HEAD OF THE NATIONAL STEERING COMMITTEE FOR INFORMATION TECHNOLOGY
Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 81/2001/QĐ-TTg dated May 24, 2001 of the Prime Minister approving the Action Program to implement Directive No. 58-CT/TW of the Politburo on intensifying the application and development of information technology to serve the industrialization and modernization process from 2001 to 2005;
Pursuant to Decision No. 176/2002/QĐ-TTg dated December 3, 2002 of the Prime Minister establishing the Steering Committee for the Action Program to implement Directive No. 58-CT/TW of the Politburo on intensifying the application and development of information technology to serve the industrialization and modernization process from 2001 to 2005;
Pursuant to Decision No. 03/QĐ-BCĐ58 dated April 18, 2003 of the Head of the National Steering Committee for Information Technology promulgating the Regulation on organization and operation of the National Steering Committee for Information Technology;

Article 1. The Office assisting the National Steering Committee for Information Technology (hereinafter referred to as the Office of the National Steering Committee for Information Technology) shall be located at the Ministry of Posts and Telecommunications and shall have the function of assisting the National Steering Committee for Information Technology in directing and managing to fulfill the tasks prescribed in Article 2 of the Regulation on organization and operation of the National Steering Committee for Information Technology issued pursuant to Decision No. 03/QĐ-BCĐ58 dated April 18, 2003 of the Head of the National Steering Committee for Information Technology.
Article 2. The Office of the National Steering Committee for Information Technology shall have the following tasks and powers:
1. To draft the annual work plan and program of the National Steering Committee for Information Technology.
2. To receive, process, store, provide data and documents serving the activities of the National Steering Committee for Information Technology.
3. To draft documents of the National Steering Committee for Information Technology; prepare materials and reports on the contents of meetings of the National Steering Committee for Information Technology.
4. To monitor, guide, inspect, and promptly report to the National Steering Committee for Information Technology on the implementation of tasks, plans, and issues arising during the implementation of Directive No. 58-CT/TW by ministries, sectors, and localities.
5. To request ministries, sectors, and localities to provide necessary information related to the implementation of Directive No. 58-CT/TW and other State documents on intensifying the application and development of information technology.
6. To study, propose, and advise the National Steering Committee for Information Technology on mechanisms, policies, and measures to promote the application and development of information technology.
7. To act as the focal point for implementing international cooperation activities in information technology to serve the work of the National Steering Committee for Information Technology.
8. To participate with units under the Ministry of Posts and Telecommunications in researching and drafting strategies, policies, planning, and plans on the application and development of information technology to implement Directive No. 58-CT/TW.
9. To manage and use the seal and account of the National Steering Committee for Information Technology in accordance with the provisions of the law.
10. To manage the organization, personnel, assets, files, and documents of the Office of the National Steering Committee for Information Technology in accordance with the provisions of the law and the delegation of the Minister of Posts and Telecommunications.
11. To perform other tasks assigned by the Head of the National Steering Committee for Information Technology and the Minister of Posts and Telecommunications.
Article 3. The Office of the National Steering Committee for Information Technology shall be headed by the Director of the Office, assisted by the Deputy Director of the Office, accounting staff, and other specialized civil servants.
The Director of the Office shall be responsible before the Head of the National Steering Committee for Information Technology and the Minister of Posts and Telecommunications for the entire organization and operation of the Office of the National Steering Committee for Information Technology and the performance of the tasks and powers stipulated in Article 2 of this Decision.
The Deputy Director of the Office shall assist the Director of the Office and shall be responsible to the Director of the Office for the tasks delegated.
The titles and duties of specialized civil servants assisting the Office of the National Steering Committee for Information Technology shall be defined by the Director of the Office.
The staffing of the Office of the National Steering Committee for Information Technology shall be established by the Director of the Office and submitted to the Minister of Posts and Telecommunications for decision.
Article 4. The operating funds of the National Steering Committee for Information Technology shall be guaranteed by the State budget. The Office of the National Steering Committee for Information Technology shall be responsible for receiving, managing, and using the operating funds of the National Steering Committee for Information Technology in accordance with current legal regulations.
The Office of the National Steering Committee for Information Technology shall have its own seal and account for transactions in accordance with the provisions of the law.
Article 5. This Decision shall take effect fifteen days from the date of signature.
Article 6. The Director of the Ministry, the Director of the Personnel Department, the Director of the Office of the National Steering Committee for Information Technology, and the heads of units under the Ministry of Posts and Telecommunications shall be responsible for implementing this Decision./.
