CIRCULAR
ISSUING NATIONAL TECHNICAL REGULATIONS ON CLASSIFICATION AND CONSTRUCTION OF HIGH-SPEED INLAND WATER VESSELS

Pursuant to the Law on Inland Waterway Transport dated June 15, 2004;
Pursuant to the Law Amending and Supplementing Certain Provisions of the Law on Inland Waterway Transport dated June 17, 2014;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Technical Standards and Regulations, and Decree No. 78/2018/ND-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government;
BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;
At the proposal of the Director of the Science, Technology, and Environment Department and the Director of the Vietnam Registration Agency;
The Minister of Transport issues this Circular on National Technical Regulations on Classification and Construction of Inland Waterway Vessels.
Article 1. This Circular promulgates the National Technical Regulations on Classification and Construction of Inland Waterway Vessels.
Registration code: QCVN 72:2025/BGTVT.
Article 2. This Circular takes effect from August 1, 2025.
Article 3. Repeal the following provisions:
1. Clause 2, Article 1 of Circular No. 36/2016/TT-BGTVT dated November 24, 2016 of the Minister of Transport promulgating the National Technical Regulations on Technical Supervision and Construction of Small Inland Waterway Vessels and the National Technical Regulations on Classification and Construction of Inland Waterway Vessels (Amendment 1: 2015 QCVN 72:2013/BGTVT).
2. Circular No. 39/2018/TT-BGTVT dated June 21, 2018 of the Minister of Transport promulgating the National Technical Regulations on Classification and Construction of Inland Waterway Vessels (Amendment 2: 2018 QCVN 72:2013/BGTVT).
