Based on Decree No. 164/2017/NĐ-CP dated December 30, 2017 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of National Defense;

Based on Decree No. 164/2017/NĐ-CP dated December 30, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

At the proposal of the Chief of General Staff;

The Minister of National Defense issues this Circular to provide detailed regulations on certain provisions and measures to implement Decree No. 168/2018/NĐ-CP dated December 28, 2018 of the Government on defense work at central ministries and agencies, localities.ucentral, local.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates on:

Article 2. Applicability

Military Command of central ministries and agencies; permanent office for defense work at provincial level and commune level.

2. Military Command of central ministries and agencies; permanent offices for defense work at provincial and district levels.

3. Central ministries and agencies; provincial, district, and commune people's committees; military units and organizations related to the implementation of defense work at central ministries and agencies, localities.

Chapter II

DUTIES, TASKS AND RELATIONSHIPS IN DEFENSE WORK OF COMMANDER, POLITICAL COMMISSAR, DEPUTY COMMANDER, AND DEPUTY POLITICAL COMMISSAR OF THE MILITARY COMMAND OF CENTRAL MINISTRIES AND AGENCIES DEPUTY POLITICAL COMMISSIONER OF THE MILITARY COMMAND BOARD OF THE MINISTRY, CENTRAL SECTOR

b) Implement the guidance and instructions of the Ministry of National Defense on defense work;

1. Responsibilities

a) Advise the party executive committee, party group, party committee, and head of the ministry or agency (in case the commander is a deputy head of the ministry or agency) on defense work;

a) Chair and coordinate with related agencies and organizations to advise the Party committee and the head of central ministries and agencies on leading, directing, managing, and organizing the implementation of defense tasks according to the Law on National Defense and Decree No. 168/2018/NĐ-CP dated December 28, 2018 of the Government on defense work at central ministries and localities (hereinafter referred to as Decree No. 168/2018/NĐ-CP), Decree No. 220/2025/NĐ-CP dated August 7, 2025 of the Government amending and supplementing certain articles of several decrees in the field of national defense and military affairs when organizing two-level local administration (hereinafter referred to as Decree No. 220/2025/NĐ-CP), specifically:

- Issuing or submitting to competent authorities for issuance normative legal documents, directives, resolutions, programs, projects, plans to lead, direct, guide, and organize the implementation of defense tasks according to the law;

2. Tasks

a) Take the lead and coordinate with relevant agencies and organizations to advise the party executive committee, party group, party committee, and head of the central ministry or agency on leading, directing, managing, operating, guiding, and organizing the implementation of defense tasks in accordance with the Law on Defense and Decree No. 168/2018/NĐ-CP dated December 28, 2018 of the Government on defense work at central ministries and agencies, localities (hereinafter referred to as Decree No. 168/2018/NĐ-CP), specifically:

- Issue or submit to the competent authority for issuance of normative legal documents, directives, resolutions, programs, projects, plans to lead, direct, guide, and organize the implementation of defense tasks in accordance with the law;

- Implement the strategy, planning, plans, projects on defense according to assigned tasks; the integration of economic and social development, security, foreign affairs with defense; civil defense;

- Coordinate in building the whole-people defense cause, the whole-people defense posture, linked with the people's security cause, the people's security posture, the people's armed forces, military district defense, regional defense; defense industry and security in accordance with the law;

- Prepare necessary conditions to ensure national defense mobilization in accordance with the law; implement orders, decisions, measures during curfew, martial law, state of emergency regarding defense, state of war, partial mobilization, general mobilization, meeting combat requirements and serving combat; be ready to defend the country;

- Implement systems and policies for the people's armed forces, relatives of those serving in the people's armed forces; rear services policy, preferential policy for those who have contributed to the revolution in accordance with the law;

- Inspecting, supervising, summarizing, concluding, reporting; implementing commendation and reward work; handling complaints, denunciations, and violations in national defense work according to the law;

b) Chair and coordinate with related agencies and organizations to direct, guide, and organize the implementation of the following tasks:

- Coordinate with the Ministry of National Defense, the Ministry of Public Security, relevant agencies, organizations, and localities to build material and technical infrastructure, develop defense and security industries, science, and military technology; mobilize scientific and technological potential of their own agencies and organizations to serve defense tasks;

- Propaganda and dissemination of the Party's viewpoints, policies, and the State's laws on national defense; implementing national defense and security education according to the law;

b) Chair and coordinate with relevant agencies and organizations to direct, guide, and organize the implementation of the following tasks:

- Issue or submit to the competent authority for issuance of programs, plans, guidelines, and organize the implementation of defense tasks;

- Propagate and disseminate the Party's viewpoints, guidelines, policies, and State laws on defense; implement national defense and security education in accordance with the law;

- Develop plans and mobilize reserve forces; mobilize resources of the central ministry or agency to ensure national defense; mobilize resources for the first year of war; industrial mobilization; transform the organization and operation of the central ministry or agency from peacetime to wartime;

- Establish and improve the organizational structure and operations of the military command board of central ministries and sectors and subordinate agencies and organizations;

- Direct and guide the military command boards of agencies and organizations under management to implement militia self-defense work, national defense education and security, recruitment and call-up of citizens for military service;

- Direct and guide military commands of subordinate agencies and organizations to cooperate with relevant agencies and localities in participating in building the political system, building a broad united front of the people, building comprehensive strong bases, building the whole-people defense cause, military district defense, regional defense; - Direct and guide the implementation of civil defense tasks;

- Annually prepare budgets, execute, and settle accounts for the budget to ensure the fulfillment of national defense tasks;

- Coordinate with the political commissar to conduct propaganda and education work in implementing defense work;

- Direct and organize the implementation of other national defense tasks as prescribed by law and assigned by competent authorities;

3. Working Relationships

a) For the party executive committee, party group, party committee, and head of the central ministry or agency (in case the commander is a deputy head of the ministry or agency): Subject to leadership, direction, management, and operation regarding defense work;

b) With the Ministry of National Defense: Subject to direction and guidance on national defense work;

c) For the Military Command of military regions, the Military Command of Hanoi Capital, the Military Command of military branches, corps, Border Guard, Coast Guard, and local military offices: Coordinate in directing and guiding subordinate agencies and organizations to implement defense work;

d) With the military command boards of agencies, organizations, and self-defense units under central sector management: Direct and guide the implementation of national defense work;

đ) With the Political Commissar: Coordinate and cooperate in work;

e) With the Deputy Commander and Deputy Political Commissar: Direct and command the implementation of national defense work.

Article 4. Responsibilities, Tasks, and Work Relationships of the Political Commissar

1. Responsibilities

a) Advise the party executive committee, party group, party committee, and head of the ministry or agency on propaganda and education work in implementing defense work;

b) Implement the direction and guidance of the General Political Department of the Vietnam People's Army regarding propaganda and educational work in implementing national defense tasks of central ministries and sectors;

c) Direct, guide, and organize the implementation of propaganda and educational work in implementing national defense tasks within their own ministry or sector;

2. Tasks

a) Take the lead and coordinate with relevant agencies and organizations to advise the competent authority on leading, directing, and guiding the implementation of propaganda and education work in implementing defense work within their own ministry or agency;

b) Take the lead and coordinate with related agencies and organizations to direct, guide, and organize the implementation of propaganda and educational work in implementing national defense tasks;

c) Coordinate with the Commander to direct the implementation of national defense tasks within their own ministry or sector;

3. Working Relationships

a) For the party executive committee, party group, party committee, and head of the central ministry or agency: Subject to leadership, direction, management, and operation in implementing defense work within their own ministry or agency;

b) With the Ministry of National Defense: Subject to direction and guidance on propaganda and educational work in implementing national defense tasks;

c) For the military command of subordinate agencies and organizations and self-defense units under management: Direct and guide propaganda and education work; party work, political work in implementing defense and military tasks of their own ministry or agency;

d) With the Commander: Coordinate and cooperate in implementing national defense work;

e) With the Deputy Commander and Deputy Political Commissar: Direct and command the implementation of national defense work.

Article 5. Duties, tasks, and working relationships of the deputy commander

1. Responsibilities

a) Be responsible before the commander and political commissar for the assigned tasks;

b) Substitute for the commander when assigned.

2. Tasks

a) Advise the commander and political commissar on plans, contents, and measures to organize the implementation of national defense work of the ministry or sector;

b) Assist the commander and political commissar in implementing national defense tasks.

3. Working Relationships

a) With respect to the commander and political commissar: Be subject to their direction and command in the implementation of national defense tasks;

b) With respect to the deputy political commissar: Coordinate and cooperate in implementing national defense work;

c) With respect to the military command board of agencies, organizations, and self-defense units under the management of the ministry or sector: Direct and guide in the implementation of national defense tasks.

Article 6. Duties, tasks, and working relationships of the deputy political commissar

1. Responsibilities

a) Be responsible before the political commissar and commander for directing and guiding propaganda and education work in the implementation of national defense work;

b) Substitute for the political commissar when assigned.

2. Tasks

a) Advise the political commissar on plans, contents, and measures for political and ideological work in the implementation of national defense work;

b) Assist the political commissar and commander in implementing propaganda and education work in the implementation of national defense work.

3. Working Relationships

a) With respect to the political commissar and commander: Be subject to their direction and command and comply with their direction and command;

b) With respect to the deputy commander: Coordinate and cooperate in implementing national defense work;

c) For the military command of subordinate agencies and organizations and self-defense units under management: Direct and guide propaganda and education work, party work, political work in implementing defense and military tasks.

Chapter III

DUTIES AND POWERS OF THE PERMANENT OFFICE FOR DEFENSE WORK AT PROVINCIAL AND DISTRICT LEVELS

Article 7. Tasks and powers of the permanent office for national defense work at provincial level

1. Chair and coordinate with departments, agencies, mass organizations at the same level to advise the Party committee and administration on organizing the implementation of national defense tasks in accordance with the Law on National Defense and Decree No. 168/2018/ND-CP, specifically:

a) Issuing or submitting to competent authorities for issuance legal normative documents, directives, resolutions, programs, projects, plans for leading, directing, managing, and operating the implementation of national defense work at the local level in accordance with the law;

b) Propagate and disseminate the viewpoints, policies, and guidelines of the Party and the State's policies and laws on national defense;

c) Implementing strategies, planning, projects, tasks, and the integration of economic and social development with national defense, and the integration of national defense with security and foreign relations at the local level;

d) Chairing and coordinating the construction of national defense potential, implementing plans to ensure national reserve requirements, national defense mobilization, building a comprehensive political system, a united front of the entire people, and strong grassroots bases to meet the requirements of building a whole-of-the-people national defense and a whole-of-the-people defense posture integrated with a people's security posture in the defensive area;

đ) Implement national defense and security education, civil air defense, and civil defense;

e) Organizing defensive area exercises, civil defense exercises, participating in military region defense exercises, and exercises according to the plan of competent authorities; directing districts to organize defensive area exercises and civil defense exercises;

g) Proactively and effectively handle situations related to national defense; preparing all aspects, implementing orders, decisions, and measures during curfew, martial law, state of emergency regarding national defense, state of war, partial and total mobilization to meet the combat and support requirements of the locality;

h) Direct the establishment and operation of the provincial military agency; improve the overall quality and combat strength of local forces, self-defense forces, and reserve forces;

i) Directing the selection and call-up of citizens for military service; military recruitment; recruitment and training of officers for the People's Militia Self-Defense Force at the commune level at intermediate, college, and university levels in the basic military field; receiving and creating conditions to resolve employment for discharged servicemen;

k) Cooperating with the Ministry of National Defense and relevant agencies and organizations to build material and technical infrastructure; develop national defense and security industry; military science and technology; mobilizing scientific and technological resources from agencies, organizations, and individuals in the locality to serve national defense; constructing, managing, and protecting national defense works, military areas, and economic-national defense zones within the administrative area;

l) Implementing systems and policies for local troops, self-defense militia, reserve forces, and relatives of personnel serving in the People's Armed Forces; rear services policies and preferential policies for those who have contributed to the revolution in accordance with the law;

m) Conduct inspections, audits, mid-term reviews, final evaluations, reports; implement commendation and reward work; resolve complaints and grievances, and handle violations of national defense work in accordance with the law;

n) Perform other national defense tasks as prescribed by law and assigned by competent authorities.

2. Take the lead and coordinate in organizing the implementation of national defense tasks in the locality:

a) Issue decisions, directives, orders, plans, and guidance on implementing national defense work in the locality according to the assigned functions, tasks, and authority;

b) Guide, urge, inspect, consolidate results, and report on the implementation of national defense work by agencies, organizations, and localities as stipulated in Clause 1 of this Article;

c) Build strong and comprehensive agencies and units; establish and improve the organization and operation of the military command board of agencies, organizations, and public service enterprises in the locality;

d) Direct, guide, organize the construction, training, operation, and ensure systems and policies for local forces, self-defense forces, and reserve forces;

đ) Develop plans and implement measures for information warfare and cyber warfare;

e) Take the lead and coordinate with the People's Public Security and related forces in managing and protecting defense works, military areas; implement civil defense measures in the locality.

g) Cooperate with the people's public security force and related forces to protect political security and social order and safety;

h) Annually prepare, implement, and settle the budget to ensure its execution;

i) Direct and organize the implementation of other defense tasks as prescribed by law and assigned by the competent authority.

Article 8. Tasks and Authorities of the Standing Office for National Defense Work at the District Level

1. Chairing and coordinating with departments, agencies, mass organizations at the same level to advise the Party committee and administration on organizing the implementation of national defense work tasks under Clause 1 and Clause 3, Article 11 of Decree No. 168/2018/ND-CP, specifically:

a) Implementing national defense work tasks as stipulated in Points a, b, c, d, đ, g, l, m, n of Clause 1 of Article 7 of this Circular;

b) Organizing defensive area exercises, civil defense exercises, participating in provincial-level defensive area exercises, and exercises according to the plan of competent authorities; directing communes to organize combat defense exercises and civil defense exercises;

c) Directing the establishment and operation of district and commune-level military offices; improving the overall quality and combat strength of local troops, self-defense militia, and reserve forces;

d) Implementing the selection and call-up of citizens for military service; military recruitment; recruitment and training of officers for the People's Militia Self-Defense Force at the commune level at intermediate, college, and university levels in the basic military field; receiving and creating conditions to resolve employment for discharged servicemen;

đ) Prepare necessary conditions to ensure national defense mobilization as prescribed by law and assigned by the competent authority.

2. Take the lead, coordinate to organize the implementation of local defense tasks

a) Implementing national defense work tasks as stipulated in Points a, b, c, d, e, g, h, i of Clause 2 of Article 7 of this Circular;

b) Organizing guidance for registration, management of sources ready for conscription, participation in self-defense militia, and reserve forces; training, exercising, and inspecting readiness for combat of reserve forces and self-defense militia in accordance with the law;

c) Participate in building plans and implementing measures regarding information warfare, cyber warfare.

Chapter IV

RESPONSIBILITIES OF MILITARY AGENCIES IN THE IMPLEMENTATION

OF NATIONAL DEFENSE WORK AT MINISTRIES AND SECTORS AT THE CENTRAL LEVEL AND LOCAL LEVEL

Article 9. The General Staff Department

1. The Standing Office of the Ministry of National Defense for national defense work at ministries and sectors at the central level and local level. Chairing and coordinating with relevant agencies to propose to the Central Military Commission and the Ministry of National Defense to issue leadership and directive documents on national defense work at ministries and sectors at the central level and local level;

2. Direct subordinate agencies to implement defense work according to their functions and assigned tasks, including:

a) Participate in reviewing projects, programs, plans for socio-economic development linked to national defense, civil defense plans;

b) Direct and guide the construction and consolidation of the national defense posture, construction, and operation of military regions' defense, and defensive areas;

c) Directing and guiding conscription and call-up of citizens for military service, military recruitment; building and mobilizing reserve forces and industrial mobilization; advising on the establishment and dissolution of national defense education centers and security centers under military schools;

d) Develop content, programs, plans, training, instruction, practice, exercises, inspections, guidance, and urge the implementation of defense work at ministries and sectors at the central level and localities;

3. Directing the Civil Defense Bureau - the agency assisting the Standing Office of the Ministry of National Defense for national defense work at ministries and sectors at the central level and local level to advise on implementing the following contents:

a) Establishing, consolidating, and enhancing the operational quality of the military command boards of central ministries and sectors; coordinating inspections of agencies and organizations under the management of ministries and sectors to implement national defense and military work;

b) Develop plans and organize training for military command board cadres, full-time and part-time defense work cadres at ministries and sectors at the central level;

c) Develop and implement plans for inspection and summary of defense work at ministries and sectors at the central level and localities;

d) Monitor, guide, urge, and compile results of the implementation of defense work at ministries and sectors at the central level and localities.

Article 10. The Political General Department

1. Chairing and coordinating with relevant agencies to propose to the Central Military Commission and the Ministry of National Defense to issue leadership and directive documents in the implementation of national defense tasks at ministries and sectors at the central level and local level;

2. Direct subordinate agencies to perform national defense work according to their assigned functions and tasks, including the following contents:

a) Directing and guiding information dissemination, propaganda, and popularization of the Party's guidelines and policies of the State on national defense work at ministries and sectors at the central level and local level; building a comprehensive and strong grassroots political system, developing and promoting economic and social development in the locality, participating in new rural construction, and civilized urban development;

b) Advising on the deployment, utilization, and management of officers on special assignment for national defense work; reviewing and proposing the conferment of ranks for reserve officers for graduates of training officers for the People's Militia Self-Defense Force at the commune level and other trained personnel in accordance with the law;

c) Direct, guide internal political security work, state secrets, military secrets; implement rear support policies for the military, policies towards officers on special assignment; competition, commendation work in implementing national defense work at central ministries and agencies, localities.

Article 11. The General Departments

1. Take the lead, coordinate with relevant agencies to propose to the Central Military Commission, Ministry of National Defense to issue guiding documents to lead and direct the implementation of national defense work at central ministries and agencies, localities according to assigned functions and tasks.

2. Direct subordinate agencies and units according to their functions and tasks to take the lead, coordinate with relevant agencies, organizations, localities to implement national defense work at central ministries and agencies, localities in accordance with the law.

Article 12. Commandants of Military Regions

1. Assist the Ministry of National Defense in performing state management functions regarding national defense within the military region.

2. Take the lead, coordinate to guide provincial People's Committees within the military region on the content, principles, and measures for organizing and implementing national defense work.

3. Direct subordinate local military agencies at all levels to take the lead, coordinate with departments, sectors, mass organizations to assist the same-level Party committees and administrations in advising on leading, directing, and guiding the implementation of state management functions regarding national defense at the local level.

4. Direct subordinate functional agencies and units to coordinate with units under the Ministry of National Defense and related agencies and organizations located within the military region's jurisdiction to perform national defense work tasks at the local level.

5. Take the lead, coordinate with central ministries and agencies to inspect and supervise localities, agencies, organizations within their jurisdictions; handle complaints and denunciations; deal with violations of national defense work in accordance with the law.

Article 13. Commandant of Hanoi Capital

1. Assist the Hanoi People's Committee and the Ministry of National Defense in performing state management functions regarding national defense within the area.

2. Direct subordinate local military agencies at the county level to take the lead, coordinate with departments, sectors, mass organizations to assist the same-level Party committees and administrations in advising on leading, directing, and guiding the implementation of state management functions regarding national defense at the local level.

3. Direct functional agencies under their authority to coordinate with military units and related agencies and organizations located within the area to perform national defense work in localities.

4. Take the lead, coordinate with central ministries and agencies to inspect and supervise localities, agencies, organizations within their jurisdictions; handle complaints and denunciations; deal with violations of national defense work in accordance with the law.

Article 14. Naval Corps

1. Take the lead, coordinate with relevant agencies and localities to implement national security protection, maritime and island order and safety, protect rights and sovereignty over seas and islands, and national defense work at central ministries and agencies, related localities.

2. Direct and guide subordinate agencies and units to take the lead, coordinate with provincial, county-level coastal and island agencies and units, and self-defense maritime units under central ministries and agencies to build and adjust cooperation regulations, plans, and organize the implementation of related national defense work.

Article 15. Air Defense-Air Force Corps

1. Take the lead and coordinate with relevant agencies, organizations, and localities to perform civil air defense, ground-based air defense, and defense work at central ministries and sectors, and related localities.

2. Direct and guide subordinate agencies and units to take the lead, coordinate with agencies and units at all levels to implement people's air defense, ground air defense work; build and adjust cooperation regulations, plans, and organize the implementation of related national defense work.

Article 16. Coast Guard Command

1. Take the lead, coordinate with relevant agencies and localities to implement national security protection, maritime order and safety; protect sovereignty, sovereign rights, and jurisdictional rights in Vietnam's exclusive economic zone; manage security, order, and safety, and ensure compliance with Vietnamese laws, international treaties to which the Socialist Republic of Vietnam is a party, and international agreements according to authority.

2. Coordinate with central ministries and agencies, coastal localities, and related agencies to direct and implement the task of mobilizing manpower, vessels, and civilian means to participate in protecting sovereignty over Vietnam's maritime zones.

3. Direct and guide subordinate agencies and units to take the lead, coordinate with coastal and island agencies and units at all levels, and self-defense maritime units under central ministries and agencies to build and adjust cooperation regulations, plans, and organize the implementation of related national defense work.

Article 17. Border Guard Command

1. Take the lead, coordinate with central ministries and agencies, localities, and related agencies to implement state management over the national border; maintain security, order, and social safety in border areas, ports, islands, maritime zones, and airspace of the Socialist Republic of Vietnam according to the law.

2. Direct and guide subordinate agencies and units to take the lead, coordinate with agencies and units, localities where there are cooperative activities to build and adjust cooperation regulations, plans, and organize the implementation of related national defense work.

Article 18. National Defense Inspectorate

1. Take the lead and coordinate with relevant agencies to propose to the Central Military Commission and the Ministry of National Defense to issue directives and guidelines on national defense inspection work at central ministries and sectors, and localities.

2. Take the lead, coordinate with relevant agencies to assist the Minister of National Defense in inspecting the implementation of policies, laws, tasks, authorities, state plans on national defense for central ministries and agencies, localities under the Ministry of National Defense's jurisdiction in the field of national defense; resolve complaints and denunciations, receive citizens, and prevent corruption according to the law.

3. Direct and guide lower-level vertical inspection agencies to take the lead, coordinate with related agencies and units to assist commanders of the same-level agencies and units in performing inspection work, resolving complaints and denunciations, dealing with violations; receiving citizens, and preventing corruption in the implementation of national defense and military work according to authority.

Article 19. Relevant agencies and units

Based on main functions and tasks, coordinate with relevant agencies, organizations, and local military agencies at all levels to implement national defense work at central ministries and agencies, localities where they are stationed according to Decree No. 168/2018/ND-CP and the provisions of this Circular.

Chapter V

IMPLEMENTING PROVISIONS

Article 20. Effective Date

1. This Circular takes effect from August 20, 2019.

2. The following documents shall cease to be effective from the date this Circular comes into force:

a) Chapter IV of Circular No. 79/2016/TT-BQP dated June 16, 2016, issued by the Minister of National Defense, stipulates the working relationship of People's Militia Command of communes, wards, towns, and People's Militia Command of grassroots organizations; responsibilities, tasks, and working relationships of People's Militia Command officers of central ministries and agencies, People's Militia Command of communes, wards, towns, and village militia leaders, People's Militia Command of grassroots organizations, and unit commanders of self-defense forces.

b) Decision No. 26/2005/QĐ-BQP dated February 21, 2005, issued by the Minister of National Defense, concerning the assignment of tasks to military agencies and units to implement national defense work at ministries equivalent to ministries, government agencies, and localities.

c) Circular No. 170/2004/TT-BQP dated December 15, 2004, issued by the Minister of National Defense guiding the implementation of Decree No. 119/2004/NĐ-CP dated May 11, 2004, of the Government on defense work in ministries, ministerial-level agencies, government-affiliated agencies, and localities;

d) Circular No. 197/2014/TT-BQP dated December 30, 2014, issued by the Minister of National Defense, stipulating the implementation of defense and military work at ministries and sectors and localities;

đ) Decision No. 38/2005/QĐ-BQP dated April 6, 2005, issued by the Minister of National Defense promulgating the Regulation on briefing, reporting, inspection, interim review, and final summary of defense work, self-defense militia, and national defense education;

Article 21. Responsibility for Implementation

1. The Chief of General Staff, the Director of the Political General Department, heads of agencies and units under the Ministry of National Defense, and related agencies, organizations, and individuals are responsible for implementing this Circular.

2. Ministries, central agencies, provincial people's committees, and centrally-administered city people's committees shall direct subordinate agencies and organizations to perform their defense work tasks at the central level and in localities based on the provisions of this Circular;

3. In the course of implementation, if there are any difficulties, ministries, central agencies, localities, and related agencies and units shall promptly reflect them to the Ministry of National Defense for coordination in resolution.
