AMENDMENT TO THE LEGISLATIVE PROGRAM FOR 2025
THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
On the basis of The Constitution of the Socialist Republic of Vietnam has been amended and supplemented with some articles pursuant to Resolution No. 203/2025/QH15;
On the basis of Law on Organization of the National Assembly No. 57/2014/QH13 has been amended and supplemented with some articles pursuant to Law No. 65/2020/QH14 and Law No. 62/2025/QH15;
On the basis of Law on ENACTMENT OF LEGAL DOCUMENTS No. 64/2025/QH15 has been amended and supplemented with some articles pursuant to Law No. 87/2025/QH15;
Based on the consideration of the Memoranda No. 505/TTr-CP dated June 11, 2025, No. 531/TTr-CP dated June 18, 2025, No. 536/TTr-CP dated June 19, 2025, and No. 579/TTr-CP dated June 24, 2025 of the Government, and the Report No. 639/BC-UBPLTP15 dated July 9, 2025 of the Standing Committee of the Committee for Legislation and Justice;
RESOLUTION:
Article 1. Adjusting the Legislative Program for 2025
Supplementing the Legislative Program for 2025 to be submitted to the National Assembly for comments and approval at the 10th Session (October 2025) with four projects:
1. Cybersecurity Law (comprehensively revising the Cybersecurity Law and comprehensively revising the Law on Information Security into one law), to be implemented according to the expedited procedures;
2. Judicial Appraisal Law (revised), to be implemented according to the expedited procedures;
3. E-commerce Law;
4. Thrift and Anti-Waste Law (comprehensively revising the Law on Thrift and Anti-Waste);

The assignment of the agencies responsible for submitting, the main reviewing agency, participating reviewing agencies, and the progress schedule for presenting to the Standing Committee of the National Assembly for comments on the four new draft laws added to the Legislative Program for 2025 is as follows:
