Approval of the overall planning for economic and social development of Dong Nai Province for the period 1996-2010 submitted by the People's Committee of Dong Nai Province with the main orientation as follows:

Pursuant to the Government Organization Law dated September 30, 1992;

Considering the proposal of the People's Committee of Dong Nai Province at Report No. 3209/CV-UB dated September 23, 1996, and the review report of the Ministry of Planning and Investment at Circular No. 4639/BKH-VPTĐ dated September 18, 1996.

DECISION:

Article 1. Approving the overall planning for economic and social development of Dong Nai Province for the period 1996-2010 submitted by the People's Committee of Dong Nai Province with the main orientation as follows:

1. On the development objectives:

To leverage advantages, exploit potential to develop Dong Nai comprehensively and sustainably in terms of economy, culture, society, national defense, and security, achieving the development targets set out in the planning, contributing positively to the construction of the Southern key economic zone, creating momentum for the entire region's development.

2. On the main development orientations:

- Mobilize local resources, closely cooperate with other sectors and localities, intensify effective foreign investment and joint ventures to develop a multi-component economic structure operating under a market mechanism with state management and socialist orientation. The economic and social development of Dong Nai Province must be integrated with the development of the key economic zone, the regional and national markets.

- Shift the economic structure towards industrialization and modernization in line with the province's natural, economic, and social conditions. Increase the share of industry and services in GDP. Rapidly develop industry, focusing on processing industries using local raw materials, consumer goods industries. Vigorously develop services, emphasizing service industries directly serving production and tourism. Develop commercial agriculture based on structural reform, applying advanced technology, linking agricultural development with new rural construction. Develop infrastructure as a foundation for economic and social development throughout the province.

Strive to increase the proportion of budget revenue and the accumulation rate relative to GDP.

- Link economic growth with social progress. Accelerate the development of cultural and social fields, especially human resource training. Improve the quality of people's lives, build a civilized society, narrow the gap between urban and rural areas, address wealth disparity. Ensure harmony between economic development and social development, between economic and social development and environmental protection.

- Closely integrate economic and social development with the consolidation of national defense and security.

3. On the main development tasks.

- On industrial development:

Accelerate the development of industry, aiming for industry to become the main component of GDP.

Prioritize the development of industries with local raw material sources and consumer goods such as agricultural product processing, food, building materials, ceramics, plastics, leather goods, garments... using new technologies to produce high-quality products for domestic and export markets. Revitalize traditional crafts among the people to contribute to structural transformation, particularly in rural areas.

Coordinate with relevant ministries and sectors to develop machinery manufacturing and assembly industries, electronics industries. Establish concentrated industrial zones with reasonable distribution and scale, initially focusing on priority industrial zones as specified in Decision No. 519/TTg dated August 6, 1996 of the Prime Minister, such as Bien Hoa, Nhon Trach, Go Dau...

- On agricultural development:

Accelerate the restructuring process in agriculture towards industrialization, effectively utilize the potential of agricultural lands, establish efficient organizational and management models for production. Emphasize the development of cash crops, clean vegetables, livestock farming, making livestock farming a major production sector in agriculture. Develop some specialized cultivation areas with complete infrastructure and advanced technology.

Protect existing forest areas, especially headwater forests, special-use forests, and protective forests, intensify afforestation to increase coverage and improve landscape and environment. Integrate logging with new planting and timber processing.

- On service development:

Expand the service network, rapidly increase the share of services in GDP. Enhance the quality of tourism activities within the province, develop key tourist areas and routes in places with favorable conditions such as Cu Lao Pho - Buu Long, Long Thanh - Nhon Trach, Tan Phu - Dinh Quan...

Develop financial, banking, insurance, trade... activities according to state policies to serve production, business, living standards, and international transactions. Pay particular attention to ensuring essential services for production and daily life in rural areas.

- On infrastructure development and environmental protection:

Coordinate with related sectors and localities to develop important road, waterway, and river port projects mentioned in the aforementioned Prime Minister's decision, initially focusing on roads connecting industrial zones with raw material regions, connecting Dong Nai with major economic centers in the region. At the same time, mobilize the people to develop and upgrade intra-provincial roads and rural transportation. Measures must be taken to promptly address electricity and water needs for production and living. Utilize land funds effectively and in accordance with state policies to develop infrastructure.

Practical measures must be taken to protect the ecological environment, prevent pollution in cities and industrial zones, protect surface and groundwater resources for the benefit of water use in the region.

- On social development:

Develop cultural and social fields in accordance with economic development. Priority must be given to urgent tasks: training human resources to meet development requirements; building civilized lifestyles and ensuring a healthy social environment, especially in urban areas; addressing income inequality; maintaining social order and political security. Policies and measures should be implemented for the State and people to collaborate in developing cultural and social fields, particularly education and healthcare.

- Regarding territorial development:

 Develop territories according to the directions and goals set out in the planning, leveraging the potential of each region to support one another.

Strictly manage the process of urbanization, promptly completing urban planning with reasonable development orientations and scales, especially important cities such as Biên Hòa, Nhơn Trạch... Ensure that urban construction follows the planning and meets standards for functional area structures, infrastructure, and the environment...

Along with the process of restructuring the economy, rural residents must be rearranged towards urbanization. Measures must be taken to improve the material and spiritual quality of life in rural areas, especially remote regions, to quickly provide essential services for these areas.

Measures must be taken to adjust the redistribution of population among territorial regions in line with economic and social development tasks, limiting mass migration into urban areas.

4- On key solutions:

- Comprehensive measures regarding organization and policy must be implemented to mobilize resources for planning, primarily by leveraging internal strength within the region.

- Develop detailed plans, feasible programs, medium-term and short-term plans reflecting the direction, goals, and tasks of the overall plan, while closely monitoring developments to make necessary adjustments.

- Proactively study, implement, and propose to the Government the issuance (for matters exceeding authority) of effective mechanisms and policies on capital mobilization, market development, human resource development, scientific and technological development...

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe People's Committee of Đồng Nai Province must have a strict plan to organize and implement the planning. Central ministries and agencies must coordinate and assist the province in implementing the planning (including detailed planning), ensuring consistency between the overall plan for economic and social development of Đồng Nai Province and the planning for the Southern Key Economic Zone, as well as the development of industries and fields, while aligning with the national economic and social development strategy and plan.

Article 3. This Decision takes effect from the date of issuance. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairman of the People's Committee of Đồng Nai Province and other provinces and centrally-administered cities related have the responsibility to enforce this Decision.
