MINISTER" for awards within the authority of the Prime Minister; uppercase letters, font "Times New Roman", size 14, upright bold black font.
k) Space for signature, stamp, and recording the name of the person with the authority to award.
The certificate sample is illustrated in Appendix II attached to this Decree.
Article 30. Sample of certificates of merit issued by central ministries, agencies, provincial authorities, central mass organizations; certificates of merit issued by political organizations and socio-political organizations at the provincial level; certificates of outstanding soldiers awarded by military regions, corps, armies, services, general departments under the Ministry of National Defense and the Ministry of Public Security.
1. Form:
a) Size: The certificate is printed on paper with dimensions of 360 mm x 237 mm.
b) Decorative patterns around the border:
The edge is decorated with floral patterns but must not resemble or be similar to national-level certificates of merit.
In the center at the top is the Emblem of the Socialist Republic of Vietnam; for certificates of merit and outstanding soldiers of Party bodies and central mass organizations, the emblem is replaced by the symbol of the organization issuing the certificate. There are no decorative floral patterns at the four corners outside the border and there is no transitional floral pattern between the emblem and the border decoration. For certificates of outstanding soldiers, there are two red flags on either side of the emblem or organizational symbol.
c) Background color of the certificate is determined by the competent authority issuing the decision to ensure it does not resemble the background of certificates presented or posthumously awarded by the President and the Prime Minister.
2. Content:
Content, layout, font, and font size are specified by the competent award-granting authorities to ensure beauty, solemnity, and include the following main elements:
a) The first and second lines record:
The State motto "SOCIALIST REPUBLIC OF VIETNAM" presented in uppercase letters, upright style, bold black color.
The slogan "INDEPENDENCE - FREEDOM - HAPPINESS" presented in lowercase letters, upright style, bold black color, and immediately below the State motto; the first letter of each phrase is capitalized, hyphenated between phrases, with spaces; below this is a solid horizontal line equal in length to the line of text.
For certificates of merit and outstanding soldiers of Party bodies, the State motto is replaced by the phrase "VIETNAM COMMUNIST PARTY" in uppercase letters, upright style, bold black color.
b) The third line records the title of the person authorized to decide on the award; in uppercase letters, upright style, bold red color.
c) The fourth line records the nature of the award.
It states "AWARD" for certificates of merit or "AWARD TITLE" for certificates of outstanding soldiers; in uppercase letters, upright style, bold black color.
d) The fifth line records the form of the award or commendation title; in uppercase letters, upright style, bold red color.
đ) Subsequent lines record the name of the unit or individual being awarded; address or position of the working unit for individuals currently working in organizations or the supervising organization for groups, achievements of the group or individual being awarded; in black color.
e) On the left bottom: "Decision number, date" recorded according to the number, date, month, year of the decision issuance; "Golden book number" placed below the decision number recording the serial number of the awardee in the decision; both lines are in lowercase letters, italic style, bold, black color.
g) On the right bottom: Record the place name, date, month, year; in lowercase letters, italic style, bold, black color.
Below the line of place name is a line recording the title of the person authorized to decide on the award, in uppercase letters, upright style, bold black color.
h) Space for signature, stamp, and recording the full name of the person authorized to decide on the award.
Article 31. Model of Certificate of Merit and Medal for "Model Worker at the Grassroots Level"
1. Form:
a) Size: The certificate is printed on A4 paper with dimensions of 297 mm x 210 mm.
b) Decorative floral patterns around:
The border is decorated with floral patterns but must not resemble or be similar to the patterns on national-level certificates of merit.
In the center at the top is:
The Emblem of the Socialist Republic of Vietnam for Certificates of Merit and Medals for "Model Worker at the Grassroots Level" issued by the Heads of agencies, units under ministries, ministerial-level agencies, agencies under the Government, specialized agencies under provincial People's Committees, Chairpersons of district People's Committees, and Certificates of Merit issued by the Chairpersons of commune People's Committees;
The emblem of the agencies or organizations for Certificates of Merit and Medals for "Model Worker at the Grassroots Level" issued by political organizations, political-social organizations, social organizations, and Certificates of Merit issued by the Chairpersons of the Board of Directors, Chairpersons of the Board of Members, General Managers, and Directors of enterprises and cooperatives.
For Medals for "Model Worker at the Grassroots Level," there are additional red flags on both sides of the Emblem or emblems of the agencies and organizations.
There are no floral patterns at the four corners outside the border and no transitional floral pattern between the Emblem and the border.
c) The background color is white.
2. Content:
The content is prescribed by the competent award-granting agencies and units regarding layout, font style, and size to ensure aesthetic appeal and includes the following main elements:

Article 32. Commemorative Medal and Badge of Ministries, Departments, Provincial and Municipal Agencies; Certificate of Recognition for "Cultural Family"
The size is printed on A5 paper with dimensions of 210 mm x 148 mm.
The content and decorative floral patterns on the medal are prescribed by Ministries, Departments, Provincial and Municipal Agencies, and Central Agencies of Mass Organizations and registered with the central state management agency for emulation and commendation before issuance.
Article 33. Certificate of Recognition for the Title "Outstanding Labor Collective", "Victory Unit", Village, Hamlet, Ward, Commune, Cultural Street
1. Form:
a) Size: The certificate is printed on A4 paper with dimensions of 297 mm x 210 mm.
b) Decorative floral patterns around:
The border is decorated with floral patterns that must not resemble or be similar to those of national-level certificates of merit.
In the center at the top is the Emblem of the Socialist Republic of Vietnam and two rows of red flags on both sides (for certificates issued by the Ministers, Heads of ministerial-level agencies, agencies under the Government, Chief Justices of the Supreme People's Court, Procurators-General of the Supreme People's Procuracy, Director of the Office of the National Assembly, Director of the Office of the President, State Auditor General, Chairpersons of district People's Committees, and Heads of agencies and units under the Ministry of Public Security, Ministry of National Defense); or the emblem of the agencies or organizations and two rows of red flags on both sides (for certificates issued by the Heads of Party Committees and equivalent bodies at the central level, Secretary of the Central Party Committee Office, leaders of the Central Front for Fatherland Protection and mass organizations).
c) The background color is white.
2. Content:

Section 5
MODEL OF FLAG
Article 34. Flags "Heroic Labor", "Heroic Armed Forces", "Heroic Province", "Heroic City"
1. Form: The flag has dimensions (850 mm x 650 mm); material: two-layer silk fabric in red color.
2. Embroidery content: The flag is embroidered with yellow thread, capitalized letters, upright font style, bold, font type and size adjusted according to the content of the flag to ensure beauty, solemnity, and includes the following main contents:
a) First line: "PRESIDENT OF THE SOCIALIST REPUBLIC OF VIETNAM"; capitalized letters, upright bold font style.
b) Second line: "AWARDING THE HONOR"; capitalized letters, upright bold font style.
c) Below the second line, in the center is a five-pointed golden star.

Article 35. "Flag of Excellence Awarded by the Government"

The flag model is illustrated in Appendix III attached to this Decree.
Article 36. Excellence Flags at the Ministry, Sector, Central Mass Organizations, Provincial, and Municipality Levels
1. Form: The flag has dimensions (800 mm x 600 mm); material: two-layer silk fabric in red color.
2. Embroidery content: The flag is embroidered with yellow thread, capitalized letters, upright font style, bold, font type and size adjusted according to the content of the flag to ensure beauty, solemnity, and includes the following main contents:
a) First line: "(record the name of the ministry, sector, central mass organization, province, municipality)"; capitalized letters, upright bold font style.
b) Second line: "AWARDING"; capitalized letters, upright bold font style.
c) Below the second line, in the center is a five-pointed golden star.
d) Below the star is the line of text "(name of the unit being awarded the Excellence Flag)" and the line "LEADING UNIT IN THE COMPETITION MOVEMENT YEAR", the year recorded is the year the unit achieved the merit for being awarded the title; capitalized letters, upright bold font style.
Article 37. Excellence Flags at Military Region, Military Branch, Corps, Service, General Department, and Equivalent Levels under the Ministry of National Defense and the Ministry of Public Security
1. Form: The flag has dimensions (750 mm x 550 mm); material: two-layer silk fabric in red color.
2. Embroidery content: Defined by the Ministry of National Defense and the Ministry of Public Security.
Chapter 6
FRAME AND BOX MODELS
Article 38. Frame
The frame is issued together with certificates of various forms of awards and excellence titles. The model of the frame is defined as follows:
1. The frame model for certificates of various forms of awards and excellence titles within the authority of the President and the Prime Minister shall have dimensions and materials ensuring beauty, solemnity, and suitability with the size of the certificate and the form of the award.
2. The frame model for certificates of other forms of awards and excellence titles shall be defined by the competent authority issuing the award decision, ensuring beauty, solemnity, and suitability with each form of the award.
Article 39. Box
The box is issued together with medals, badges, insignia, and commemorative medals. The regulation on the model of the box is defined as follows:
1. The box model for storing medals, badges, national honor insignia, and the "National Model Worker" badge shall have dimensions and materials ensuring beauty, solemnity, and suitability with each form of the award. The top lid of the box has the State Emblem printed on it.
2. The box model for storing badges and commemorative medals as stipulated in Clause 37, Article 1 of the Law Amending and Supplementing Certain Provisions of the Law on Encouragement and Reward in 2013 shall be defined by the competent authority issuing the award decision, ensuring beauty, solemnity, and suitability with each form of the award.
Chapter III
MANAGEMENT, ISSUE, REPLACEMENT, REISSUE,
WITHDRAWAL OF AWARD ITEMS
Article 40. Management and Distribution of Award Items
1. The central state management agency for emulation and reward shall be responsible for purchasing, preserving, and distributing national-level award items to ministries, ministerial-level agencies, government-affiliated agencies, central-level sectors and mass organizations, and centrally-administered provinces and municipalities that have collectives and individuals receiving awards.
2. Ministries, ministerial-level agencies, government-affiliated agencies, central-level sectors and mass organizations, and centrally-administered provinces and municipalities shall organize the presentation of awards and commendation titles from the President, Government, and Prime Minister along with award items to the awarded collectives and individuals.
3. For other forms of awards and commendation titles decided by authorized agencies, such agencies shall purchase, preserve, present, and distribute award items.
4. Collectives and individuals receiving commendation titles and awards have the right to retain, display, preserve, and use award items for a long time, in accordance with their purpose and significance. Collectives may use symbols of awarded items for propaganda on official documents and materials of the collective.
Article 41. Exchange of Award Items
1. The application dossier for exchanging national-level award items includes one original set:
a) A letter requesting exchange from the collective or an individual's request for exchange when the award item is damaged and no longer usable due to objective reasons such as natural disasters, floods, fires, accompanied by the damaged award item being exchanged.
b) A letter requesting exchange from central-level ministries, sectors, mass organizations, centrally-administered provinces, and municipalities, along with a list according to Model 4.3 in Appendix IV, sent to the Central Board of Emulation and Reward requesting the exchange of national-level award items.
2. Procedures for exchanging national-level award items:
a) Collectives submit letters and individuals submit requests for exchange (Models 4.1a and 4.1b in Appendix IV) to central-level ministries, sectors, mass organizations, centrally-administered provinces, and municipalities (where they are working or residing), accompanied by the damaged award item being exchanged.
b) Central-level ministries, sectors, mass organizations, centrally-administered provinces, and municipalities compile and send letters requesting exchange along with lists (Model 4.3 in Appendix IV), electronic data files, and old damaged award items to the Central Board of Emulation and Reward for review and exchange.
c) The central state management agency for emulation and reward:
Based on the letters requesting exchange of award items from central-level ministries, sectors, mass organizations, centrally-administered provinces, and municipalities, the Central Board of Emulation and Reward reviews and implements the exchange of award items while collecting old damaged award items. Specifically, for exchanges involving certificates, the Central Board of Emulation and Reward compiles and sends letters requesting seals for new certificates to authorized agencies (National Assembly Office, President’s Office, or Government Office).
3. Application dossiers for exchanging other award items: Collectives submit letters and individuals submit requests for exchange of award items to the authorized agency issuing the award decision for review and implementation of the exchange.
4. Timeframe for processing exchanges of award items:
a) Timeframe for processing exchanges of national-level award items:
Central-level ministries, sectors, mass organizations, centrally-administered provinces, and municipalities must submit the application dossier to the Central Board of Emulation and Reward within 15 working days from the date of receipt of the exchange request from collectives and individuals.
The Central Board of Emulation and Reward must provide the exchange result to central-level ministries, sectors, mass organizations, centrally-administered provinces, and municipalities within 30 working days from the date of receipt of the application dossier.
The National Assembly Office, President’s Office, and Government Office must provide seals for new certificates within 10 working days from the date of receipt of the exchange request.
b) Timeframe for processing exchanges of other award items: Authorized agencies deciding on awards must process the exchange of award items within 15 working days from the date of receipt of the exchange request.
5. Award items collected due to exchanges shall be disposed of by the authorized agency conducting the exchange in accordance with current regulations.
Article 42. Reissuing Award Objects
1. The dossier for requesting reissuance of national-level award objects includes one original set:
a) A letter requesting reissuance from a collective or an individual's request for reissuance when the award object has been lost or destroyed due to natural disasters such as floods or fires, sent to central ministries, agencies, mass organizations, provincial or centrally governed city authorities that have submitted the award proposal for the collective or individual.
b) A letter requesting reissuance of national-level award objects from central ministries, agencies, mass organizations, provincial or centrally governed city authorities, attached with a list (Model 4.4 in Appendix IV), sent to the Central Board of Competitions and Awards.
2. Procedures for reissuing national-level award objects.
a) Collectives submit letters, individuals submit requests for reissuance (Models 4.2a and 4.2b in Appendix IV) to central ministries, agencies, mass organizations, provincial or centrally governed city authorities that have submitted the award proposals for the collectives or individuals.
b) Central ministries, agencies, mass organizations, provincial or centrally governed city authorities compare with retained files, confirm, compile, and send letters along with lists (Model 4.4 in Appendix IV) and electronic data files to the Central Board of Competitions and Awards.
c) The central state management agency for emulation and reward:
Based on the letters requesting reissuance of award objects from central ministries, agencies, mass organizations, provincial or centrally governed city authorities, the Central Board of Competitions and Awards will review files, confirm awards, and proceed with reissuing award objects. For reissuing certificates, the Central Board of Competitions and Awards will rewrite the certificates, compile them, and send letters requesting relevant authorities (National Assembly Office, President’s Office, or Government Office) to affix seals on the reissued certificates.
3. Dossier for requesting reissuance of other award objects: Collectives submit letters, individuals submit requests for reissuance of award objects to the authority issuing the award decision for examination and reissuance.
4. Timeframe for resolving reissuance of award objects:
a) Timeframe for resolving reissuance of national-level award objects:
Central ministries, agencies, mass organizations, provincial or centrally governed city authorities must confirm the awards and submit the dossiers to the Central Board of Competitions and Awards within 15 working days from the date of receiving the reissuance requests from collectives or individuals.
The Central Board of Competitions and Awards must resolve and return the results of reissuance to central ministries, agencies, mass organizations, provincial or centrally governed city authorities within 30 working days from the date of receiving the reissuance dossiers.
The National Assembly Office, President’s Office, or Government Office must resolve and return the results to the Central Board of Competitions and Awards within 10 working days from the date of receiving requests for affixing seals on certificates.
b) Timeframe for resolving reissuance of other award objects: The authority issuing the award decision must resolve reissuance of award objects within 15 working days from the date of receiving the reissuance requests.
Article 43. Recovery of Award Objects
1. Recovery of national-level award objects.
a) Within 15 working days from the receipt of the decision: Revoking state honor titles, canceling, or adjusting the award decisions of the State President, Government, Prime Minister, collectives, and individuals must return all award objects to central ministries, agencies, mass organizations, provincial or centrally governed city authorities where the awards were proposed for the collectives or individuals.
b) Central ministries, agencies, mass organizations, provincial or centrally governed city authorities are responsible for urging collectives and individuals to return award objects within the deadline and sending them back to the Central Board of Competitions and Awards within 15 working days from the date of receiving the recovered objects.
c) The Central Board of Competitions and Awards is responsible for urging central ministries, agencies, mass organizations, provincial or centrally governed city authorities to recover award objects within the deadline and accounting for recovery according to state regulations.
2. Recovery of other award objects.
a) Within 15 working days from the receipt of the decision revoking commendation titles, canceling, or adjusting award decisions by the competent authority, collectives and individuals must return all award objects to the authority issuing the award decision.
b) The authority issuing the award decision is responsible for urging collectives and individuals to return award objects within the deadline and organizing recovery.
Chapter IV
IMPLEMENTING PROVISIONS
Article 44. Effectiveness and Responsibility for Implementation
1. This Decree shall take effect from November 1, 2014, and replace Government Decree No. 50/2006/NĐ-CP dated May 19, 2006, which stipulates models of medals, orders, badges, certificates of merit, flags of honor, commendation certificates, and other documents that conflict with the provisions of this Decree.
2. From the date this Decree takes effect, award items as specified in Decree No. 50/2006/NĐ-CP shall continue to be issued along with commendation titles and forms of recognition until their stock is exhausted.
3. The Ministers, Heads of Ministries equivalent to ministries, Heads of government agencies, Chairmen of provincial People's Committees under the central city, are responsible for enforcing this Decree./.
