Amending and supplementing certain Articles of Circular No. 13/2022/TT-BQP dated January 29, 2022 issued by the Minister of National Defense regarding the examination and recognition of the title of Excellent Lecturer and Excellent Teacher in the Ministry of National Defense

concerning the examination and recognition of the title of Excellent Lecturer and Excellent Teacher in the Ministry of National Defense

Pursuant to Decree No. 35/2024/NĐ-CP dated April 2, 2024 of the Government on awarding the titles of "People's Teacher" and "Outstanding Teacher";

Pursuant to the Education Law dated June 14, 2019;

Pursuant to Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense, and Decree No. 03/2025/NĐ-CP dated February 28, 2025 of the Government amending and supplementing certain Articles of Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government;

Pursuant to Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense, and Decree No. 03/2025/NĐ-CP dated February 28, 2025 of the Government amending and supplementing certain articles of Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government;

At the proposal of the Chief of General Staff;

The Minister of National Defense issues the Circular amending and supplementing certain articles of Circular No. 13/2022/TT-BQP dated January 29, 2022 of the Minister of National Defense stipulating the examination and recognition of the title of Excellent Lecturer and Excellent Teacher in the Ministry of National Defense.

Article 1. Amending and supplementing Point d Clause 1 Article 13 of Circular No. 13/2022/TT-BQP dated January 29, 2022 of the Minister of National Defense stipulating the examination and recognition of the title of Excellent Lecturer and Excellent Teacher in the Ministry of National Defense as follows:

"d) Guiding two graduate students or two medical residents or three undergraduate students who successfully defend their graduation theses, projects, or graduation papers, or two students who achieve third place or higher at ministry-level, national-level, international-level competitions, creative youth awards, or participate in the Olympics, or two students researching scientific topics at the institutional level that are evaluated and accepted with a Pass rating or higher. In cases where teachers in departments or subjects do not guide undergraduate or postgraduate students or do not have specialized students, they may substitute with one of the following criteria: being the main author of two scientific articles published in specialized or interdisciplinary scientific journals, leading two institutional-level (university-level) research topics that are evaluated and accepted with a Pass rating or higher, or being the chief editor of one textbook or participating in the compilation of two textbooks used in teaching for the training objects of the school."

Article 2. Replacing the phrase "School Administration Department" with the phrase "Training and School Administration Department" in Circular No. 13/2022/TT-BQP dated January 29, 2022 of the Minister of National Defense stipulating the examination and recognition of the title of Excellent Lecturer and Excellent Teacher in the Ministry of National Defense.

1. This Circular shall take effect from August 15, 2025.
