Circular No. 92/2025/TT-BQP abolishes in full and in part certain regulatory legal documents within the authority to issue of the Minister of National Defense.

CIRCULAR

REPEALING ENTIRELY AND IN PART CERTAIN LEGAL DOCUMENTS WITHIN THE AUTHORITY OF THE MINISTER OF NATIONAL DEFENSE

Decree No. Decision No. 78/2025/NĐ-CP dated April 1, 2025, providing detailed regulations on certain provisions and measures for organization, guidance, and implementation Law on Legislative Decrees;

Decree No. 187/2025/NĐ-CP amended and supplemented on July 1, 2025, certain provisions of Decree No. Decision No. 78/2025/NĐ-CP April 1, 2025 of the Government detailing certain provisions and measures to organize and guide the implementation of the Law on Enactment of Legal Documents Law on Enacting Legal Regulatory Documents and Decree No. 79/2025/NĐ-CP dated April 1, 2025, concerning inspection, review, systematization, and handling of legal documents;

BASED ON Decree No. 01/2022/NĐ-CP dated November 30, 2022, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense; Decree No. 03/2025/NĐ-CP dated February 28, 2025, amending and supplementing certain provisions of Decree No. 01/2022/NĐ-CP dated November 30, 2022;

PURSUANT TO the proposal of the Director of the Legal Department of the Ministry of National Defense;

THE MINISTER OF NATIONAL DEFENSE ISSUES THIS CIRCULAR TO REPEAL ENTIRELY AND IN PART CERTAIN LEGAL DOCUMENTS WITHIN THE AUTHORITY OF THE MINISTER OF NATIONAL DEFENSE.

Clause 4 of Article 6REPEAL ENTIRELY 32 LEGAL DOCUMENTS ON MILITARY, NATIONAL DEFENSE, AND COMMUNICATION SECURITY WITHIN THE AUTHORITY OF THE MINISTER OF NATIONAL DEFENSE, SPECIFIED IN ANNEX I ATTACHED TO THIS CIRCULAR.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentREPEAL IN PART ONE LEGAL DOCUMENT ON MILITARY, NATIONAL DEFENSE, AND COMMUNICATION SECURITY WITHIN THE AUTHORITY OF THE MINISTER OF NATIONAL DEFENSE, SPECIFIED IN ANNEX II ATTACHED TO THIS CIRCULAR.

Article 3. THIS CIRCULAR SHALL TAKE EFFECT FROM OCTOBER 3, 2025.

Article 4. THE DIRECTOR OF THE LEGAL DEPARTMENT, HEADS OF AGENCIES AND UNITS UNDER THE MINISTRY OF NATIONAL DEFENSE; AGENCIES, UNITS, AND INDIVIDUALS CONCERNED ARE RESPONSIBLE FOR IMPLEMENTATION OF THIS CIRCULAR./.
