Regarding the application of tariff quotas for imported goods in Vietnam
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Resolution No. 05/2002/NQ-CP of the Government dated April 24, 2002;
At the proposal of the Minister of Trade,
DECISION:
Article 1. Apply tariff quotas for imported goods listed in the Appendix attached hereto.
Article 2. As of July 1, 2003, pilot apply tariff quotas for three items: cotton, raw tobacco, and salt; for the remaining items listed in the Appendix attached hereto, the Ministry of Trade shall take the lead, coordinate with the Ministry of Finance and relevant ministries and agencies managing production, based on the actual situation of production and import/export of these items, decide the time to apply tariff quotas in 2004.
Article 3. The quantity of tariff quotas and the method of managing tariff quotas for each item shall be decided by the Ministry of Trade after consulting the Ministry of Finance and relevant ministries managing production.
Article 4. Determining the rate of duty within the quota and the rate of duty outside the tariff quota for items subject to tariff quotas shall be led by the Ministry of Finance, coordinating with relevant management agencies and the Ministry of Trade to decide and implement according to the Law.
Article 5. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 6. Ministers, heads of ministerial-level agencies, heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for guiding and implementing this Decision./.
