Pursuant to Decree No. 48/2008/NĐ-CP dated April 17, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

Pursuant to Decree No. 18/2010/NĐ-CP dated March 5, 2010 of the Government on training and capacity building for civil servants;

Pursuant to Decision No. 1374/QĐ-TTg dated August 12, 2011 of the Prime Minister approving the Training and Capacity Building Plan for Cadres and Civil Servants for the Period 2011-2015;

After reaching consensus with the National Academy of Politics and Public Administration;

DECISION:

Article 1. This Decision promulgates the Training and Capacity Building Plan for Political Theory Lecturers and Public Administration Lecturers for the Period 2012-2015 attached hereto.

Article 2. This Decision takes effect from the date of signing. The Ministers, Heads of ministerial-level agencies, Heads of government-level agencies, Chairpersons of provincial/municipal People's Committees directly under the central government, and Heads of relevant agencies shall be responsible for its implementation.

Decision No. 1374/QĐ-TTg dated August 12, 2011 of the Prime Minister approving the Training and Capacity Building Plan for Cadres and Civil Servants for the Period 2011-2015 clearly stated the necessity to build and improve the quality of lecturers at training and capacity building institutions for cadres and civil servants. In Decision No. 1374/QĐ-TTg, the Prime Minister assigned the Ministry of Home Affairs to take the lead and coordinate with relevant agencies to comprehensively review and assess the work of training and capacity building for cadres and civil servants, to develop and implement or guide competent agencies to implement programs and projects aimed at enhancing the effectiveness of management, improving the quality of training and capacity building for cadres and civil servants, including the important content of "building and improving the quality of lecturers at training and capacity building institutions for cadres."

According to the regulations of the Party and the Government, the National Academy of Politics and Public Administration (hereinafter referred to as the Academy) not only has the responsibility to build and improve the quality of lecturers in the system of Academies but also has the responsibility to guide the content of curricula, textbooks, training and capacity building, and enhance professional expertise and pedagogical methods for lecturers at provincial political schools directly under the central government (hereinafter referred to as provincial political schools) and training and capacity building institutions for cadres and civil servants of ministries, ministerial-level agencies, and government-level agencies, and central mass organizations (hereinafter referred to as training and capacity building institutions for ministries and sectors).

The Training and Capacity Building Plan for Political Theory Lecturers and Public Administration Lecturers for the Period 2012-2015 is an activity to implement Decision No. 1374/QĐ-TTg, aiming to intensify the training and capacity building of Political Theory Lecturers and Public Administration Lecturers to meet the requirements of the reform cause, accelerate industrialization and modernization, and international integration, and promote administrative reform in the new period, focusing on specialized training and capacity building according to job positions. Activities to update standards and knowledge regularly and carried out according to annual plans do not fall within the scope of this plan.

The subjects of training and capacity building under this Plan include lecturers currently performing teaching duties in political theory and public administration specialties belonging to the staff of the Academy system, provincial political schools, and training and capacity building institutions for ministries and sectors.

I. CURRENT SITUATION AND TRAINING AND CAPACITY BUILDING NEEDS OF POLITICAL THEORY LECTURERS AND PUBLIC ADMINISTRATION LECTURERS

1. Current situation of Political Theory Lecturers and Public Administration Lecturers

a) Regarding quantity

The total number of Political Theory Lecturers and Public Administration Lecturers of the Academy, provincial political schools, and training and capacity building institutions for ministries and sectors is currently 5,328 people, including 3,648 Political Theory Lecturers and 1,680 Public Administration Lecturers. Among them, the Academy has 2,184 lecturers, provincial political schools have 2,357 lecturers, and training and capacity building institutions for ministries and sectors have 787 lecturers.

b) Regarding professional qualifications

Among the 5,328 Political Theory Lecturers and Public Administration Lecturers, there are 578 with doctoral degrees, 1,940 with master's degrees, and 2,811 with bachelor's degrees. In terms of political theory qualifications, there are 2,727 with advanced political theory qualifications and equivalent, and 2,601 with intermediate political theory qualifications and equivalent. The specific professional and political theory qualifications of training and capacity building institutions for cadres and civil servants are as follows:

Public Administration Lecturers include:

According to statistical data, the number of lecturers with postgraduate qualifications has significantly increased, with the number of doctors doubling and the number of masters increasing nearly threefold compared to 2005. However, the number of lecturers with doctoral qualifications mainly concentrates at the Academy, while the number of doctors at provincial political schools and training and capacity building institutions for ministries and sectors remains low. Additionally, there is still a situation where many lecturers are currently teaching subjects different from those they were trained in at university (as universities only offer broad majors without deep specialization like training and capacity building institutions for cadres and civil servants). Specifically: Among the 3,144 lecturers at provincial political schools and training and capacity building institutions for ministries and sectors, nearly 20% are currently teaching subjects that do not match their major at university. Furthermore, there are currently 2,601 lecturers who have not completed the advanced political theory and public administration program, concentrated at the Academy of Public Administration, the Academy of Journalism and Propaganda, provincial political schools, and training and capacity building institutions for ministries and sectors.

c) On teaching methods

During the period from 2005 to 2010, the Ministry of Home Affairs and the Academy actively organized courses to train teaching methods. To date, the majority of lecturers have been trained in active teaching methods. Specifically: Among the 5,328 political theory lecturers and public administration lecturers, 3,640 people (accounting for about 70%) have been trained in pedagogical methods. However, there are still 1,680 lecturers, mainly from provincial political schools and training institutions for ministries and sectors, who have not yet been trained in active teaching methods, and the vast majority of lecturers have not been trained in specialized teaching methods.

From the above analysis, it can be generally assessed that the team of political theory lecturers and public administration lecturers has developed rapidly both in quantity, professional qualifications, theoretical level, and pedagogical methods. However, the current team of political theory lecturers and public administration lecturers, particularly the team of lecturers from provincial political schools and training institutions for ministries and sectors, still has some limitations:

- 45% of lecturers have not been standardized according to their specialties and professions as prescribed by standards.

- Lack of in-depth knowledge on Marxist-Leninist classics and Ho Chi Minh's thought.

- 20% lack skills in active teaching methods, and the majority have not been trained in specialized teaching methods.

- A large proportion of young lecturers but most lack practical experience to apply to actual teaching.

- The level of foreign language proficiency in their specialty is limited.

2. Training and Development Needs of Political Theory Lecturers and Public Administration Lecturers

a) Training and Development Needs of Political Theory Lecturers

- Regarding political theory and knowledge, management skills

+ In general, the majority have met the standards for political theory as stipulated for each rank of lecturers. However, there are still 25% of lecturers who need advanced political theory training and 40% of lecturers who need to be trained in knowledge and management skills.

+ Need for in-depth training in Marxist-Leninist classics and Ho Chi Minh's thought: Among the 1,783 political theory lecturers with master's and doctoral degrees, more than 1,000 people have a need for in-depth training in Marxist-Leninist classics and Ho Chi Minh's thought.

- Regarding professional qualifications and vocational skills

+ Need for postgraduate training in specialized knowledge: Among the 991 political theory lecturers with bachelor's degrees, 490 people have a need to be trained at the master's level, including 180 people who have a need to be trained abroad. Among the 1,374 political theory lecturers with master's degrees, 362 people have a need to be trained at the doctoral level, including 128 people who have a need to be trained as doctoral students abroad within the next five years.

+ Need for training in changing specialties: There are 100 political theory lecturers who have a need to be trained under a program for changing specialties.

+ Need for updating new knowledge: 100% of lecturers have a need to update knowledge and skills according to their teaching positions and specialties.

+ Need for training in teaching methods: Among the 1,200 political theory lecturers who have not been trained in active teaching methods, 710 people have a need to be trained in this content. Among the political theory lecturers who have been trained in basic teaching method programs, 656 people have a need to be trained in advanced teaching method programs.

- Regarding practical knowledge

According to survey results, among the team of political theory lecturers at the Academy alone, there are 526 lecturers who have a need to be trained and developed through practical experience at various ministries, agencies equivalent to ministries, government agencies, central mass organizations, provincial People's Committees, and centrally governed cities (hereinafter referred to as ministries, sectors, and localities).

- Regarding foreign languages in their specialty

Among the 1,471 political theory lecturers at the Academy, 535 people have a need for language training, including 347 people who have a need for translation and academic language training to serve research and teaching work.

b) Training and Development Needs of Public Administration Lecturers

- Regarding political theory

This group lacks basic knowledge on political theory, thus the need for training and development in this program is very large, with 75% of lecturers needing advanced political theory training; 25% of lecturers needing intermediate-level political theory training.

- Regarding professional qualifications and vocational skills

+ Need for postgraduate training in specialized knowledge: Among the 820 public administration lecturers with bachelor's degrees, 360 people have a need to be trained at the master's level, including 142 people who have a need to be trained abroad. Among the 566 public administration lecturers with master's degrees, 186 people have a need to be trained at the doctoral level, including 85 people who have a need to be trained as doctoral students abroad within the next five years.

+ Need for training in changing specialties: 265 public administration lecturers have a need to be trained under a program for changing specialties.

+ Need for updating new knowledge: 100% of public administration lecturers have a need to update knowledge and skills according to their teaching positions and specialties.

+ Need for training in modern teaching methods: Among the 480 public administration lecturers who have not been trained in active teaching methods, 295 lecturers have a need to be trained in this content. Among the public administration lecturers who have been trained in basic teaching method programs, 136 lecturers have a need to be trained in advanced teaching method programs.

- Regarding practical knowledge

According to survey results, among the team of public administration lecturers at the Academy alone, there are 187 lecturers who have a need to be trained and developed through practical experience at ministries, sectors, and localities.

- Regarding foreign languages in their specialty

+ Among the 713 public administration lecturers at the Academy, 218 people have a need for language training, including 150 people who have a need for translation and academic language training to serve research and teaching work.

Therefore, the demand for training and development of political theory lecturers and public administration lecturers is very large and diverse, requiring appropriate training programs and contents tailored to each category and type of need. This plan focuses on enhancing the professional expertise and teaching skills of political theory lecturers and public administration lecturers, with particular priority given to the cadre of lecturers at provincial political schools and other training and development institutions of central ministries and sectors.

II. OBJECTIVES AND CONTENTS OF THE TRAINING AND DEVELOPMENT PLAN FOR POLITICAL THEORY LECTURERS AND PUBLIC ADMINISTRATION LECTURERS FOR THE PERIOD 2012 - 2015

1. Objectives

a) General objectives

By 2015, strive to improve the relatively comprehensive quality of the cadre of political theory lecturers and public administration lecturers, ensuring the successful fulfillment of the tasks of training and developing cadres, civil servants, and employees, and scientific research assigned by the Party and State to the Academy, provincial political schools under central cities, and training and development institutions of central ministries, sectors, and mass organizations in the new period.

b) Specific Objectives

- For political theory lecturers + Training to increase the number of lecturers with doctoral degrees at provincial political schools and training and development institutions of central ministries and sectors by 5% of the total number of lecturers at these institutions, aiming to ensure that each school has at least 2-3 lecturers with doctoral degrees. + 20% of political theory lecturers without advanced political theory qualifications will be trained to obtain such qualifications. + 50% of lecturers who have a need to change their field of specialization will be trained in a suitable field change program according to their job positions. + Increase the number of political theory lecturers with master's degrees or higher who are trained and developed in-depth in Marxist-Leninist theory and Ho Chi Minh Thought by 20%. + 80% of political theory lecturers will be trained in basic knowledge about the Party's policies, state laws, and updated information on contemporary world issues, understanding the practical aspects of national renewal, especially practical knowledge related to their teaching fields. + 50% of political theory lecturers who have a need for training in teaching methods and skills will be trained in these areas. Building a team of lecturers in teaching methods to replace the older generation of lecturers preparing for retirement. + Enhancing the knowledge and experience in leadership, management, skills, and teaching methods from advanced countries for the cadre of lecturers and training managers. + 30% of political theory lecturers with master's degrees or higher will be trained and developed through rotation and long-term practical experience at central ministries, sectors, and localities. + 50% of political theory lecturers at the Academy who have a need for language training will be trained in translation and academic language proficiency to serve research and teaching work. - For public administration lecturers + Training to increase the number of lecturers with doctoral degrees at provincial political schools and training and development institutions of central ministries and sectors by 15% of the total number of lecturers at these institutions, aiming to ensure that each school has at least one doctoral degree holder in public administration. + 25% of public administration lecturers without advanced political theory training will be trained. + 65% of public administration lecturers who have a need to change their field of specialization will be trained in a suitable field change program according to their job positions. + 100% of public administration lecturers will be trained in basic knowledge about the Party's policies, state laws, and updated information on contemporary world issues, understanding the practical aspects of national renewal, especially practical knowledge related to their teaching fields. + 50% of public administration lecturers who have a need for training in teaching methods and skills will be trained in these areas. + Enhancing the knowledge and experience in public sector management from advanced countries for the cadre of public administration lecturers and training managers. + 35% of public administration lecturers with master's degrees or higher will be trained and developed through rotation and long-term practical experience at central ministries, sectors, and localities. + 50% of public administration lecturers at the Academy who have a need for language training will be trained in translation and academic language proficiency to serve research and teaching work.

2. Content

a) Developing the content of the curriculum, compiling textbooks, and building a faculty team - Editing, developing the curriculum, content, and compiling textbooks (funding: 6 billion VND), including: + Building and completing the curriculum and textbooks for training one class of doctoral students for political theory lecturers and one class for public administration lecturers at the Academy, provincial political schools, and training institutions for ministries and sectors. + Summarizing and evaluating the curriculum and materials for in-depth training on classic Marxist-Leninist theories and Ho Chi Minh's thoughts. Based on this, revisions and improvements will be made to the curriculum and materials. + Revising the curriculum and compiling textbooks for training in Ho Chi Minh studies and building programs and compiling textbooks for administrative science lecturers. + Building the content of the curriculum and plans for sending lecturers to internships at ministries, sectors, and localities. - Preparing the faculty team: + Developing a plan and selecting lecturers with qualifications and experience from the Academy to participate in teaching. + Sending 10-15 lecturers, training managers, and civil servant trainers abroad each year to survey experiences in organizing lecturer training and active teaching methods. + Developing a plan and inviting some external lecturers from the Academy, including: Some practical officials, leading experts, and foreign experts.

b) Organizing and implementing doctoral training courses (funding: 5 billion VND) Organizing two special doctoral classes with 160 participants, targeting lecturers under 40 years old with potential to become leading experts in political theory and administrative science. đ) Organizing in-depth training on classic Marxist-Leninist theories (funding: 3 billion VND) Organizing three classes lasting over four months each, providing in-depth training on classic Marxist-Leninist theories and Ho Chi Minh's thoughts for political theory lecturers, and one class for state management lecturers with master's and doctoral degrees; one class (six months each) for political theory lecturers and one class (six months each) for state management lecturers aged under 30 and between 31 and 40 with bachelor's degrees. Duration: 3 years. Funding: 3 billion VND. - Organizing 23 active teaching method training classes for 690 political theory lecturers and seven active teaching method training classes for 210 state management lecturers. Funding: 3 billion VND. 3. Forms of organizing training and upgrading Lectures on political theory and public administration training for lecturers of the Academy and provincial political schools, and training institutions of ministries and sectors are all conducted in a centralized form and combined with practical work, integrating theoretical training with practical training. For lectures on political theory and administrative science that include pedagogical method training and active teaching method upgrading courses, some foreign experts will be invited to participate in teaching (inviting experts to teach for domestic training and upgrading courses or organizing overseas visits and internships).

Chapter III. IMPLEMENTATION MEASURES

1. Supplementing, amending, perfecting, and building new curricula and contents for training and upgrading political theory lecturers and public administration lecturers

a) Graduate training programs: These programs must comply with regulations of the Ministry of Education and Training while also having content suitable for the cadre of political theory lecturers and public administration lecturers (such as emphasizing teaching methods, classical exploitation methods, and practical research,...)

b) Program for converting majors: This program must ensure providing knowledge that learners lack compared to standards in existing training programs.

c) Program for deepening knowledge on Marxist-Leninist classics and Ho Chi Minh thoughts: This program must ensure combining in-depth knowledge provision, classical research methods, and application to correctly understand current practical issues in the country's renewal process.

d) Programs for updating new knowledge: These programs need to be built according to specific fields, thoroughly implementing Party and State policies; combining consolidation and expansion of field-specific knowledge with updates on new and modern knowledge both domestically and internationally.

đ) Program and plan for training and upgrading through practical activities: The program needs to specify time, location, positions to be rotated to, and specific tasks for each lecturer participating in rotation.

e) Amending and supplementing the program for upgrading active teaching methods to better suit the characteristics of the learner group.

2. Building a part-time lecturer team Building a part-time lecturer team for the Academy, provincial political schools, and training institutions of ministries and sectors, consisting of key leaders from central and local Party and State agencies, leading scholars in social sciences and humanities, outstanding practical activists domestically, and foreign experts.

Establishing standards for political theory lecturers and public administration lecturers Conducting research, establishing, and promulgating standards for political theory lecturers and public administration lecturers of the Academy, provincial political schools, and training institutions of ministries and sectors in the new era based on Circular Joint No. 06/2011/TTLT-BNV-BGDĐT dated June 6, 2011 of the Ministry of Home Affairs and the Ministry of Education and Training regarding standards, tasks, working systems, and policies for lecturers at training institutions of ministries, agencies equivalent to ministries, government agencies, provincial political schools, and centrally governed cities; serving as a basis for recruitment, determining training and upgrading content and methods suitable for the characteristics and needs of specific groups.

4. Strengthening international cooperation in training and upgrading cadres of political theory lecturers and public administration lecturers Enhancing research, exchange, and teaching with overseas institutions and experts on contemporary world knowledge, strategic vision, and active teaching methods.

Chapter IV. EXPENSES. The expenses for implementing the Plan shall be sourced from the state budget allocated for training and capacity building of officials and civil servants during the period of 2011-2015 and other lawful sources. The total expenses for implementing the Plan amount to: 57,500,000,000 VND (fifty-seven billion five hundred million dong).

Chapter V. ORGANIZATION AND IMPLEMENTATION

1. Ministry of Interior:

a) Urging, monitoring, and inspecting the quality and progress of the Plan's implementation.

b) Cooperating with the Ministry of Finance and relevant agencies to compile training and capacity-building needs and propose the expenses for implementing the Plan.

2. Ministry of Finance:

a) Allocating and assigning annual budget estimates for the National Academy of Political Science and Public Administration to implement the Plan.

b) Taking the lead and cooperating with the Ministry of Home Affairs and the National Academy of Political Science and Public Administration to establish and issue regulations and guidelines on managing and utilizing the expenses for implementing the Plan.

3. National Academy of Political Science and Public Administration:

a) Taking the lead and cooperating with the Ministry of Home Affairs and related agencies to organize the implementation of this Plan, ensuring quality and progress.

b) Taking the lead and cooperating with the Ministry of Education and Training to organize postgraduate courses and specialized field conversion training as stipulated in the Plan.

c) Managing, using, and settling accounts for expenses in accordance with the provisions of the law.

4. Ministries, ministerial-level agencies, government agencies, central mass organizations, People's Committees of provinces and centrally-administered cities:

a) Directing the Personnel and Cadre Departments of ministries and sectors; Provincial Departments of Home Affairs of provinces and centrally-administered cities; training and capacity-building institutions to develop plans for selecting and sending lecturers for training and capacity building according to the target groups, purposes, and usage planning.

b) Cooperating with the National Academy of Political Science and Public Administration to manage lecturers under their jurisdiction during the training and capacity-building period.
