CIRCULAR
ISSUING THE CIVIL AVIATION SAFETY REGULATIONS IN THE AIRCRAFT AND AIRCRAFT OPERATIONS FIELD

Pursuant to the Civil Aviation Law of Vietnam 2006;
Pursuant to the Law on Legislative Documents of 2008;
BASED ON THE GOVERNMENT DECREE NO. 24/2009/NĐ-CP OF MARCH 5, 2009 PROVIDING DETAILED PROVISIONS AND MEASURES FOR IMPLEMENTING THE LAW ON ENACTING LEGAL DOCUMENTS;
Pursuant to Decree No. 51/2008/NĐ-CP dated April 28, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
Pursuant to Decree No. 70/2007/NĐ-CP dated April 20, 2007, of the Government on registering nationality and rights related to civil aircraft;
BASED ON THE GOVERNMENT DECREE NO. 75/2007/NĐ-CP OF MAY 9, 2007 ON INVESTIGATING CIVIL AIRCRAFT INCIDENTS AND ACCIDENTS.
THE MINISTER OF TRANSPORT ISSUES THE CIVIL AVIATION SAFETY REGULATIONS IN THE AIRCRAFT AND AIRCRAFT OPERATIONS FIELD AS FOLLOWS:
Article 1. THE CIVIL AVIATION SAFETY REGULATIONS IN THE AIRCRAFT AND AIRCRAFT OPERATIONS FIELD ARE ISSUED TOGETHER WITH THIS CIRCULAR.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT TWELVE MONTHS FROM THE DATE OF ISSUE AND REPEAL THE FOLLOWING:
1. DECISION NO. 10/2008/QĐ-BGTVT OF JUNE 13, 2008 OF THE MINISTER OF TRANSPORT ISSUING THE CIVIL AVIATION SAFETY REGULATIONS;
2. Decision No. 2727/1998/QĐ-CHK dated October 10, 1998, issued by the Director of the Civil Aviation Administration of Vietnam to issue the Commercial Aircraft Operation Regulations - QCHK-KT1;
3. Decision No. 20/2000/QĐ-CHK dated August 1, 2000, issued by the Director of the Civil Aviation Administration of Vietnam regarding the Airworthiness Regulations - Issue 1 - QCHK-CB1;
4. Decision No. 06/2000/QĐ-CHK dated February 3, 2000, issued by the Director of the Civil Aviation Administration of Vietnam on the Regulation on personnel confirming completion of maintenance - QCHK-66;
5. DECISION NO. 10/2001/QĐ-CHK OF JULY 9, 2001 OF THE DIRECTOR OF THE VIETNAM CIVIL AVIATION ADMINISTRATION ISSUING THE REGULATIONS ON PROCEDURES FOR ISSUING CERTIFICATES FOR AIRCRAFT AND AIRCRAFT PRODUCTS AND EQUIPMENT - QCHK-21;
6. Decision No. 16/2006/QĐ-BGTVT dated March 31, 2006, issued by the Minister of Transport to issue National Standard 22TCN 337-06 on Aircraft Maintenance Organization Approval;
7. Decision No. 45/2006/QĐ-BGTVT dated December 19, 2006, issued by the Minister of Transport to issue the Commercial Helicopter Operation Regulations.
Article 3. The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, the Director of the Civil Aviation Administration of Vietnam, Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular.
