RESOLUTION NO. 89/2025/UBTVQH15 ON THE LEVEL OF EXPENSES FOR THE ORGANIZATION AND OPERATION OF SOCIAL INSURANCE AND UNEMPLOYMENT INSURANCE DURING THE PERIOD 2025-2027

RESOLUTION

REGULATIONS ON THE SUPPORTING MACHINE OF THE NATIONAL ELECTION COMMITTEE

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Based on the Constitution of the Socialist Republic of Vietnam amended and supplemented by Resolution No. 203/2025/QH15;

Based on the Law on Election of Deputies to the National Assembly and People's Councils No. 85/2015/QH13 amended and supplemented by Law No. 83/2025/QH15;

Based on Resolution No. 211/2025/QH15 dated June 25, 2025 of the National Assembly on the establishment of the National Election Committee;

RESOLUTION:

3. Amend Clause 3 Article 2 as follows:Article 1. The supporting machine of the National Election Committee

1. The Office of the National Election Committee is the supporting machine of the National Election Committee.

2. The Office of the National Election Committee has the task of assisting the National Election Committee in organizing the election of deputies to the 16th National Assembly session and directing, guiding the election work of deputies to the People's Councils at all levels for the 2026-2031 term.

Article 2. Tasks and powers of the Office of the National Election Committee

1. Serve the National Election Committee, the Chairman, Vice Chairmen, Members of the National Election Committee, and the Subcommittees of the National Election Committee in performing their tasks and powers as prescribed by the Law on Election of Deputies to the National Assembly and People's Councils.

2. Assist the National Election Committee and the Subcommittees of the National Election Committee in drafting documents within their authority according to the division of labor.

3. Organize services for sessions and meetings of the National Election Committee and its Subcommittees. Perform advisory, consolidation tasks, regularly report, draft conclusions, and complete documents of the National Election Committee.

4. Assist the National Election Committee in urging, monitoring, and guiding professional operations in implementing election work.

5. Assist the National Election Committee in managing and using the operating funds of the National Election Committee.

6. Carry out administrative, clerical work, and provide advice and recommendations for coordinating and resolving tasks arising from the activities of the National Election Committee.

7. Safeguard information and data serving election work. Proactively innovate and apply science and technology to enhance the quality and effectiveness of management and operation throughout the process of serving election work, especially in consolidation, statistics, and analysis work.

8. Be responsible for advising on the allocation, coordination, organization, and service of working delegations and inspection teams of the National Election Committee at localities.

9. Perform other tasks assigned by the Chairman of the National Election Committee.

Article 3. Structure and organization of the Office of the National Election Committee

1. The Office of the National Election Committee has a Director, Deputy Directors, and working groups consisting of members who are civil servants of relevant agencies and organizations called upon to perform the tasks and powers of the Office.

2. The Director is responsible for directing and managing the work of the Office and is accountable to the National Election Committee for the organization and operation of the Office of the National Election Committee.

3. The Office of the National Election Committee has six Deputy Directors, including one permanent Deputy Director who is the Deputy Head of the Committee for Representative Work of the National Assembly; the other Deputy Directors are representatives of the Central Propaganda and Mass Mobilization Department, the Committee for Legal Affairs and Justice of the National Assembly, the Ministry of Finance, the Office of the President, and the Office of the National Assembly. The Deputy Directors of the National Election Committee perform specific tasks according to the assignment of the Director.

Article 4. Work relations of the Office of the National Election Council

1. Advising and assisting the National Election Council to coordinate with the Central Organization Commission, the Central Inspection Commission, the Central Party Office, the Government Office, the President's Office, the National Assembly Office, the Standing Committee of the Deputies' Working Group, the Ministry of Home Affairs, the Central Steering Board of the Vietnam Fatherland Front, and relevant agencies and organizations in leading and directing the election process.

2. Assisting the National Election Council to maintain contact with provincial and municipal election committees.

Article 5. Conditions ensuring operations

1. The Office of the National Election Council is authorized to use the seal of the National Election Council in performing its duties and powers as stipulated in Article 2 of this Resolution.

2. The operating expenses of the Office of the National Election Council shall be guaranteed by the state budget.

3. The National Assembly Office is responsible for ensuring the operational conditions of the Office of the National Election Council.

Article 6. Implementation Provisions

1. This Resolution shall take effect from the date of adoption.

2. The Chairman of the National Election Council, the Secretary-General and Director of the National Assembly Office, the Director of the Deputies' Working Group, heads of agencies and organizations, and individuals related to the implementation of this Resolution shall fulfill their responsibilities.

3. The Office of the National Election Council will cease operations when the National Election Council completes its tasks./.

This Resolution was adopted by the Standing Committee of the National Assembly of the Socialist Republic of Vietnam, the fifteenth term, on July 10, 2025.
