PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 92/2006/NĐ-CP dated September 7, 2006, and Decree No. 04/2008/NĐ-CP dated January 11, 2008 of the Government on the establishment, approval, and management of master plans for socio-economic development;

Considering the proposal of the People's Committee of Dak Lak Province at Report No. 111/TTr-UBND dated October 30, 2006; and the opinion of the Minister of Planning and Investment at Circular No. 4133 dated June 10, 2008 regarding the proposal to approve the Master Plan for Socio-Economic Development of Dak Lak Province until 2020,

DECISION:

Article 1. Approves the Master Plan for Socio-Economic Development of Dak Lak Province until 2020 with the main contents as follows:

I. DEVELOPMENT VIEWS

1. The Master Plan for Socio-Economic Development of Dak Lak Province until 2020 ensures principles consistent with the National Socio-Economic Development Strategy and the Master Plan for Socio-Economic Development of the Central Highlands Region. It combines economic development with the construction of a strong political system; ensuring political and social stability, making Dak Lak a central economic and cultural-social center of the Central Highlands Region.

2. Investment in building economic and social infrastructure focuses on priorities, giving priority to constructing agricultural and rural infrastructure.

3. Mobilize all resources for socio-economic development, expand and enhance the effectiveness of foreign economic relations, attract maximum external resources, especially capital, technology, skilled technical labor, consistently implement long-term preferential policies and incentives for investment, expand export markets, increase the competitiveness of goods and services.

4. Promote rapid and sustainable economic development to meet the requirements of international economic integration; ensure harmonious resolution between socio-economic development and environmental protection, improve and gradually raise the living standards of the people.

5. Focus on improving the quality of human resources, emphasizing the role of human factors, enhancing educational and training capabilities and public awareness, combined with scientific and technological development... viewing this as one of the decisive factors for industrialization and modernization.

6. Socio-economic development must be closely linked with natural environmental protection, maintaining ecological balance, ensuring sustainable development.

7. Socio-economic development must be closely linked with maintaining national defense and security, ensuring social order and safety; build the province into a basic, continuous, and solid defensive area.

II. DEVELOPMENT OBJECTIVES

1. General Objective

Leverage the potential and advantages of the province, first and foremost in terms of human resources, capital, land, forests, hydropower, and minerals to accelerate structural transformation of the economy and labor force; closely link with environmental protection, address social issues, create jobs, generate income for workers, improve the basic living standards of the people; contribute to poverty reduction, narrow the wealth gap among communities, regions, and promote social equity. Accelerate the completion of economic and social infrastructure, make Dak Lak a central economic, cultural, and social center of the Central Highlands Region "one growth pole" in the Vietnam-Laos-Cambodia development triangle. Socio-economic development must contribute to consolidating ethnic unity, enhancing the management and operational capacity of the political system at all levels, ensuring national defense and security, and maintaining social order and safety.

2. Specific objectives

a) On economic development:

- Total GDP in 2010 will be 1.7 times that of 2005; in 2020 it will be 3.03 times that of 2010. Per capita GDP in 2010 will reach about 9.5 to 10 million VND; in 2020 it will be about 42 to 43.3 million VND.

- Average annual GDP growth rate during the period 2006-2010 will be approximately 11%-12%; during the period 2011-2015 it will be approximately 12%-12.5%, and during the period 2016-2020 it will be approximately 12.5%-13%.

- Rapidly transform the economic structure so that by 2010, the proportion of agriculture, forestry, and fisheries will account for about 48%-49%; industry-construction will account for about 20.5%-21%, and the service sector will account for about 30.5%-31%. By 2015, the corresponding proportions will be 35%-36%; 27%-28%, and 36%-37%. In 2020, the proportion of agriculture will decrease to 25%-26%; industry will reach about 34%-35%, and services will reach about 41%.

- Strive for provincial export turnover to reach about 380 million USD in 2010; 600 million USD in 2015; and 1 billion USD in 2020.

- The proportion of GDP mobilized into the budget will be about 12%-13% in 2010; 14%-15% in 2015, and 16%-18% in 2020.

- Total social investment demand during the period 2006-2010 will be about 23 trillion VND; during the period 2011-2015 it will be about 62-63 trillion VND, and during the period 2016-2020 it will be 148-149 trillion VND. The average annual growth rate of investment capital will be about 19.6% during the period 2006-2010; 22% during the period 2011-2015, and 18.9%-19% during the period 2016-2020.

b) On social development:

- Strive to reduce the natural population growth rate to 1.5% in 2010; 1.3% in 2015, and 1.1% in 2020. The urban population ratio will be 30% in 2010; 35% in 2015, and 45.6% in 2020. The proportion of agricultural labor in the total workforce will be 73%-74% in 2010, decreasing to 50%-55% in 2020.

- Properly address fundamental social issues, reduce the poverty rate to 15% in 2010, and basically eliminate poverty by 2020.

- Strive to increase the proportion of trained labor to 36% in 2010 and 46% in 2020 (of which the proportion of trained labor from ethnic minority groups will strive to reach 30%-40% in the corresponding years). Reduce the unemployment rate in urban areas to 3% in 2010 and reduce the underemployment rate in rural areas to 5%.

- Strive to complete universal secondary education for the age group by 2008. By 2020, achieve 75% universal upper-secondary education for the age group.

- Strive to have 85% of communes meet the national health standard by 2010 and reach 100% by 2015; 100% commune health stations have doctors, and 4.3 doctors per ten thousand people, reaching 8-10 doctors per ten thousand people by 2020. Reduce the malnutrition rate among children to below 25% in 2010 and to 15% in 2020 (this rate for ethnic minority areas must reach 35% and 20% respectively).

c) On natural resources and the environment:

- Greening bare hills and mountains, increasing forest coverage to 50% by 2010 and 54% by 2020, expanding green areas in cities and other urban centers of the Province;

- Gradually applying clean technology in economic sectors of the Province. By 2015, new production facilities must adopt clean technology or be equipped with pollution reduction devices;

- Basically completing the renovation and upgrading of stormwater drainage and wastewater systems in urban areas and industrial zones. By 2010, 100% of cities, industrial zones, and clusters will collect and treat waste, treating 100% of hospital waste and 60% of hazardous waste. Addressing basic environmental incidents on rivers flowing through the Province;

d) Regarding main infrastructure:

- By 2020, renovate and upgrade four national highways (National Highway 14, 14C, 26, and 27); plan and construct two new routes: East Ho Chi Minh Trail Road and Dak Lak – Phu Yen Road. Renovate and upgrade provincial roads according to the scale of mountainous third and fourth-class roads, asphalt and concrete paving at 100%; build district roads according to the scale of mountainous fourth and fifth-class roads, asphalt and concrete paving at 80%; asphalt and concrete paving at 100% for intra-city roads and 60% for commune roads;

- Strive to reach 95% of households using electricity by 2010, and 100% by 2015;

- In 2010: 100% of communes in the Province have telephone networks; 100% of communal cultural postal points and community education centers are connected to the Internet; average telephone density reaches 32-35 units per 100 people; Internet density reaches 8-12 subscriptions per 100 people. In 2020: average telephone density reaches 50 units per 100 people;

- In 2010, ensure that 100% of urban population uses clean water with a standard of 120 liters/person/day-night and over 70% of rural population with an average of 80-90 liters/person/day-night. By 2020, 100% of the population will use clean water;

III. DIRECTION FOR DEVELOPMENT OF SECTORS AND FIELDS

1. Development of agriculture, forestry, and fisheries

- Implement industrialization and modernization of agriculture and rural areas. Build an agricultural production system based on commodity production, diversification of products, high technology application, meeting consumption needs, providing raw materials for processing industries, and increasing export product quantity and quality;

- Develop in harmony between crop cultivation, animal husbandry, and aquaculture. Continue to adjust crop and livestock structures, increase income value per hectare of agricultural land;

- Reach a growth rate of 5% per year for agricultural and forestry production by 2010, including 4%-5% for crops, 14%-15% for animal husbandry, and 13%-14% for rural services. By 2010, internal sector structure: agriculture accounts for 97.9%, forestry for 0.9%, and fisheries for 1.2%. Within agriculture, the proportion of crop cultivation decreases to 79.9%, animal husbandry increases to 14.4%, and services to 5.7%. Strive to achieve agricultural production value of 24-25 million dong/hectare cultivated in 2010 and 54-55 million dong/hectare cultivated in 2020;

- For crop cultivation: major agricultural crops of the Province remain long-term cash crops with export value such as coffee, rubber, cashew, cocoa, black pepper, fruit trees; short-term cash crops with potential such as cotton, sugar cane, peanuts, soybeans; staple food crops mainly include rice and hybrid corn, vegetables, beans, foodstuffs, etc.;

- For animal husbandry and aquaculture: invest in developing these sectors to become commodity economies. Increase the share of animal husbandry and aquaculture in the agricultural and forestry structure, contributing to the adjustment of the economic structure in agriculture and rural areas;

- For forestry: develop reasonable plans for forest protection and exploitation, ensuring forest regeneration, linking forest harvesting with reforestation, and ensuring the achievement of forest cover targets;

2. Development of industry and small-scale handicrafts

- Focus investment on developing industries with advantages in local resources and raw materials such as hydropower, agricultural and forestry product processing, mineral processing, construction material production, fertilizer production, and food processing;

- Form and effectively operate concentrated industrial zones like Hoa Phu, Ea Dar – Ea Kar, Buon Ho - Krong Buk, Buon Ma Thuot; simultaneously plan industrial clusters in Ea H'Leo, Krong Bong, and remaining districts, each cluster having a scale of about 30-50 hectares;

- Emphasize the development of rural industry with medium and small scales, selecting suitable and efficient technologies, linking industry with raw material regions. Revitalize and develop traditional small-scale handicraft villages;

- Link industrial development with the formation of urban networks and the distribution of residential areas; properly address social issues, create jobs, reduce poverty, protect the environment, and maintain national defense and security;

- For agricultural and forestry product processing and food industry: plan raw material regions, invest in technological improvements, and enhance processing capacity towards commodity production, meeting domestic demand and exports;

- For energy industry: fully exploit hydropower potential. Create favorable conditions for companies and businesses to implement project construction schedules and put large hydropower projects into operation on time within the Province;

- For construction material production and mining: develop towards joint ventures and linkages in building production and processing bases. Organize well the extraction of mineral resources. Gradually expand the scale of mud coal mining, produce bio-fertilizers, extract feldspar, kaolin, lead, zinc, etc.;

- For chemical industry: invest in bio-fertilizer and NPK fertilizer factories; produce other chemical products such as plastic goods, plastic pipes, PP and PE packaging, herbal medicines, modern drugs, veterinary drugs, etc.;

- For mechanical, electronic, and household electrical industries: develop towards serving agricultural and forestry mechanization, specializing in producing and repairing various types of machinery and equipment for agricultural and forestry product preservation and processing;

- For small-scale handicrafts and traditional craft villages: revive and develop some handicraft products; encourage the development of traditional craft villages to preserve and promote the cultural identity of ethnic groups;

3. Development of the Trade, Services, and Tourism Sector:

- Continue to develop certain service industries with potential to leverage advantages and competitive capabilities such as tourism, aviation, finance, banking, insurance, transportation, postal and telecommunications services.

- Enhance the quality of domestic trade activities, especially in forming and developing urban retail networks and rural market systems. Ensure smooth circulation of goods within the domestic market.

- Vigorously promote trade promotion activities to expand foreign markets for exports, continuously increasing export-import turnover. Strive for total export turnover to reach 380 million to 400 million USD by 2010, reaching 800 million to 1 billion USD by 2020.

- Regarding services: construct the Provincial Trade Center in Buon Ma Thuot city; gradually build trading floors for each type of goods, particularly agricultural products. Promote the development and diversification of various types of services to effectively support the promotion of production development and improve the quality of life such as: transportation services, postal and telecommunications services, financial, banking, and insurance services...

- Regarding tourism: develop diverse forms of tourism: eco-tourism, scenic tourism, cultural and historical tourism, festival tourism... Develop tourism in conjunction with protecting and enhancing landscapes and the environment.

4. Infrastructure structure:

a) Transportation sector:

- Develop a synchronized infrastructure transportation system to meet transportation needs at each period throughout the provincial territory, ensuring economic and social benefits and national defense and security.

- From now until 2020, continue to consolidate, restore, and upgrade existing road transport projects, complete the network, construct new projects with urgent requirements, ensuring a network density of over 0.6 km/km2.

+ Upgrade and renovate 4 national highways running through: Highway 14, Highway 14C, Highway 26, Highway 27 with a total length of 397.5 km.

+ Plan two new routes: the Eastern Ho Chi Minh Trail and Dak Lak - Phu Yen Road.

+ Upgrade 77 km of provincial roads to national highway standards.

Among which: strive to asphalt or concrete all provincial roads, district roads, and urban roads by 2020; harden 50% of kilometers of village roads.

- Buon Ma Thuot Airport: in 2010, construct Terminal B serving 300,000 passengers/year and 3,000 tons of cargo/year; by 2020, complete the construction of the second Terminal B serving 800,000 passengers/year and 3,000 tons of cargo/year.

- The railway line from Tuy Hoa to Buon Ma Thuot, 160 km long, will serve the transportation of goods and passengers not only for Dak Lak province but also for other provinces in the Central Highlands region, linking the Central Highlands with coastal ports in central Vietnam; propose constructing the railway line from Vung Ro to Dak Lak - Dak Nong - Thi Vai Port to serve the exploitation of bauxite in Dak Nong and transportation of goods to provinces in the Central Highlands region.

b) Power grid:

Plan the renovation and development of the power grid throughout the province to meet the electricity demand for production, services, and daily life of residents. Pay attention to expanding the power grid to rural areas, implementing electrification, and meeting the requirements of industrialization and modernization of agriculture and rural areas.

Strive to have 95% of households using electricity by 2010, and 100% of households in the province using electricity by 2015.

Actively construct medium and small hydropower plants to supplement part of the power supply for the provincial power system, while increasing additional revenue for local budgets.

c) Postal and telecommunications network:

Construct and develop the infrastructure of the postal, telecommunications, and information technology networks to operate efficiently, safely, and reliably, covering all districts and towns in the province. By 2010, achieve 100% of communes in the province having telephones; 100% of communal cultural post offices and community education centers connected to the Internet. In 2010, the average telephone density reaches 32-35 units/100 people; the Internet density reaches 8-12 subscriptions/100 people. By 2020, the average telephone density reaches 50 units/100 people.

d) Irrigation:

Mobilize all resources to strengthen investment in irrigation to enhance water irrigation capacity and ensure water supply for agricultural production, primarily for coffee trees and key crops of the province. In the short term, consolidate and upgrade existing irrigation works to maximize construction capacity. Coordinate well and create favorable conditions for investors to construct large irrigation projects and canal systems on schedule.

Allocate a significant amount of capital and mobilize funds from the public to invest in small and medium-sized irrigation projects. Complete the network of water conveyance canals for major projects.

By 2010, ensure sufficient water for irrigation for 70% of cultivated land requiring irrigation, and by 2020, reach 90%.

e) Clean water supply:

Strengthen the provision of clean water to serve production, services, and daily life of residents, including Buon Ma Thuot and other urban areas. Focus on programs providing clean water to rural areas, remote and far-flung regions. Improve the quality of residential water to meet specified standards.

By 2010, ensure that 100% of urban residents have access to clean water with an average quota of 120 liters/day, and over 70% of rural residents with an average of 80-90 liters/day. By 2020, 100% of rural residents will have access to clean water.

IV. DIRECTION FOR DEVELOPMENT OF SPACE AND TERRITORY.

1. Land use planning:

Based on the current land use status, the land potential of the province, and the goal of developing a diversified and multi-component economy oriented towards commodity production with high efficiency and sustainable environmental development, the province plans and arranges land use reasonably for agricultural production, industry, urban areas, and the development of social welfare infrastructure.

2. Urban development and rural residential areas:

- With the process of economic restructuring towards rapidly increasing the service and industrial sectors, the process of urbanization in Dak Lak will be very fast from 2010 to 2020. Strive for the urbanization rate to reach 30% by 2010 and 45.65% by 2020.

- It is expected that during the period from now to 2020, outside the city of Buon Ma Thuot, new urban areas will be formed based on upgrading several towns to townships, namely Ea Kar Township, Buon Ho Township, Phuoc An Township, and Buon Trap Township. In addition, more towns and market centers will be established with the function of being the centers of each sub-region of the Province.

- Along with the formation of four townships, there will be changes in the administrative structure of the province. To manage the economy territorially for a mountainous province in the Central Highlands requires a redistribution of population, labor, and production, which necessitates adjustments to the administrative units at the district level, thereby creating conditions for the economic and social development of the Province.

- Building Buon Ma Thuot City into the political, economic, cultural, and social center of Dak Lak Province and one of the industrial, scientific and technological, education-training, and healthcare centers of the Central Highlands region; it will also serve as an important transportation hub for the Region.

- Conduct detailed planning for the central administrative area, residential areas, and other functional zones of the towns and district capitals; focus on completing infrastructure and public works in the towns and district capitals.

- Conduct planning for the development of concentrated residential areas and economic-technical centers of clusters of communes and rural concentrated residential areas within the districts to meet the needs for economic and social development at the local level.

3. Development along economic corridors

Develop the economy along the following economic corridors: National Highway 14 (Ho Chi Minh Road); National Highway 26 Economic Corridor; National Highway 27 Economic Corridor; Dak Lak - Phu Yen National Highway Economic Corridor; Eastern Ho Chi Minh Trail Economic Corridor.

4. Economic and Social Development According to Sub-regional Territorial Areas

- Sub-region I includes Buon Ma Thuot City and the districts of Cu M'Gar, Buon Don, Krong Pak, Krong Ana, and Lak.

- Sub-region II includes the districts of Krong Buk, Krong Nang, Ea Sup, and Ea H'Leo.

- Sub-region III includes the districts of Ea Kar, MDrak, and Krong Bong.

V. MAJOR SOLUTIONS TO IMPLEMENT THE PLAN:

1. Mobilizing Investment Capital

- To achieve the goals and directions of economic and social development of the province until 2020 and the projected economic growth rate, it is estimated that the investment capital requirement during the period 2006-2020 will be approximately 233 trillion VND. Of this, the period 2006-2010 will require about 23 trillion VND, the period 2011-2015 will require about 62-63 trillion VND, and the period 2016-2020 will require about 148-149 trillion VND.

In the structure of investment in developing industries, the focus will mainly be on industrial development, accounting for about 41%-42% of total social investment capital throughout the period 2006-2020; for the service sector and infrastructure construction, about 32%-33%; the proportion of investment in agriculture will gradually decrease.

To meet the above investment requirements, active measures must be taken to mobilize capital: investment capital from the state budget, including investment credit; capital raised from the people and businesses; investment through loans and other investments in the province; attracting foreign direct investment (FDI); taking advantage of official development assistance (ODA) and non-governmental organization (NGO) funds.

2. Developing Human Resources

Plan and build a network of public and private schools and educational institutions. Continue to expand and enhance the training capacity of provincial training institutions, promote collaboration with national training centers to improve the quality of workforce training in the Province. Select young cadres with qualifications and capabilities for overseas training in some important fields to meet the requirements of global economic integration. Implement policies to encourage the development of talent, while rewarding excellent managers, leading experts in science and technology, and highly skilled workers to work in the locality.

3. Expanding Product Consumption Markets

Continuously seek and expand domestic and international markets. Improve the ability to forecast market demands to correctly guide the types, scale, and quality of products. Strengthen trade promotion activities to create favorable conditions for enterprises to organize marketing activities to promote and introduce their products and brands. Enhance inter-provincial cooperation and close coordination among all levels and sectors; vigorously develop foreign economic relations and integrate into the international economy.

4. Mechanisms and Policies

Develop specific measures to implement state investment incentives and support in line with the conditions of the province to promote the development of key industries and fields.

5. Developing Economic Components

Continue to reform, restructure, and transform state-owned enterprises towards improving quality, efficiency, and truly playing a leading role in the economy; develop farmstead economies in places with suitable land for planting industrial crops and livestock breeding; encourage and create all favorable conditions for the development of private business.

6. Science and Technology

Strengthen the application and transfer of new technologies into production and daily life; prioritize investment in advanced technology to increase product quality and value for export goods, and strongly apply and develop information technology.

7. Management and Operation

Focus on accelerating administrative reform towards simplifying organizational structures; transparency and simplicity in procedures. Create a stable and healthy socio-economic environment through a legal system.

8. National Defense and Security

Build a comprehensive people's defense posture linked with a people's security posture; maintain effectively mass movements for protecting national security; strengthen information and propaganda work to raise the vigilance awareness of the revolutionary masses, ready to effectively prevent and combat the enemy's "peaceful evolution" strategy and violent overthrow plots. Firmly maintain political stability to develop the economy and society.

VI. DEVELOPMENT PROGRAMS AND PRIORITIZED INVESTMENT RESEARCH PROJECTS (Appendix attached)

VII. ORGANIZATION AND IMPLEMENTATION OF THE PLAN

Pursuant to the overall socio-economic development plan that has been approved, the People's Committee of Dak Lak Province focuses on directing all sectors and levels to develop five-year plans and annual plans ensuring consistency with the provincial development orientation. Develop action programs and development programs for each period according to the orientation of the Overall Socio-Economic Development Plan for Dak Lak Province until 2020.

During the implementation of the Plan, the People's Committee of Dak Lak Province must regularly direct the review of indicators and plans to assess the implementation situation, promptly report to the Prime Minister for consideration and decision on adjusting and supplementing the Plan to suit the economic and social development situation at each stage.

Announce and publicize the Plan to attract the attention of the entire population, domestic and foreign investors to participate in its implementation. Coordinate with central ministries and agencies and neighboring provinces to implement development programs and cooperate for mutual development.

Article 2.

a) This Plan serves as guidance and a basis for establishing and submitting to the competent authority for approval and implementation of specialized planning and investment projects within the province in accordance with regulations.

b) The People's Committee of Dak Lak Province, based on the objectives, tasks, and development orientations of the socio-economic development of the province in the Plan, shall take the lead and coordinate with relevant ministries and agencies to direct the establishment and submission for approval and implementation in accordance with regulations:

- Planning for socio-economic development of districts and towns, urban system and residential areas, construction planning, land use planning, and industry and sector development planning to ensure comprehensive and synchronized development;

- Study and issue mechanisms and policies appropriate to the development requirements of the province and state laws at each stage to attract and mobilize resources for the implementation of the Plan;

- Establish long-term, medium-term, and short-term plans; key development programs and specific projects for concentrated or phased investment in a reasonable sequence.

Article 3. Relevant ministries and sectors within their functions, tasks, and authorities are responsible for:

- Guide and assist the People's Committee of Dak Lak Province in researching and establishing the aforementioned plans; issue mechanisms and policies appropriate to the socio-economic development requirements of the province to effectively mobilize and utilize resources and encourage investment to contribute to achieving the socio-economic development goals and tasks of the province.

- Study, adjust, and supplement industry development plans and investment plans for related projects; accelerate the investment and implementation of regional-scale and important projects for the province's development within their scope of responsibility to serve as a basis for the province to implement this Plan.

Article 4. This Decision takes effect from September 1, 2009.

Article 5. Ministers, Heads of ministerial-level agencies, Heads of government agencies, and the Chairman of the People's Committee of Dak Lak Province are responsible for implementing this Decision./.
