Circular No. 01/2025/TT-BNNPTNT abolishes certain regulatory legal documents issued by the Minister of Agriculture and Rural Development or jointly issued.

CIRCULAR

Repealing certain regulatory legal documents issued by the Minister

of the Ministry of Agriculture and Rural Development issues

Pursuant to Decree No. 105/2022/NĐ-CP dated December 22, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to the Law on Legislative Regulatory Documents dated June 22, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated June 18, 2020;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;

Pursuant to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain provisions of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents, which has been amended and supplemented certain provisions according to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government; Decree No. 59/2024/NĐ-CP dated May 25, 2024 of the Government amending and supplementing certain provisions of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents, which has been amended and supplemented certain provisions according to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government;

At the proposal of the Director of the Legal Department;

The Minister of the Ministry of Agriculture and Rural Development issues this Circular to repeal certain regulatory legal documents issued by the Minister of the Ministry of Agriculture and Rural Development, jointly issued.

This Circular takes effect from January 25, 2026.

Repeal all of the following circulars, joint circulars, decisions:

1. Circular No. 23/2010/TT-BNNPTNT dated April 7, 2010 of the Minister of the Ministry of Agriculture and Rural Development recognizing biotechnology technical progress in the agriculture and rural development sector.

2. Circular No. 43/2013/TT-BNNPTNT dated October 22, 2013 of the Minister of the Ministry of Agriculture and Rural Development guiding the implementation of scientific and technological management tasks, financial management of scientific and technological tasks, and personnel work of public scientific and technological organizations under the Ministry of Agriculture and Rural Development.

3. Circular No. 29/2014/TT-BNNPTNT dated September 5, 2014 of the Minister of the Ministry of Agriculture and Rural Development amending and supplementing Article 7 of Circular No. 23/2010/TT-BNNPTNT dated April 7, 2010 regarding recognition of biotechnology technical progress in the agriculture and rural development sector.

4. Joint Circular No. 66/2012/TTLT-BNNPTNT-BTC-BKHCN dated December 28, 2012 of the Minister of the Ministry of Agriculture and Rural Development, the Minister of Finance, and the Minister of Science and Technology guiding the implementation of certain provisions of Decision No. 846/QĐ-TTg dated June 2, 2011

5. Decision No. 59/2002/QĐ-BNN dated July 3, 2002 of the Minister of the Ministry of Agriculture and Rural Development stipulating the design water level for dikes belonging to the Red River and Thai Binh River system.

6. Decision No. 83/2007/QĐ-BNN dated October 4, 2007 of the Minister of the Ministry of Agriculture and Rural Development concerning the duties of forest rangers at commune level.

Article 2. Repealing part of certain regulatory legal documents

1. Repealing part of Circular No. 21/2015/TT-BNNPTNT dated June 8, 2015 of the Minister of the Ministry of Agriculture and Rural Development on plant protection chemical management:

a) Repeal Article 51, Article 52, Article 53, Article 54, Article 55, Article 58, Article 59; Clause 7 of Article 80; Clause 2 of Article 82;

b) Repeal Appendix XXIX, Appendix XXX; Appendix XXXI; Appendix XXXII; Appendix XXXIII promulgated together with Circular No. 21/2015/TT-BNNPTNT dated June 8, 2015 of the Minister of the Ministry of Agriculture and Rural Development on plant protection chemical management.

2. Repeal Clause 17 of Article 1 of Circular No. 16/2014/TT-BNNPTNT dated June 5, 2014 of the Minister of the Ministry of Agriculture and Rural Development issuing National Technical Regulations on Plant Quarantine and Plant Protection.

Article 3. Implementation Provisions

1. This Circular takes effect from April 8, 2025

2. The Director of the Ministry's Office, Heads of the Legal Department, Heads of units under the Ministry of Agriculture and Rural Development, and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular./.
