Adjusting the Legislative Program for 2025

Pursuant to the Constitution of the Socialist Republic of Vietnam amended and supplemented by Resolution No. 203/2025/QH15;
Pursuant to the Law on Organization of the National Assembly No. 57/2014/QH13 amended and supplemented by Law No. 65/2020/QH14 and Law No. 62/2025/QH15;
Pursuant to the Law on Issuing Legal Normative Documents No. 64/2025/QH15 amended and supplemented by Law No. 87/2025/QH15;
Based on the consideration of Proposal No. 640/TTr-CP dated July 21, 2025, and Proposal No. 661/TTr-CP dated July 29, 2025, of the Government, and Report No. 829/BC-UBPLTP15 dated August 12, 2025, of the Standing Committee of the Committee for Legislation and Justice,
RESOLUTION:
Article 1. Adjusting the Legislative Program for 2025
Supplementing the Legislative Program for 2025 to be submitted to the National Assembly for comments and approval at the tenth session (October 2025) through expedited procedures for two draft laws:
1. Law amending and supplementing certain articles of ten laws related to security and public order (including: the Security Guard Law, the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam, the Law on Exit and Entry of Vietnamese Citizens, the Law on Residence, the Identity Card Law, the Law on Forces Participating in Security and Public Order at the Grassroots Level, the Road Traffic Safety Law, the Road Law, the Law on Management and Use of Weapons, Explosives, and Auxiliary Tools, the Fire Prevention, Fighting, and Rescue Law);
2. Law amending and supplementing certain articles of the Law on International Treaties.
Article 2. Implementation
Assignment of agencies responsible for submission, main reviewing agency, participating reviewing agencies, and progress schedule for submitting to the Standing Committee of the National Assembly for comments on the two new draft Laws added to the Legislative Program for 2025 as follows:

Article 3. Effectiveness
This Resolution takes effect from the date of its adoption./.
This Resolution was adopted by the Standing Committee of the National Assembly of the Socialist Republic of Vietnam, the fifteenth term, on August 14, 2025.
