within the national statistical indicator system and the compilation process

The Government promulgates this Decree amending and supplementing certain Articles and Appendices of Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Statistics Law and Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the content of statistical indicators belonging to the national statistical indicator system and the process of compiling the gross domestic product indicator, the gross regional domestic product indicator on the provincial and centrally governed city level.

Pursuant to the Government Organization Law dated June 19, 2015; the Law Amending and Supplementing One Article of the Government Organization Law and the Local Administration Organization Law dated November 22, 2019; number Pursuant to Resolution No. 69/2022/QH15 dated November 11, 2022 of the National Assembly on the State Budget for 2023;

Pursuant to the Statistics Law dated November 23, 2015; the Law Amending and Supplementing Certain Articles and the National Statistical Indicators Catalogue of the Statistics Law dated November 12, 2021;

At the proposal of the Minister of Planning and Investment;

The Government issues this Decree to regulate the content of statistical indicators within the national statistical indicator system and the compilation process for the Gross Domestic Product (GDP) and the Gross Regional Domestic Product (GRDP) of provinces and centrally governed cities.

Article 1. Scope of Regulation and Applicability

Article 1. This Decree regulates the content of statistical indicators within the national statistical indicator system and the compilation process for the Gross Domestic Product (GDP) and the Gross Regional Domestic Product (GRDP) of provinces and centrally governed cities.

Article 2. This Decree applies to agencies, organizations, and individuals providing information, conducting statistical activities, and using state statistical information.

Article 3. Content of statistical indicators within the national statistical indicator system

Clause 1. The content of each statistical indicator includes: Concept, calculation method, main classification, publication period, data source of the statistical indicator, and the agency responsible for collecting and compiling the data.

Clause 2. The content of statistical indicators within the national statistical indicator system is specified in Appendix I attached to this Decree.

Article 4. Compilation process for the Gross Domestic Product (GDP) and the Gross Regional Domestic Product (GRDP)

The compilation process for GDP and GRDP consists of six steps as follows:

Clause 1. Collecting input information for compiling GDP and GRDP.

Clause 2. Calculating indicators for compiling GDP and GRDP.

Clause 3. Compiling GDP and GRDP data.

Clause 4. Reviewing and re-evaluating GDP and GRDP.

Clause 5. Publishing and disseminating GDP and GRDP data.

Clause 6. Storing GDP and GRDP data.

Article 5. Principles for compiling the Gross Domestic Product (GDP) and the Gross Regional Domestic Product (GRDP)

Clause 1. Ensuring centralized and unified implementation at the Ministry of Planning and Investment (General Statistics Office).

Clause 2. Ensuring consistency and transparency in compiling and publishing GDP and GRDP data; facilitating easy, convenient, and equal access to, exploitation, and use of GDP and GRDP data.

Clause 3. Ensuring synchronization, systematicness, and connectivity at all stages of the compilation process.

Clause 4. Ensuring logical compatibility and suitability between GDP and GRDP data and other macroeconomic indicators.

Article 6. Scope of data for the Gross Domestic Product (GDP) and the Gross Regional Domestic Product (GRDP)

Clause 1. GDP data is compiled nationwide.

Clause 2. GRDP data is compiled at the provincial and centrally governed city level.

Clause 3. Compiled data includes estimated figures, preliminary figures, and final figures.

Article 7. Methods and periods for compiling the Gross Domestic Product (GDP) and the Gross Regional Domestic Product (GRDP)

Clause 1. GDP data is compiled using the production approach and the expenditure approach for quarterly, semi-annual, nine-month, and annual periods; and the income approach for five-year periods.

Clause 2. GRDP data is compiled using the production approach for quarterly, semi-annual, nine-month, and annual periods.

Clause 3. Main compiled indicators include: Scale, structure, and growth rate of GDP and GRDP.

Article 7. Sources of information for compiling domestic product indicators, provincial gross regional product indicators

1. Information collected, processed, and compiled directly by the Ministry of Planning and Investment (General Statistics Office).

2. Information collected, processed, and compiled by ministries, sectors, and People's Committees of centrally governed cities and provinces.

3. Information processed and compiled by state-owned corporations and holding companies.

Article 8. Collection of input information for compiling domestic product indicators, provincial gross regional product indicators

1. The Ministry of Planning and Investment (General Statistics Office) collects information directly; compiles information from ministries, sectors, People's Committees of centrally governed cities and provinces, and state-owned corporations and holding companies to compile GDP and GRDP.

2. Ministries and sectors provide information for compiling GDP and GRDP according to the national statistical reporting system regulations.

3. People's Committees of centrally governed cities and provinces provide information for compiling GDP and GRDP according to Form 01/NSC, Form 02/NSC, Form 03/NLTS, Form 04/NLTS, Form 05/CNXD, and Form 06/TMDV as stipulated in Appendix II attached to this Decree.

4. State-owned corporations and holding companies provide information for compiling GDP and GRDP according to Form 01/TCT, Form 02/TCT, Form 03/TCT, Form 04/TCT, Form 05/TCT, Form 06/TCT, Form 07/TCT, Form 08/TCT, Form 09/TCT, and Form 10/TCT as stipulated in Appendix II attached to this Decree.

Article 9. Calculation of Indicators for Compiling Domestic Product, Provincial Gross Regional Product

The Ministry of Planning and Investment (General Statistics Office) shall perform:

1. Compile and process input information collected under Article 8 of this Decree.

2. Calculate indicators at the national level including:

a) Capital formation;

b) Final consumption;

c) Export and import goods value;

d) Export and import services value;

đ) Production value;

e) Intermediate consumption;

g) Price index system;

h) Product taxes, subsidies, and other statistical indicators.

2. Calculate indicators at the regional, provincial, and centrally governed city levels including:

a) Production value;

b) Intermediate consumption;

c) Price index system;

d) Product taxes, subsidies, and other statistical indicators.

3. Complete and explain the results of calculating indicators for compiling GRDP after reconciling data between central and local levels.

Article 10. Compilation of Domestic Product Data, Provincial Gross Regional Product Data

The Ministry of Planning and Investment (General Statistics Office) shall compile:

1. Current price and comparable price GDP data using the production approach and the expenditure approach; check the logical consistency and compatibility of GDP data with related macro-indicator data.

2. Current price and comparable price GRDP data using the production approach; check the logical consistency and compatibility of GRDP data with GDP data and related macro-indicator data; complete and explain the calculation results after reconciling GRDP data between central and local levels.

Article 11. Review and reassessment of gross domestic product (GDP) and gross regional domestic product (GRDP)

1. Annually, the Ministry of Planning and Investment (General Statistics Office) shall review the GDP and GRDP.

2. Every five years, the Ministry of Planning and Investment (General Statistics Office) shall take the lead and coordinate with ministries, sectors, and localities to review the scale of GDP and GRDP; report to the Government for submission to the National Assembly for consideration and decision on the reassessment of the scale of GDP and GRDP.

3. The review and reassessment of the scale of GDP and GRDP shall include the following five steps:

a) Review and update production value data;

b) Review and improve the price index system;

c) Review and update intermediate cost factors;

d) Reassess the scale of GDP and GRDP based on reviewed production values, price index system, and intermediate cost factors;

đ) Complete the results of the reassessment of GDP and GRDP data.

Article 12. Publication and dissemination of national total product indicators and provincial/regional total product indicators

a) Estimated first quarter data: March 29 each year;

b) Estimated second quarter and six-month data; preliminary first quarter data: June 29 each year;

c) Estimated third quarter and nine-month data; preliminary second quarter and six-month data: September 29 each year;

d) Estimated fourth quarter and full-year data; preliminary third quarter and nine-month data: December 29 each year;

đ) Preliminary fourth quarter and full-year data: March 29 of the following year;

e) Official full-year and quarterly data of the reporting year: September 29 of the second year following the reporting year.

a) Estimated first quarter data: March 25 each year;

b) Estimated second quarter and six-month data; preliminary first quarter data: May 29 each year;

c) Estimated third quarter and nine-month data; preliminary second quarter and six-month data: September 25 each year;

d) Estimated fourth quarter and full-year data; preliminary third quarter and nine-month data: November 25 each year;

đ) Preliminary fourth quarter and full-year data: March 25 of the following year;

e) Official full-year and quarterly data of the reporting year: September 29 of the second year following the reporting year.

3. Published GDP and GRDP data must be disseminated promptly, fully, widely, openly, and transparently.

Article 13. Archiving of national total product data and provincial/regional total product data

The Ministry of Planning and Investment (General Statistics Office) shall digitize and centrally archive GDP and GRDP data and data for various indicators serving the compilation of GDP and GRDP.

Article 14. Implementation Organization

1. The Ministry of Planning and Investment (General Statistics Office) shall take the lead and coordinate with ministries, sectors, and localities:

a) Develop and perfect methods for collecting information on statistical indicators within the national statistical indicator system;

b) Collect, compile, and publish national statistical indicator system information to ensure timely, accurate, and complete provision of statistical data and meet international comparison requirements;

c) Apply information technology in data collection, exploitation, compilation, and preparation of national statistical indicators; the GDP and GRDP compilation process;

d) Guide, inspect, and report on the implementation of the national statistical indicator system; provide professional guidance on implementing the GDP and GRDP compilation process and reviewing and reassessing the scale of GDP and GRDP.

2. Ministries, agencies at the ministerial level, government agencies, Supreme People's Court, Supreme People's Procuracy, and related agencies:

a) Develop and perfect methods for collecting information on statistical indicators within the national statistical indicator system assigned to them;

b) Collect, compile, and prepare national statistical indicators assigned to them;

c) Share administrative data with the central statistics agency; focus on building, signing, and effectively implementing regulations on information exchange and sharing between the central statistics agency and sectoral statistics;

d) Apply information technology, build electronic statistical reporting systems; submit statistical data reports to the Ministry of Planning and Investment (General Statistics Office) in accordance with laws on statistics.

3. Provincial People's Committees under the Central Government:

a) Direct departments and sectors to collect, compile, and provide information to the provincial statistics agency;

b) Uniformly use statistical data and information published by the statistics agency in management, direction, operation, and development strategy and planning work at the local level;

c) Apply information technology, build electronic statistical reporting systems from departments and sectors to the provincial statistics agency to collect and compile national statistical indicators.

4. State-owned corporations have the responsibility to collect, compile, and provide information in accordance with this Decree.

Article 15. Effective Date

1. This Decree shall take effect from January 1, 2023.

2. Decision No. 97/2016/NĐ-CP dated July 1, 2016 of the Government on the content of statistical indicators within the national statistical indicator system shall cease to be effective from the date this Decree takes effect./.
