Regarding the establishment of "conciliation committees"
CHAIRMAN OF THE COUNCIL OF MINISTERS OF THE DEMOCRATIC REPUBLIC OF VIETNAM
In accordance with the proposal of the Ministers of National Defense and Interior,
Considering the necessity to promote unity in support of the coalition government in diplomatic affairs and internal administration;
ISSUES A DECREE:
Article 1
Hereby establishes committees named "conciliation committees" representing the Government at each locality to explain the necessity of unity for implementing military unification and administrative consolidation.
Article 2
Each committee shall consist of:
1- A representative from the Ministry of National Defense,
2- A representative from the Ministry of Interior,
3- A representative from the General Staff.
The committee may, at the local request, invite representatives from political parties to participate for assistance.
Representatives from political parties shall not vote.
Article 3
If the matter pertains to military affairs, the committee will be chaired by the representative of the Ministry of National Defense. If it concerns administrative matters, the committee will be chaired by the representative of the Ministry of Interior. In cases involving both military and administrative aspects, the chair shall be held by the older of the two representatives.
Article 4
The committees have the task to visit localities:
1- To explain the policies of the coalition government regarding political party activities; investigate all illegal activities of political parties and seek solutions,
2- Examine complaints from political parties that must be submitted through a dedicated inter-local committee,
3- Examine complaints from citizens about suffering and losses caused by political parties,
4- Proceed with military unification and administrative consolidation using all means,
5- Inspect the implementation of agreements on local unity between political parties approved by the Government,
6- In special cases, recommend to the Government for punishment.
Article 5
The Concession Committees have the authority:
1- To enter all public and private institutions and obtain necessary documents for investigation,
