RESOLUTION

REGULATIONS ON THE IMPLEMENTATION OF DEMOCRACY WITHIN THE NATIONAL ASSEMBLY’S ETHNIC COUNCIL, COMMITTEES, STANDING COMMITTEE OF THE PEOPLE'S COUNCIL, AND DEPARTMENTS OF THE PEOPLE'S COUNCIL

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

On the basis of The Constitution of the Socialist Republic of Vietnam has been amended and supplemented by Resolution No. 203/2025/QH15;

On the basis of Law on Implementing Democracy at the Grassroots Level No. 10/2022/QH15 has been amended and supplemented with some articles according to Law No. 47/2024/QH15 and Law No. 97/2025/QH15;

On the basis of The Law on the Organization of the National Assembly No. 57/2014/QH13 has been amended and supplemented with some articles according to Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

On the basis of Law on Local Administration Organization No. 72/2025/QH15;

On the basis of Law on Legislative Activities No. 64/2025/QH15 has been amended and supplemented with some articles pursuant to Law No. 87/2025/QH15.

RESOLUTION:

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

This resolution stipulates the content and methods for organizing the implementation of democracy within the National Assembly’s Ethnic Council, Committees, Standing Committee of the People's Council, and Departments of the People's Council.

Article 2. Principles for Implementing Democracy Within the National Assembly’s Ethnic Council, Committees, Standing Committee of the People's Council, and Departments of the People's Council

1. Fully implement the principles of grassroots democracy as prescribed by laws on implementing democracy at the grassroots level.

2. Ensure collective working procedures combined with emphasizing the responsibilities of the Standing Committee of the Ethnic Council, Standing Committee of the Committees, Standing Committee of the People's Council, and the role of leadership by the Chairperson of the Ethnic Council, the Head of the Committees, the Chairperson of the People's Council, and the Heads of the Departments of the People's Council.

3. Timely detect and strictly handle violations of regulations concerning the implementation of democracy within the National Assembly’s Ethnic Council, Committees, Standing Committee of the People's Council, and Departments of the People's Council as prescribed by law.

Chapter II
IMPLEMENTING DEMOCRACY WITHIN THE NATIONAL ASSEMBLY’S ETHNIC COUNCIL, COMMITTEES

Section 1

PUBLIC INFORMATION DISCLOSURE WITHIN THE NATIONAL ASSEMBLY’S ETHNIC COUNCIL, COMMITTEES

Article 3. Contents Required to be Disclosed Within the National Assembly’s Ethnic Council, Committees

1. Contents required to be disclosed as stipulated in Article 46 of the Law on Implementing Democracy at the Grassroots Level that are directly related to the activities of the National Assembly’s Ethnic Council, Committees.

2. Division of work and coordination of activities of the Chairperson, Vice-Chairpersons of the Ethnic Council, the Head, Deputy Heads of the Committees, Members of the National Assembly who specialize in the Ethnic Council, Committees, and Members of the National Assembly who concurrently serve in the Ethnic Council, Committees; division of regular work of the specialized departments of the Ethnic Council, Committees.

3. Results of establishing Subcommittees of the Ethnic Council, Committees serving regular activities or specific tasks under their jurisdiction.

4. Content and progress of submitting draft laws, resolutions before the National Assembly, draft ordinances, resolutions before the Standing Committee of the National Assembly for draft laws, ordinances, resolutions assigned to lead drafting.

5. Results of leading the review, participating in incorporating suggestions, and revising draft laws, ordinances, resolutions; participating in reviewing and providing opinions on other draft projects, reports, proposals as assigned by the National Assembly, the Standing Committee of the National Assembly.

6. Programs, plans, and results of conducting supervisory and investigative activities within the jurisdiction of the Ethnic Council, Committees or as assigned by the National Assembly, the Standing Committee of the National Assembly.

7. Results of handling by competent agencies, organizations, individuals of the Ethnic Council, Committees' recommendations.

8. Results of performing other functions as prescribed by the National Assembly, the Standing Committee of the National Assembly.

9. Results of coordinating with the National Assembly Office to ensure operational conditions for the Ethnic Council, Committees.

Article 4. Contents to be disclosed internally within the Standing Committee of the National Assembly's Ethnic Council and the Standing Committee of the National Assembly’s Committees

1. The contents stipulated in Article 3 of this Resolution.

2. Content and progress in leading the review, participating in receiving and revising draft laws, ordinances, resolutions; participating in reviewing and giving opinions on other draft projects, reports, proposals according to the division of labor by the National Assembly and the Standing Committee of the National Assembly.

3. Implementation of supervisory activities, surveys; organizing inspection delegations, working delegations, survey delegations, research delegations of the National Assembly's Ethnic Council, Committees, and the National Assembly and the Standing Committee of the National Assembly when assigned.

4. Results of performing tasks related to personnel work under their authority as prescribed; management and use of funds, assets, material infrastructure, and other conditions ensuring the operation of the National Assembly's Ethnic Council, Committees.

5. Results of coordinating with the Standing Committee of the Delegation Work Committee in personnel work and ensuring the system of policies for National Assembly members who are members of the Standing Committee of the Ethnic Council, Standing Committee of the Committees.

6. Results of implementing the system of policies and organizational personnel work for professional department civil servants of the National Assembly's Ethnic Council, Committees as prescribed in Clause 6, Article 46 of the Law on Implementing Democracy at the Grassroots Level.

Article 5. Contents to be disclosed internally within the Professional Departments of the National Assembly's Ethnic Council and Committees

1. The contents stipulated in Clauses 2, 3, 4, 5, and 6 of Article 3 of this Resolution. The contents stipulated in Clauses 1, 7, 8, and 9 of Article 3 of this Resolution shall be decided by the Standing Committee of the Ethnic Council, Standing Committee of the Committees.

2. The contents stipulated in Clauses 2, 3, and 6 of Article 4 of this Resolution.

3. The situation of organizing the implementation of tasks and the implementation of regular reporting systems of the Professional Departments according to the Operational Regulations of the Ethnic Council, Committees and relevant provisions; results of coordination with related units of the National Assembly Office and other Professional Departments of the Ethnic Council, Committees.

4. Organizing for Professional Department civil servants to discuss and decide, participate in opinions, inspect, supervise the implementation of democracy within the Professional Departments as prescribed in Articles 49, 53, and 56 of the Law on Implementing Democracy at the Grassroots Level.

Article 6. Forms and Time Points for Disclosure of Information

1. In addition to the forms prescribed in Clause 1, Article 47 of the Law on Implementing Democracy at the Grassroots Level, disclosure of information in the Ethnic Council, Committees is also implemented through the following forms:

a) The Ethnic Council, Committees disclose the information prescribed in Article 3 of this Resolution at plenary meetings of the Ethnic Council, Committees.

b) The Standing Committee of the Ethnic Council, Standing Committee of the Committees disclose the information prescribed in Article 4 of this Resolution at standing committee meetings of the Ethnic Council, Standing Committee of the Committees.

c) The Professional Departments disclose the information prescribed in Article 5 of this Resolution at deployment meetings, mid-term reviews, final summaries, and meetings of the Professional Departments.

2. The time point for disclosing information is carried out according to the regulations on the timing of organizing the forms of information disclosure in Clause 1 of this Article. In cases where information is posted publicly at the headquarters of the Ethnic Council, Committees, Professional Departments, it must be continuously posted for at least 20 consecutive days from the date of posting.

Article 7. Responsibilities for organizing the disclosure of information within the National Ethnic Council and the Committees of the National Assembly

1. The Standing Committee of the National Ethnic Council and the Standing Committee of the Committees of the National Assembly shall be responsible for:

a) Directing the preparation of content and materials to serve the provision of information to members of the National Ethnic Council and the Committees of the National Assembly;

b) Ensuring that members of the National Ethnic Council and the Committees of the National Assembly, and professional civil servants of the specialized departments are provided with information on matters within their scope of duties and powers.

2. The Chairman of the National Ethnic Council and the Head of the Committees of the National Assembly shall be responsible for:

a) Directing the organization of disclosure within the National Ethnic Council and the Committees of the National Assembly, the Standing Committee of the National Ethnic Council, the Standing Committee of the Committees of the National Assembly, and the specialized departments regarding matters within their scope of duties and powers according to the forms prescribed in Article 6 of this Resolution;

b) Directing the provision of information required to be disclosed within their authority when requested according to the provisions of Clause 4, Article 48 of the Law on Promoting Democracy at the Grassroots Level;

c) Deciding on other contents of information needed to be disclosed in accordance with the actual conditions of the National Ethnic Council, the Committees of the National Assembly, and the specialized departments.

3. The Vice-Chairman of the National Ethnic Council and the Deputy Head of the Committees of the National Assembly shall be responsible for:

a) Directing the implementation of requirements for disclosing information within the National Ethnic Council and the Committees of the National Assembly as stipulated in Articles 3, 4, and 5 of this Resolution according to the division of labor or delegation by the Chairman of the National Ethnic Council and the Head of the Committees of the National Assembly;

b) In cases where necessary, they may determine additional contents of information needed to be disclosed in accordance with the actual conditions of the National Ethnic Council, the Committees of the National Assembly, and the specialized departments, report to the Chairman of the National Ethnic Council and the Head of the Committees of the National Assembly for consideration and decision.

4. Members of the National Ethnic Council and the Committees of the National Assembly who are full-time National Assembly deputies shall be responsible for participating in directing the implementation of the contents prescribed in Clause 3 of this Article according to the division of labor by the Chairman of the National Ethnic Council and the Head of the Committees of the National Assembly.

5. Members of the National Ethnic Council and the Committees of the National Assembly shall be responsible for proactively proposing, reporting, requesting the provision or additional disclosure of information on matters within their scope of duties and powers.

6. Professional civil servants of the specialized departments shall be responsible for preparing the content and materials related to the disclosure of information within the National Ethnic Council and the Committees of the National Assembly; advising and serving the organization of the implementation of the contents prescribed in this Article.

Section 2

DISCUSSION AND DECISIONS WITHIN THE NATIONAL ETHNIC COUNCIL AND THE COMMITTEES OF THE NATIONAL ASSEMBLY

Article 8. Contents discussed and decided upon by members of the National Ethnic Council and the Committees of the National Assembly

1. Annual work plans of the National Ethnic Council and the Committees of the National Assembly; working regulations of the National Ethnic Council and the Committees of the National Assembly.

2. Contents of scrutiny, drafting of draft laws, ordinances, resolutions by the National Ethnic Council and the Committees of the National Assembly; contents of supervision within the areas under their responsibility.

Article 9. Contents discussed and decided upon by members of the Standing Committee of the National Ethnic Council and the Standing Committee of the Committees of the National Assembly

1. The contents prescribed in Article 3, Clauses 2, 3, and 6 of Article 4 of this Resolution.

2. Plans for scrutiny, drafting, participation in receiving, revising draft laws, ordinances, resolutions by the National Ethnic Council and the Committees of the National Assembly; plans for implementing supervisory activities within the areas under their responsibility.

3. Contents of task assignments and coordination of activities among members of the Standing Committee of the National Ethnic Council and the Standing Committee of the Committees of the National Assembly.

Article 10. Forms of discussion and decision-making

1. Members of the National Ethnic Council and the Committee of the National Assembly discuss and decide on the contents stipulated in Article 8 of this Resolution at the plenary session of the National Ethnic Council and the Committee of the National Assembly.

2. Members of the Standing Committee of the National Ethnic Council and the Standing Committee of the Committee of the National Assembly discuss and decide on the contents stipulated in Article 9 of this Resolution at the meeting of the Standing Committee of the National Ethnic Council and the Standing Committee of the Committee of the National Assembly.

3. In cases where it is not possible to organize a plenary session or a meeting, the discussion and decision-making shall be carried out through the form of requesting opinions in writing or other forms decided by the Chairman of the National Ethnic Council and the Head of the Committee of the National Assembly.

Article 11. Responsibilities for organizing and implementing discussions and decisions within the National Ethnic Council and the Committee of the National Assembly

1. The Standing Committee of the National Ethnic Council and the Standing Committee of the Committees of the National Assembly shall be responsible for:

a) Direct the preparation of content and materials and ensure that members of the National Ethnic Council and the Committee of the National Assembly participate in discussions and decisions on issues within their scope of duties and powers;

b) Monitor, urge, and ensure the implementation of work contents already discussed and decided upon by the National Ethnic Council and the Committee of the National Assembly, the Standing Committee of the National Ethnic Council, and the Standing Committee of the Committee of the National Assembly.

2. The Chairman of the National Ethnic Council and the Head of the Committees of the National Assembly shall be responsible for:

a) Direct the organization for members of the National Ethnic Council and the Committee of the National Assembly to participate in discussions and decisions on issues within their scope of duties and powers according to the forms prescribed in Article 10 of this Resolution;

b) In necessary cases, convene an emergency meeting to discuss and decide on arising issues within the scope of duties and powers of the National Ethnic Council and the Committee of the National Assembly, or decide to request written opinions from members of the National Ethnic Council and the Committee of the National Assembly.

3. The Vice-Chairman of the National Ethnic Council and the Deputy Head of the Committees of the National Assembly shall be responsible for:

a) Direct the implementation of contents already discussed and decided upon by the National Ethnic Council and the Committee of the National Assembly, the Standing Committee of the National Ethnic Council, and the Standing Committee of the Committee of the National Assembly as prescribed in Articles 8 and 9 of this Resolution according to the division of labor or delegation of authority by the Chairman of the National Ethnic Council and the Head of the Committee of the National Assembly;

b) In necessary cases, determine additional contents to bring before the collective for discussion and decision; propose solutions to arising issues during the implementation process, report to the Chairman of the National Ethnic Council and the Head of the Committee of the National Assembly for consideration and decision.

4. Members of the National Ethnic Council and the Committees of the National Assembly who are full-time National Assembly deputies shall be responsible for participating in directing the implementation of the contents prescribed in Clause 3 of this Article according to the division of labor by the Chairman of the National Ethnic Council and the Head of the Committees of the National Assembly.

5. Members of the National Ethnic Council and the Committee of the National Assembly have the responsibility:

a) Actively and exemplary participate in discussions and decisions on contents within their scope of duties and powers as stipulated in Articles 8 and 9 of this Resolution; strictly implement contents already collectively discussed and decided upon;

b) If they find that the collective decision contains content inconsistent with legal provisions, promptly raise and reflect such issues to the Chairman of the National Ethnic Council, the Head of the Committee of the National Assembly, the Standing Committee of the National Ethnic Council, and the Standing Committee of the Committee of the National Assembly for consideration and handling.

6. Civil servants of the specialized departments have the responsibility to prepare content and materials related to discussions and decisions within the National Ethnic Council and the Committee of the National Assembly; provide advisory support for the organization and implementation of contents prescribed in this Article.

Section 3

PARTICIPATION IN OPINIONS WITHIN THE NATIONAL ETHNIC COUNCIL AND THE COMMITTEE OF THE NATIONAL ASSEMBLY

Article 12. Content of opinions provided by members of the National Ethnic Council and the Committee of the National Assembly

1. The contents stipulated in Article 3 of this Resolution.

2. Draft laws, ordinances, resolutions primarily reviewed, drafted, adopted, and revised by the National Ethnic Council and the Committee of the National Assembly.

3. Draft supervision reports of the National Ethnic Council and the Committee of the National Assembly.

Article 13. Content of opinions provided by members of the Standing National Ethnic Council, Standing Committee of the National Assembly, and professional civil servants of the Department

1. Members of the Standing National Ethnic Council and the Standing Committee of the National Assembly provide opinions on the contents stipulated in Article 4, Clause 3, and Clause 4 of this Resolution.

2. Professional civil servants of the Department provide opinions on the contents stipulated in Clause 6 of Article 4, Clause 3, and Clause 4 of Article 5 of this Resolution.

Article 14. Forms of providing opinions

In addition to the forms prescribed in Article 54 of the Law on Implementing Democracy at the Grassroots Level, the provision of opinions at the National Ethnic Council and the Committee of the National Assembly shall also be carried out through the following forms:

1. Members of the National Ethnic Council and the Committee of the National Assembly provide opinions on the contents stipulated in Article 12 of this Resolution during plenary sessions of the National Ethnic Council and the Committee of the National Assembly;

2. Members of the Standing National Ethnic Council and the Standing Committee of the National Assembly provide opinions on the contents stipulated in Clause 1 of Article 13 of this Resolution during meetings of the Standing National Ethnic Council and the Standing Committee of the National Assembly;

3. Professional civil servants of the Department provide opinions on the contents stipulated in Clause 2 of Article 13 of this Resolution during conferences to implement work, mid-term reviews, final summaries, and meetings of the Department.

Article 15. Responsibilities for organizing the implementation of opinion provision within the National Ethnic Council and the Committee of the National Assembly

1. The Standing Committee of the National Ethnic Council and the Standing Committee of the Committees of the National Assembly shall be responsible for:

a) Direct the preparation of content and materials to serve the collection of opinions from members of the National Ethnic Council and the Committee of the National Assembly;

b) Ensure that members of the National Ethnic Council and the Committee of the National Assembly, and professional civil servants of the Department can provide opinions on issues within their scope of duties and authority.

2. The Chairman of the National Ethnic Council and the Head of the Committees of the National Assembly shall be responsible for:

a) Direct the organization of the collection of opinions from members of the National Ethnic Council and the Committee of the National Assembly, members of the Standing National Ethnic Council and the Standing Committee of the National Assembly, and professional civil servants of the Department on issues within their scope of duties and authority according to the forms prescribed in Article 14 of this Resolution;

b) Direct the receipt, consolidation, adoption, explanation, and feedback of opinions provided, and publicize feedback information;

c) Decide on other content requiring opinions that are appropriate to the actual conditions of the National Ethnic Council, the Committee of the National Assembly, and the Department.

3. The Vice-Chairman of the National Ethnic Council and the Deputy Head of the Committees of the National Assembly shall be responsible for:

a) Direct the organization of the collection of opinions from members of the National Ethnic Council and the Committee of the National Assembly, and professional civil servants of the Department as prescribed in Articles 12 and 13 of this Resolution according to the division of labor or delegation by the Chairman of the National Ethnic Council and the Head of the Committee of the National Assembly;

b) Direct the organization of the receipt and consolidation of content of opinions from members of the National Ethnic Council and the Committee of the National Assembly and professional civil servants of the Department; study and prepare content for adoption, explanation, and feedback of opinions, report to the Chairman of the National Ethnic Council and the Head of the Committee of the National Assembly for consideration and decision.

4. Members of the National Ethnic Council and the Committees of the National Assembly who are full-time National Assembly deputies shall be responsible for participating in directing the implementation of the contents prescribed in Clause 3 of this Article according to the division of labor by the Chairman of the National Ethnic Council and the Head of the Committees of the National Assembly.

5. Members of the National Ethnic Council and the Committee of the National Assembly have the responsibility:

a) Actively provide opinions and vote on issues within the scope of duties and authority of the National Ethnic Council and the Committee of the National Assembly; clearly express personal views when required and retain opinions in cases where the provided opinion differs from the collective opinion;

b) Proactively propose, report, request the provision or supplementation of information to serve the provision of opinions on issues within the scope of duties and authority of members of the National Ethnic Council and the Committee of the National Assembly.

6. Professional civil servants of the Department have the responsibility to provide timely, truthful, and objective opinions and proposals on issues related to advisory work and organizational support for activities of the National Ethnic Council and the Committee of the National Assembly, and other issues within their scope of duties when assigned.

Section 4

INTERNAL INSPECTION AND SUPERVISION WITHIN THE NATIONAL ETHNIC COUNCIL AND THE COMMITTEE OF THE NATIONAL ASSEMBLY

Article 16. Contents of inspection and supervision by members of the National Ethnic Council and the Committee of the National Assembly

1. Members of the National Ethnic Council and the Committee of the National Assembly shall inspect the implementation of contents discussed and decided upon as stipulated in Article 8 of this Resolution.

2. Members of the National Ethnic Council and the Committee of the National Assembly shall supervise the organization and implementation of democracy within the National Ethnic Council and the Committee of the National Assembly to which they belong, and the implementation of systems, policies, and laws by the Chairman of the National Ethnic Council, the Head of the Committee of the National Assembly, the Standing Committee of the National Ethnic Council, the Standing Committee of the Committee of the National Assembly, and the performance of duties by other members.

Article 17. Contents of inspection and supervision by members of the Standing Committee of the National Ethnic Council and the Standing Committee of the Committee of the National Assembly

1. Members of the Standing Committee of the National Ethnic Council and the Standing Committee of the Committee of the National Assembly shall inspect the implementation of contents discussed and decided upon as stipulated in Article 9 of this Resolution.

2. Members of the Standing Committee of the National Ethnic Council and the Standing Committee of the Committee of the National Assembly shall supervise the organization and implementation of democracy within the Standing Committee of the National Ethnic Council and the Standing Committee of the Committee of the National Assembly to which they belong, and the implementation of systems, policies, and laws by the Chairman of the National Ethnic Council, the Head of the Committee of the National Assembly, and the performance of duties by other members of the Standing Committee of the National Ethnic Council and the Standing Committee of the Committee of the National Assembly.

Article 18. Forms of Inspection and Supervision

The inspection and supervision by members of the National Ethnic Council, the Committee of the National Assembly, the Standing Committee of the National Ethnic Council, and the Standing Committee of the Committee of the National Assembly shall be carried out through forms prescribed in points a, b, and c Clause 1 Article 57 of the Law on Implementing Democracy at the Grassroots Level.

Article 19. Responsibilities for Organizing Implementation of Inspection and Supervision within the National Ethnic Council and the Committee of the National Assembly

1. The Standing Committee of the National Ethnic Council and the Standing Committee of the Committees of the National Assembly shall be responsible for:

a) Ensuring that inspection and supervision activities within the National Ethnic Council and the Committee of the National Assembly are conducted regularly, continuously, systematically, and effectively; thereby taking measures to promote strengths, rectify weaknesses, promptly address and prevent violations;

b) Ensuring that contents of recommendations and reflections made through inspection and supervision by members of the National Ethnic Council and the Committee of the National Assembly are received, examined, and resolved promptly.

2. The Chairman of the National Ethnic Council and the Head of the Committees of the National Assembly shall be responsible for:

a) Directing the organization for members of the National Ethnic Council and the Committee of the National Assembly to carry out inspection and supervision on issues within their scope of tasks and powers according to the forms prescribed in Article 18 of this Resolution;

b) Monitoring, urging, directing verification, and clarifying violations discovered through inspection and supervision to resolve them within their authority or recommending competent authorities to resolve them.

3. The Vice-Chairman of the National Ethnic Council and the Deputy Head of the Committees of the National Assembly shall be responsible for:

a) Directing the organization to implement inspection and supervision within the National Ethnic Council, the Committee of the National Assembly, the Standing Committee of the National Ethnic Council, and the Standing Committee of the Committee of the National Assembly as stipulated in Articles 16 and 17 of this Resolution according to the division of labor or delegation of the Chairman of the National Ethnic Council and the Head of the Committee of the National Assembly;

b) Directing the receipt and examination of contents of recommendations and reflections made through inspection and supervision by members of the National Ethnic Council and the Committee of the National Assembly; requesting the provision of related information and documents, reporting to the Chairman of the National Ethnic Council and the Head of the Committee of the National Assembly for consideration and decision.

4. Members of the National Ethnic Council and the Committees of the National Assembly who are full-time National Assembly deputies shall be responsible for participating in directing the implementation of the contents prescribed in Clause 3 of this Article according to the division of labor by the Chairman of the National Ethnic Council and the Head of the Committees of the National Assembly.

5. Members of the National Ethnic Council and the Committee of the National Assembly have the responsibility:

a) Promptly recommending and reflecting on violations discovered through inspection and supervision on contents within their scope of tasks and powers; being responsible for the contents of their recommendations and reflections;

b) Proactively and positively cooperating with the Standing Committee of the National Ethnic Council, the Standing Committee of the Committee of the National Assembly, and individuals responsible in verifying and clarifying contents according to recommendations and reflections.

6. Civil servants of the specialized department shall be responsible for preparing contents and materials related to internal inspection and supervision within the National Ethnic Council and the Committee of the National Assembly; advising and serving the organization and implementation of the contents prescribed in this Article.

Chapter III
IMPLEMENTATION OF DEMOCRACY WITHIN THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY AND COMMITTEES OF THE NATIONAL ASSEMBLY

Section 1

PUBLIC DISCLOSURE OF INFORMATION WITHIN THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY AND COMMITTEES OF THE NATIONAL ASSEMBLY

Article 20. Contents to be disclosed internally within the Standing Committee of the People's Council

1. The contents that must be disclosed according to Article 46 of the Law on Implementing Democracy at the Grassroots Level which are directly related to the activities of the Standing Committee of the People's Council.

2. The content of work assignments and coordination of activities among members of the Standing Committee of the People's Council.

3. Results of establishing Delegations of the People's Council, determining the number of representatives of each Delegation, assigning Delegation leaders and deputy leaders.

4. Results of reviewing draft resolutions, reports, and projects of Committees of the People's Council assigned by the People's Council and the Standing Committee of the same level.

5. Results of supervisory activities within the authority of the Standing Committee of the People's Council; implementation of conclusions and recommendations of agencies, organizations, and individuals under supervision; urging and supervising the People's Committee and other agencies at the local level to implement resolutions of the People's Council of the same level.

6. Results of directing, coordinating, and harmonizing activities of Committees of the People's Council; results of compiling interpellations by People's Council representatives for reporting to the People's Council; requesting agencies, organizations, and individuals to explain issues related to the duties and powers of the Standing Committee of the People's Council at meetings of the Standing Committee of the same level. Organizing for People's Council representatives to meet citizens in accordance with the law.

7. Results of issuing resolutions and other administrative documents on matters within the tasks and powers of the Standing Committee of the People's Council of the same level; abolishing, amending, supplementing, or replacing documents issued by itself when deemed no longer appropriate or contrary to the law.

8. Deciding the number of members of Committees of the People's Council at its own level. Approving lists and decisions to relieve Deputy Heads and Members of Committees of the People's Council at its own level from their positions among People's Council representatives.

9. Results of electing positions of the People's Council and People's Committee at the same level; approving election results, removals, and dismissals of Chairpersons and Vice-Chairpersons of the People's Council at lower levels (for provincial level); conducting trust votes, voting of trust, relieving from positions, resignation, removals, and dismissals of persons elected by the People's Council.

10. Results of decisions by the Standing Committee of the People's Council temporarily suspending the performance of duties and powers of People's Council representatives; considering and approving relief from duties as a representative during periods when the People's Council is not in session; results of performing other duties and powers of the Standing Committee of the People's Council as prescribed by laws on local government organization.

11. Results of cooperating with relevant agencies, organizations, and individuals in organizing elections for People's Council representatives; adjusting the structure, composition, and number of candidates proposed for election as People's Council representatives at the same level.

12. Systems and policies related to the activities of the Standing Committee of the People's Council, Committees of the People's Council, Delegations, and People's Council representatives at the same level as prescribed by law.

Article 21. Contents to be disclosed internally within the Council's Board

1. The contents prescribed in Clauses 5, 6, and 8 of Article 20 of this Resolution.

2. Contents on the division of work and coordination of activities among members of the Council's Board.

3. Contents and progress in reviewing draft resolutions, reports, and projects assigned by the People's Council and the Standing Committee of the same level People's Council; drafting resolutions of the People's Council.

4. Implementation of supervisory and survey activities; organizing inspection delegations, working delegations, survey delegations, and research delegations of the Council's Board and of the People's Council and the Standing Committee of the same level when assigned.

5. Systems and policies related to the activities of the Council's Board as stipulated by law.

Article 22. Forms and timing for disclosing information

1. In addition to the forms prescribed in Clause 1 of Article 47 of the Law on Promoting Democracy at the Grassroots Level, the disclosure of information internally within the Standing Committee of the People's Council and the Council's Board shall also be carried out through the following forms:

a) The Standing Committee of the People's Council discloses the information prescribed in Article 20 of this Resolution at meetings of the Standing Committee of the same level People's Council.

b) The Council's Board discloses the information prescribed in Article 21 of this Resolution at meetings of the Council's Board of the same level.

2. The timing for disclosing information shall be implemented according to the regulations on the time for organizing the forms of disclosing information as prescribed in Clause 1 of this Article. In cases where information is disclosed through posting at the office of the Standing Committee of the People's Council and the Council's Board, it must be posted continuously for at least twenty days from the date of posting.

Article 23. Responsibilities for organizing the disclosure of information internally within the Standing Committee of the People's Council and the Council's Board

1. Within the scope of their duties and powers, the Standing Committee of the People's Council and the Council's Board are responsible for:

a) Directing the preparation of contents and materials to serve the provision of information to members of the Standing Committee of the People's Council and the Council's Board of the same level;

b) Ensuring that members of the Standing Committee of the People's Council and the Council's Board are provided with information on issues within their scope of duties and powers.

2. The Chairman of the Provincial and Commune-level People's Councils is responsible for:

a) Directing the organization of internal disclosure within the Standing Committee of the People's Council on issues within their scope of duties and powers according to the forms prescribed in Article 22 of this Resolution;

b) Directing the provision of information required to be disclosed within their authority when requested according to the provisions of Clause 4, Article 48 of the Law on Promoting Democracy at the Grassroots Level;

c) Deciding on other contents of information that need to be disclosed in accordance with the actual conditions of the Standing Committee of the People's Council.

3. Deputy Chairmen of the People's Council are responsible for:

a) Directing the implementation of requirements for internal disclosure within the Standing Committee of the People's Council according to the assignment or delegation of authority by the Chairman of the same level People's Council;

b) In necessary cases, they may determine additional contents of information that need to be disclosed in accordance with the actual conditions of the Standing Committee of the People's Council, report to the Chairman of the same level People's Council for consideration and decision.

4. Heads of the Council's Board are responsible for:

a) Participating in directing the implementation of the contents prescribed in Clause 3 of this Article according to the assignment by the Chairman of the same level People's Council;

b) Directing the organization of internal disclosure within the Council's Board of the same level on issues within their scope of duties and powers according to the forms prescribed in Article 22 of this Resolution.

5. Deputy Heads of the Council's Board are responsible for directing the implementation of requirements for internal disclosure within the Council's Board of the same level according to the assignment or delegation of authority by the Head of the Board.

6. Members of the Standing Committee of the People's Council and the Council's Board are responsible for proactively proposing, reporting, requesting the provision of information, and disclosing information on issues within their scope of duties and powers.

Section 2

DISCUSSION AND DECISIONS WITHIN THE INTERNAL STANDING COMMITTEE OF THE PEOPLE'S COUNCIL AND THE COUNCIL'S BOARD

Article 24. Contents discussed and decided upon by members of the Standing Committee of the People's Council

1. The contents stipulated in Clauses 2, 3, 8, 10, and 11 of Article 20 of this Resolution.

2. Implementation of supervisory activities within the authority of the Standing Committee of the People's Council; implementation of conclusions and recommendations of agencies, organizations, and individuals under supervision; urging and supervising the People's Committee and other local agencies to implement resolutions of the same-level People's Council.

3. Draft resolutions and other administrative documents on issues within the duties and powers of the same-level Standing Committee of the People's Council.

Article 25. Contents discussed and decided upon by members of Committees of the People's Council

1. The contents stipulated in Clauses 2, 3, and 4 of Article 21 of this Resolution.

2. Plans for reviewing draft resolutions, reports, and projects chaired by Committees of the People's Council; plans for implementing supervisory activities within the Committee's area of responsibility.

Article 26. Forms of discussion and decision-making

1. Members of the Standing Committee of the People's Council discuss and decide upon the contents stipulated in Article 24 of this Resolution at meetings of the same-level Standing Committee of the People's Council.

2. Members of Committees of the People's Council discuss and decide upon the contents stipulated in Article 25 of this Resolution at meetings of the same-level Committees of the People's Council.

3. In cases where it is not possible to organize a meeting, discussions and decisions may be conducted through written requests for opinions or other forms determined by the Chairman of the People's Council or the Head of the Committee of the People's Council.

Article 27. Responsibilities for organizing and implementing discussions and decisions within the Standing Committee of the People's Council, Committees of the People's Council

1. Within the scope of their duties and powers, the Standing Committee of the People's Council and the Council's Board are responsible for:

a) Directing the preparation of content and materials for discussions and decisions; ensuring that members of the Standing Committee of the People's Council and Committees of the People's Council can discuss and decide upon matters within their scope of duties and powers.

b) Monitoring, urging, and ensuring the implementation of work contents already discussed and decided upon by the Standing Committee of the People's Council and Committees of the People's Council.

2. The Chairman of the People's Council has the responsibility:

a) Directing the organization for members of the same-level Standing Committee of the People's Council to participate in discussions and decisions on matters within their scope of duties and powers according to the forms prescribed in Article 26 of this Resolution;

b) In necessary cases, convening emergency meetings to discuss and decide upon emerging issues within the scope of duties and powers of the Standing Committee of the People's Council, or sending written requests for opinions from members of the same-level Standing Committee of the People's Council.

3. Deputy Chairmen of the People's Council are responsible for:

a) Directing the implementation of contents already discussed and decided upon by the same-level Standing Committee of the People's Council as stipulated in Article 24 of this Resolution according to the division of labor or delegation by the Chairman of the same-level People's Council;

b) In necessary cases, determining additional contents to bring before the collective for discussion and decision; proposing solutions to issues arising during implementation, reporting to the Chairman of the same-level People's Council for consideration and decision.

4. Heads of the Council's Board are responsible for:

a) Participating in directing the implementation of the contents prescribed in Clause 3 of this Article according to the assignment by the Chairman of the same level People's Council;

b) Ensuring that members of the same-level Committees of the People's Council participate in discussions and decisions on matters within their scope of duties and powers according to the forms prescribed in Article 26 of this Resolution;

c) Directing the implementation of contents already discussed and decided upon by the same-level Committees of the People's Council as stipulated in Article 25 of this Resolution.

5. Deputy Heads of Committees of the People's Council have the responsibility to participate in directing the implementation of contents prescribed in points b and c of Clause 4 of this Article according to the division of labor by the Head of the Committee.

6. Members of the Standing Committee of the People's Council and Committees of the People's Council have the responsibility:

a) Actively and exemplary participating in discussions and decisions on contents within their scope of duties and powers; strictly implementing contents already collectively discussed and decided upon.

b) If they find that collective decisions contain contents inconsistent with legal provisions, promptly making recommendations and reflecting these to the Chairman of the People's Council or the Head of the Committee of the People's Council for consideration and resolution.

Section 3

PARTICIPATION IN OPINIONS WITHIN THE STANDING COMMITTEE OF THE PEOPLE'S COUNCIL, COMMITTEES OF THE PEOPLE'S COUNCIL

Article 28. Content of Participation in Opinions by Members of the Standing People's Council and Committees of the People's Council

1. Members of the Standing People's Council shall participate in opinions on the contents prescribed in Article 20, Clause 2 and Clause 3 of Article 24 of this Resolution.

2. Members of the Committees of the People's Council shall participate in opinions on the contents prescribed in Clauses 3, 4, 5, and 7 of Article 20, Clauses 2, 3, 4, and 5 of Article 21 of this Resolution.

Article 29. Forms of Participation in Opinions

In addition to the forms prescribed in Article 54 of the Law on Promoting Democracy at Grassroots Level, participation in opinions at the Standing People's Council and Committees of the People's Council shall also be implemented through the following forms:

1. Members of the Standing People's Council shall participate in opinions on the contents prescribed in Clause 1 of Article 28 of this Resolution at meetings of the Standing People's Council at the same level.

2. Members of the Committees of the People's Council shall participate in opinions on the contents prescribed in Clause 2 of Article 28 of this Resolution at meetings of the Committees of the People's Council at the same level.

Article 30. Responsibilities for Organizing Implementation of Participation in Opinions within the Standing People's Council and Committees of the People's Council

1. Within the scope of their duties and powers, the Standing Committee of the People's Council and the Council's Board are responsible for:

a) Direct the preparation of content and materials to serve the collection of opinions from members of the Standing People's Council and Committees of the People's Council at the same level;

b) Ensure that members of the Standing People's Council and Committees of the People's Council at the same level can participate in opinions on issues within their scope of tasks and powers.

2. The Chairman of the People's Council has the responsibility:

a) Direct the organization of collecting opinions from members of the Standing People's Council at the same level on issues within their scope of tasks and powers according to the forms prescribed in Article 29 of this Resolution;

b) Direct the receipt, consolidation, adoption, explanation, and feedback of opinions provided, and publicize feedback information;

c) Decide on other contents that need to collect opinions in accordance with the actual conditions of the Standing People's Council at the same level.

3. Deputy Chairmen of the People's Council are responsible for:

a) Direct the organization of collecting opinions from members of the Standing People's Council at the same level on the contents prescribed in Clause 1 of Article 28 of this Resolution according to the assignment or delegation of authority by the Chairman of the People's Council at the same level;

b) Direct the organization of receiving, summarizing the content of opinions from members of the Standing People's Council at the same level; direct the study, preparation of content for adoption, explanation, and feedback on opinions, report to the Chairman of the People's Council at the same level for consideration and decision.

4. Heads of the Council's Board are responsible for:

a) Participating in directing the implementation of the contents prescribed in Clause 3 of this Article according to the assignment by the Chairman of the same level People's Council;

b) Direct the organization of implementing the collection of opinions from members of the Committees of the People's Council at the same level on the contents prescribed in Clause 2 of Article 28 of this Resolution.

5. The Deputy Head of the Committee of the People's Council shall have the responsibility to participate in directing the implementation of the contents prescribed in Point b, Clause 4 of this Article according to the assignment of the Head of the Committee.

6. Members of the Standing Committee of the People's Council and Committees of the People's Council have the responsibility:

a) Actively participate in opinions and vote on issues within the scope of tasks and powers of the Standing People's Council and Committees of the People's Council at the same level; clearly express personal views when requested and retain opinions in cases where the opinion differs from the collective opinion;

b) Proactively propose, report, request provision or supplementation of information to serve participation in opinions on issues within the scope of tasks and powers of members of the Standing People's Council and Committees of the People's Council at the same level.

Section 4

SUPERVISION AND MONITORING OF DEMOCRATIC IMPLEMENTATION WITHIN THE STANDING PEOPLE'S COUNCIL AND COMMITTEES OF THE PEOPLE'S COUNCIL

Article 31. Contents of inspection and supervision by members of the Standing Committee of the People's Council

1. Members of the Standing Committee of the People's Council inspect the implementation of contents discussed and decided upon as stipulated in Article 24 of this Resolution.

2. Members of the Standing Committee of the People's Council supervise the organization of democratic implementation within their own Standing Committee of the People's Council and the implementation of systems, policies, laws by the Chairman of the same-level People's Council, the performance of duties by other members.

Article 32. Contents of inspection and supervision by members of the Committee of the People's Council

1. Members of the Committee of the People's Council inspect the implementation of contents discussed and decided upon as stipulated in Article 25 of this Resolution.

2. Members of the Committee of the People's Council supervise the organization of democratic implementation within their own Committee of the People's Council and the implementation of systems, policies, laws by the Head of the same-level People's Council Committee, the performance of duties by other members.

Article 33. Forms of inspection and supervision

The inspection and supervision by members of the Standing Committee of the People's Council, Committee of the People's Council shall be carried out through forms prescribed in points a, b, and c Clause 1 Article 57 of the Law on Implementing Democracy at the Grassroots Level.

Article 34. Responsibilities for organizing the implementation of inspection and supervision within the Standing Committee of the People's Council, Committee of the People's Council

1. Within the scope of their duties and powers, the Standing Committee of the People's Council and the Council's Board are responsible for:

a) Ensuring that inspection and supervision activities within the Standing Committee of the People's Council, Committee of the People's Council at the same level are conducted regularly, continuously, systematically, and effectively; thereby taking measures to promote strengths, rectify weaknesses, promptly address and prevent violations;

b) Ensuring that contents of recommendations and reflections through the implementation of inspection and supervision by members of the Standing Committee of the People's Council, Committee of the People's Council at the same level are received, considered, and resolved promptly.

2. The Chairman of the People's Council has the responsibility:

a) Directing the organization for members of the same-level People's Council to carry out inspection and supervision on issues within their scope of responsibilities according to the forms prescribed in Article 33 of this Resolution;

b) Monitoring, urging, directing verification, clarifying violations discovered through inspection and supervision to resolve them within their authority or recommend competent authorities to resolve them.

3. Deputy Chairmen of the People's Council are responsible for:

a) Directing the organization of inspection and supervision within the same-level Standing Committee of the People's Council as stipulated in Article 31 of this Resolution according to the division of labor or delegation of authority by the Chairman of the same-level People's Council;

b) Directing the receipt, consideration of contents of recommendations and reflections through the implementation of inspection and supervision by members of the same-level People's Council; requesting provision of related information and documents, reporting to the Chairman of the same-level People's Council for consideration and decision.

4. Heads of the Council's Board are responsible for:

a) Participating in directing the implementation of the contents prescribed in Clause 3 of this Article according to the assignment by the Chairman of the same level People's Council;

b) Directing the organization of inspection and supervision by members of the same-level People's Council Committee as stipulated in Article 32 of this Resolution;

c) Monitoring, urging, directing verification, clarifying violations discovered through inspection and supervision within the same-level People's Council Committee to resolve them within their authority or recommend competent authorities to resolve them.

5. Deputy Heads of Committees of the People's Council have the responsibility to participate in directing the implementation of contents prescribed in points b and c of Clause 4 of this Article according to the division of labor by the Head of the Committee.

6. Members of the Standing Committee of the People's Council and Committees of the People's Council have the responsibility:

a) Promptly recommending and reflecting on violations discovered through inspection and supervision on contents within their scope of tasks and powers; being responsible for the contents of their recommendations and reflections;

b) Proactively and positively coordinating with the Standing Committee of the People's Council, Committee of the People's Council at the same level and responsible individuals in verifying and clarifying contents according to recommendations and reflections.

Chapter IV
IMPLEMENTING PROVISIONS

Article 35. Implementation Organization

1. The Chairman of the National Ethnic Council, the Head of the Committee of the National Assembly, the Chairman of the People's Council, and the Head of the People's Council's Board shall be responsible for organizing the implementation of this Resolution; depending on specific circumstances, they may direct the establishment of regulations to implement democracy within their agencies and units; the content of these regulations may expand beyond the scope of implementation of democracy but must not contravene or limit the implementation of the contents already stipulated in the Law on Implementing Democracy at the Grassroots Level, this Resolution, and other relevant legal provisions.

2. Every six months and annually, the Standing Body of the National Ethnic Council and the Standing Body of the Committee of the National Assembly shall conduct inspections and evaluations of the implementation of democracy within their agencies, and report the results to the Standing Committee of the National Assembly. The Standing Body of the People's Council and the Board of the People's Council shall conduct inspections and evaluations of the implementation of democracy within their agencies, and report the results to the same-level People's Council.

3. The Standing Body of the Committee for Petitions and Oversight shall be responsible for compiling reports from the National Ethnic Council and the Committee of the National Assembly as specified in Clause 2 of this Article to report to the Standing Committee of the National Assembly.

The Standing Body of the People's Council shall be responsible for compiling its own reports and those of the Boards of the same-level People's Council as specified in Clause 2 of this Article to report to the People's Council.

Article 36. Effective Date

This Resolution takes effect from the date of its adoption./.
