The Minister of Education and Training issues this Circular on the Admissions Regulations for Undergraduate and College Programs on a Regular Basis.
Article 1. The Admissions Regulations for Undergraduate and College Programs on a Regular Basis are hereby promulgated together with this Circular.
Article 2. This Circular takes effect from April 13, 2015. This Circular replaces Circular No. 09/2012/TT-BGDĐT dated March 5, 2012, issued by the Minister of Education and Training on the Admissions Regulations for Undergraduate and College Programs on a Regular Basis, and the circulars amending and supplementing Circular No. 09/2012/TT-BGDĐT, including: Circular No. 24/2012/TT-GDĐT dated June 29, 2012, Circular No. 03/2013/TT-BGDĐT dated February 20, 2013, Circular No. 21/2013/TT-GDĐT dated June 18, 2013, Circular No. 24/2013/TT-BGDĐT dated July 4, 2013, Circular No. 28/2013/TT-GDĐT dated July 16, 2013, and Circular No. 06/2014/TT-BGDĐT dated March 11, 2014, all issued by the Minister of Education and Training.
Article 3. The Director of the Office, the Director of the Testing and Quality Assurance Department, the Director of the Higher Education Department, the Inspector General, the Heads of relevant units under the Ministry of Education and Training; Ministers of Ministries, Heads of agencies at the ministerial level, agencies under the Government, Chairmen of Provincial People's Committees, Chairmen of Municipal People's Committees directly under the Central Government; Directors of provincial education and training departments, Directors of universities and academies; Principals of universities and colleges are responsible for implementing this Circular.

ADMISSIONS FOR UNDERGRADUATE AND COLLEGE PROGRAMS ON A REGULAR BASIS

PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
Article 1. These regulations apply to universities, academies, colleges (hereinafter referred to collectively as "institutions"), provincial education and training departments (EDT), and organizations and individuals related to the implementation of undergraduate (UG) and college (CG) admissions on a regular basis.
Article 2. These regulations stipulate the admissions for UG and CG programs on a regular basis, including: organization of admissions, conditions for candidates to participate in admissions, preferential policies in admissions; organization, tasks, and rights of institutions in admissions work; admissions using results of the national high school graduation examination (HSGE), admissions conducted independently by institutions; handling information reflecting violations of the Admissions Regulations and reporting and record-keeping systems; rewards and penalties for violations in admissions.
Article 3. These regulations do not apply to admissions for studying abroad.
Article 2. Admissions Organization
1. Universities and colleges using the results of the National High School Exit Examination to admit university and college students shall perform the following tasks:
a) Determine and publicly announce the subject combinations for admission to majors and groups of majors; Based on the direct admission and preferential admission guidelines for universities and colleges issued by the Ministry of Education and Training, specify and publicly announce the conditions for direct admission and preferential admission for the subjects of the specified objects under Clause 2 and Clause 3 of Article 7 of this Regulation;
b) For schools with talent majors and those organizing preliminary selection: determine and publicly announce on the school's website and other mass media the time, registration forms for preliminary selection, examination methods, and evaluation methods for talent subjects.
2. Schools and groups of schools organizing admissions according to their own enrollment plans shall implement the provisions as follows:
a) Develop an independent enrollment plan in accordance with the content stipulated in the attached annex and meet the requirements set forth in Article 3 of this Regulation; select and decide on the enrollment methods prescribed in Point a, Clause 2, Article 34 of the Higher Education Law;
The Rectors of universities and academies, and Principals of universities and colleges (hereinafter referred to as Principals) shall be responsible for organizing and implementing the stages: setting examination questions, supervising examinations, grading examinations (if conducting entrance examinations); admission and summoning admitted candidates; resolving complaints and reports related to admissions;
b) The examination results of candidates applying to a school (or group of schools) that organizes admissions through entrance examinations only have value for admission to that school (or group of schools), not for admission to other schools (or groups of schools); for talent majors, schools may consider admitting candidates who have taken the entrance examination at other schools and must stipulate this in the school's independent enrollment plan;
c) Schools organizing independent admissions may combine admissions of candidates who have taken the National High School Exit Examination and whose examination results meet the quality criteria for admission set by the Ministry of Education and Training;
d) Schools may organize partial independent admissions for some departments and majors;
e) Schools implementing independent enrollment plans must ensure the following requirements:
- Not allowing organizations and individuals, including staff, civil servants, employees, and teachers of the school, to organize test preparation;
- Ensuring fairness, transparency, and openness.
Article 3. Independent Enrollment Plan
1. The independent enrollment plan must meet the following requirements:
a) Complying with the provisions of the Higher Education Law and the goal of fundamental and comprehensive educational reform;
b) The form and content of admissions must be suitable for the training program of the school and the general education curriculum; not causing complexity for society and being costly for candidates;
c) Having quality criteria and thresholds for admission.
2. The Ministry of Education and Training will accept and publicly announce the draft independent enrollment plans of schools on the Ministry's website and mass media to widely solicit public opinions to improve the plans.
Within a maximum period of 30 working days from the date the school submits a valid independent enrollment plan, the Ministry of Education and Training will confirm in writing whether the school's independent enrollment plan meets or does not meet the requirements stipulated in Clause 1 of this Article and publish the confirmed plans meeting the requirements on the Ministry's website.
Article 4. Directing the Admissions Process
The Ministry of Education and Training shall issue legal normative documents and guiding documents on the admissions process for regular university and college programs; uniformly manage and direct schools regarding the admissions process.
Article 5. Inspection Activities for the Admissions Process
1. Inspection activities for admissions shall be carried out in accordance with the laws on inspection and the guidance of the Ministry of Education and Training.
2. The Minister of Education and Training shall issue decisions to inspect and establish inspection teams for universities and colleges.
3. Principals of schools shall organize inspections of the admissions process at their own schools in accordance with regulations.
4. Individuals whose relatives (spouse, children; father, mother, siblings of spouse) are taking the entrance examination or being considered for admission to universities or colleges shall not participate in the inspection of the admissions process.
Article 6. Conditions for Candidates to Participate in Admissions
1. As of the date of application, candidates must have graduated from high school (through formal education or continuing education) or have graduated from a vocational college (professional vocational college or vocational training college), hereinafter referred to as having completed secondary education.
Those who have completed vocational college but do not yet have a high school diploma must complete and be recognized as having fulfilled the cultural subjects in the high school curriculum as prescribed by the Ministry of Education and Training.
2. Must be in good health to study according to current regulations; For persons with disabilities recognized by the provincial People's Committee as deformed, disabled, or reduced self-sufficiency in daily life and study due to the consequences of chemical toxins, who are the biological children of those involved in the resistance movement affected by toxic chemicals: Principals of schools shall consider and decide to allow them to apply for admission to appropriate majors based on their health condition.
3. Within the age limit specified for certain schools and majors that have age requirements.
4. Meet the preliminary selection requirements if applying for admission to schools that have such requirements.
5. Have permanent residence registration within the designated recruitment area if applying for admission to schools that have such requirements.
6. Military personnel or public security officers on active duty may only apply for admission to schools designated by the Ministry of National Defense or the Ministry of Public Security after obtaining permission from the competent authority; Military personnel on active duty nearing the end of their compulsory military service period, if permitted by a superior commander at the regiment level or higher, may apply for admission according to their personal preference, and if admitted, must enroll in the same year and cannot defer enrollment to the following academic year.
Article 7. Preferential Policies in Admissions
1. Preferential policies by category.
a) Priority Group 1 (UT1) includes the following categories:
- Category 01: Vietnamese citizens of ethnic minorities with permanent residence registration in: Communes in Zones I, II, III in the Ethnic Minority and Mountainous Region during the period 2012-2015 as defined in Decision No. 447/QĐ-UBDT dated September 19, 2013 of the Minister, Chairman of the National Ethnic Minorities Committee; Communes in particularly difficult coastal areas and islands during the period 2013-2015 as defined in Decision No. 539/QĐ-TTg dated April 1, 2013 of the Prime Minister; Communes in particularly difficult areas, border communes, safe zones under the Program 135 investment plan for 2014 and 2015 as defined in Decision No. 2405/QĐ-TTg dated December 10, 2013 of the Prime Minister and Decision No. 495/QĐ-TTg dated April 8, 2014 of the Prime Minister amending and supplementing Decision No. 2405/QĐ-TTg dated December 10, 2013.
- Category 02: Production workers who have worked continuously for five years or more, including at least two years recognized as outstanding workers by the provincial level or higher and awarded certificates of merit.
- Category 03:
+ War invalids, wounded veterans, people holding "Certificate of Entitlement to Benefits Equivalent to War Invalids";
+ Military personnel and public security officers on active duty assigned to study with a service period of 12 months or more in Zone 1;
+ Military personnel and public security officers on active duty assigned to study with a service period of 18 months or more;
+ Military personnel and public security officers who have been discharged and recognized as having completed their service obligations according to regulations;
+ Other priority groups as stipulated in point i, k, l, m of Clause 1, Article 2 of the Ordinance on Preferential Treatment for Persons Contributing to the Revolution No. 26/2005/PL-UBTVQH11 dated June 29, 2005 amended and supplemented by Ordinance No. 04/2012/UBTVQH13 dated July 16, 2012.
- Category 04:
+ Children of martyrs;
+ Children of Heroes of the People's Armed Forces; + Children of Labor Heroes during the resistance period;
+ Children of those participating in the resistance movement suffering from deformities and disabilities due to toxic chemicals and receiving monthly allowances."
+ Children of those involved in the resistance movement affected by toxic chemicals with a labor capacity reduction rate of 81% or more;
+ Children of those holding "Certificate of Entitlement to Benefits Equivalent to War Invalids" where the person holding the certificate has a labor capacity reduction rate of 81% or more;
+ Children of Heroes of the Armed Forces, children of Heroes of Labor;
+ People with deformities or disabilities caused by toxic chemicals receiving monthly allowances, who are the biological children of those involved in the resistance movement;
+ Children of those contributing to the revolution as stipulated in point a, b, d of Clause 1, Article 2 of the Ordinance on Preferential Treatment for Persons Contributing to the Revolution No. 26/2005/PL-UBTVQH11 dated June 29, 2005 amended and supplemented by Ordinance No. 04/2012/UBTVQH13 dated July 16, 2012.
b) Priority Group 2 (UT2) includes the following categories:
- Category 05:
+ Concentrated volunteer youth assigned to study;
+ Military personnel and public security officers on active duty assigned to study with a service period of less than 18 months not in Zone 1;
+ Commanders and deputy commanders of village militia self-defense forces; Team leaders and platoon leaders of core militia self-defense forces who have completed their obligation to serve in core militia self-defense forces for 12 months or more, applying to enter the basic military science major.
The maximum time limit for enjoying preferential treatment for military personnel and public security officers who have been demobilized, discharged, or transferred to another profession when applying for admission to universities or colleges is 18 months from the date of discharge decision to the date of application.
- Category 06:
+ Vietnamese citizens of ethnic minorities with permanent residence registration outside the areas already defined as Category 01;
4. Amending and supplementing point a Clause 3 Article 10 as follows:
+ Children of those involved in the resistance movement affected by toxic chemicals with a labor capacity reduction rate below 81%;
+ Children of those involved in revolutionary or resistance movements captured and imprisoned by the enemy.
+ Children of those who participated in the national liberation struggle, national defense, and international duties, holding certificates entitled to preferential treatment as stipulated in Decree No. 31/2013/NĐ-CP dated April 9, 2013 of the Government detailing and guiding the implementation of certain provisions of the Ordinance on Preferential Treatment for Those Contributing to the Revolutionary Cause;
+ Children of those who contributed to the revolution;
- Object 07:
+ Severely disabled persons with a disability certificate issued by competent authorities according to Circular Joint Circular No. 37/2012/TTLT-BLĐTBXH-BYT-BTC-BGDĐT dated December 28, 2012 on the determination of disability levels carried out by the Disability Level Determination Council;
+ Outstanding workers from all economic sectors recognized at provincial level or higher with titles such as skilled worker, master craftsman, awarded the Creative Labor Medal by the Vietnam General Confederation of Labor or the Central Committee of the Ho Chi Minh Communist Youth Union;
+ Teachers who have taught for three years or more before entering teacher training programs;
+ Nursing assistants, pharmacy assistants, health care workers, technicians, assistant doctors, and pharmacists with a college degree who have worked for three years or more before entering medical or pharmaceutical programs;
c) Other preferential objects already defined in current legal documents shall be reviewed and decided upon by the Minister of Education and Training;
d) Persons eligible for multiple preferential categories may only enjoy the highest preferential category;
2. Categories eligible for direct admission to universities and colleges;
a) Heroes of Labor, Heroes of the People's Armed Forces, Heroes of Labor during the Resistance War, National Model Workers who have completed secondary education;
b) Individuals who were admitted to schools but were immediately drafted for military service or volunteer work that year, and have now completed their service and been discharged without being enrolled in any regular long-term educational program, introduced by a regiment-level unit in the military or the Central Volunteer Corps, if they meet the health conditions and hold valid documents, will be considered for enrollment in the school where they were previously admitted. If their studies were interrupted for three years or more and these individuals wish to continue, they will be considered for enrollment in preparatory classes before officially enrolling;
c) Candidates participating in the national selection examination for the International Olympiad team, or in the International Science and Technology Contest team, who have completed secondary education, will be directly admitted to university in the relevant field corresponding to the subject or topic of their competition. Candidates in the International Olympiad team or International Science and Technology Contest team who have not yet completed secondary education will be deferred until they complete secondary education;
d) Candidates who have completed secondary education and are members of the national sports team, confirmed by the Ministry of Culture, Sports and Tourism to have completed their tasks in official international competitions including: World Championships, World Cups, Olympic Games, Asian Games (ASIAD), Asian Championships, Asian Cups, Southeast Asian Championships, Southeast Asian Games (SEA Games), Southeast Asian Cups, will be directly admitted to universities or colleges of physical education and sports (PES) or related fields in accordance with each institution's regulations;
đ) Candidates with artistic talent who have completed high school or graduated from art vocational schools, winning official awards in international arts competitions in singing, dancing, and music, will be directly admitted to study in corresponding undergraduate or college programs in art institutions according to each institution's regulations;
The time limit for candidates to benefit from preferential treatment due to achievements in PES or artistic talent is no more than four years from the date of the competition or application for admission;
e) Candidates who won first, second, or third place in the national student excellence selection examination; or who won first, second, or third place in the national science and technology contest, having completed secondary education, will be directly admitted to university in the exact or closely related field of the subject they won;
Candidates who won encouragement awards in the national student excellence selection examination; or who won encouragement awards in the national science and technology contest, having completed secondary education, will be directly admitted to college in the exact or closely related field of the subject they won;
Candidates who won awards in the national student excellence selection examination or in the national science and technology contest, but have not yet completed secondary education, will be deferred until they complete secondary education;
g) For candidates who are severely disabled and have a disability certificate issued by competent authorities as prescribed: Principals of schools will base their decision to admit students based on their high school academic records (transcripts), health status, and the requirements of the training program;
h) For foreign candidates wishing to study at Vietnamese universities and colleges: Principals of schools will base their decision to admit students based on their high school academic records (grade sheets), knowledge test results, and Vietnamese language proficiency tests as prescribed by the school;
i) Candidates who have resided in poor districts for three years or more, studied and graduated from high school in these districts (students studying in boarding schools for ethnic minorities are counted based on their permanent residence registration), up to the date of submitting the application for admission according to Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government on the Program for Rapid and Sustainable Poverty Reduction in 62 Poor Districts and Decision No. 293/QĐ-TTg dated February 5, 2013 of the Prime Minister on Targeted Support from the Central Budget for 23 High-Poverty-Rate Districts to Apply Investment Infrastructure Policies under Resolution No. 30a/2008/NQ-CP on the Program for Rapid and Sustainable Poverty Reduction in 62 Poor Districts; candidates belonging to very small ethnic groups as defined in the Project on Developing Education for Very Small Ethnic Groups for the period 2010-2015 according to Decision No. 2123/QĐ-TTg dated November 22, 2010 of the Prime Minister and candidates from 20 poor border and island districts in the Southwest region.
These candidates must complete a supplementary knowledge program for one academic year before officially enrolling. The supplementary knowledge program shall be prescribed by the Rector of each school.
k) Persons holding a secondary vocational diploma with excellent or very good grades and at least two years of work experience in their field of study, in accordance with Clause 1 of Article 6 of this Regulation, shall be directly admitted to the same field of associate degree level.
l) Persons holding a secondary vocational diploma who have won first, second, or third place in national skills competitions and meet the requirements set forth in Clause 1 of Article 6 of this Regulation shall be directly admitted to a college to study a relevant field or profession corresponding to the competition they won.
3. Candidates who do not use direct admission rights shall be given priority in admission to universities and colleges.
a) For candidates who have won awards in the National Student Excellence Competition, won awards in the National Science and Technology Competition, and have graduated from high school, after completing the National High School Graduation Examination and meeting the quality criteria for admission set by the Ministry of Education and Training, the Rector of each school shall consider and decide on their admission.
b) Candidates who have won gold medals in annual national championships and those recognized by the Sports Management Committee as national champions, having participated in the National High School Graduation Examination without any subject score below 1.0, shall be given priority in admission to sports universities or related sports majors according to each university's regulations.
Candidates who have won silver or bronze medals in annual national championships and those recognized by the Sports Management Committee as national first-class athletes, having participated in the National High School Graduation Examination without any subject score below 1.0, shall be given priority in admission to sports colleges or related sports majors of various schools.
c) Artistic talent candidates who have graduated from high school or completed a secondary art school, won official awards in national professional arts competitions in singing, dancing, and music, and have participated in the National High School Graduation Examination without any subject score below 1.0, shall be given priority in admission to universities or colleges according to each institution's regulations.
The time period for enjoying priority for candidates winning awards in sports and artistic talents shall not exceed four years counted from the date of the entrance examination.
4. Priority policy by region
a) Candidates who continuously study and graduate from high school in a particular region shall enjoy priority in that region. If during the three years of high school education there is a transfer between schools, the candidate shall enjoy priority in the region where they spent more time studying. If each year is spent at a different school or half the time is spent at one school and half at another, the candidate shall enjoy priority in the region where they graduated. This regulation applies to all candidates, including those who have already graduated before the year of the entrance examination.
b) The following cases shall enjoy regional priority based on their permanent residence registration:
- Students of boarding schools for ethnic minorities;
- Students of preparatory classes for universities;
- Students of source classes established pursuant to decisions of Ministries or agencies equivalent to Ministries or provincial People's Committees;
- Students whose permanent residence is registered in: Villages in regions I, II, and III within the ethnic minority and mountainous areas from 2012 to 2015 as specified in Decision No. 447/QĐ-UBDT dated September 19, 2013 of the Minister, Chairman of the Ethnic Minority Committee; Particularly difficult villages in coastal and island areas from 2013 to 2015 as specified in Decision No. 539/QĐ-TTg dated April 1, 2013 of the Prime Minister; Particularly difficult villages, border villages, and safe area villages included in the Program 135 investment scope in 2014 and 2015 as specified in Decision No. 2405/QĐ-TTg dated December 10, 2013 and Decision No. 495/QĐ-TTg dated April 8, 2014 of the Prime Minister amending and supplementing Decision No. 2405/QĐ-TTg dated December 10, 2013 if they study in locations belonging to districts or towns containing these villages;
- Military personnel and public security officers sent to take the exam, if stationed for 18 months or more in a particular region, shall enjoy priority in that region or based on their permanent residence registration before enlistment, whichever has higher priority; if less than 18 months, they shall enjoy priority based on their permanent residence registration before enlistment.
c) The recruitment regions are divided as follows:
- Region 1 (KV1) includes:
Villages in regions I, II, and III within the ethnic minority and mountainous areas from 2012 to 2015, particularly difficult villages in coastal and island areas from 2013 to 2015, and particularly difficult villages, border villages, and safe area villages included in the Program 135 investment scope in 2014 and 2015 as specified in current regulations.
- Region 2 - rural (KV2-NT) includes:
Areas not included in KV1, KV2, or KV3.
- Region 2 (KV2) includes:
Provincial cities; towns; outer suburban counties of centrally-administered municipalities (excluding villages in KV1).
- Region 3 (KV3) includes:
Central urban districts of centrally-administered municipalities. Candidates in KV3 do not qualify for regional priority.
5. Framework for points of priority by category and region
The difference in admission scores between two consecutive categories is 1.0 (one point), and between two consecutive regions is 0.5 (half a point) on a ten-point scale.
Chapter II
ORGANIZATION, TASKS AND LIMITATIONS OF SCHOOLS IN ADMISSION WORK
Article 8. Organization, tasks, and powers of the Admissions Council of the school
1. The Rector of each school shall issue a decision to establish the Admissions Council (AC) to manage matters related to admissions work.
2. The members of the AC of the school include:
a) Chairman: Principal or Deputy Principal;
b) Deputy Chairperson: Deputy Rector;
c) Standing Member: Head of the Training Department or Deputy Head of the Training Department (or Examination Department);
d) Members: Some Heads of Departments, Heads of Faculties, Heads of Disciplines, and Information Technology staff.
Those who have relatives (spouse, children; father, mother, siblings of spouse) participating in the examination or admission process at the school shall not be allowed to join the AC of the school that year.
3. Tasks and powers of the AC of the school.
a) Organizing and implementing selected admission plans;
b) Resolving inquiries and complaints related to the admissions process;
c) Collecting and using admission fees and examination fees;
d) Summarizing the admissions process; deciding on rewards and punishments as prescribed;
d) Implementing the unified admission software; promptly reporting the results of the admission work to the Ministry of Education and Training and the direct management agency of the school (Ministry, Sector, Provincial People's Committee).
4. Tasks and powers of the Chairperson of the AC of the school.
a) Organizing and being responsible for the school's admission work;
b) Reporting to the Ministry of Education and Training and relevant agencies on the school's admission work;
c) Establishing working groups to assist the AC of the school to implement the admission work.
5. The Deputy Chairperson of the AC of the school shall perform tasks assigned by the Chairperson of the AC and act on behalf of the Chairperson when authorized by the Chairperson.
Article 9. Organization, tasks, and powers of the Secretariat of the AC of the school
1. The members of the Secretariat of the AC of the school include:
a) The Head of the Secretariat shall be concurrently held by a Standing Member of the AC of the school;
b) Members: some staff from the Training Department or Examination Department, faculties, departments, and Information Technology staff.
2. Tasks and powers of the Secretariat of the Admissions Council for schools admitting students through examination-based admission:
a) Organizing the receipt of application files and registration fees for the examination-based admission;
b) Entering and reviewing registration information for the admission software;
c) Updating and publicly announcing the examination-based admission registration information of candidates;
d) Proposing the admission score plan to the Admissions Council for decision;
đ) Compiling the list of successful candidates;
e) Printing and sending the call-up notice to successful candidates;
g) Checking the files of successful candidates according to Article 15 of this Regulation;
h) Performing other tasks assigned by the Chairperson of the AC.
3. Tasks and powers of the Secretariat of the AC of the school for schools admitting students through examination or examination combined with assessment:
a) Announcing relevant information about application files, registration time, and examination venue on the school's website and other mass media;
b) Performing other tasks as prescribed in the National High School Examination Regulation.
Article 10. Organization, tasks, and powers of specialized committees for schools admitting students through examination or examination combined with assessment
1. Specialized committees for schools admitting students through examination or examination combined with assessment include: Question Setting Committee, Examination Supervision Committee, Marking Committee, and Review Committee.
2. The organization, tasks, and powers of these specialized committees for schools organizing cultural subject examinations shall be implemented according to the National High School Examination Regulation; for schools organizing special subject examinations, they shall be implemented according to the Admission Regulation issued by the Rector after obtaining the opinion of the Scientific and Training Council of the school, reported to the Ministry of Education and Training, and publicly announced on the school’s website.
Chapter III
ADMISSION USING THE RESULTS OF THE NATIONAL HIGH SCHOOL EXAMINATION
Article 11. Principles for selecting combinations of subjects for assessment-based admission
1. Maintaining combinations of subjects corresponding to the examination groups that the school has used in the university and college regular system entrance examination in 2014 and previous years (hereinafter referred to as traditional examination groups) for admission purposes.
2. If changing the traditional examination groups or the combinations of subjects used for admission, the schools must report to the Ministry of Education and Training and publicly announce on their websites and other mass media at least three years before implementation.
3. Schools using new combinations of subjects outside the traditional examination groups for admission to a major or group of majors must reserve at least 75% of the quota of that major or group of majors for admission based on combinations of subjects corresponding to the traditional examination groups.
4. Adding new combinations of subjects for admission shall be carried out according to the principle:
a) Using the results of at least three subjects, including at least one of Mathematics and Vietnamese to assess admission; subjects included in the combination for admission must be linked to the requirements of the training discipline; not more than four combinations of subjects shall be used for admission to one major;
b) For schools and majors in arts, using the results of at least one cultural subject combined with the results of arts subjects to assess admission.
5. Depending on the requirements of the training major, schools may stipulate that a main subject be weighted when assessing admission.
Article 12. Threshold for Ensuring Admission Quality
1. Based on the examination results of candidates participating in the National High School Graduation Examination to be considered for admission to universities and colleges, the Ministry of Education and Training shall determine the threshold for ensuring admission quality for schools to develop their admission plans.
2. Universities and colleges located in the Northwest, Central Highlands, and Southwest regions may admit candidates who have permanent residence registration for at least three years, have continuously studied for three years, and graduated from high school in these regions with examination scores (total points of three subjects in the subject combination used for admission) lower than the threshold for ensuring admission quality by 1.0 point (on a scale of 10) and must complete supplementary knowledge courses for one semester before officially starting their studies. The supplementary knowledge program is determined by the Rector of each school.
Article 13. Organization of Admission
1. For schools
Organize admission for candidates registering to use the results of the National High School Graduation Examination for admission purposes:
a) Based on the threshold for ensuring admission quality prescribed by the Ministry of Education and Training, schools announce admission conditions for each major and organize admissions according to the schedule set by the Ministry of Education and Training.
The admission score for subsequent rounds shall not be lower than the admission score of previous rounds.
b) Organize the receipt and return of registration files for admission (DKXT) of candidates according to their preferences.
c) Based on the enrollment quota of the school and the number of candidates admitted directly (including the number of preparatory students of the school and preparatory high school students assigned to the school), the Admissions Committee of the school shall consider and decide on the admission score plan.
Schools may establish a unified admission score plan for the entire school or for each major or group of majors within the school.
d) Update the DKXT data of candidates into the national recruitment data management system; publish the list of candidates DKXT ranked by examination results from highest to lowest on the school's website every three days.
At the end of each admission round, announce and send the admission score and list of successful candidates to the national recruitment data management system.
2. For candidates:
a) Submit the file specified in Clause 3 of this Article and the registration fee for DKXT to the school through postal service via express mail or submit the file directly to the school.
b) Register for first choice admission:
- Candidates use the original Certificate of Examination Results for first choice admission registration. Candidates successfully admitted to the first choice shall not be eligible to register for subsequent admission rounds;
- During the specified period of this admission round, candidates have the right to change the major they registered for or withdraw the DKXT file to apply to another school.
c) Register for additional choice admission:
- Candidates use three original Certificates of Examination Results for additional choice admission registration;
- At the end of each additional choice admission round, unsuccessful candidates have the right to withdraw the DKXT file to register for the next admission round.
Candidates are responsible for the authenticity of the information in the DKXT file and the application file for the examination. Schools have the right to refuse acceptance or require withdrawal if candidates do not meet the admission conditions when comparing the information in the DKXT file and the application file for the examination with the original file.
3. The DKXT file includes:
a) The DKXT form clearly indicating the admission round, allowing candidates to register up to four majors (or groups of majors) of a school for each admission round. These preferences are arranged in order of priority from 1 to 4;
b) The original Certificate of Examination Results corresponding to the admission round (first choice or additional choice);
c) An envelope already affixed with stamps and clearly marked with the candidate's contact address for the school to notify the admission results.
Article 14. Summoning successful candidates to school
1. The school admission council shall send summonses to successful candidates, specifying the necessary procedures for them when enrolling.
2. The school shall organize health checks for newly enrolled candidates in accordance with the guidelines of the Ministry of Health and the Ministry of Education and Training.
3. Successful candidates must submit certified copies of the following documents:
a) School record book;
b) Temporary graduation certificate for those who are admitted in the same year they graduate, or high school diploma for those who have graduated in previous years. Those who submit temporary graduation certificates must present the original high school diploma at the beginning of the next academic year for verification;
c) Birth certificate;
d) Evidence to qualify for preferential treatment as stipulated in the guiding documents of the Ministry of Education and Training;
đ) The admission summons.
4. For candidates who enroll late by more than 15 days from the date specified in their admission summons:
a) If there is no valid reason, it will be considered as withdrawal;
b) If the delay is due to illness, accidents, with confirmation from district or provincial hospitals, or natural disasters with confirmation from district or provincial People's Committees, schools shall consider and decide on acceptance for enrollment or retention of admission results for enrollment in the following year.
5. Only the Chairman of the Provincial People's Committee has the authority to issue a decision to retain a candidate who has been admitted, but must clearly explain the reasons and legal basis for such a decision. Candidates prevented from attending school by local authorities have the right to appeal to competent agencies according to the Law on Petitions and Complaints.
Article 15. Checking the files of successful candidates
1. When candidates come to enroll, the school must organize the verification of submitted files in accordance with Clause 3 of Article 14 of this Regulation.
2. During the period that students are studying at the school, the school shall organize audits and verifications of candidates' files and examination results in accordance with regulations.
Article 16. Utilizing information technology and communication in the admission process
Schools shall appoint staff with appropriate qualifications to specialize in information technology, prepare sufficient computers and printers, establish email addresses; implement correctly (in terms of structure, procedures, deadlines for processing admission data) the software for managing the National High School Examination and the admission assessment software of the Ministry of Education and Training in the following stages of work:
1. Entering data from the registration forms of candidates, entering data on preliminary examination results (if any).
2. Print admission notices for successful candidates, clearly recording the examination results of the candidates.
3. Updating registration information, lists of successful candidates into the national admission data management system.
4. Conducting verification and cross-checking of information on candidates' registration forms against information in the national high school examination database; the person performing this verification stage must sign a confirmation record and bear responsibility for the verification work.
5. Announcing the list of successful candidates on the school's website, the Ministry of Education and Training's website, and mass media.
Chapter IV
ADMISSION AT SCHOOLS THAT CONDUCT SEPARATE ADMISSIONS
Article 17. Requirements for ensuring quality of incoming students for schools conducting separate admissions
1. For schools admitting through subject-based examinations or admission based on combinations of subjects in high school, the selection of examination subjects or subject combinations for admission shall be carried out in accordance with Article 11 of this Regulation.
2. For schools using examination methods as provided for in point c, Clause 1, Article 3 of this Regulation.
3. For schools admitting based on high school academic performance, the average score of each subject in the combination used for admission or the overall average score of the subjects used for admission must not be less than 6.0 for undergraduate programs and 5.5 for college programs (on a scale of 10).
4. Universities and colleges located in border provinces, areas with extremely difficult socio-economic conditions, and community colleges training human resources for localities may admit candidates with permanent residence registration for three years or more, having studied continuously for three years and graduated from high school in these provinces and localities at a lower level by 0.5 points compared to the level prescribed in Clause 3 of this Article. These students must complete supplementary knowledge courses for one semester before officially starting their studies. The supplementary knowledge program is determined by the Principals of the schools.
5. For colleges admitting graduates of secondary vocational schools into associate degree programs, the admission plan must clearly specify the admission criteria and methods suitable for the relevant majors and ensure the quality of incoming students.
6. For majors in arts and culture, the cultural subject scores for admission must meet the minimum requirements to complete the general education curriculum and be approved by the Ministry of Culture, Sports and Tourism and the Ministry of Education and Training.
Article 18. Examination organization for schools admitting students through examination or a combination of examination and assessment
1. Requirements for examination questions
a) For cultural subjects: implement according to the provisions of the National High School Examination Regulations;
b) For aptitude tests and other special subjects: implement according to the admission regulations issued by the Rector after soliciting opinions from the School's Scientific Council and Training Board, reporting to the Ministry of Education and Training, and publicly announcing on the school's website.
2. Examination supervision, marking, and re-marking
Implement according to the school's Admission Regulations. The content of the school's Admission Regulations must not contravene the provisions of the National High School Examination Regulations.
Article 19. Assessment for schools admitting students independently
1. The assessment shall be carried out according to the school's self-governance admission project.
2. Preferential treatment shall be implemented according to the provisions of Article 7 of this Regulation.
3. The time for registering for examinations and assessments shall be determined by the Rector of each school, in accordance with the training method of the school and the framework schedule of the academic year of general education. The deadline for admissions shall be implemented according to the schedule of the Ministry of Education and Training.
4. The verification of the successful candidates' application files shall be carried out according to the provisions of Article 15 of this Regulation.
Chapter V
HANDLING INFORMATION REPORTING VIOLATIONS OF THE ADMISSION REGULATIONS AND REPORTING, STORAGE SYSTEMS
Article 20. Handling information reporting violations of the Admission Regulations
1. Locations for receiving information and evidence of violations of the Admissions Regulations:
a) Admissions Committees of universities and colleges;
b) Admissions inspection and educational inspection at all levels.
2. Evidence of violations of the Admissions Regulations, once verified for authenticity, serve as the basis for handling violators.
3. Providing information and evidence of violations of the Admissions Regulations:
a) Encourage candidates, those involved in admissions work, and the general public to identify and report violations of the Admission Regulations;
b) Those who discover violations of the Admission Regulations need to promptly report to the designated location as stipulated in Clause 1 of this Article for appropriate measures to be taken;
c) Those who have evidence of violations of the Admission Regulations should immediately report to the designated location as stipulated in Clause 1 of this Article for timely handling according to the law. The receipt and handling of reports of violations of the Admission Regulations shall be carried out according to the law on complaints;
d) Those providing information and evidence about violations of the Admission Regulations must bear responsibility under the law for the authenticity of the provided information and evidence, and must not abuse such actions to negatively impact the admissions process.
4. For organizations and individuals receiving information and evidence of violations of the Admissions Regulations:
a) Organize the receipt of information and evidence in accordance with regulations; protect the original state of evidence; verify the authenticity of the information and evidence;
b) Promptly implement measures to prevent negative impacts and violations of the Admissions Regulations based on the provided information;
c) Handle according to their authority or report to competent authorities for handling and publicly announce the results of handling individuals and organizations that violate the Admissions Regulations;
d) Protect the confidentiality of the identity of the person providing information.
Article 21. Reporting System
1. Before December 31 of each year, schools shall carry out the following tasks:
a) Report to the Ministry of Education and Training the admission results of the school;
b) Report to the Ministry of Education and Training the admission information of the school:
- For schools using the results of the National High School Examination for admission, they must report the admission scheme as prescribed in Article 11 of this Regulation;
- Schools admitting students through methods other than examination: report the self-governance admission project that meets the requirements set forth in Articles 2, 3, and the annexes of this Regulation;
2. Schools organizing entrance examinations must report to the Ministry of Education and Training their examination organization plan at least 30 days before the examination date.
Article 22. Storage System
1. Candidates' examination papers for the National High School Examination shall be stored according to the National High School Examination Regulations; examination papers of schools admitting students through examination or a combination of examination and assessment shall be stored according to the admission regulations issued by the Rector after soliciting opinions from the School's Scientific Council and Training Board, reporting to the Ministry of Education and Training, and publicly announcing on the school's website.
2. Other documents related to admissions must be preserved and stored throughout the duration of the training program according to the Law on Archives. At the end of the training program, the Rector shall issue a decision to establish a committee to review and destroy the documents. Examination results (candidate names, scores for each subject, admission scores) must be permanently stored.
Chapter VI
REWARD AND VIOLATION HANDLING
Article 23. Awards
The Chairperson of the Admissions Council of each school shall grant awards or recommend competent authorities to award:
1. Persons who have excellently fulfilled assigned tasks.
2. Persons who have made significant contributions to admissions work.
Article 24. Handling of Schools, Admissions Officers, and Candidates Who Violate Regulations
1. Handling of officers and candidates who violate examination regulations shall be carried out according to the provisions of the National High School Examination Regulations.
2. If schools exceed their admission quotas beyond their actual capacity, the excess number of candidates admitted will be deducted from the admission quota for the following year, and the school will be subject to administrative penalties as stipulated in Decree No. 138/2013/NĐ-CP dated October 22, 2013 of the Government on administrative penalties in the field of education.
3. Warning or higher disciplinary measures shall be applied to the Principal or Chairman of the Admissions Council and other related persons who commit any of the following violations:
a) Issuing decisions related to admissions work contrary to the provisions of this Regulation;
b) Setting admission scores lower than the minimum quality threshold for entry;
c) Admitting students in majors without approval to open such majors; admitting students not in accordance with their declared preferences;
d) Determining admission quotas incorrectly compared to the regulations and exceeding the quota;
e) Organizing admissions not in accordance with the provisions of the self-governance admissions project already announced.
4. Personnel involved in admissions work who are civil servants or public officials who violate the regulations, if there is sufficient evidence, will be handled by personnel management agencies according to the provisions of the Civil Servant Law, the Public Official Law, and other legal documents regarding disciplinary measures for civil servants and public officials. For those violating the admissions regulations who are non-civil servant staff members of private schools, the Principal of the school shall decide on handling according to the Labor Code and current laws and regulations.
ANNEX
CONTENT OF THE SPECIAL ADMISSIONS PROJECT
(Attached to Circular No. 03/2015/TT-BGDĐT dated February 26, 2015 of the Minister of Education and Training)
The admissions project of the school includes the following main contents:
1. Admission targets;
2. Admissions methods (entrance exams, merit-based admissions, or a combination of both);
3. Minimum quality threshold for entry;
4. Admissions organization;
5. Admissions fees;
6. Conditions for implementing the admissions plan (human resources, infrastructure, equipment, cooperation, etc.);
7. Inspection, supervision, complaint resolution work;
8. School admissions regulations;
9. Information dissemination and reporting systems;
10. Other contents.
