Amending and supplementing certain articles of circulars on the statistical indicator system and reporting regulations for the agriculture and environment sector

Pursuant to the Statistics Law number 89/2015/QH13;

Pursuant to the Government Decree number 94/2016/NĐ-CP dated July 1, 2016 detailing and guiding the implementation of certain provisions of the Statistics Law;  of the Government stipulating the contents of statistical indicators belonging to the national statistical system

Pursuant to Decree No. 9/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Statistics Law;4/2022/NĐ-CP day 07 month 11day of July 202222 and the process of compiling the gross domestic product, provincial gross domestic product Pursuant to the Government Decree number 60/2018/NĐ-CP dated April 20, 2018 detailing the contents of national-level statistical reporting regulations;The Director of the Planning and Finance Department and the Director of the Digital Transformation Bureau;

The Minister of Agriculture and Environment promulgates this Circular amending and supplementing certain articles of the circulars

Pursuant to Decree No. 35/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

At the proposal of  statistical indicator system;

 reporting regulations for the agriculture and environment sector organize credit institutions, foreign bank branches are responsible for organizing the implementation of this Circular.1. Amending and supplementing certain articles of Circular number for/2020/TT-BNNPTNT dated, year 2020 issued by.

Article  the Minister 16 of Agriculture and Rural Development 28 month 12 promulgating the statistical indicator system for agriculture and rural development.1. Responsibilities of the Planning and Finance Department b) To take the lead or coordinate with relevant agencies and units in developing plans for statistical surveys, using administrative data within the scope of management of the Ministry to collect and compile information under the agricultural and rural development statistical indicator system; d) To guide, monitor, inspect, and compile reports on the implementation of this Circular; e) To advise the Ministry to allocate budget for collecting and compiling information under the agricultural and rural development statistical indicator system assigned to subordinate agencies and units according to the standards set by competent state authorities and the laws on state budget. 2. Amending and supplementing the concept "Settlement area" at point 1 "Concepts" in the content of statistical indicator number 1618 of Appendix II promulgated by this Circular as follows: For power plants invested under the Build-Operate-Transfer (BOT) model, n is determined according to the operational period of the power plant stipulated in the BOT contract."- Settlement area: Classified according to forms within the province and outside the province.+ Stable settlement within the province: Refers to stable settlement within the scope of a commune or from one commune to another within the province (amended at Clause 1 Article 7 of Circular 13/2025/TT-BNNMT dated June 19, 2025).

1. Amending and supplementing Clause 1 of Article 4 as follows:

+ Stable settlement outside the province refers to the form of stable settlement from one province to another.”

a) Organizing the collection and compilation of statistical information on assigned statistical indicators;

3. Repealing certain clauses, statistical indicators, and phrases in the appendices promulgated by the following Circulars:

c) Taking the lead and coordinating with relevant agencies and units to review and propose amendments and supplements to the system of statistical indicators for the agriculture and rural development sector for submission to the Minister for consideration and issuance;

a) Repeal Clause 2 Article 4;

b) Repeal statistical indicator number 1622 named "Number of district-level units and ratio of district-level units recognized as meeting the criteria/fulfilling the tasks of new rural construction" in Appendix I and Appendix II;

c) Repeal the phrase "district level" in the list and content of statistical indicators number 1602, 1619 in Appendix I and Appendix II.

4. Replacing certain phrases in the articles, clauses, points, and appendices promulgated by the following Circulars:

Article 2. Amend and supplement some Articles of Circular number 17 of Agriculture and Rural Development 28 the 12 promulgating the statistical indicator system Article 1. Amending and supplementing some articles of Circular No. 21/2023/TT-BTTTT dated December 31, 2023 of the Ministry of Information and Communications on functions and technical features of the Administrative Procedure Handling Information System at the ministerial and provincial levels (hereinafter referred to as Circular No. 21/2023/TT-BTTTT) as follows: Ministry of Agriculture and Rural Development b) To take the lead or coordinate with relevant agencies and units in developing plans for statistical surveys, using administrative data within the scope of management of the Ministry to collect and compile information under the agricultural and rural development statistical indicator system; d) To guide, monitor, inspect, and compile reports on the implementation of this Circular; e) To advise the Ministry to allocate budget for collecting and compiling information under the agricultural and rural development statistical indicator system assigned to subordinate agencies and units according to the standards set by competent state authorities and the laws on state budget. stipulating reporting statistics Environment d) To guide, monitor, inspect, and compile reports on the implementation of this Circular; stock,and rural development

+ Stable population arrangement within the province: Is the stable population arrangement within the scope of a commune or the stable population arrangement from one commune to another commune within the territory of a province.

+ Stable population arrangement outside the province is the form of arranging and stabilizing population from one province to another province."

2. Repeal some phrases and forms at the appendices issued together with this Circular as follows:

a) Repeal the phrase "cấp huyện" at point b "Calculation Method", the explanatory content and guidance on recording form number 02/NTM/N under Section III Appendix II;

1. Repeal some words, phrases, columns, statistical indicators, forms attached in the following appendices:

a) Remove paragraph 1.2 "at district level" at Point 1 Section II form number 1101-N/BTNMT in Section II Part I of Appendix II;

b) Remove the column "district" at form number 47-N/STNMT in Section II Part II of Appendix II;

c) Remove the row "at district level" at form number 53-N/STNMT in Section II Part II of Appendix II;

d) Repeal the word "district" at Point 2 "How to fill out the form" of form number 47-N/STNMT in Section III Part II of Appendix II;

l) Replace the phrase "natural resources and environment sector" with the phrase "agriculture and environment sector" in Statistical Index Number 1101 under Section I; Section "Concepts, Calculation Methods" of Statistical Index Number 1101 under Section II of Appendix I and name of Table Number 1101-N/BTNMT under Sections I, II and III Part I, II of Appendix II;

p) Replace the phrase "inspection, supervision" with the phrase "supervision" in Appendix I and Appendix II;

q) Replace the phrase "inspection" with the phrase "supervision" at Section I, II of Appendix I and Sections I, II, and III of Part I of Appendix II;

Article 4. Effective date

4. In cases where legal normative documents cited in this Circular are amended, supplemented, or replaced by other legal normative documents, the provisions of those amended, supplemented, or replacing documents shall apply.

2. During the implementation of this Circular, if there are any difficulties, it is requested that relevant agencies, organizations, and individuals promptly reflect them to the Ministry of Agriculture and Environment for consideration and resolution./.
