661 사업과 예산을 사용하는 사업들에 속하는 임업공사 설계예산안 작성 절차 및 내용에 관한정부 예산

농림수산부 장관

정부가 1995년 11월 1일에 제정한 제73/CP 호 정부령(농업부와 농촌개발부의 기능, 임무, 권한 및 국가기구 조직에 관한 규정)에 근거함

농업부 장관이 2002년 3월 21일에 제정한 942/QĐ-BNN-PTLN 호 결정(2002년 계획을 직속 단위에 배분함 - 5백만 헥타르의 새로운 숲을 위한 사업)에 근거함

임업개발국 국장과 과학기술 및 제품품질국 국장의 건의를 검토함

조 1. 본 결정에 부록으로 첨부된 설계예산안 작성 절차 및 내용에 관한 규정을 제정함

조 2. 661 사업과 정부 예산(또는 지원금)을 사용하는 사업에 적용됨

조 3. 본 결정은 서명 날짜로부터 15일 후 효력을 발생한다.

조 4. 농업부 사무총장, 임업개발국 국장 및 관련 단위 책임자들은 본 결정을 이행할 책임이 있음

661 사업과 정부 예산(또는 지원금)을 사용하는 임업공사 설계예산안 작성 절차 및 내용
(2002년 10월 17일 제4361호 결정에 따라 발포)

A. 설계예산안 문서의 일반적인 규정

1. 설계 단위

임업공사에 대한 설계 단위는 법적 자격을 갖춘 전문 조직 또는 설계 능력이 있는 주체(전문 엔지니어 경험이 충분하고 수준이 높은 경우)임

2. 설계예산안 작성 기간

연간 생산 계획을 받은 후, 설계 단위는 설계예산안을 작성하고 완성하여 심의를 위해 산림 조성 시기에 앞서 1~3개월 전에 제출해야 함(산림 조성 시기는 지역에 따라 다름)

시기를 고려하지 않는 임업공사의 경우, 계획을 받은 후 즉시 설계예산안을 작성하여 심의하고 실행해야 함

3. 설계예산안 문서의 규격

A4 크기의 종이를 사용하여 묶어 봉투에 넣고, 관리 및 장기간 사용을 위해 견고한 표지가 필요함(생산 주기 종료 시까지). 대형 지도나 표는 A3 크기로 사용 가능함₄ 결집하여 집합체를 구성하고 충분한 내구성을 갖춘 표지로 장기간 관리 및 사용할 수 있도록 함(생산 주기 종료 시까지). 대형 지도 또는 표에 대해서는 A 호ssizeplaceholder를 사용할 수 있다.₃.

- 표지에는 제목을 명확히 기재: 임업공사 설계예산안 문서 …

4. 양식: 5-7부

심의 기관에 제출하기 위해 원본 1부를 작성하고, 수정된 내용을 받은 후 심의 기관이 수정하면 설계 단위는 수정된 내용을 포함한 추가 문서를 작성하여 심의 기관에 보내야 함(최종 승인을 받기 위함) 및 기타 관련 기관에 보내 관리하도록 함

I. MAPS

1. Overall Planning Map of the Project

The overall planning map of the project shall be submitted only once at the beginning of the project implementation for the approving authority to monitor and manage throughout the project implementation phase. Therefore, the map must be drawn accurately, completely, beautifully, with quality paper and must include:

- The name of the project map, the implementation phase.

- Scale 1/10,000

- The legend according to the regulation "map symbols of survey, planning, design, and business results" - (Survey Handbook QHR - Agricultural Publishing House 1995).

- In the upper right corner of the map sheet, draw a schematic location of the project within the administrative area.

- Color coding to distinguish different project items and standard objects.

- Signature and stamp of the design unit, signature and stamp of the main project unit.

2. Plot and Patch Design Maps

- Scale 1/5,000 - 1/10,000 depending on the scale of the project (for special projects or small-scale projects, the scale may be larger); fully display the plot and patch system, standard objects, and various forest conditions (including natural forests under protection, planted forests, managed forests each year...), color coding to distinguish annual projects for progress management.

- Name of the map, year of implementation.

- In the upper right corner of the map sheet, draw a schematic location of the project within the project area.

- Legend according to the regulation "map symbols of survey, planning, design, and business results" - (Survey Handbook QHR - Agricultural Publishing House 1995), and must correspond to the overall planning map of the project.

- Signature and stamp of the head of the main project unit, signature and stamp of the design unit.

II. TECHNICAL DESIGN DESCRIPTION

State the basis for establishing the design estimate

Description for each individual project item.

Below is the technical design content for some major investment items in project 661:

1. Planting Various Types of Forests

1.1. Planting Protective and Special-Purpose Forests, Green Belts

Follow the Technical Design Procedure for Forest Planting issued by Decision No. 516/QĐ-BNN-KHCN dated February 18, 2002 of the Ministry of Agriculture and Rural Development (Industry Standard 04-TCN-46-2001).

1.2. Planting (or Garden) Botanical Collections

In addition to preparing tables describing natural factors, area-statistical tables for planting locations according to the above forest planting design procedure, technical solutions need:

- Prepare a list of tree species planned for collection planting in the project, a list of tree species for collection planting in the planned year, at least 30 species/ha, number of trees/species of large trees.

- Criteria for selecting species to be planted in collections:

+ The selected tree species must have ecological characteristics suitable or relatively suitable for the planting site. If planting is unsuitable and the trees die, other suitable species must be replaced the following year.

+ Tree species planted the following year must not overlap with those planted the previous year (collecting species through seedling cultivation or collecting from natural forests for domestication to reduce costs).

+ Trees with economic value that are not present in the region or are very rare.

+ Rare and precious species.

- If it is a natural forest and needs to plant additional collection species to increase diversity, a list of existing species and planned supplementary collection planting species (for the entire project and for the planned year) must be prepared. Seedlings planted to supplement natural forests must meet the following standards:

+ In addition to the criteria for selecting species for collection planting mentioned above, supplementary collection planting species must not overlap with existing species in the natural forest garden.

+ Height ≥ 1m, trunk diameter ≥ 1.5cm.

- Describe/draw a layout diagram of the planted species.

- When the trees have stabilized growth (H ≥ 2m, D₀ ≥ 3cm) attach name plates to the trees (both collection-planted trees and those already present in the natural forest garden), each species should have 2-3 representative plates, plates clearly stating the scientific and Vietnamese names of the species, genus, and family (specifically design the quantity, size, material of the plates).

- Other technical measures shall be carried out according to the Technical Design Procedure for Forest Planting issued by Decision No. 516/QĐ-BNN-KHCN dated February 18, 2002 of the Ministry of Agriculture and Rural Development (Industry Standard 04-TCN-46-2001).

PART 3. 예산 계획
* 프로젝트 661 및 정부 예산 사용 예산(또는 지원금)은 계획 배정 시점(공사 양과 자금)에서 주로 직접 투자에 사용되며, 관리 비용, 세부 설계 비용은 각 프로젝트의 기제에 따르도록 규정된다.

이러한 특성 때문에 프로젝트 661 및 정부 예산 또는 지원금 사용 프로젝트의 예산 계획은 정부가 1999년 7월 8일에 발행한 "투자 건설 관리 규정"(정부령 제52호, 1999년 7월 8일)을 완전히 적용하지 않고, 구체적으로 공동 비용, 미리 부과되는 세금, 부가가치세 등을 계산하지 않고 3개 주요 부분으로 세부 예산을 계산한다.

* 이러한 예산을 계산하기 위해서는 각 지방의 경제기술 정률을 기준으로 할 수 있으며, 또는 농림수산부의 1998년 7월 15일 결정 제532호, 1996년 11월 16일 결정 제426호에 의해 발행된 경제기술 정률을 적용할 수 있다.

* 삼림 동식물 목록 조사 항목에 대해 예산을 계산하는 경우, 농림수산부의 1997년 9월 16일 결정 제2366호에 따른 "삼림 조사 계획 경제기술 정률"을 기준으로 한다.
