RESOLUTION
APPROVING THE OVERALL DEVELOPMENT PLAN FOR THE ECONOMY AND SOCIETY OF REGIONS INHABITED BY ETHNIC MINORITY GROUPS AND MOUNTAINOUS AREAS FOR THE PERIOD 2021-2030
The overall development plan for the economy and society of regions inhabited by ethnic minority groups and mountainous areas for the period 2021-2030
OF THE NATIONAL ASSEMBLY
On the basis of the Constitution of the Socialist Republic of Vietnam;
Pursuant to the Law on the Organization of the National Assembly No. 57/2014/QH13;
Pursuant to Resolution No. 74/2018/QH14 adopted at the sixth session of the 14th National Assembly on November 20, 2018;
After considering Proposal No. 473/TTr-CP dated October 11, 2019 of the Government; Report No. 1016/BC-HDT14 dated October 17, 2019 of the Ethnic Council; Report No. 477/BC-UBTVQH14 dated November 15, 2019 of the Standing Committee of the National Assembly and opinions of National Assembly deputies;
ON RESOLVES:
Article 1
The National Assembly hereby approves the overall development plan for the economy and society of regions inhabited by ethnic minority groups and mountainous areas for the period 2021-2030 with the following contents:
Clause 1. Views
- Reviewing, amending, supplementing, and perfecting the system of policies and laws related to ethnic minority groups and mountainous areas. Policies for economic and social development, national defense, and security in regions inhabited by ethnic minority groups and mountainous areas must be comprehensive, aiming at sustainable development and leveraging the advantages and potential of these regions and the self-reliance spirit of ethnic minorities. Strengthen propaganda work in regions inhabited by ethnic minority groups and mountainous areas; enhance social consensus; leverage internal strength, overcome difficulties and challenges, integrate into national development; consolidate the great unity of the people and the trust of ethnic minorities in the Party and State;
- Leveraging all resources, exploiting potential and advantages to develop regions inhabited by ethnic minority groups and mountainous areas; preserving and promoting the fine cultural traditions of ethnic groups. Concentrating on effectively addressing urgent issues; promoting vocational training and employment. Integrating gender equality into the process of building and implementing the plan;
- State resources are crucial and decisive; enhancing international cooperation, diversifying and socializing resources, mobilizing, attracting, and leveraging all resources to invest in rapid and sustainable development; improving the efficiency and expanding preferential credit for projects, households, individuals, and organizations engaged in production and business activities in regions inhabited by ethnic minority groups and mountainous areas;
- Investing in the economic and social development of regions inhabited by ethnic minority groups and mountainous areas is investing in the sustainable development of the country, improving the material and spiritual life of the people; gradually narrowing the gap in living standards and income between ethnic minorities and the national average;
- Economic and social development of regions inhabited by ethnic minority groups and mountainous areas is linked to building a strong grassroots political system; strengthening national defense and security capabilities, firmly safeguarding national border sovereignty, building a peaceful, friendly, cooperative, and developmental border line;
- Integrating policies comprehensively and consistently, consolidating management structures, clearly defining tasks; leveraging the role and functions of ethnic affairs agencies; ensuring and enhancing the effectiveness of investment resources; prioritizing focused investment in particularly difficult areas and ethnic groups with special difficulties in regions inhabited by ethnic minority groups and mountainous areas;
Clause 2. Objectives
a) General Objective:
Exploiting the potential and advantages of localities in the region, innovating and accelerating economic development, ensuring social welfare; rapidly and sustainably reducing poverty, gradually narrowing the gap in living standards and income compared to the national average; gradually reducing the number of particularly difficult communes and villages; planning and stabilizing population resettlement, building a synchronized and inter-regional economic and social infrastructure system connected to developed regions; developing education, training, healthcare, culture comprehensively; significantly improving the livelihoods of the people; increasing the quantity and quality of cadres, civil servants, public officials, and workers who are ethnic minorities; preserving and promoting the fine cultural traditions of ethnic minorities while eliminating backward customs and practices; implementing gender equality and addressing critical issues for women and children; building a strong grassroots political system, maintaining political stability, social order, and security, ensuring national border security; consolidating and strengthening the great unity among ethnic groups, enhancing the trust of ethnic minorities in the Party and State;
b) Specific targets by 2025:
- Striving for the average income of ethnic minorities to increase more than twice that of 2020;
- The proportion of poor households among ethnic minorities decreases by over 3% annually; - 100% of communes have roads to the commune center paved with asphalt or concrete; 70% of hamlets have roads to the hamlet center hardened;
100% of schools, classrooms, and health stations are built solidly; 99% of households use national grid electricity and other suitable power sources; 90% of ethnic minorities have access to clean drinking water; 100% of ethnic minorities can watch television and listen to radio broadcasts;
- Completing the basic work of settlement and relocation; arranging and stabilizing the resettlement of 90% of households that migrated without planning. Planning, arranging, relocating, and resettling 60% of ethnic minority households currently residing scattered in special-use forests, remote areas, and places prone to flash floods, landslides. Solving the problem of land shortage for ethnic minorities;
- The rate of five-year-old kindergarten students attending school exceeds 98%, primary school-aged students attending school reaches 97%, junior high school students reach 95%, and senior high school students reach 60%; people aged 15 and above can read and write standard language at a rate of over 90%;
- Strengthening health work to ensure that ethnic minorities have access to modern healthcare services; continuing to control and aim to eliminate diseases in regions inhabited by ethnic minorities and mountainous areas; 98% of ethnic minorities participate in health insurance. Over 80% of pregnant women undergo regular prenatal check-ups and give birth in medical facilities or with the assistance of healthcare personnel; reduce the rate of underweight children below 15%;
- 50% of working-age laborers receive vocational training appropriate to the needs and conditions of ethnic minorities;
- Preserve and develop the values and traditional cultural identities of ethnic groups; 80% of villages have community activity houses; 50% of villages have traditional cultural and artistic teams (clubs) operating regularly and with quality;
- Train, plan, and build a cadre force of ethnic minority people, especially local ethnic minorities. Ensure the proportion of ethnic minority cadres, civil servants, and public officials is commensurate with the proportion of the ethnic minority population in each locality.
c) Orient the target until 2030:
- The average income of ethnic minority people equals half the national average;
- Reduce the number of poor households to below 10%. Basically eliminate particularly difficult communes and villages; 70% of communes in ethnic minority and mountainous regions meet the new rural standard;
- Shift the labor structure in rural areas of ethnic minority regions, annually attracting 3% of labor to work in industries such as industry, small-scale industry, tourism, and services. By 2030, 40% of ethnic minority workers will know how to work in industries such as industry, small-scale industry, tourism, and services;
- Strive for 80% of ethnic minority farmer households to engage in commercial agriculture and forestry;
- Eliminate the situation of temporary and dilapidated housing; prevent ecological degradation; maintain and increase forest coverage;
- Over 85% of communes and villages in ethnic minority and mountainous regions have sufficient infrastructure to meet economic and social development needs and the living standards of residents;
- Basically resolve the issue of unplanned migration among ethnic minorities. Plan and relocate 100% of scattered ethnic minority households residing in special-use forests, remote and isolated areas, and places at risk of flash floods, landslides, and mudslides;
- Basically complete the targets set forth in the National Target Program on Sustainable Development until 2030.
3. Scope and regulated subjects
a) Scope:
The project will be implemented in communes and villages in ethnic minority and mountainous regions during the period from 2021 to 2030. Priority investment will be focused on particularly difficult areas within these regions.
b) Regulated subjects:
- Communes and villages in ethnic minority and mountainous regions;
- Households and individuals of ethnic minorities;
- Households and individuals of the Kinh ethnicity who are poor or near-poor living in particularly difficult communes and villages;
- Enterprises, cooperatives, and economic and social organizations operating in particularly difficult areas.
4. Main tasks and solutions
a) Develop the National Target Program on Economic and Social Development in Ethnic Minority and Mountainous Regions for the period 2021-2030, including the following projects:
(1) Addressing the shortage of residential land, housing, production land, and water supply for daily use;
(2) Planning, arranging, and resettling populations in necessary locations;
(3) Developing agricultural and forestry production, leveraging the potential and strengths of different regions to produce goods along value chains;
(4) Investing in essential infrastructure to serve production and living conditions in ethnic minority and mountainous regions and public institutions in the field of ethnic affairs;
(5) Developing education and training, improving the quality of human resources;
(6) Preserving and promoting the valuable traditional culture of ethnic minorities in conjunction with developing tourism;
(7) Caring for the health of the people, enhancing the physical condition and stature of ethnic minority people; preventing malnutrition in children;
(8) Implementing gender equality and addressing urgent issues for women and children;
(9) Investing in the development of extremely small ethnic minority groups and those facing many difficulties;
(10) Promoting communication, propaganda, and mobilization in ethnic minority and mountainous regions. Monitoring, inspecting, and evaluating the implementation of the Program.
b) Establish and promulgate criteria for defining ethnic minority and mountainous regions based on their level of development, ensuring comprehensiveness, objectivity, scientific accuracy, serving as a basis for identifying priority subjects and areas for focused investment.
c) Strengthen scientific research and technology transfer; build a comprehensive database for ethnic minority and mountainous regions to serve forecasting, planning, and management of ethnic policies.
d) Mobilize all resources for the economic and social development of ethnic minority and mountainous regions, where state resources play a crucial role in mobilizing other resources. Enhance international cooperation in ethnic affairs and the implementation of ethnic policies.
đ) Enhance the effectiveness of state management over ethnic affairs and the implementation of ethnic policies, combating all forms of corruption, waste, and negativity. Adjust and supplement the functions and responsibilities of the Committee for Ethnic Affairs as the unified body overseeing and consolidating ethnic policies; proposing and participating in the review of policies and investment projects related to ethnic minority and mountainous regions.
e) Plan, train, nurture, arrange, and reasonably utilize the cadre force of ethnic minorities according to Conclusion No. 65-KL/TW dated October 30, 2019 of the Politburo on continuing to implement Resolution No. 24-NQ/TW of the Ninth Central Committee of the Communist Party of Vietnam on ethnic affairs in the new context and Decision No. 402/QĐ-TTg dated March 14, 2016 of the Prime Minister approving the Project on Developing the Cadre Force of Ethnic Minority Civil Servants and Public Officials in the New Period. Implement special recruitment policies for ethnic minority civil servants and public officials, especially extremely small ethnic minority groups and those facing many difficulties. Focus on identifying, planning, training high-quality human resources, and effectively implementing policies on the utilization and rewards for ethnic minority cadres.
g) Strengthen the construction and consolidation of the political system, building a solid people's defense and security posture in ethnic minority and mountainous regions. h) Reform and expand the social policy bank credit policy towards increasing credit limits and expanding loan recipients to production and business projects that create livelihoods for ethnic minority groups.
5. Funding Implementation
The funding for the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021-2030 shall be consolidated into the budget items in the investment capital at all levels according to the State Budget Law and the Public Investment Law, which shall be submitted by the Government to the National Assembly for consideration and decision.
Article 2
The National Assembly assigns the Government to organize and implement the following tasks:
1. Review relevant legal documents concerning ethnic minority and mountainous areas and ethnic policies, promptly propose amendments, supplements, replacements, and abolitions of related documents that are no longer appropriate to ensure the consistency and synchronization of the legal system to effectively implement the contents of the Project.
2. Develop the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021-2030, to be submitted to the National Assembly for consideration and decision at the ninth session (May 2020) for implementation starting from 2021.
3. Establish the Steering Board for the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021-2030, headed by one comrade
4. Based on the scope, target groups, credit limits, and specific tasks, the Government shall consolidate, balance, and prepare the budget for the funding of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021-2030, to be submitted to the National Assembly for consideration and decision in accordance with the provisions of the law.
5. Annually, the Government shall report the results of implementing the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021-2030 to the National Assembly; every five years, conduct a comprehensive review and submit to the National Assembly regarding mechanisms and policies for continued implementation during the period 2026-2030.
Article 3
The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, and the Members of the National Assembly, within their respective responsibilities and authorities as prescribed by law, shall supervise the implementation of this Resolution.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the fourteenth session, eighth meeting, on November 18, 2019.
