Adjusting the Legislative Program for 2025
THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
Pursuant to the Constitution of the Socialist Republic of Vietnam amended and supplemented by Resolution No. 203/2025/QH15;
Pursuant to the Law on Organization of the National Assembly No. 57/2014/QH13 amended and supplemented by Law No. 65/2020/QH14 and Law No. 62/2025/QH15;
Pursuant to the Law on Issuing Legal Normative Documents No. 64/2025/QH15 amended and supplemented by Law No. 87/2025/QH15;
Based on the consideration of the Proposals No. 505/TTr-CP dated June 11, 2025, No. 531/TTr-CP dated June 18, 2025, No. 536/TTr-CP dated June 19, 2025, and No. 579/TTr-CP dated June 24, 2025 of the Government, and the Report No. 639/BC-UBPLTP15 dated July 9, 2025 of the Standing Committee of the Committee for Legislation and Justice;
RESOLUTION:
Article 1. Adjusting the Legislative Program for 2025
Supplementing the Legislative Program for 2025 to be submitted to the National Assembly for comments and approval at the 10th Session (October 2025) with four projects:
1. Cybersecurity Law (comprehensively revising the Cybersecurity Law and comprehensively revising the Law on Information Security into one law), to be implemented according to the expedited procedures;
2. Judicial Appraisal Law (revised), to be implemented according to the expedited procedures;
3. E-commerce Law;
4. Thrift and Anti-Waste Law (comprehensively revising the Law on Thrift and Anti-Waste);

Assigning the agencies responsible for submitting, the main reviewing agencies, participating reviewing agencies, and the progress schedule for submitting to the Standing Committee of the National Assembly for comments on the four laws supplemented to the Legislative Program for 2025 as follows:
