Issuing national technical regulations
for national reserve generators
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on National Reserves dated November 20, 2012;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations, and Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 94/2013/NĐ-CP dated August 21, 2013 of the Government detailing the implementation of the Law on National Reserve;
Pursuant to Decree No. 14/2023/NĐ-CP dated April 20, 2023, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

The Minister of Finance issues this Circular on issuing national technical regulations for national reserve generators.
Article 1. Attached herewith are the national technical regulations for national reserve generators.
Article 2. This Circular takes effect from February 10, 2025, replacing Circular No. 94/2017/TT-BTC dated September 21, 2017 of the Minister of Finance on issuing national technical regulations for national reserve generators. For the quantity of generators stored in the warehouse before the effective date of this Circular, currently being stored for preservation, shall continue to be implemented according to Circular No. 94/2017/TT-BTC dated September 21, 2017 of the Minister of Finance on issuing national technical regulations for national reserve generators.
Article 3. The Director of the State General Reserve Corporation, Heads of agencies, organizations, and individuals related to the activities of supplying, delivering (importing, exporting), storing, and managing the quality of national reserve generators during the delivery and storage at national reserve warehouses are responsible for implementing this Circular.
During the implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Finance for study, amendment, and supplementation.

This standard specifies technical requirements (technical requirements, testing methods), delivery, receipt (importation, exportation), storage, and quality management work for alternators driven by reciprocating internal combustion engines during delivery, receipt, and storage in national reserve warehouses.
This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

This standard applies to: National reserve agencies (hereinafter referred to as reserve units); organizations and individuals related to the activities of supplying, delivering (importing, exporting), storing, and quality management work for alternators driven by reciprocating internal combustion engines during delivery, receipt, and storage in national reserve warehouses.

In this standard, the generator refers to a synchronous generator driven by a reciprocating internal combustion engine with power sources specified in point a, Clause 5.1.2 TCVN 9729-1:2013 and generators specified in point a, Clause 5.1.3 TCVN 9729-1:2013; meeting technical requirements stipulated in Article 1 Part II of this standard and other current regulations to provide electricity for rescue and relief operations, hereinafter referred to as generators.
In this technical regulation, the following terms are understood as follows:
3.1. The generator in this standard is a synchronous generator driven by a reciprocating internal combustion engine with power sources specified in point a, Clause 5.1.2 TCVN 9729-1:2013 and generators specified in point a, Clause 5.1.3 TCVN 9729-1:2013; meeting technical requirements stipulated in Article 1 Part II of this standard and other current regulations to provide electricity for rescue and relief operations, hereinafter referred to as generators.
3.2. Generator set
3.2.1. "Generator set" refers to the number of generators delivered under each contract between the supplier unit and the reserve unit, produced in series by the same production facility; having the same brand, type, material, and technical characteristics and functions.
3.2.2. "Delivered generator set" refers to the number of generators delivered and received at one warehouse according to each purchase contract.
3.2.3. "Transferred generator set" refers to the number of generators transferred around one warehouse and handed over to one or more other warehouses within the scope of the specialized National Reserve Authority (State General Reserve Corporation).
3.3. Supplier is an organization or individual directly signing contracts and supplying generators for national reserve storage.

I. TECHNICAL PROVISIONS
1. Technical Requirements
The generator must meet current technical requirements, including the following specific technical requirements:

It is a land-based generator as specified in point 6.2.1, operating independently (independent operation) as specified in point 6.3.1 section 6, and is a type G2 generator as specified in point b section 7 TCVN 9729-1:2013.
The generator is installed on a base frame (without wheels), enclosed according to the specifications in point 8.3, and used for outdoor installation as specified in point 8.6.3 section 8 TCVN 9729-1:2013.
Starting and control mode: Manual,
Rated power (prime power - PRP): Not less than 24 kW.
Frequency: (50 ± 0.2) Hz
Voltage: 220/380 (V) ±5%
Total harmonic distortion (THD) of voltage waveform: Not more than 8%
Temperature rise limit of winding: Not more than 125°C.
The generator must have a display showing operational parameters such as: Voltage, current, frequency, lubricating oil pressure, rotational speed, coolant temperature, fault warning.
The maximum sound level weighted A (noise limit) when the generator operates unloaded and measured at a distance of 1 meter from the generator shall not exceed:
+ 98 dB (dBA) for generators with power from 24 kW to 37 kW;
+ 100 dB (dBA) for generators with power from greater than 37 kW to 55 kW;
+ 103 dB (dBA) for generators with power from greater than 55 kW to 110 kW;
+ 106 dB (dBA) for generators with power from greater than 110 kW to 220 kW;
+ 108 dB (dBA) for generators with power from greater than 220 kW to 550 kW;
+ 111 dB (dBA) for generators with power from greater than 550 kW to 1100 kW;
+ 113 dB (dBA) for generators with power from greater than 1100 kW to 2200 kW;
+ 115 dB (dBA) for generators with power from greater than 2200 kW to 5500 kW.
Based on the above technical requirements and specific conditions, the Director of the State Reserve Administration decides to purchase generators with suitable power capacity.
The technical requirements in this technical regulation are implemented according to the testing methods specified below:

entering national reserve warehouses according to the following contents:
2.1. Visual Inspection
Conduct a full quantity inspection of all delivered generators, the inspection includes the following:
Count the number of delivered generators;
Verify the markings and codes on the generators match the corresponding information in the generator documentation;
Check the technical synchronization of the generators;
Inspect the external condition of the generators (the generator casing should not be dented, broken, cracked, or rusted; the generator casing must bear the conformity mark in accordance with Clause 2, Article 4 of Circular No. 28/2012/TT-BKHCN; for exhaust pipe positions if rusted due to pre-operation before factory shipment, confirmation from the manufacturer is required to be accepted).
If any generator fails to meet any criterion during inspection, it will be separated and the supplier must rectify or replace it to ensure quality.
2.2. Operational Inspection
Conduct a full quantity inspection of all delivered generators, the inspection includes the following:
The procedure and content of operational inspection of generators are carried out as per the operational test during storage maintenance as stipulated in point 4.3.4, Article 4, Part III of this standard. The inspected generator must ensure its rated power output corresponds to an output voltage between 95% and 105% of the specified voltage.
During the operational inspection process, if any generator does not meet the criteria, it must be separated; the supplier must rectify or replace it to ensure quality.
2.3. Technical Inspection by Specialized Agencies
2.3.1. Sampling and Handling Test Results
2.3.1.1. Sampling
For a batch of generators under a single purchase contract with a quantity not exceeding 50 units, sampling is conducted as follows: The first sample consists of 1 generator, the second sample consists of 2 generators (excluding the first sample).
For batches of generators with quantities exceeding 50 units, the number of samples is increased in multiples of 50 for technical testing (For batches of generators with quantities from 51 to 100 units, the first sample consists of 2 generators, the second sample consists of 4 generators (excluding the first sample); for batches of generators with quantities from 101 to 150 units, the first sample consists of 3 generators, the second sample consists of 6 generators (excluding the first sample)...).

2.3.1.2. Handling Test Results
If the first sample fails to meet quality requirements in any technical test, a second sample must be taken for retesting.
If the second sample meets the technical requirements and the first sample has been rectified or replaced to meet the requirements, the batch of generators can be accepted for entry into the national reserve warehouse.
If the second sample check finds that at least one sample does not meet (any technical index under Point 2.3.2 Article 2 Part II of this standard does not meet the requirements) or if the second sample check meets the requirements but the first sample check cannot be rectified, then the batch of generators shall not be accepted, and the supplying unit must replace it with another batch of generators and recheck according to the provisions stated above.
2.3.2. Technical indices to be checked: As stipulated in Article 1 Part II of this standard.
2.3.3. Testing methods for technical indices
In accordance with TCVN 6627-1:2014 (IEC 60034-1:2010) or TCVN 9729-6:2013 (ISO 8528-6:2005).
Specifically, for checking the sound power level limit (noise level limit) according to TCVN 6627-9:2011 (IEC 60034-9:2007) or TCVN 9729-10:2013 (ISO 8528-10:1998).
2.3.4. The organization conducting the technical index testing of generators as stipulated in Article 1 Part II of this standard is a laboratory registered for testing activities according to Decree No. 107/2016/NĐ-CP dated July 1, 2016 and Decree No. 154/2018/NĐ-CP dated November 9, 2018 of the Government and recognized according to regulations.
2.3.5. Requirements for measuring instruments used in testing: Measuring instruments used in testing under this standard must be calibrated and verified according to the laws on measurement.
III. PROVISIONS ON HANDOVER AND STORAGE
1. Requirements for materials, equipment, and tools
The storage unit assigned the direct responsibility for generator storage must prepare sufficient materials, equipment, and tools for the process of receiving, dispatching, and storing generators including:
Shelves, stands (concrete): Used to place and stack generators;
Materials, equipment, and tools for receiving and dispatching goods: Batteries, fuel; starting fluid, lubricating oil, cleaning cloths, brooms, soap, polypropylene (PP) fabric, insecticides and harmful organism treatments; transportation and stacking equipment; office supplies;
Materials for storage: Batteries, fuel, starting fluid, lubricating oil, grease, brooms, cleaning cloths, soap, wax paper, polypropylene (PP) fabric, insecticides and harmful organism treatments, vacuum cleaners (if available);
Materials related to electricity and water: Electrical wires, lighting bulbs inside and outside the warehouse, electricity for storage equipment; water for receiving, dispatching, storage, and fire prevention and extinguishing; ...

Fire prevention and extinguishing equipment; Other types of equipment and tools related to the work of receiving, dispatching, and storing generators.
2. Requirements for inspection before warehousing
The storage unit assigned the task of warehousing generators must conduct inspections according to the following contents:
2.1. Inspection of technical documentation
2.1.1. Components of technical documentation when handing over
2.1.1.1. Technical documentation provided for each generator
2.1.1.1. For domestically produced generators
One original copy of the list of accessories accompanying the generator from the manufacturer (if any):
One original copy of the warranty certificate from the manufacturer (clearly stating major information about rights, warranty scope, and service provider address);
One document from the manufacturer regarding the structure, usage instructions, operation, and maintenance of the generator in Vietnamese (a certified copy from the supplier). In case the document is in a foreign language, a certified translation into Vietnamese must be provided.
2.1.1.2. For imported generators
One original copy of the warranty certificate from the supplier accompanied by a certified copy of the manufacturer's warranty commitment or authorized representative in Vietnam (the warranty certificate clearly states major information about rights, warranty scope, and service provider address);
One original copy of the warranty certificate from the manufacturer (clearly stating major information about rights, warranty scope, and service provider address);
One document from the manufacturer regarding the structure, usage instructions, operation, and maintenance of the generator accompanied by a certified translation into Vietnamese (a certified copy from the supplier).
2.1.1.2. Technical documentation provided for a batch of generators
21.1.2.1. For domestically produced generators
One quality certification from the manufacturer (a certified copy from the supplier):
One notification of acceptance of conformity declaration filing from the National Reserve Administration Region issued to the supplier (a certified copy from the supplier);
Original sampling record, handover record, and test results of the batch of generators (original);
Official notification of technical requirement inspection results from the specialized agency designated to take samples and inspect (accompanied by a certified copy of the test results from the specialized agency).
2.1.1.2.2. For imported generators

One original copy of the origin certificate from the competent authority (a certified copy from the supplier);
One customs declaration form cleared according to regulations (a certified copy from the supplier);
One notification of acceptance of conformity declaration filing from the National Reserve Administration Region issued to the supplier (a certified copy from the supplier);
One notification of acceptance of conformity declaration filing from the National Reserve Administration Region issued to the supplier (a certified copy from the supplier);
Original sampling record, handover record to the laboratory, and test results of the batch of generators (original);
Official notification of technical requirement inspection results from the specialized agency designated to take samples and inspect (accompanied by a certified copy of the test results from the specialized agency).
2.1.1.3. Technical documentation for a batch of generators being handed over
All documents specified in Points 2.1.1.1 and 2.1.1.2 Article 2 Part III of this standard. Specifically, for the sampling record, handover record to the laboratory, and test results of the batch of generators, they are kept in the file for the batch of generators being handed over upon designation for sampling;
Original technical documentation inspection report (sample report attached);
Original external appearance inspection report (sample report attached);
Original operational inspection report (sample report attached);
Original temporary delivery report (sample report attached);
Original handover report (sample report attached),
2.1.1.4. Technical documentation for a batch of generators being handed over
All technical documentation specified in Point 2.1.1.3 Article 2 Part III of this standard;
Technical documentation established during the storage period such as: Operational inspection reports, technical defect correction reports (if any)...
2.1.2. Contents of technical documentation inspection
Technical files established during the preservation process include: Operation test records, technical fault rectification records (if any)...
2.1.2. Content of technical file review
The storage unit importing generators must check the completeness, accuracy, and validity of the technical documents specified in Points 2.1.1.1 and 2.1.1.2 of Clause 2 Part III of this standard (excluding the sample collection report, the handover report for samples to the testing laboratory, the test results of the generator batch sample, and the notification of technical requirements compliance check results for the generator batch). A record of the inspection shall be established according to the model attached to this standard.
2.2. External inspection: Conducted in accordance with the provisions of Point 2.1 of Clause 2 Part II of this standard and a record of the inspection shall be established according to the model attached to this standard.

2.3. Operational inspection: Conducted in accordance with the provisions of Point 2.2 of Clause 2 Part II of this standard and a record of the inspection shall be established according to the model attached to this standard.
2.4. After completing the technical document inspection, external inspection, and operational inspection and meeting the requirements, the storage unit shall cooperate with the supplier to establish a temporary delivery record for the generator batch being received according to the model attached to this standard.
2.5. Technical requirement inspection at specialized agencies
The storage unit importing generators under the designated contract shall be assigned the task of taking samples for technical requirement inspection at specialized agencies and shall organize the implementation as follows:
Take samples in accordance with the provisions of Point 2.3.1.1 of Clause 2 Part II of this standard and establish a record according to the model attached to this standard.
Select a testing laboratory in accordance with the provisions of Point 2.3.4 of Clause 2 Part II of this standard and hand over the samples to the testing laboratory according to the model attached to this standard.
Handle the inspection results in accordance with the provisions of Point 2.3.1.2 of Clause 2 Part II of this standard. If the generator batch meets the requirements, notify the supplier and other storage units in the contract in writing of the technical requirements compliance inspection results to proceed with the receipt and warehouse entry procedures; if the generator batch does not meet the requirements, notify the supplier in writing to replace the generator batch and simultaneously notify other storage units in the contract to return the generator to the supplier.
2.6. After receiving the technical requirements compliance inspection result notification from the designated storage unit, other storage units in the contract shall cooperate with the supplier to establish a delivery record for the generator batch being received according to the model attached to this standard.
2.7. After establishing the receipt and warehouse entry record for the generator batch being received, the storage unit shall prepare records for retention during the storage period.
3. Transfer process within the National Reserve Corporation
3.1. Transfer of records
3.1.1. When transferring generators, the technical records provided for each generator as specified in Point 2.1.1.1 of Clause 2 Part III of this standard must be fully transferred according to each generator.
3.1.2. When the generator batch being transferred is completely transferred to another storage unit, the records specified in Point 2.1.1.4 of Clause 2 Part III of this standard must be fully transferred;
3.1.3. In case the generator batch being transferred is partially transferred to one or more storage units, the records shall be transferred as follows:
The receiving storage unit shall accept the technical documents provided for each generator according to the quantity transferred and a copy of the remaining documents specified in Point 2.1.1.4 of Clause 2 Part III of this standard.
The transferring storage unit shall retain the records specified in Point 2.1.1.4 of Clause 2 Part III of this standard and the technical records provided for each generator for the remaining quantity.

3.1.4. In case the generator batch being transferred is completely transferred to different storage units, the records shall be transferred as follows:
If transferred to different storage units in different quantities: The receiving storage unit with the largest quantity shall accept the technical records provided for each generator according to the quantity transferred and retain the remaining records specified in Point 2.1.1.4 of Clause 2 Part III of this standard. Other units shall accept the technical records provided for each generator according to the quantity transferred and a copy of the remaining records specified in Point 2.1.1.4 of Clause 2 Part III of this standard.
If transferred to different storage units in equal quantities: The receiving unit of the last quantity of the transferred batch shall accept the technical records provided for each generator according to the quantity transferred and retain the remaining records specified in Point 2.1.1.4 of Clause 2 Part III of this standard. Other units shall accept the technical documents provided for each generator according to the quantity transferred and a copy of the remaining records specified in Point 2.1.1.4 of Clause 2 Part III of this standard.
3.2. Quality inspection when transferring
Conduct external inspection in accordance with the provisions of Point 2.1 of Clause 2 Part II and operational inspection including engine start-up in accordance with the provisions of Point 4.3.4 of Clause 4 Part III of this standard.
3.3. Delivery Record
All transfer and transfer cases must establish a record clearly stating the quantity, quality, actual condition, other contents as prescribed, and accompanying documents and records.
4. Storage Process
4.1. Stacking Generators in Warehouse
4.1.1. Different types of generators must be stacked separately in rows; generators must not be stacked on top of each other; the warehouse floor must have sufficient space for storage and movement during entry and exit operations. The width of the aisle in the warehouse must not be less than 1.8 meters, the distance between two generators in the same row must not be less than 1.0 meter, and they must maintain a distance of at least 1.0 meter from the warehouse columns and walls; the distance between two adjacent generators must not be less than 1.5 times the radius of the generator door's swing.
4.1.2. Generators must be elevated to avoid moisture effects from the warehouse floor, specifically:
For generators without trailers, the entire frame base must be balanced and securely placed on a shelf or platform (concrete). The height above the warehouse floor must be between 35 cm and 40 cm to ensure ventilation, cleaning under the machine, changing oil, and other related maintenance tasks.
For generator sets with towing vehicles (using tires), the tires must be raised above the warehouse floor by 3 cm to 5 cm. The support points on the frame base of the machine and the axle of the wheels must ensure that the springs of the vehicle are not loaded. The entire tire should be deflated, leaving the air pressure in the remaining tire from 98 kPa to 147 kPa (from 1.0 kg/cm² to 1.5 kg/cm²). Use black plastic bags to completely cover the layer of the vehicle to limit the impact of sunlight and moisture.

4.1.3. Accessories accompanying the generator set (if any) must be placed on designated racks. Batteries accompanying the generator set must be removed from the machine, stored in a separate area, and not stacked on top of each other, following the manufacturer's instructions for storage.
4.2. Storage of parking spaces
These are tasks carried out after the handover and receipt of national reserve storage, including:
4.2.1. Cleaning the generator set
Clean all dirt and grease stains on the generator set casing thoroughly. Use clean water and soap to wash the frame, protective casing, and tires (if present). After rinsing with clean water to remove all soap, use compressed air to dry the entire machine;
Protect and store all markings, guidance signs, or warning signs written on the generator set; cleaning must not damage these markings. When cleaning, use a cloth and soap water, do not use chemicals or gasoline, oil; do not make the markings or drawings on the generator set blurry or disappear;
Do not use high-pressure water pumps to directly spray and wash the engine, generator head, and electrical control parts of the generator set; do not allow water to enter the engine, generator head, and control unit of the generator set.
4.2.2. Content of generator set maintenance work
Check all lubricating oil-containing components, replenish if there is insufficient oil or replace with new oil when the viscosity of the oil does not meet requirements;
Lubricate all grease nipples, bearings; wrap paper to isolate from the environment for parts connected to the inside of the engine; apply rust preventive grease to machine parts. Store rustproof fuel tanks, frame bases; apply grease to battery terminals, cable ends, and completely seal them from moisture;
For parts made of non-metallic materials (plastic, rubber, etc.), after cleaning and drying, wrap them tightly with dark-colored tape. Do not apply preservative grease or rust preventive oil to machine parts made of non-metallic materials and areas of the machine casing painted with paint;
Generator sets that need to be tested for operation must use external fuel containers for starting. Do not drain coolant containing corrosion inhibitors and scale inhibitors from the radiator of the generator set;
4.3. Regular Maintenance
4.3.1. Every day, the warehouse custodian must check the safety condition of the warehouse, roof leaks, harmful organisms entering the warehouse (pay attention to preventing mice from entering and damaging wires in the generator set); check the external condition of the generator set, if any unsafe signs are found, determine the cause, report to the responsible unit, and take timely measures. Check the temperature and humidity in the warehouse; when the environmental conditions are favorable for natural ventilation, open the warehouse doors to ventilate and reduce the temperature and humidity in the warehouse to ensure normal storage conditions (temperature not exceeding 35°C and relative humidity not exceeding 85%). If the relative humidity in the warehouse exceeds 90% continuously for several days, close the warehouse doors and implement forced ventilation using fans to reduce the humidity in the warehouse or use wooden partitions to separate each generator set to limit moisture accumulation in the generator set.

4.3.2. Once a week, use a broom or vacuum cleaner to clean the floor, ceiling, corners of the warehouse, and the surface of the generator set. Clean the exterior, use fine sandpaper to polish and clean rust spots on the casing and frame base of the generator set, apply rust preventive primer and topcoat paint of the same color at places where the paint has peeled off.
4.3.3. Quarterly, visually inspect the condensation of moisture on the entire generator set; if moisture is detected, proceed with drying and dehumidification. During periods of high humidity lasting several days, inspections should be conducted more frequently.
Note: Use fans to blow hot air to dry the generator set. Adjust the hot air evenly across the entire generator set, avoiding concentrated hot air at any single point. The drying process should gradually increase the temperature of the hot air, with each drying session lasting no less than 4 hours, and the maximum temperature of the hot air not exceeding 75°C for the engine and generator parts; not exceeding 30°C for the control parts.
4.3.4. Engine Operation
Once every three months, perform an engine run test to check the technical condition of the generator set (in cases where there are insufficient human resources and equipment for the engine run test, the reserve unit should hire someone to carry it out). Before running the engine, ensure safety factors for both people and goods during the operation. Conduct a full run test of all generator sets; the running time should be from 20 minutes to 30 minutes. The engine run test procedure must be carried out according to the following steps:
For the engine
+ Remove all insulation tapes from machine parts and clean thoroughly of grease;
+ Check the level of lubricating oil, coolant level, and replenish as required;
+ Inspect for leaks and cracks in fuel lines, cooling systems, lubricating oil systems, etc.; if leaks or cracks are found, repair or replace them;
+ Check the coupling between the generator and the engine;
+ Check and tighten all engine mounting bolts and clamps on pipes;
+ Clean and inspect the air filter;
+ Starting battery: Must have technical specifications compatible with the specifications of the accompanying battery and must be fully charged. Connect the battery terminals to the motor cables according to regulations (note that when connecting the battery to the starter motor, connect the positive cable of the starter motor to the positive terminal of the battery first, and when disconnecting, disconnect the negative terminal first, then the positive terminal). Do not use the accompanying battery to start the generator set;
+ Prepare fuel in the external container, insert the fuel supply pipe of the engine into the hanging tank. For diesel engines, connect the fuel return pipe to the hanging tank.

1.2. Testing and evaluation methods for generators (methods for assessing compliance): The supplier shall conduct testing and evaluation of the generators in accordance with the technical requirements specified in Article 1, Part II of this standard to declare conformity according to method 7 as stipulated in Article 5 of Circular No. 28/2012/TT-BKHCN.

||| Check all electrical wiring to ensure they are not exposed or broken; wire connections must be tight.
||| Check the operation of signal lights on the control panel and relays.
||| Starting the engine:
||| Ensure safety in the surrounding area before starting the engine.
||| Disconnect the main switch.
||| Start the engine and run it at low speed for 3 to 5 minutes until it reaches the specified operating temperature; increase running time during cold weather. Listen for smooth engine noise without unusual sounds from components; check for fuel leaks and cooling system issues. If abnormalities are detected, stop the engine, identify the cause, and resolve before restarting.
||| Gradually increase the throttle to reach the rated speed; check oil pressure and coolant temperature to ensure stable engine operation; if not stable, check and address the issue.
||| Note: If oil pressure does not rise within 20 seconds after starting, shut down immediately to find the cause and resolve before restarting; each start attempt should not exceed 5 seconds, with at least 15 seconds between consecutive starts; use the emergency stop switch only in emergencies, not for regular shutdowns. Before restarting, reset the emergency stop switch to the operational position.

||| Reduce engine speed and run at low speed for about 5 minutes to cool down.
||| Stop the engine by switching the starter to the off position.
||| Clean the entire generator set thoroughly.
||| Record operational data of the generator set in the maintenance logbook and prepare a completion report for the maintenance work.
||| During operation, if a generator set has technical faults, the storage unit must handle and fix them and report results according to regulations. If unable to resolve, the storage unit must clearly report the cause and propose solutions to the competent authority for review and resolution according to regulations.
||| 5. Procedure for Removing from Storage
||| 5.1. Prior to removing the generator set from storage

||| Inspect the quality of the generator set before removal, including visual inspection as per point 2.1 Article 2 Part II and operational testing as per point 4.3.4 Article 4 Part III of this standard.
||| During the quality inspection process, if a generator set has technical faults, the storage unit must contact the supplier to handle and fix them. If unable to resolve, the storage unit must clearly report the cause and propose solutions to the competent authority for review and resolution according to regulations.
||| 5.2. Generator sets removed from national reserve storage must meet quality requirements, accompanied by handover documents following the principle stipulated in point 3.1 Article 3 Part III of this standard, ensuring the principle of first-in-first-out, correct quantity and type. In other cases, written instructions from the competent authority are required.
||| 5.3. Complete documentation, maintenance logs, and cargo cards; properly organize and stack remaining generator sets for continued storage (in cases where the entire lot is not handed over).
||| 6. Reporting Requirements for Generator Set Quality
||| Within one month after completing storage entry, the State Reserve Corporation Regional Office receiving generator sets must report the quantity and quality of stored generator sets to the National Reserve Corporation as per Appendix A attached to this standard.
||| Monthly, subordinate State Reserve Corporation Branches must report to the State Reserve Corporation Regional Office on the quantity and quality of generator sets under storage before the 25th of each month, except for the last month of each quarter, which must be reported before the 20th of that month as per Appendix B attached to this standard. The data period is from the 15th of the previous month to the 14th of the reporting month.
||| Quarterly, the State Reserve Corporation Regional Office must compile and report to the National Reserve Corporation on the quantity and quality of generator sets under storage before the 20th of the last month of each quarter as per Appendix C attached to this standard. The data period is from the 15th of the previous quarter to the 14th of the last month of the reporting quarter. In exceptional cases, units must submit separate reports as per Appendix D attached to this standard.
||| Within one month after removal from storage, the State Reserve Corporation Regional Office must report the quantity and quality of removed generator sets to the National Reserve Corporation as per Appendix E attached to this standard.
||| Reports must be sent via postal service and electronically through the national reserve management system.
||| IV. REGULATIONS ON QUALITY MANAGEMENT OF GENERATOR SETS DURING HANDOVER, STORAGE, AND MAINTENANCE IN NATIONAL RESERVE STORAGE
The conformity assessment for announcing conformity of explosives precursors regulated by this standard shall be carried out according to Method 5 or Method 7 as stipulated in Appendix II accompanying Circular No. 14/2026/TT-BKHCN dated April 9, 2026, issued by the Minister of Science and Technology regarding the announcement of compliance with standards and regulations and conformity assessment methods with standards and technical regulations.
||| 1.1. Suppliers are responsible for declaring generator sets that comply with technical requirements stipulated in Article 1 Part II of this standard based on self-assessment results from the supplier, based on test results from recognized laboratories as per Article 48 of the Law on Standards and Technical Regulations. Suppliers must establish and submit compliance declaration documents to the State Reserve Corporation Regional Office managing the local area where the supplier registers production and business operations as per Article 14 of Circular No. 28/2012/TT-BKHCN, amended and supplemented by Clause 4 of Article 1 of Circular No. 02/2017/TT-BKHCN and Clause 4 of Article 19 of Circular No. 06/2020/TT-BKHCN. Suppliers must complete the compliance declaration before delivering the generator sets.

1.3. The State-owned Reserve Management Bureau in charge of the local area where the supplier registers for production and business shall accept and process the conformity declaration dossier, issue the Conformity Declaration Acceptance Notice within a maximum of 23 working days in accordance with Article 15 of Circular No. 28/2012/TT-BKHCN.
1.4. After making the conformity declaration, the supplier is responsible for affixing the conformity mark on the outer surface of the generator set in accordance with Clause 2 of Article 4 of Circular No. 28/2012/TT-BKHCN.
2. Quality inspection
2.1. Quality inspection before warehousing: In accordance with Article 2 of Part II and Article 2 of Part III of this standard.
2.2. Inspection during storage and before dispatch
2.2.1. Inspection during storage
Conducted in accordance with Part III of this standard. Six months prior to the end of the storage period without a dispatch plan, the State-owned Reserve Management Bureau shall organize an external inspection in accordance with Point 2.1 of Article 2 of Part II and an operational test run inspection in accordance with Point 4.3.4 of Article 4 of Part III of this standard; report the results to the National Reserve General Administration.
2.2.2. Inspection before dispatch
Conduct an external inspection in accordance with Point 2.1 of Article 2 of Part II and an operational test run inspection in accordance with Point 4.3.4 of Article 4 of Part III of this standard.
3. Time from when the manufacturer issues the quality certificate for the generator set to the signing of the temporary delivery receipt, warranty period, and storage period
3.1. Time from when the manufacturer issues the quality certificate for the generator set to the signing of the temporary delivery receipt (after passing the external inspection and operational test run): Maximum 9 months (including transportation time). Generator sets newly warehoused in the national reserve are 100% new.
3.2. Warranty period for the generator set: Minimum 7 years from the date of signing the receipt and delivery document for national reserve warehousing.

3.3. Storage period for generator set preservation: Maximum 7 years from the date of signing the receipt and delivery document for national reserve warehousing.
4. Requirements for warehouses
The warehouse storing generator sets must be a warehouse for storing rescue equipment and materials, with basic requirements as follows:
It must be a type of warehouse with surrounding walls; roof to protect against sun, rain, wind, and typhoons; ceiling to prevent heat;
The warehouse floor must be flat, hard, and capable of bearing loads during storage and preservation;
The warehouse must be equipped with sufficient ventilation fans to ensure dryness and coolness inside the warehouse; temperature and humidity measuring instruments; lighting system for preservation and security purposes;
The warehouse must have a bird, rat, termite, and other pest prevention system;
The warehouse must be far from chemical sources, flammable and explosive areas, high-voltage power lines, and minimize dust and thermal radiation;
There must be internal regulations, layout diagrams for goods placement, fire prevention and firefighting plans, and flood prevention plans.
5. Goods lot card
Each generator set received and dispatched must have a goods lot card containing the following information:

6. Record-keeping and inventory tracking system
6.1. Along with the issuance of accounting documents according to current accounting regulations, a record-keeping book (referred to as the preservation book) must be established:

7. Fire and explosion prevention
The head of the reserve unit is responsible for organizing fire and explosion prevention work in accordance with the law, ensuring the safety of goods and national reserve warehouses.
1. The supplier is responsible for providing generator sets that meet the technical requirements specified in Part II of this standard, cooperating with the reserve unit to conduct quality inspections of generator sets before receiving and warehousing them in the national reserve as stipulated in Part III of this standard, implementing conformity declarations, and fulfilling warranty responsibilities as stipulated in Part IV of this standard.
V. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS
2. The head of the reserve unit managing the local area where the supplier registers for production and business is responsible for accepting and processing conformity declaration dossiers and publishing conformity declaration information on the National Reserve Administration's online portal as required; reporting the situation of accepting and processing conformity declaration dossiers upon request from competent authorities. The head of the national reserve unit directly responsible for preserving generator sets is responsible for organizing pre-warehousing inspections, inspections during storage, and pre-dispatch inspections as stipulated in this standard; organizing the preservation of generator sets during storage; managing the quality of generator sets during receipt, dispatch, and storage in national reserve warehouses as stipulated in this standard.
3. Organizations conducting technical testing of generator sets are fully responsible under the law for the results of their tests.

2. Responsibilities of the parties regarding the temporarily handed over and received consignment during the time awaiting the results of technical requirement inspections at specialized agencies
2.1. Receiving party:
a) Implementing protection to ensure safety for the temporarily received generator set consignment, specifically:
Maintaining the correct quantity of the temporarily received generator sets;
Maintaining the intact condition of the generator sets as when they were temporarily received.
b) Being responsible for compensating losses if there is any damage (shortage in quantity or breakage, deformation, crushing) that does not remain intact as when temporarily received, due to reasons not determined as force majeure.
Force majeure is an event confirmed in writing by the People's Committee of the commune or ward (where the warehouse is located), including: (1) Fire or explosion causing damage to goods; (2) Natural disasters causing damage to goods.
c) Promptly notifying the supplying unit (in writing) to cooperate in handling and rectifying force majeure incidents concerning the temporarily handed over and received goods.
2.2. Delivering party:
a) Accepting and transporting the goods out of the National Reserve Warehouse after receiving inspection results from specialized agencies indicating non-compliance with technical requirements stipulated in the signed contract.
b) Accepting full liability for the temporarily delivered consignment if it suffers loss due to force majeure incidents.
