Regulations on positions of civil service jobs in the specialized field of Justice

Pursuant to Decree No.98/2022/NĐ-CP||| June 29 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade; Pursuant to Decree No. 31 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Justice;
Pursuant to Decree No. of the Government on positions and staffing levels for civil servants;||| June 1 June 2020 of the Government on positions of work and staffing of civil servants;
The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

Article 1. Scope of Regulation and Applicability
Article 1. This Circular stipulates the list of positions, job descriptions, and competency frameworks for positions of civil service jobs in the specialized field of Justice.
Article 2. This Circular applies to administrative agencies and organizations performing advisory management functions for the state administration in the field of Justice from central to local levels, including:
a) Administrative agencies and organizations under the Ministry of Justice.
b) Departments of Justice under People's Committees of provinces and centrally governed cities.
Article 2. Principles and basis for determining positions of civil service jobs in the specialized field of Justice
Clause 1. Positions of civil service jobs in the specialized field of Justice are determined based on the principles stipulated in Article 3 of Decree No. 62/2020/NĐ-CP of the Government dated June 1, 2020 on positions of work and staffing of civil servants (hereinafter referred to as Decree No. 62/2020/NĐ-CP).
Clause 2. The basis for determining positions of civil service jobs in the specialized field of Justice shall be implemented in accordance with the provisions of Clause 1, Article 4 of Decree No. 62/2020/NĐ-CP.
Article 3. List of positions, job descriptions, and competency frameworks for positions of civil service jobs in the specialized field of Justice
Clause 1. The list of positions of civil service jobs in the specialized field of Justice is specified in Appendix I attached to this Circular.
Clause 2. Job descriptions and competency frameworks for positions of civil service jobs in the specialized field of Justice are specified in Appendices II, III, IV, V, VI, VII, VIII, and IX attached to this Circular.
Clause 3. The level framework for determining requirements for competencies for positions of civil service jobs in the specialized field of Justice is specified in Appendix X attached to this Circular.
Article 4. Organization of Implementation
Article 4. Based on this Circular, the agencies and organizations mentioned in Article 1 shall develop their position plans and submit them to the competent agencies and organizations for review and approval according to the law.
2. In cases where the regulatory documents referred to in this Circular are changed, supplemented, or replaced, they shall be implemented according to the newly issued documents.
Article 5. Transitional Provisions
In cases where civil servants hold higher ranks than those required by the positions specified in this Circular, they will retain their current status until new guidelines on salary systems are issued.
Article 6. Effectiveness and Responsibility for Implementation
Article 5. This Circular takes effect from August 15, 2023.
Article 6. Provincial People's Committees, heads of units under the Ministry of Justice, Directors of Justice Departments of provinces and centrally governed cities, and related agencies and organizations are responsible for implementing this Circular.
Article 7. During implementation, if there are any difficulties, agencies, organizations, and individuals are requested to promptly report to the Ministry of Justice for guidance and resolution./.
