Circular No. 03/2023/TT-BNNPTNT Abolishes Certain Circulars Issuing National Technical Regulations in the Livestock Sector

CIRCULAR

Repealing certain Circulars promulgating

national technical standards in the livestock sector

Pursuant to Decree No. 105/2022/NĐ-CP dated December 22, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Based on the Law on Animal Husbandry 2018;

Pursuant to the Law on Legislative Regulatory Documents 2015;

Based on Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain provisions of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;

Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and measures for implementing the Law on Legislative Regulatory Documents and Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and measures for implementing the Law on Legislative Regulatory Documents;

Pursuant to Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing some articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing some provisions of the Law on Standards and Technical Regulations;

At the proposal of the Director of the Livestock Production Department;

The Minister of Agriculture and Rural Development issues this Circular to abolish some Circulars promulgating national technical standards in the livestock sector.

Repeal all of the following Circulars:

1. Circular No. 82/2021/TT-BTC dated September 30, 2021 of the Minister of Finance on customs supervision of imported goods transferred at border gates in cases where imported goods are congested or at risk of congestion at sea ports implementing social distancing according to Directive No. 16/CT-TTg dated March 31, 2020 of the Prime Minister on urgent measures to prevent and control the COVID-19 pandemic.

1. Circular No. 41/2012/TT-BNNPTNT dated August 15, 2012 of the Minister of Agriculture and Rural Development promulgating national technical standards on testing and certification of animal breeds and livestock feed.

2. Circular No. 43/2011/TT-BNNPTNT dated July 6, 2011 of the Minister of Agriculture and Rural Development promulgating national technical standards on testing and certification of animal breeds.

3. Circular No. 72/2011/TT-BNNPTNT dated October 25, 2011 of the Minister of Agriculture and Rural Development promulgating national technical standards on testing and certification of animal breeds.

4. Circular No. 04/2010/TT-BNNPTNT dated January 15, 2010 of the Minister of Agriculture and Rural Development promulgating national technical standards on conditions for pig farms and poultry farms with biosafety.

5. Circular No. 16/2017/TT-BNNPTNT dated August 24, 2017 of the Minister of Agriculture and Rural Development promulgating national technical standards on hygiene requirements for boar semen production facilities.

6. Circular No. 31/2013/TT-BNNPTNT dated June 12, 2013 of the Minister of Agriculture and Rural Development promulgating national technical standards on testing and certification of breeding pigs.

Article 2. Implementation clause

This Circular takes effect from August 15, 2023./.
