Pursuant to the Statistics Law dated November 23, 2015; the Law Amending and Supplementing Certain Articles and the National Statistical Indicators Catalogue of the Statistics Law dated November 12, 2021;

Pursuant to Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the content of national statistical indicators within the national statistical indicator system and the process of compiling gross domestic product indicators and provincial and centrally-administered city gross regional product indicators; and the compilation process for gross domestic product indicators and provincial and centrally-administered city gross regional product indicators;

At the proposal of the Minister of Planning and Investment;

The Prime Minister issues the National Statistical Survey Program.

Article 1. Attached to this Decision is the National Statistical Survey Program.

Article 2. The Minister of Planning and Investment shall be responsible for guiding, urging, inspecting, and auditing the implementation of the National Statistical Survey Program and reporting to the Prime Minister on the enforcement of this Decision.

Article 3. This Decision takes effect from January 1, 2023, replacing Decision No. 43/2016/QĐ-TTg dated October 17, 2016 of the Prime Minister on issuing the National Statistical Survey Program.

The Minister, the head of ministries equivalent to ministries, the head of government agencies, the Chairman of the People's Committees of provinces and centrally-administered cities, and organizations and individuals related thereto shall be responsible for implementing this Decision.

NATIONAL STATISTICAL SURVEY PROGRAM

(Attached to Decision No. _______/2023/QĐ-TTg dated _______ month _______ year 2023 of the Prime Minister)

 

PART I. GENERAL PROVISIONS

 

Article 1. Scope of Regulation and Applicability

Thông tư này quy định chi tiết khoản 4 Điều 38 Luật Thủy sản số 18/2017/QH14 đã được sửa đổi, bổ sung tại điểm c khoản 21 Điều 14 Luật số 146/2025/QH15.

The National Statistical Survey Program includes the list of national census surveys and statistical surveys as prescribed in Clause 1, Article 27 of the Statistics Law 2015.

Thông tư này áp dụng đối với tổ chức, cá nhân có liên quan đến hoạt động kinh doanh đối tượng thủy sản nuôi chủ lực trên lãnh thổ Việt Nam.

Ministries, agencies equivalent to ministries, government agencies, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Agency, and other relevant agencies and organizations shall be responsible for building and implementing the statistical surveys assigned in the National Statistical Survey Program.

Article 2. Content of the National Statistical Survey Program

1. The National Statistical Survey Program includes the name of the survey, purpose, target group, survey unit, type of survey, content, period, time of survey, leading agency, and cooperating agencies.

2. The National Statistical Survey Program meets the information needs of the national statistical indicator system as prescribed in the Law Amending and Supplementing Certain Provisions and the List of National Statistical Indicators of the Statistics Law dated November 12, 2021, and Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the content of national statistical indicators within the national statistical indicator system and the process of compiling gross domestic product indicators and provincial and centrally-administered city gross regional product indicators.

Article 3. Implementation Organization

1. The Ministry of Planning and Investment shall be responsible for submitting to the Prime Minister for the construction, amendment, and supplementation of the National Statistical Survey Program to meet the requirements of economic and social development tasks in each period.

2. The National Statistical Survey Program serves as the basis for ministries and sectors to proactively build plans for surveys, survey schemes, implementation plans, budget estimates, and decisions on statistical surveys, ensuring stability in statistical activities.

3. The leading agency is the entity responsible for building the survey scheme and conducting the survey.

4. The funds for implementing the statistical surveys under the National Statistical Survey Program shall be provided from the state budget and allocated in the budget estimates of the agencies in accordance with the State Budget Law (including funding sources from international organizations under programs and projects) to ensure adequacy and nature of each survey.

5. The results of the statistical surveys in the National Statistical Survey Program must be published in accordance with the provisions of the Statistics Law and current State decisions on statistical surveys.

6. In years when national census surveys or comprehensive surveys are conducted, based on the National Statistical Survey Program, the leading agencies may integrate some surveys to avoid overlapping information and ensure cost-saving survey objectives.

Rural and Agricultural Census

Population Dynamics and Family Planning Survey

Collecting basic information on population and family planning to serve as a basis for policy formulation, studying population dynamics, and calculating national statistical indicators on population and family planning.

1. Survey subjects: Actual permanent residents in households (excluding those living in areas under separate management of the military and public security, but including households of the military and public security residing in civilian areas of the commune/district/town being surveyed).

Labor Force and Employment Survey

Collecting information reflecting the current state of the labor force and employment to meet management requirements, efficient exploitation and utilization, and rational development of labor market resources; serving the compilation of labor and employment statistical indicators prescribed in the national statistical indicator system.

1. Survey subjects: Actual permanent residents in households.

2. Survey units: Households.

- For household members: name, relationship to the head of the household, gender, age, ethnicity;

- Information on individuals aged 15 and above;

Accurately assess the actual situation of land use in each administrative unit at all levels; serve as a basis for evaluating land management over the past five years and provide grounds for proposing mechanisms, policies, and measures to strengthen state management of land and improve the efficiency of land use; serve as a basis for planning and adjusting land use plans; provide information to monitor, supervise, and evaluate land management and use in each locality as stipulated by the Land Law.

Surveying agricultural crop area

Collecting data on the planting area of various annual and perennial crops for each production season for annual crops and each year for perennial crops in each locality to serve as a basis for calculating certain indicators such as: Crop yield, planting area structure, land utilization coefficient.

1. Survey subjects: Annual agricultural crops; concentrated perennial crops.

2. Survey units: Village (commune, ward) of the commune (hereinafter referred to as village) that plants annual crops during the production season; has concentrated perennial crop areas; wards, towns with a total planting area of annual crops of 5 hectares or more per season or perennial crops of 5 hectares or more; enterprises, cooperatives, public institutions that plant agricultural crops during the survey period.

Surveying agricultural crop productivity and yield

Collecting information on the situation of agricultural crop production to serve the compilation of national statistical indicators, provincial level of the crop cultivation sector; meeting management requirements, planning, zoning, policy formulation for agricultural production development at all levels and sectors, and meeting the information needs of other users.

1. Survey subjects: Various types of agricultural crops.

2. Survey units: Households; enterprises; cooperatives and public institutions actually planting and harvesting agricultural crops during the period.

- For annual crops, collect information: Planting area, harvested area; harvested product yield; sold product yield; revenue from selling products and related information.

Livestock survey

Collecting information on livestock production nationwide to serve the compilation of national statistical indicators, provincial level of the livestock sector; meeting management requirements, planning, zoning, policy formulation for livestock production development at all levels and sectors, and the information needs of other users.

1. Survey subjects: Cattle, buffalo, pigs, chickens, ducks, geese, and other animals (horses, goats, sheep, etc.).

2. Survey units: Village (commune, ward, residential group); enterprises; cooperatives; organizations engaged in livestock activities and households raising livestock during the period.

Comprehensive survey combined with sample survey

- Number of animals at the time of survey.

- Livestock product yield produced during the survey period.

- Revenue from selling livestock products during the survey period.

- Value of livestock services.

- Waste management situation in livestock.

- Results of swiftlet nest harvesting activities.

Forestry investigation

Collecting information on forestry production results nationwide to serve the compilation of national and provincial statistical indicators for the forestry sector; meeting management requirements, planning, zoning, formulating development policies for forestry production at all levels and industries, and the information needs of other users.

1. Survey subjects: Production forests; protective forests; special-use forests; forestry seedlings; scatteredly planted forestry trees.

2. Survey units: Villages, hamlets, small forest areas with forests; enterprises; cooperatives; public institutions that are forest owners engaged in forestry production activities; households within villages with forests.

- Forest area: Concentrated planted forests (newly planted and cared-for forest areas) classified by types of forests; natural forest areas (encircled regeneration and protection).
