Article 1. Directs Ministers of ministries, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and Chairpersons of provincial-level People's Committees to award commendation certificates to individuals with meritorious service in participating in the resistance against French and American forces.
Article 2. Recipients and criteria
The recipients of commendation certificates are cadres and people who have made meritorious contributions in participating in the resistance against French and American forces.
The criteria for awarding commendation certificates are cadres and people whose achievements fall below the level specified for the awarding of the Second-Class Resistance Medal and the Commendation Certificate of the Prime Minister.
Article 3. Directs the Head of the Central Board for Encouragement of Excellence and Commendation to provide guidance on the recipients and criteria for commendation. The examination and awarding of commendations for the recipients and criteria stipulated in Article 2 of this Decision shall be completed within the year 2006.
Article 4. Effectiveness
This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Ministers of ministries, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and Chairpersons of provincial-level People's Committees are responsible for implementing this Decision./.
