Issuing National Technical Regulations on the Quality of Rice and Corn Seeds, wheat

Pursuant to Law on Standards and Technical Regulations No. 68/2006/QH11, amended and supplemented by Law No. 35/2018/QH14 and Law No. 70/2025/QH15;

Pursuant to Law on Product and Goods Quality No. 05/2007/QH12, amended and supplemented by Law No. 78/2025/QH15;

Pursuant to Law on Crop Production No. 31/2018/QH14, amended and supplemented by Law No. 146/2025/QH15;

Pursuant to Government Decree No. 127/2007/NĐ-CP dated August 1, 2007 detailing the implementation of certain provisions of the Law on Standards and Technical Regulations, amended and supplemented by Government Decrees No. 67/2009/NĐ-CP and No. 78/2018/NĐ-CP;

Pursuant to Government Decree No. 132/2008/NĐ-CP dated December 31, 2008 detailing the implementation of certain provisions of the Law on Product and Goods Quality, amended and supplemented by Government Decrees No. 67/2009/NĐ-CP, No. 74/2018/NĐ-CP, No. 154/2018/NĐ-CP, and No. 13/2022/NĐ-CP;

Pursuant to Government Decree No. 94/2019/NĐ-CP dated December 13, 2019 detailing certain provisions of the Law on Crop Production regarding plant varieties and cultivation;

Pursuant to Government Decree No. 35/2025/NĐ-CP dated February 25, 2025 detailing the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Based on the proposal of the Director of the Crop Production and Plant Protection Department;

The Minister of Agriculture and Rural Development issues this Circular on the issuance of National Technical Regulations on the quality of rice and corn seeds.

Article 1. Attached to this Circular are 05 National Technical Regulations on the quality of rice and corn seeds, including:

1. QCVN 101:2025/BNNMT - National Technical Regulation on the quality of pure rice seeds;

2. QCVN 102:2025/BNNMT - National Technical Regulation on the quality of two-line hybrid rice seeds;

3. QCVN 103:2025/BNNMT - National Technical Regulation on the quality of three-line hybrid rice seeds;

4. QCVN 104:2025/BNNMT - National Technical Regulation on the quality of hybrid corn seeds;

5. QCVN 105:2025/BNNMT - National Technical Regulation on the quality of open-pollinated corn seeds.

Article 2. Effective Date

1. This Circular shall take effect from July 1, 2026.

2. Circular No. 45/2011/TT-BNNPTNT dated June 24, 2011 issued by the Minister of Agriculture and Rural Development on National Technical Regulations on the quality of plant varieties and Circular No. 46/2015/TT-BNNPTNT dated December 15, 2015 issued by the Minister of Agriculture and Rural Development on conformity certification and declaration for plant varieties shall cease to be effective from the date this Circular takes effect.

Article 3. Implementation

1. The Heads of the Science and Technology Department, the Director of the Crop Production and Plant Protection Department, the Heads of units under the Ministry of Agriculture and Rural Development, the People's Committees of provinces and centrally governed cities, and relevant agencies, organizations, and individuals are responsible for implementing this Circular.

2. In the course of implementation, if there are difficulties or obstacles, agencies, organizations, and individuals are requested to report to the Ministry of Agriculture and Rural Development (Crop Production and Plant Protection Department) for consideration and timely resolution./.
