Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to the Land Law dated July 14, 1993 and the Law Amending and Supplementing Certain Provisions of the Land Law dated December 2, 1998;

Pursuant to Resolution 01/1997/QH9 at the eleventh session of the Ninth National Assembly of the Socialist Republic of Vietnam;

Considering the proposal of the People's Committee of Can Tho Province (report No. 57/1998/TTUBT dated December 19, 1998) and the General Department of Land Administration (report No. 944/TT-TCĐC dated June 21, 1999),

DECISION:

Article 1. Approves the Land Planning and Utilization Plan for Can Tho Province until 2010 with the following contents:

2. The area of agricultural land converted to other purposes is 18,522 hectares

- From 1997 to 2000: 10,046 hectares

Of which paddy and field crops: 6,846 hectares

- From 2001 to 2010: 8,476 hectares

3. The area of newly developed land put into agricultural production is 7,871 hectares

- From 1997 to 2000: 4,766 hectares

- From 2001 to 2010: 3,105 hectares

Article 2. Based on the main indicators of the Land Planning and Utilization Plan recorded in Article 1 of this Decision, the People's Committee of Can Tho Province shall be responsible for:

1. Organizing the implementation of land planning and utilization plans in conjunction with economic and social development goals, national defense, security, ensuring food safety, protecting the ecological environment. Minimizing the conversion of agricultural land, especially rice fields, to other uses to the lowest extent possible;

2. Assigning the Department of Land Administration to work with relevant departments and levels within the province to develop annual land utilization plans for submission to the Prime Minister for approval in accordance with the provisions of the Land Law;

3. Granting land, leasing land, and changing the purpose of land use must be carried out within the scope of authority and based on land planning and utilization plans, investment projects that have been reviewed and approved by competent state agencies, ensuring proper, economical, and efficient use of land;

4. Strengthening supervision and inspection of land management and use, promptly resolving disputes over land, firmly dealing with violations of land laws, non-compliance with land planning and utilization plans, recovering areas of land that organizations, households, and individuals do not use or use improperly or contrary to planning;

5. Implementing policies and measures to intensify farming, increase crop yields, adjust crop structures, and continuously improve crop productivity and output;

6. In cases where it is necessary to adjust the main indicators of the land planning and utilization plan, the People's Committee of Can Tho Province shall submit to the Government for consideration and decision.

Article 3. The Director of the General Department of Land Administration, the Chairman of the People's Committee of Can Tho Province, the Heads of Ministries and sectors related to this Decision are responsible for its implementation. /.
