Pursuant to the Construction Law dated November 26, 2003;

Considering the proposal of the Ministry of Transport (report No. 6938/TTr-BGTVT dated October 30, 2007, report No. 2130/TTr-BGTVT dated April 3, 2008, and report No. 4332/TTr-BGTVT dated June 5, 2008), and the review report of the Ministry of Construction (report No. 341/BXD-KTQH dated March 4, 2008). the report of the Ministry of Construction (presentation number 341/BXD-KTQH dated March 4, 2008). The northern section, from Ninh Hiep to the Bac Thang Long - Noi Bai Expressway, has been adjusted to pass through the control points Viet Hung - Dong Anh - Tien Duong - Nam Hong (located south of the North Belt Railway, avoiding the Co Loa relic site).

DECISION:

Article 1. Approve the Master Plan for Transport Development of Hanoi Capital until 2020 with the main contents as follows:

1. Scope of planning

Including Hanoi Capital and surrounding cities in Ha Tay, Bac Ninh, Vinh Phuc, Hung Yen, Bac Giang, Thai Nguyen provinces within a radius of influence from 30 km to 50 km.

2. Objectives of the master plan

- To concretize the adjustment of the Master Plan for Hanoi Capital until 2020 approved by the Prime Minister under Decision No. 108/1998/QĐ-TTg dated June 20, 1998, and to develop the Master Plan for Transport Development of Hanoi Capital until 2020;

- To determine the priority investment contents for transport development of Hanoi Capital until 2010;

- To serve as a basis for implementing transport development investment projects of Hanoi Capital until 2020.

3. Main contents of the plan

a) Principles for developing the plan

- In accordance with the Strategy for Transport Development of Vietnam until 2020 approved by the Prime Minister under Decision No. 06/2004/QĐ-TTg dated December 10, 2004, and the Master Plan for Urban Development of Hanoi Capital until 2020 and vision until 2050 approved by the Prime Minister under Decision No. 490/QĐ-TTg dated May 5, 2008;

- To develop a synchronized transportation infrastructure network with other plans, particularly urban construction plans, population distribution, and public utility systems of Hanoi. Through this, a modern multi-modal transportation infrastructure system and efficient transport service can be established;

- To focus on developing public passenger transport systems, increasing the share of public passenger transport to about 35% to 45% of total travel demand in the city by 2020, and striving to reduce the share of motorcycles to 30%;

- To establish a reasonable investment roadmap to prioritize solving urgent issues and create breakthroughs in Hanoi's urban development.

b) Planning for the development of transportation infrastructure in Hanoi until 2020

- Planning for the development of road networks

+ National highways and radial expressways:

. Upgrading and expanding existing radial national highways to four to six lanes, including: Highway 1A (section Hanoi - Thanh Tri and Cau Duong - Bac Ninh); Highway 6 (section Hanoi - Hoa Binh); Highway 32 (section Hanoi - Son Tay); Highway 2 (section Noi Bai - Vinh Yen); Highway 3 (section Dong Anh town);

. Building parallel expressways alongside major national highways according to directions: Hanoi - Lang Son; Phap Van - Dieu - Thanh Hoa; Hanoi - Hai Phong; Hanoi - Viet Tri; Hanoi - Thai Nguyen; Noi Bai - Ha Long; Lang - Hoa Lac.

+ Urban traffic ring roads:

. Ring Road II: upgrading, expanding, and building new sections totaling approximately 43.6 km along the axis Vinh Tuy - Minh Khai - Ngat Tu Vong - Ngat Tu So - Cau Giay - Buoi - Nhat Tan - Vinh Ngoc - Dong Hoi - Gia Lam tunnel - Hanel industrial zone - Vinh Tuy into an urban road with four to eight lanes. Some isolated sections within the city will initially have four lanes. The completion of Ring Road II is scheduled before 2010, except for the section Dai La - Truong Chinh - Cau Giay which will be expanded after 2010.

. Ring Road III: with a length of approximately 65 km. Of which, the section Noi Bai - Mai Dich - Thanh Xuan - Phap Van - Sai Dong - Ninh Hiep has a route alignment according to the feasibility study project approved by the Prime Minister (document No. 945/CP-KTN dated August 13, 1998). The northern section, from Ninh Hiep to the North Thang Long - Noi Bai road, will be adjusted to pass through the control points Viet Hung - Dong Anh - Tien Duong - Nam Hong (south of the Northern Ring Railway, avoiding the Co Loa relic site). has Regarding function and cross-sectional structure: the section Noi Bai - Mai Dich - Thanh Xuan - Phap Van - Than Trach Bridge consists of two urban roads combined with a central urban expressway. The connecting section between Ring Road III and the Noi Bai - Ha Long expressway via the control points Ninh Hiep, Duong Yen, Dong Xuan is an expressway with a length of 8.5 km. The cross-section of Ring Road III and the section Ninh Hiep - Duong Yen - Dong Xuan ensures six to eight lanes. Major bridges include Than Trach Bridge (crossing the Red River) and Phu Dong 2 Bridge (crossing the Duong River). Ring Road III will be basically completed before 2010.Regarding the function and cross-sectional structure: the Noi Bai - Mai Dich - Thanh Xuan - Phap Van - Thanh Tri Bridge section consists of urban roads on both sides combined with an urban expressway in the middle. The Thanh Tri Bridge - Sai Dong - Ninh Hiep - Viet Hung section is an urban expressway. The section from Viet Hung to the intersection with the Bac Thang Long - Noi Bai Expressway is a main street. The section connecting the third ring road with the Noi Bai - Ha Long Expressway through the control points Ninh Hiep, Duong Yen, Dong Xuan is an expressway with a length of 8.5 km. The cross-section of the third ring road and the Ninh Hiep - Duong Yen - Dong Xuan section ensures 6 to 8 lanes. Major bridges include the Thanh Tri Bridge (crossing the Red River) and Phu Dong 2 Bridge (crossing the Duong River). The third ring road will be basically completed before 2010.

The total length of the road network within the inner city districts reaches 464 km, while the suburban area reaches 1,676 km.

+ Inter-regional traffic ring roads:

. External traffic ring road (Ring Road IV): constructing a new inter-regional traffic ring road connecting radial national highways and expressways, linking industrial zones and adjacent urban areas to Hanoi Capital. This ring road will pass through Phuc Yen, Me Linh (Vinh Phuc); Dan Phuong, Hoai Duc, Ha Dong, Thanh Tri (Ha Tay); Van Giang, Yen My, Van Lam, Nhu Quynh (Hung Yen); Tien Son, Tien Du, Yen Phong (Bac Ninh); Hiep Hoa district (Bac Giang); Soc Son (Hanoi). The external traffic ring road has a length of approximately 148 km, with a scale of six to eight lanes, and a width of 100 m to 120 m. The construction period of the external traffic ring road is from 2010 to 2020.

. Ring Road connecting satellite cities around Hanoi (Ring Road V): planning the ring road connecting satellite cities around Hanoi along the route from Vinh Yen City - Son Tay City - Hoa Lac Town - Xuan Mai Town - Mieu Mon - Dong Van - Hung Yen Town - Hai Duong City - Chi Linh - Bac Giang City - Song Cong Town, with a length of approximately 320 km.

+ Main urban axes:

. Expand and integrate the construction of the main urban axes of the capital city (18 axes south of the Red River and 12 axes north of the Red River) to form the main passenger flows within the urban area of Hanoi.

+ Traffic intersections:

. Renovate and construct 46立体交通交叉口在环路和城市主轴线上,不包括在建设平行高速公路时产生的某些立体交通交叉口。其中,在第二环路和第三环路上有24个(包括宁宜-杜延-同春-内排高速公路),对外交通环路有18个,其余的是位于城市主轴线上的立体交通交叉口;

. Renovate and expand approximately 150 inner-city intersections.

+ Road bridges crossing the Red River and Duong River:

. Bridges over the Red River: in addition to existing bridges, complete the construction of two new bridges, namely the Thanh Tri Bridge (on the third ring road) and the Vinh Tuy Bridge (on the second ring road); initiate the construction of the Nhat Tan Bridge (on the second ring road); invest in building new bridges on the fourth and fifth ring roads, including the Hong Ha Bridge, Me So Bridge, and Vinh Thinh Bridge. Additionally, during the implementation of the planning, the People's Committee of Hanoi will continue to study the investment in constructing the Tu Lien Bridge.

The cross-section of newly constructed bridges over the Red River will have a scale of 6 to 8 lanes (excluding the Tu Lien Bridge).

. Bridges over the Duong River: in addition to existing bridges, complete the construction of the Dong Thu Bridge under the extended Route 5 project, and invest in building new bridges such as the Thach Ca Bridge, the Duong Bridge (new), Phu Dong II Bridge, and the Duong Bridge on the fourth ring road.

The cross-section of newly constructed bridges over the Duong River will have a scale of 4 to 8 lanes.

+ Road network in the region:

The regional road network includes main streets, collector roads, and internal streets. This road network planning is carried out according to the detailed construction planning for districts and counties and urban areas until 2020, which has been approved by the People's Committee of Hanoi City. By 2020, the total length of the regional road network in the inner districts will reach 464 kilometers, while the outer region will reach 1,676 kilometers.By 2020, Hanoi will have a complete and modern transportation network. The land fund for the transportation infrastructure system will be at least 13,800 hectares, accounting for 15% of the total area of the city. - Coordinate with the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Transport, and related sectors to determine investment sources and establish appropriate mechanisms and policies to ensure the feasibility of the approved planning.

+ Layout of parking lots:

The parking lot system is implemented according to Decision No. 165/2003/QD-UB dated December 2, 2003, of the People's Committee of Hanoi City regarding the approval of the network planning of parking points and public parking lots within the territory of Hanoi City. During the implementation process, the People's Committee of Hanoi City will review and adjust this planning to be suitable with the actual conditions of the city at different periods.

- Railway network planning:

+ National railway:

. Central railway: including the Yen Vien - Lang Son line; Yen Vien - Bai Chay line; Co Bi - Hai Phong line; Ngoc Hoi - Ho Chi Minh City line; Bac Hong - Lao Cai line; Dong Anh - Thai Nguyen line. These railway lines will be expanded into double tracks after 2010, initially focusing on sections connecting Hanoi with satellite cities within a radius of 50 km to 70 km around the center of Hanoi for inter-provincial and national transportation. In addition, a high-speed north-south railway line will be built within the territory of Hanoi City according to a separate project.

. Ring railway: construct the eastern section (Dong Anh - Co Loa - Yen Vien - Trung Mao - Nhu Quynh - Tan Quang - Van Giang - Ngoc Hoi), including the new construction of the Dong Anh - Co Loa - Yen Vien section to avoid the Co Loa heritage site; complete the ring railway according to the standard of double-track gauge 1.435/1.000 mm;

. Transverse railway: Yen Vien - Long Bien -Hanoi Station - Van Dien - Ngoc Hoi, with a length of 24.6 km, will be constructed before 2015. Among them, the Gia Lam - Long Bien - Hanoi Station - Giap Bat section will be constructed before 2010;

. Main stations: on the ring railway, passenger terminal stations will be formed at Phu Dien (western station), Yen Vien (northern station), Nhu Quynh (eastern station), and Ngoc Hoi (southern station). Freight stations will be located in the Bac Hong, Yen Vien, Co Bi (later Nhu Quynh) areas, near the central axis highways, ring roads, and combined transport centers.

. Hanoi Station is the central passenger station of the national railway and international through-railway, and also serves as a multi-modal transfer hub between Line 1 and Line 3 of the urban rail transit system and other public passenger transport routes.

Industrial and service facilities of the railway industry within the Hanoi Station area will be relocated to the Ngoc Hoi and Yen Vien station areas. The surface area of these facilities in the current Hanoi Station area will be used for other purposes.

+ Urban railways and express buses:

The urban railway system of Hanoi City will play a key role in the high-speed, large-capacity public passenger transport system, serving to connect urban areas, industrial zones, commercial-service-tourism centers, and schools. At the same time, urban railway lines must be interconnected to form a comprehensive network covering important urban areas of Hanoi.

The urban railway network of Hanoi by 2020 will include the following lines:

Line 1 (Ngoc Hoi - Yen Vien, Nhu Quynh): this line is about 38.7 km long, serving the northern-eastern and southern suburban areas of Hanoi, passing through the city center;

Line 2 (Noi Bai - city center - Thuan Dinh): approximately 35.2 km long, serving as the backbone for the current and future urban areas. Line 2 connects Noi Bai Airport and the new Dong Anh, Tu Liem urban areas, the Old Quarter, French-style architectural areas, along Highway 6 and to Thuan Dinh. The northern section of the river will run along the main urban axis from Nhat Tan - Vinh Ngoc - Noi Bai.

Supporting Line 2 of the urban railway is the express bus route, running from Soc Son - Dong Anh - Kim No - Me Linh - Vinh Yen, with a length of about 33.9 km. In the future, this express bus route may be developed into an urban railway line.

The Line Number 2 connects with the Hanoi - Ha Dong urban railway line, starting from Cat Linh area (intersecting with Line Number 3), running through Cat Linh - Hao Nam - La Thanh - Thai Ha - Lang Street - Ngua Tu So - National Highway 6 - Thuan Dinh (connecting with Line Number 2) - Ha Dong - Ba La. The Hanoi - Ha Dong urban railway line has a length of approximately 14 kilometers, and after 2020, it will be extended to Xuan Mai.

Line Number 3 (Nhon - Hanoi Railway Station - Hoang Mai): Line Number 3 has a length of 21 kilometers, connecting the western region with the city center and the southern part of the city. Currently, the section from Nhon to Hanoi Railway Station is being prepared for construction according to the project of Hanoi City. After 2020, Line Number 3 will be extended to Son Tay, with a total expected length of 48 kilometers at that time.

Line Number 4 (Dong Anh - Sai Dong - Vinh Tuy / Hoang Mai - Thanh Xuan - Tu Liem - Thuan Cat - Me Linh): This line is circular in shape, connecting with Lines Number 1, 2, 3, and 5, diversifying transportation needs and linking with urban development projects. Initially, Line Number 4 will be built as a bus rapid transit line, and in the future, it will develop into a complete urban railway line. The entire Line Number 4 has a length of approximately 53.1 kilometers.

Line Number 5 (South West Lake - Ngoc Khanh - Lang - Hoa Lac): This line serves to connect the central area of Hanoi with urban areas along the Lang - Hoa Lac corridor. The length of Line Number 5 is approximately 34.5 kilometers.

The structure, method, route, and implementation schedule of each urban railway line will be specifically studied in subsequent research phases and according to separate projects.

Supporting the urban railway lines are priority bus routes, including:

Route 1: Ba La Red Flower - National Highway 6 - Nguyen Trai - Khuat Duy Tien - Lang Ha - Kim Ma;

Route 2: Vinh Quynh - Giai Phong - Dai Co Viet - Pho Hue - Hang Bai.

In the future, when urban railway lines are established, the routes of the bus lines will be adjusted accordingly.

- Waterway Transportation Planning

Waterway transportation in the Hanoi area includes two main routes: the Red River route (from Thuan Cat, Tu Liem to Van Phuc, Thanh Tri), with a length of 47 kilometers; and the Duong River route (from the intersection of the Red River and Duong River at the Da Ngo junction to Trung Mau, Gia Lam), with a length of 37 kilometers.

- Navigation Channel Planning:

Navigation channel planning combines with adjustments and construction of riverbank protection works for both the Red River and Duong River. The width of the navigation channel is 50 meters for two-way channels; specifically, the Red River section in Hanoi will be planned for four lanes, with a minimum width of 150 meters. Ensuring a minimum depth of 2.5 to 3.6 meters for vessels on the Red River; 2.5 meters for the Duong River.

- Rectification and Improvement of Waterway Routes:

+ Step 1: Adjust the natural river course to the planned river course using a system of works affecting the flow and channel bed, depending on each section of the river. Construct control works for the ratio and position of tributary outlets into the Duong River, stabilizing the river course according to the plan;

+ Step 2: Build new and upgrade existing riverbank protection works after stabilizing the river course. Protect key sections of the riverbank from Thang Long Bridge to Thanh Tri Bridge, sections related to tourism, and enhance the cityscape (right bank from Lien Mac Drainage Gate to Hanoi Port and left bank from Vinh Ngoc to Duong River Mouth, Duong River Mouth to Thach Cau Port);

+ Step 3: Construct protective embankments sequentially along the remaining riverbanks.

Alongside the improvement of the Red River waterway transportation in Hanoi, dredging and improvement work will be carried out to complete the river route from Hanoi to Day Estuary and Lac Giang, particularly the improvement of the estuary channel from the sea.

The Red River rectification plan is divided into three stages, implemented from 2008 to 2020:

+ Stage I (2008 - 2012): Rectify the Thuan Cat - Thang Long Bridge section;

+ Stage II (2013 - 2016): Rectify the Thang Long Bridge - Thanh Tri Bridge section;

+ Stage III (2017 - 2020): Rectify the Thanh Tri Bridge - Duyen Ha section.

River rectification work is combined with urban development projects, environmental improvement, and the construction and upgrading of parallel road systems.

- Ports and Wharves:

Upgrade and construct new facilities so that by 2020, the Hanoi area will have the following ports and wharves:

On the Red River: Khuyen Luong Port, Thanh Tri Port, Chem Port, and Chuong Duong Wharf, Bat Trang Wharf;

On the Duong River: Phu Dong Port, Duc Giang Port.

Study the conversion of the current Hanoi Port's functions towards primarily serving tourism. Additionally, study the investment and construction of additional ports for tourism along both banks of the Red River in Tam Xa, Long Bien, etc.

Contents of the planning for river rectification and water transport are supplemented and adjusted to align with the results of the Red River flood discharge corridor project and the riverside city project currently underway.

- Planning for the Development of Airports and Airfields

Hanoi has the Noi Bai International Airport, Gia Lam Domestic Airport, and Bach Mai Military Airport. Among them, the Noi Bai International Airport is being invested in and upgraded to become a major international airport of Hanoi and the country. By 2020, the Noi Bai International Airport will have a total capacity of 20 to 25 million passengers per year, 260,000 tons of cargo per year, and sufficient reserve land to meet service requirements. For the period after 2020, the Noi Bai International Airport will continue to complete the northern area while developing southward, increasing its total capacity to 50 million passengers per year.

In the near future, continue to study the location and scale of a second international airport in the region when the Noi Bai Airport shows signs of reaching its capacity and long-term development potential.

- Land Reserve for Transportation Infrastructure

By 2020, Hanoi will have a complete and modern transportation network. The land reserve for the transportation infrastructure system will be a minimum of about 13,800 hectares, accounting for 15% of the total land area of the city. Among these,

In this regard,The land fund for road traffic is 11,500 hectares, the land fund for railway traffic is 1,100 hectares, the land fund for river ports on the Red River and Duong River is 100 hectares, and the land fund for Noi Bai, Gia Lam, and Bach Mai airports is 1,100 hectares (of which the land fund for the Noi Bai International Airport is approximately 700 hectares). The land fund for the high-speed railway from North to South will be calculated after determining the specific route and stations.

The urban road network in the inner city districts and urban areas of suburban districts reaches about 20% of the urban land area, as detailed planning for these districts has been approved by the People's Committee of Hanoi City.

- Developing public passenger transport

+ Completing the development of public passenger transport with three basic components, including: large volume transportation system (urban rail and express buses); regular bus system; supplementary system with small vehicles. Among them, urban rail is the backbone of public transportation in the city, and buses provide services in areas where urban rail does not reach;

+ Enhancing the quality of public passenger transport services through measures such as: organizing intermodal transport (by using joint tickets); improving and enhancing the quality of the bus system, particularly focusing on services for the elderly, children, and people with disabilities;

+ Encouraging the expansion of semi-public services such as school buses and worker shuttles;

- Traffic management and traffic safety

+ Developing appropriate regulations and policies for traffic management and ensuring traffic safety;

+ Enhancing the capacity of agencies and individuals responsible for traffic management and ensuring traffic safety;

+ Organizing effective traffic demand regulation through measures such as controlling ownership and usage rates of private vehicles, especially motorcycles and small cars;

+ Formulating specific policies regarding priority use of roads among different modes of transport such as buses, motorcycles, cars, bicycles, etc.;

+ Having specific policies regarding the role of motorcycles in urban traffic and economic-social activities of citizens;

+ Implementing campaigns to raise community awareness about traffic safety, including both public and private entities, and strengthening the dissemination and education of traffic safety to the community;

+ Strengthening inspection and supervision of vehicles, establishing an effective traffic safety inspection system, and enhancing coordination among relevant agencies in ensuring traffic safety;

- Environmental protection and urban landscape enhancement

+ Urban transportation development planning must closely integrate with other fields of planning in the capital, particularly urban planning, to contribute to forming ecological-cultural zones and green belts that form the basis for the development of Hanoi and surrounding areas;

+ Alongside implementing programs to limit and gradually phase out old and dilapidated vehicles from the city's traffic system, there must be strict management policies for vehicle quality, encouraging types of vehicles that use less polluting fuels;

+ Linking transportation development projects with requirements for preserving natural landscapes, cultural heritage, historical architecture, and enhancing urban space;

- Development policy

+ Developing public passenger transport is a strategic task. Therefore, it is necessary to continue expanding and improving the service quality of the existing bus network, developing large-capacity, high-speed public passenger transport modes;

+ Integrating urban development with infrastructure construction and public passenger transport development to ensure synchronous and sustainable urban development;

+ Establishing comprehensive and reasonable policies to limit the increase in the number of private vehicles, particularly having suitable policies to limit and eventually reduce the number of motorcycles participating in traffic;

+ Encouraging various economic sectors to participate in building transportation infrastructure and public passenger transport through measures such as improving management mechanisms and policies, tax incentives, subsidies, etc.;

+ Strengthening the capacity and responsibility of local authorities at all levels and functional agencies in urban management, planning implementation, and enforcement;

+ Implementing campaigns to raise public awareness in building and developing urban transportation;

+ Actively seeking all sources of investment for construction and development of transportation. Prioritizing mobilization of official development assistance (ODA) funds or funds from domestic and foreign financial-economic organizations for major projects or key works;

c) Investment capital for implementation of the plan

The investment capital for implementing the development plan of Hanoi's urban transportation from now until 2020 is approximately 287.8 trillion VND. Of this, capital for road projects is about 117.2 trillion VND, railway projects (including national railways and urban rail combined with express buses) is about 138.8 trillion VND, waterway projects is about 13.7 trillion VND, international airport and airport projects is about 13.8 trillion VND, 3.8 trillion VND for traffic management and traffic safety work, and the remaining approximately 500 billion VND for institutional and policy enhancement work. This total investment capital will be mobilized from sources: central and Hanoi government budget funds; official development assistance (ODA) loan funds; funds raised from domestic and foreign enterprises; funds raised from land fund exploitation; funds from traffic participants' contributions; and other sources of funds;

d) Mechanism, policy, and implementation solutions

- Entrust the People's Committee of Hanoi City to take the lead and coordinate with relevant ministries and sectors to study mechanisms, policies, and forms of mobilizing capital sources to encourage domestic and foreign enterprises of all economic components to participate in building the city's transportation infrastructure system according to approved planning through BOT, BT, BOO, joint ventures, etc., as prescribed by law. This includes plans for raising funds through issuing domestic investment bonds, to be submitted for consideration and decision by the Prime Minister. - For traffic projects managed by the central government within the territory of Hanoi City that are crucial for the development of urban and regional traffic but lack the necessary conditions for investment, entrust the Ministry of Transport to take the lead and coordinate with the People's Committee of Hanoi City and the People's Committees of related provinces to study financial mechanisms to be submitted for consideration and decision by the Prime Minister to implement land clearance, land recovery, and hand over management to local authorities to ensure land reserves for traffic development according to planning.

- Allow the People's Committee of Hanoi City to develop and implement plans to create land reserves and clear land by expanding streets to improve urban aesthetics.

- Apply preferential policies as prescribed by law for organizations and individuals investing in and operating public passenger transport systems.

e) Priority projects to be completed and implemented from now until 2010

During the period from now until 2010, focus on investing in key projects to address the fundamental issue of traffic congestion and beautify the urban landscape to serve the commemoration of the 1000th anniversary of Thang Long - Hanoi, including:

- Renovating and upgrading some central national highways and expressways, including National Highway 1 (south and north sections), National Highway 2, National Highway 3, National Highway 32, and La Gia - Hoa Lac Road (completing the 140-meter cross-section).

- Building the closed loop of Ring Road II from Buoi to Nhat Tan - Vinh Ngoc - Cuoi Bridge - Sai Dong - Vinh Tuy - Minh Khai; building the closed loop of Ring Road III from Sai Dong to Ninh Hiep - Noi Bai and the section of the expressway connecting from Ninh Hiep to the Noi Bai - Ha Long expressway, completing the Mai Dich - North Linh Dam section, while implementing construction of the high-speed Ring Road III section from Noi Bai to Thang Long - Mai Dich - Thanh Tri.

- Completing the Thanh Tri Bridge approach roads, Vinh Tuy Bridge approach roads, starting construction of the Nhat Tan Bridge and the road from Nhat Tan Bridge to Noi Bai Airport.

- Renovating, expanding, and constructing new main urban axes, major streets, and intersections to resolve traffic congestion.

- Constructing new and renovating existing inter-provincial bus terminals, inter-provincial and intra-city bus terminals, parking lots in urban areas and residential zones. Focus on researching underground parking lots and multi-level parking lots to meet the demand for parking in densely trafficked areas.

- Implementing the construction of the Hanoi - Ha Dong urban railway line, Line 3 (Nhon - Hanoi Railway Station); the elevated railway section from Gia Lam to Giap Bat (part of the central railway line from Yen Vien to Ngoc Hoi); piloting the construction of priority bus lanes along the Ba La Bong Red - National Highway 6 - Nguyen Trai - Lang Ha - Kim Ma route, Vinh Quynh - Giai Phong - Dai Co Viet - Pho Hue - Hang Bai route; implementing the construction of the management and operation center for public passenger transport.

- Renovating and improving major streets (Tran Duy Hung - Nguyen Chi Thanh - Liu Giai - Van Cao - Ho Tay, Giang Vo - Lang Ha - Le Van Luong, Pham Van Dong - Pham Hung - Khuat Duy Tien, Trang Tien - Hang Kay - Trang Thi - Dien Bien Phu, Dinh Tien Hoang, Hai Ba Trung, Ly Thuong Kiet, Tran Hung Dao, Le Duan - Giai Phong - Bac Linh Dam, Ton Duc Thang - Nguyen Luong Bang - Tay Son - Nguyen Trai), traffic intersections (Kim Lien, O Cho Dua, Ngat Tu Vong, Ngat Tu So, Cau Giay), and eight city squares.

- Renovating and improving river channels on the Red River and renovating and upgrading wharfs and ports. Studying the construction of a new Phu Dong port on the Duong River.

- Renovating and upgrading Noi Bai International Airport, constructing Terminal 2 with an operational capacity of 10 million passengers per year.

Planning Management

Article 2. Strictly manage land reserves for transportation to ensure the feasibility of planning under rapid urbanization in the capital city of Hanoi.

- After the Plan is approved, the People's Committee of Hanoi City will cooperate with the Ministry of Transport and the People's Committees of related provinces to announce the plan, determine, and manage land reserves for transportation.

- For the urban railway network, in addition to determining and managing boundary lines on the ground, the People's Committee of Hanoi City will direct departments, agencies, and districts to strictly manage the planning and issuance of permits for high-rise buildings and deep foundation structures occupying underground space along the subway line corridors; determine and strictly manage land reserves for urban rail depots.

- The People's Committee of Hanoi City and related localities will regularly inspect and audit the management and use of land reserves for transportation to ensure proper use according to planning purposes. In cases of violations, they must firmly recover the land to ensure reserves for transportation development.

1. Responsibilities of the People's Committee of Hanoi City and related provinces:

Article 3. Implementation

- Conduct reviews and adjustments of local planning and projects to align with the content of this plan.

- Coordinate with the Ministry of Transport, the Ministry of Construction, and related ministries and sectors to implement detailed planning for the development of the transportation system in their respective areas and decide on the scale of construction projects according to the plan.

- Coordinate with the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Transport, and related sectors to identify investment capital sources and establish appropriate mechanisms and policies to ensure the feasibility of the approved plan.

- Coordinate with the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Transport, and related sectors to identify investment sources and develop appropriate mechanisms and policies to ensure the feasibility of the approved planning.

In cases where it is necessary to supplement or adjust the planning, the People's Committee of Hanoi City shall coordinate with the Ministry of Transport, the Ministry of Construction, and the People's Committees of relevant provinces in submitting for approval. consideration and decision by the Prime Minister.

2. Responsibilities of the Ministry of Transport:

- To take the lead and coordinate with relevant ministries, sectors, the People's Committee of Hanoi City, and the People's Committees of relevant provinces to unify the assignment of responsibilities and develop plans to implement national transportation development projects within their respective areas according to five-year plans, for submission to the Prime Minister for approval and implementation;

- Based on the approved planning, direct the specialized agencies under its management to implement national transportation projects in the Hanoi area in accordance with economic and social development needs;

Article 4. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 5. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of the People's Committees of Hanoi City, Ha Tay Province, Bac Ninh Province, Vinh Phuc Province, Hung Yen Province, Bac Giang Province, and Thai Nguyen Province are responsible for implementing this Decision./.
