PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 58/2002/QĐ-TTg dated April 26, 2002 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises and state-owned joint stock corporations;
Pursuant to Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Prime Minister on continuing to intensify the restructuring, renewal, development, and enhancement of efficiency of state-owned enterprises;
Considering the proposal of the State Bank of Vietnam; the Ministries of Planning and Investment; Home Affairs; Finance; Labor, Invalids and Social Affairs; the Central Economic Commission,
DECISION:
Article 1. Approves the overall plan for the restructuring and renewal of state-owned enterprises under the State Bank of Vietnam for the period 2003-2005 (Annex attached).
The Governor of the State Bank of Vietnam shall direct the resolution of financial issues of the Vietnam Gold, Precious Metals and Jewelry Corporation before deciding to merge this corporation into the Vietnam Agriculture and Rural Development Bank and the Mekong Delta Development Investment Bank in accordance with current regulations, and report the results for submission.
Article 2. The Governor of the State Bank of Vietnam is responsible for directing the implementation of the restructuring and renewal of state-owned enterprises under its jurisdiction in accordance with the approved content and schedule. Any adjustments or supplements must be approved by the Prime Minister.
The establishment of new state-owned enterprises shall be carried out in accordance with the directives of the Prime Minister in Circular No. 1214/CP-ĐMDN dated October 7, 2002.
Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, Invalids and Social Affairs, and related agencies shall cooperate with the State Bank of Vietnam in implementing the Plan.
The Steering Committee for Enterprise Renewal and Development is responsible for urging, guiding, and monitoring the implementation of this Plan, and at the same time recommending solutions to the Prime Minister to address difficulties encountered during implementation.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Governor of the State Bank of Vietnam and the Heads of related agencies are responsible for enforcing this Decision./.
