Pursuant to the Water Resources Law dated May 20, 1998;
At the request of the Minister of Agriculture and Rural Development,
DECISION:
Article 1. Approving the Drainage Plan for the Nhue River System with the following main contents:
I. SCOPE OF THE PLAN
The Nhue River system is bounded by the Hong River dike to the north and east, the Day River dike to the west, and the Chau Giang River to the south, including land areas of 20 districts and counties in Hanoi City and Ha Nam Province. The total natural area of the entire system is 107,530 hectares, of which Hanoi City accounts for 87,820 hectares and Ha Nam Province accounts for 19,710 hectares.
II. OBJECTIVES OF THE PLAN
The Drainage Plan for the Nhue River System aims to determine drainage works solutions to prevent flooding in the inner city area of Hanoi City within the Nhue River system, covering an area of 29,153 hectares; drain water and prevent flooding in rural residential areas, industrial zones on the territory, and drain water and protect agricultural production, covering an area of 78,377 hectares.
III. PLANNING SCHEME
1. Drainage zones:
- Direct pumping zone to the Hong River is 29,175 hectares, including districts and counties of Hanoi City: Ba Dinh, Hoan Kiem, Dong Da, Hai Ba Trung, Hoang Mai, and parts of Tay Ho, Cau Giay, Thanh Xuan, Ha Dong districts, and parts of Tu Liem, Thanh Tri, Thanh Xuan, Phu Xuyen counties.
- Direct pumping zone to the Day River is 36,820 hectares, including counties Dan Phuong, Hoai Duc, part of Tu Liem county, Ha Dong district, and counties Thanh Oai, Ung Hoa, Thanh Xuan, Phu Xuyen of Hanoi City, and part of Duy Tien county of Ha Nam Province.
- Drainage zone into the Nhue and Chau rivers is 41,535 hectares, including parts of Thanh Xuan, Phu Xuyen, Thanh Oai counties of Hanoi City, and parts of Duy Tien, Kim Bang counties, and Phu Ly city of Ha Nam Province.
- Total drainage area of the entire system is 107,530 hectares.
2. Drainage calculation standards:
- Inner city of Hanoi: calculated with maximum 24-hour rainfall, design frequency P=10%, drainage criterion: rainwater is drained immediately.
- Suburbs of Hanoi and other areas: calculated with maximum 3-day rainfall, design frequency P=10%, drainage criterion: 3-day rainfall, drained over 5 days.
3. Design drainage coefficient:
a) Inner city of Hanoi
- East of To Lich River: q = 17.9 l/s/ha.
- West of To Lich River: q = 19.7 l/s/ha.
b) Suburbs of Hanoi and other areas: q = 6 - 8 l/s/ha.
4. Drainage Works
a) Areas within the inner city of Hanoi and counties Tu Liem, Dan Phuong, Hoai Duc.
- Excavate and dredge the Nhue River from Lien Mac to Ha Dong, 20 km long, reinforce both banks of the river; upgrade two roads along the Nhue River to serve management, protection of works, and urban landscape improvement.
- Construct new pumping stations and upgrade existing ones:
+ Drainage to the Hong River, total drainage area: 19,353 hectares, including:
* Construct new Lien Mac I pumping station, Lien Mac II pumping station, capacity 170 m3/s, draining 9,200 hectares, (in addition, combined with the task of supplying water into the Nhue River when necessary).
* Construct new Nam Thang Long pumping station, capacity 9 m
/s, draining 450 hectares.3* Construct new Yen So II pumping station, capacity 45 m3/s, Yen So III pumping station, capacity 55 m3/s, combined with Yen So I pumping station (existing, capacity 45 m
/s), draining 7,753 hectares.3* Construct new Dong My pumping station, capacity 35 m
/s, draining 1,950 hectares.
+ Drainage to the Day River, total drainage area: 9,800 hectares, including:3* Construct new Yen Nghia pumping station, capacity 120 m
/s, draining 6,300 hectares.3* Construct new Yen Thai pumping station, capacity 54 m3/s, combined with upgrading Dao Nguyen pumping station, capacity 15 m
/s, draining 3,500 hectares.
+ Drainage to the Nhue River, total drainage area: 990 hectares, including:3Construct new Ba Xa pumping station, capacity 20 m
/s, draining 990 hectares.
b) Suburbs of Hanoi and counties in Ha Nam Province:
- Excavate and dredge the Nhue River from Ha Dong to Luong Co, 54 km long, upgrade two dikes along the river and culverts under the dikes, ensuring safety against floods, combined with construction of management and protection roads and traffic roads.
- Improve and upgrade the drainage capacity of the Japanese Village and Luong Co culverts.
- Construct new and upgrade existing pumping stations, including:
+ Drainage to the Hong River, total drainage area: 9,822 hectares, including:3* Upgrade Bo Duong pumping station, capacity 15 m
/s, draining 1,150 hectares;3* Increase drainage capacity for two existing pumping stations: Khai Thai, Yen Leng, bringing total capacity up to 50 m
/s, draining 8,672 hectares.
+ Drainage to the Day River, total drainage area: 27,020 hectares, including:3* Upgrade three pumping stations: Phuong Trung, Cao Son Duong, Ngo Xa, together with existing Van Ding pumping station, bringing total capacity up to 60 m
/s, draining 10,800 hectares.3* Repair Outer Du I pumping station, construct new Outer Du II pumping station, with total capacity 50 m
/s, draining 9,220 hectares.3* Construct new Que III pumping station, together with existing pumping stations, with total capacity 40 m
/s, draining 7,000 hectares.3+ Drainage to the Nhue and Chau rivers, total drainage area: 41,535 hectares, including: upgrade 55 existing pumping stations, bringing total capacity up to 348 m
/s.

IV. INVESTMENT PERIODS
1. Up to 2015
- Excavate and dredge the Nhue River, improve the Nhue River section from Ha Dong to Lien Mac, upgrade the Nhue River dike, repair and upgrade the Luong Co and Japanese Village culverts, with total cost of 2,000 billion VND.
- Construct Yen Nghia pumping station, with total cost of 1,200 billion VND.
- Construct Lien Mac pumping station, phase 1 (part of the project including Lien Mac culvert and pumping station), with total cost of 1,000 billion VND.
- Construct Yen So II pumping station, with total cost of 900 billion VND.
- Reconstruct Dong My pumping station, with total cost of 700 billion VND.
- Construct Outer Du II pumping station, with total cost of 900 billion VND.
- Upgrade some pumping stations draining into the Nhue and Chau rivers, with total cost of 1,100 billion VND.
Total investment cost for this period is approximately 7,800 billion VND.
2. After 2015
Implement and complete remaining items.
Total investment cost for this period is approximately 5,900 billion VND.
3. Total Investment Capital and Sources of Funding
- Total investment capital for implementing the Plan is approximately 13,700 billion VND.
Article 2. Implementation
1. The Ministry of Agriculture and Rural Development shall take the lead and coordinate with the People's Committee of Hanoi City; the People's Committee of Ha Nam Province and relevant ministries and sectors to manage and supervise the implementation of the drainage planning for the Nhu River system; be authorized to approve, adjust, and supplement (if necessary) the drainage planning for the agricultural production area downstream of the Ha Dong floodgate, ensuring consistency with the flood drainage planning for the Day River basin, act as the main investor for some large and technically complex projects that exceed the capacity of localities.
2. The People's Committee of Hanoi City shall coordinate with the Ministry of Agriculture and Rural Development to manage the implementation of the planning within its territory; direct and organize the handling and clearance of structures encroaching on the protective zones along both banks of the Nhu River according to the provisions of the Law; organize the preparation, approval, and detailed planning and investment construction of concentrated water facilities at pumping stations, decide on investment and manage investment in the project to dredge the main channel of the Nhu River and other drainage projects within the city.
3. The People's Committee of Ha Nam Province shall coordinate with the Ministry of Agriculture and Rural Development to manage the implementation of the planning within its territory, implement the construction of drainage works within its territory, and direct the effective management and operation of structures serving drainage in the Nhu River system.
4. The Ministry of Planning and Investment shall take the lead and coordinate with the Ministry of Finance, the Ministry of Agriculture and Rural Development, the People's Committee of Hanoi City, and the People's Committee of Ha Nam Province to balance and allocate capital for the construction of works included in the drainage planning for the Nhu River system in accordance with the provisions of the State Budget Law.
5. Relevant ministries and sectors shall have the responsibility to cooperate with the Ministry of Agriculture and Rural Development and the People's Committees of Hanoi and Ha Nam cities to review, adjust, and supplement and implement related planning according to their functions and tasks, ensuring consistency with the content of the drainage planning for the Nhu River system.
Article 3. This Decision shall take effect from the date of signing.
Article 4. The Ministers of Agriculture and Rural Development, Planning and Investment, Finance, Construction, Transport, Natural Resources and Environment, and the Chairpersons of the People's Committees of Hanoi and Ha Nam cities are responsible for implementing this Decision.
