Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and state management responsibilities of Ministries and ministerial-level agencies;
Pursuant to Decree No. 38/CP dated June 4, 1993 of the Government on the functions, tasks, powers, and organization of the Ministry of Justice;

Article 1. This Decision attaches the "Regulation on the organization and operation of the Ministry of Justice Office."
Article 2. The Director of the Office shall be responsible for coordinating with units under the Ministry to develop and submit to the Minister for issuance, or issue according to the Minister's authorization, necessary internal regulations to implement this Decision.
Article 3. Directors of the Office, Directors of the Personnel and Training Department, heads of units under the Ministry, Directors of Provincial Justice Departments, and Presidents of Local People's Courts are responsible for enforcing this Decision.

I. FUNCTIONS, TASKS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF JUSTICE OFFICE
Article 1. The Ministry of Justice Office is an assisting body to the Minister, with the function of providing comprehensive advice, organizing coordination among Departments, Institutes, Inspection Units, the Hanoi Law University, Ho Chi Minh City Law University Branch, the Democracy and Law Journal, and the Legal News (hereinafter referred to collectively as units under the Ministry) in implementing the Minister's decisions; serving as the central point for relations with central ministries, departments, and local authorities as directed by the Minister; managing office operations to ensure all activities of the Ministry are carried out smoothly.
Article 2. The Office has the following tasks and powers:
1. Collecting information on various aspects of work from units under the Ministry, judicial organs at all levels, local People's Courts, civil enforcement agencies, other judicial organs, and legal affairs organizations within industries; coordinating with units under the Ministry to propose measures to the Minister for directing the implementation of the Ministry's and industry's tasks;
2. Serving as the permanent Secretariat of the Ministry's Competition Council, overseeing and compiling competition and reward activities of the Ministry's organs, judicial organs at all levels, local People's Courts, enforcement agencies, other judicial organs, and legal affairs organizations within industries;
3. Acting as the central point for coordinating with units under the Ministry to prepare weekly, monthly, quarterly, half-yearly, and annual work programs and plans for submission to the Minister for decision; monitoring and urging units to implement these programs and plans; coordinating with units under the Ministry to prepare content for departmental meetings and conferences; drafting reports on the Ministry's activities;
4. Managing administrative, document, archive, printing, and statistical work; ensuring administrative procedures for staff sent on missions, visitors to the office; printing and distributing standardized forms and business books managed by the Ministry; ensuring smooth information flow for the Ministry's activities; managing and archiving files and documents in accordance with national regulations; printing, copying, and sending documents and materials to support the work of units under the Ministry;
5. Managing basic-level financial accounting including: preparing quarterly and annual budget estimates and final accounts for the Ministry's organs; managing financial resources (including foreign currency) related to the Ministry's operations according to financial and accounting systems and national foreign exchange management regulations;
6. Managing assets (including those obtained from sources outside the state budget), ensuring material and working conditions; proposing and implementing measures to improve working conditions and care for the living standards of Ministry staff; researching and proposing investment plans, managing investment capital, managing construction, renovation, repair, and maintenance of the Ministry's premises and housing; protecting the Ministry, ensuring order and safety, fire prevention, and coordinating with relevant units under the Ministry to purchase specialized equipment and supplies for industry operations as assigned by Ministry leadership;
7. Ensuring the timely printing and distribution of the Legal Bulletin.
Article 3. Organizational Structure of the Office
The Office has a Director responsible for overall management, Deputy Directors assisting the Director in specific tasks as delegated by the Director, including one Deputy Director responsible for the Southern Permanent Branch.
The Office includes the following units:
1. THE SOUTHERN PERMANENT BRANCH (referred to as Office II hereinafter);
2. COMBINED DEPARTMENT - COMPUTER;
3. ADMINISTRATIVE - DOCUMENT - ARCHIVE DEPARTMENT;
4. ACCOUNTING DEPARTMENT;
5. MANAGEMENT DEPARTMENT;
6. TRANSPORTATION TEAM.
The staffing of the Office is determined by the Minister based on the proposal of the Personnel and Training Department Director and the Office Director.
II. RELATIONSHIPS IN WORK
Article 4. In their working relationship with the Ministry's leadership, the Office shall be responsible for:
a) Drafting the work program of the Ministry's leadership and the sector to be submitted to the Minister for decision;
b) Compiling information and reporting on the activities of the sector, advising and proposing recommendations to the Ministry's leadership to promptly guide work;
c) Promptly conveying directives and requirements of the Ministry's leadership; in cases where the Ministry's leadership delegates authority, directly guiding certain specific activities;
d) Timely reflecting proposals from units under the Ministry.
Article 5. The relationship between the Office and units under the Ministry is at the same level, actively coordinating to address various aspects of the Ministry's work, specifically:
1. Regarding information and reporting systems, the Office shall be responsible for:
a) Ensuring timely provision of necessary documents and materials related to units under the Ministry; printing accurately and promptly all documents and letters upon request by the leaders of units under the Ministry (including draft versions and final versions);
Documents signed by Ministry leadership, signed by heads of units under the Ministry acting on behalf of the Minister, shall be sent to the Minister, Deputy Ministers, heads of units under the Ministry concerned, and the General Synthesis Department;
b) Conducting final checks on letters and papers before stamping and issuing them to ensure compliance with administrative procedures and signing authorities;
c) Ensuring adequate, timely, and economical provision of fax, telegrams, and telephone services to support the work of units under the Ministry;
d) Urging units under the Ministry to strictly adhere to weekly, monthly, quarterly, semi-annual, and annual reporting systems.
2. Regarding working equipment and travel equipment, the Office shall be responsible for:
a) Ensuring material infrastructure and working equipment for staff of the Ministry's agency;
b) Ensuring travel equipment for staff according to current regulations;
c) Ensuring material infrastructure for conferences and seminars prepared by Departments, Bureaus, and Institutes regarding content.
3. Regarding financial expenditure systems, the Office serves as the focal point for reviewing plans and ensuring effective and economical use of funds according to budget estimates and plans. In cases where units under the Ministry have urgent tasks requiring expenditures outside the plan, the Director of the Office shall coordinate with the head of the relevant unit to submit to the Minister for decision.
Article 6. In its relationship with localities, the Office shall be responsible for:
a) Ensuring accurate and timely conveyance of the Ministry's leadership directives to local judicial agencies; implementing a quarterly information system for provincial Justice Departments, People's Courts, civil enforcement agencies, other judicial agencies, and industry legal organizations; collecting reports and information from localities to compile and report to the Ministry's leadership monthly, quarterly, and annually;
b) Providing timely legal documents and related materials to provincial Justice Departments, People's Courts, civil enforcement agencies, other judicial agencies, and industry legal organizations;
c) Arranging accommodation and meals for guests visiting the Ministry for work as requested by the heads of units under the Ministry hosting guests; drafting the guest's work schedule with the Ministry's leadership or relevant units under the Ministry;
d) Urging the Directors of provincial Justice Departments, Presidents of People's Courts, heads of civil enforcement agencies, other judicial agencies, and industry legal organizations to strictly adhere to reporting systems.
Article 7. Pursuant to the directive of the Director of the Ministry of Justice's Office, Office II shall perform certain functions and tasks to assist the Ministry's Leadership and Heads of subordinate units in promptly directing the work of judicial agencies in the Southern region.
The operational regulations of Office II shall be prepared by the Director of the Office in coordination with the Department of Organization and Cadre Training for submission to the Ministry's Leadership for decision.
