Issuing the National Technical Regulation on Fertilizer Quality

Pursuant to the Law on Crop Production No. 31/2018/QH14, amended and supplemented by Law No. 146/2025/QH15;

Pursuant to the Law on Standards and Technical Regulations No. 68/2006/QH11, amended and supplemented by Law No. 70/2025/QH15;

Pursuant to the Law on Product Quality and Goods No. 05/2007/QH12, amended and supplemented by Law No. 78/2025/QH15;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations, amended and supplemented by Decrees No. 67/2009/NĐ-CP and No. 78/2018/NĐ-CP;

Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions of the Law on Product Quality and Goods, amended and supplemented by Decrees No. 67/2009/NĐ-CP, No. 74/2018/NĐ-CP, No. 154/2018/NĐ-CP, and No. 13/2022/NĐ-CP; Pursuant to Decree No. 84/2019/NĐ-CP dated November 14, 2019 of the Government on fertilizer management;

Pursuant to Decree No. 35/2025/NĐ-CP dated February 25, 2025 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

At the proposal of the Director of the Crop Production and Plant Protection Department; the Minister of Agriculture and Rural Development issues this Circular on issuing the National Technical Regulation on Fertilizer Quality.

Article 1. The QCVN 106:2025/BNNMT National Technical Regulation on Fertilizer Quality is hereby promulgated together with this Circular.

Article 2. Effective Date

1. This Circular takes effect from June 30, 2026.

2. The Circular No. 09/2019/TT-BNNPTNT dated August 27, 2019 of the Minister of Agriculture and Rural Development promulgating the National Technical Regulation on Fertilizer Quality (QCVN 01-189:2019/BNNPTNT) shall cease to be effective from the date this Circular takes effect.

Article 3. Transitional Provisions

1. Notifications of acceptance of registration documents for conformity declaration issued before the effective date of this Circular based on QCVN 01-189:2019/BNNPTNT promulgated by Circular No. 09/2019/TT-BNNPTNT dated August 27, 2019 of the Minister of Agriculture and Rural Development shall remain valid until the expiration date stated in such Notifications.

2. Fertilizer types, components, quality index names that comply with QCVN 01-189:2019/BNNPTNT and have been granted a Decision on Recognition for Circulation of Fertilizers in Vietnam before the effective date of this Circular shall continue to be declared conforming and labeled according to QCVN 01-189:2019/BNNPTNT until the expiration date of such Decisions if they do not meet QCVN 106:2025/BNNMT. When applying for extension or reissuance of a Decision on Recognition for Circulation of Fertilizers in Vietnam, competent authorities shall review and adjust fertilizer types, components, quality index names to comply with QCVN 106:2025/BNNMT.

Article 4. Implementation Organization

1. The Director of the Ministry's Office, the Director of the Crop Production and Plant Protection Department, the Heads of units under the Ministry, the Directors of Provincial Departments of Agriculture and Environment, centrally governed cities, and relevant organizations and individuals are responsible for implementing this Circular.

2. During implementation, if there are difficulties or obstacles, agencies, organizations, and individuals are requested to report them to the Ministry of Agriculture and Rural Development (through the Crop Production and Plant Protection Department) for review and prompt resolution./
